Abstract

The massive and rapid spread of the COVID-19 virus has become a terrible terror for the world community. Various literatures prove the importance of leaders at the lowest level of government (: village heads) as the front guard to break the chain of COVID-19 spread. In Maluku Province, Bapa Raja is not only a traditional leader and community leader who is highly respected by the village community because he was successfully elected through the Village Head Election (Pilkades) mechanism, but also, Bapa Raja must have a royal or sultanate lineage. This study analyzes the collaborative innovation approach to Bapa Raja leadership during the COVID-19 crisis in Maluku Province, known as Bumi Raja-Raja. The research method used a qualitative approach with data collection techniques of observation, literature study, FGDs, and in-depth interviews in 2020-2023. The results showed that Bapa Raja has succeeded in becoming the prominent driving figure in the village in presenting relevant and practical innovations in handling COVID-19 in Maluku Province through integrating, finding, defending, and triggering innovations. Collaborative solid innovation between the government and various stakeholders and active community participation based on local wisdom is the key to success in facing the challenges of the COVID-19 pandemic. This study recommends that the Central Government cq, the Ministry of Home Affairs, make Bapa Raja a role model for other regions due to the success of public services through a collaborative innovation approach in handling the COVID-19 disaster.

Abstract

Digital transformation has transformed the governance approach into digital governance, essential in improving performance and service quality in various sectors, including the toll road industry. This article explores the implementation of digital governance in toll road traffic services in Indonesia. The research method uses a qualitative approach with data collection techniques through observation, literature studies, focus group discussions, and in-depth interviews with a study time of six (6) months from September 2023 to February 2024. The study results show that toll road users face various problems in toll road traffic services in Indonesia, such as severe traffic congestion, over-capacity rest areas, dirty toilets, lack of gas station facilities, and lack of information about congestion points and alternative routes. As an Indonesian state-owned enterprise engaged in toll road operations, PT. Jasa Marga Tbk. launched the Travoy application to provide practical solutions for toll road users to get the necessary information services, facilitate the search for rest areas, and reduce congestion by managing traffic distribution. The study results confirm the importance of continued investment in digital technology and effective data processing to ensure the satisfaction and convenience of future toll road users.

Abstract

The COVID-19 pandemic has become a global health crisis resulting in a large enough need for medicines, vitamins and vaccines, causing people and governments around the world including Indonesia to panic about their availability on the market. Puskesad as the central implementing agency of the TNI-AD according to its main task is to carry out all efforts relating to the development of the health of soldiers, PNS TNI-AD and their families and TNI-AD Units in order to support the duties of the TNI-AD, to carry out these tasks carry out the main function called as health support and health services are also called upon to help solve current health problems. The purpose of this research is to answer how to strengthen the role of the TNI-AD health industry in order to improve the health standard of soldiers and the public. This research method uses a qualitative research design with descriptive analysis. The results of this research are strengthening the role of the TNI-AD health industry through policies, planning and development, strengthening personnel, strengthening budgets, and strengthening marketing. The conclusion from this research is that to achieve this strengthening, a change in organizational form is needed from Satker to BLU with the order of readiness, namely Lafi Puskesad, Labiovak, Laperalatan kesehatan, and Labiomed.

Abstract

Background: Stunting is a crucial issue in the 2024-2029 presidential election, as its resolution is key to achieving a Golden Indonesia vision by 2045. Addressing stunting has become a primary agenda for the Indonesian government, as outlined in the 2020-2024 National Medium-Term Development Plan. The President has instructedStatistics Indonesia to develop a measurement for stunting, namely IKPS. No studies have evaluated the suitability of IKPS as a performance measurement tool. This study aimed to assess the feasibility of IKPS as a government performance indicator in addressing stunting in Indonesia.Method: This Cross-sectional study utilized secondary data from IKPS. Stunting prevalence data for 2018 and 2019 were sourced from the combined Indonesian Toddler Nutritional Status Study and the 2019 National Socioeconomic Survey. Data analysis included descriptive statistics, correlation tests, simple regression analysis, and quadrant analysis to measure relationships and effects between the variables.Result: No significant relationship was found between IKPS and stunting prevalence (r=-0.092, p-value=0.593), though a strong and significant correlation was observed between changes in IKPS and stunting prevalence (r=-0.467, p=0.005).Conclusion: The relationship pattern was unexpected, showing a negative linear association in which increased IKPS did not effectively reduce stunting prevalence. These findings highlight the need for a valid IKPS for program planning, evaluation, and decision-making and suggest further research on IKPS construction methodology.

Abstract

This study employs the Soft System Methodology (SSM) to analyze and develop strategies for the digitalization of Micro, Small, and Medium Enterprises (MSMEs) in DKI Jakarta. Given the significant role of MSMEs in Indonesia's economy, contributing 61% to the Gross Domestic Product and employing 97% of the workforce, their integration into the digital landscape is crucial. The research highlights existing challenges, such as limited digital literacy, constrained access to capital, and inadequate product standardization, and identifies opportunities for enhancing MSME competitiveness through digital tools. By applying SSM, the research constructs a conceptual model to address these challenges, emphasizing stakeholder collaboration among government, academia, and the private sector. The findings offer a strategic framework for effective digital transformation, aiming to improve efficiency and foster sustainable economic growth.

Abstract

Penelitian ini mengkaji implementasi shared services di PT. Biro Klasifikasi Indonesia (BKI) menggunakan Soft System Methodology (SSM) untuk mengidentifikasi tantangan dan mengembangkan solusi untuk meningkatkan efisiensi dan kualitas layanan. Isu-isu utama yang diidentifikasi termasuk kesenjangan dalam integrasi teknologi, struktur organisasi, dan dukungan manajemen. Studi ini mengusulkan perubahan yang layak seperti peningkatan TI bertahap, fungsi terpusat, pelatihan manajemen, mekanisme pelacakan biaya, dan sistem umpan balik pelanggan, bersama dengan memastikan kepatuhan terhadap peraturan dan memanfaatkan insentif pemerintah. Dengan mengatasi kesenjangan ini, BKI dapat meningkatkan model layanan bersama, yang mengarah pada peningkatan efisiensi operasional, pengurangan biaya, dan kualitas layanan yang lebih baik, selaras dengan tujuan organisasi strategis dan kebutuhan pemangku kepentingan.

Abstract

In Indonesia, personnel management in local governments, including payroll, is still often done manually or semi-automatically. This manual payroll management causes various problems, including payment delays, salary calculation errors, and lack of transparency in the payroll process. The government of Mahakam Ulu Regency, one of the regions in East Kalimantan Province, faces similar challenges. Amid efforts to accelerate regional development, the local government adopted a digital technology-based payroll system to build a more transparent, measurable, and fair payroll system. This study uses a qualitative approach with data collection through in-depth interviews, focus group discussions, observation, and literature study. The study results show the need to develop performance-based digital payroll systems regulations by issuing a circular letter to the Mahakam Ulu District Government. This circular serves as a guiding framework for integrating the digital system into personnel management, emphasizing responsibilities among stakeholders, and ensuring the application of meritocratic principles in performance appraisal and incentives. This digital governance model ensures that salaries are paid on time and follow regulations. It assesses employee performance based on clear, more modern, responsive parameters to support improved productivity and performance

Abstract

Tourism is one of the industries that has an important role in economic, social, cultural, and environmental development. According to the World Bank and International Monetary Fund (IMF) reports, Indonesia's economic growth is increasing, including tourism, which is recovering after the COVID-19 pandemic. This study focuses on marine tourism in Tidore Islands City, which has seven dive sites with unique diving spots not found in other regions, namely the presence of sunken shipwrecks. Unfortunately, Tidore does not yet have regulations governing marine tourism. This study uses a qualitative approach with in-depth interviews, literature studies, FGDs, ang observations, related to the role of facilitative leadership in collaborative governance in marine tourism policies, especially diving tourism. The results showed that leadership is vital in the collaborative governance of marine tourism, especially diving tourism. Facilitative leadership will act as a facilitator to bring stakeholders together and get them mutually involved in a collaborative spirit. This article produces a governance model for establishing a comprehensive and collaborative legal framework through a Mayor's Regulation on guidelines for the organization of diving tourism. This regulation integrates the principles of environmental sustainability, community engagement, and protection of local culture. This governance model not only provides a solution to the challenges faced by Tidore in diving tourism management but also serves as an instrument to drive socio-economic transformation in the region. Recommendations for research indicate the need for collaboration-based policies on diving tourism policies that involve various stakeholders, including local communities, businesses, academics, and the central government, as well as replication of best practices, where the Tidore Islands City Government can become a best practice model in managing marine tourism based on facilitative leadership to accelerate the achievement of tourism sector development targets

Abstract

Implementing the Electronic Identity Card (e-KTP) policy has been underway for over a decade since its launch in 2011. However, various challenges persist, especially in urban areas such as Bandung City, which highlight deficiencies in the quality of public services. This study seeks to explore and analyze the dynamics and challenges associated with implementing the e-KTP policy in Bandung City by examining relevant policy dimensions and the quality of public services. Employing a qualitative research methodology, the study utilizes data collection techniques, including in-depth interviews, focus group discussions, observations, and literature reviews. The findings reveal that the Population and Civil Registration Office in Bandung City faces several organizational challenges, such as limited human resources, inadequate infrastructure, and insufficient inter-agency coordination. Moreover, there is a lack of uniformity in interpreting the policy at the implementation level. Community outreach and socialization efforts have been largely ineffective, resulting in low levels of public awareness and participation in the management of e-KTP. Regarding operational challenges, key issues include a limited supply of blank forms, malfunctioning recording devices, and the absence of an integrated population service system. This study recommends that the successful implementation of the e-KTP policy in Bandung City is closely tied to significant improvements in public policy and service delivery. Essential measures include enhancing organizational capacity, optimizing policy interpretation, and refining application systems to ensure effective implementation of the e-KTP. Ultimately, these improvements would increase public satisfaction and trust in population administration services

Abstract

Technological developments continue to develop and expand into various fields. Indonesia began implementing non-cash payments using electronic toll technology since October 2017. This research aims to analyze the implementation of Electronic Toll Collection (ETC) on an electronic toll basis as part of technological developments in the transportation sector. Technological innovation in the form of the application of ETC has provided a number of criticisms and a big influence on PT. Jasa Marga (Persero), Tbk as the market leader in the toll road management industry in Indonesia. On the other hand, there are many benefits that can be optimized by PT. Jasa Marga (Persero), Tbk from implementing ETC. This research shows how an organization or company is able to manage the impact of open innovation into profits through the right strategy. The Soft System Methodology approach is used to analyze the complexity of implementing ETC for PT. Jasa Marga (Persero), Tbk. This research collects data in the form of facts stored in the form of research, documents and information as well as related regulations through documentation techniques. This research provides an explanation of the strategy carried out by PT. Jasa Marga (Persero), Tbk in dealing with the implementation of ETC which is explained through seven stages of SSM ETC as a new technology is obtained through open innovation. Open innovation in an organization or company can be successful if it is responded to with the right strategy. The success of an innovation is if the innovation can be accepted by all parties.
