Abstract

Penelitian ini dilatarbelakangi oleh minimnya daya analisis siswa dalam pembelajaran IPAS, yang dipengaruhi oleh dominasi metode konvensional serta kurangnya penerapan media pembelajaran yang menyenangkan. Padahal, kemampuan analisis merupakan aspek penting dalam memahami konsep secara mendalam dan aplikatif. Untuk menjawab permasalahan tersebut, digunakan model Problem Based Learning (PBL) dengan bantuan video animasi yang diyakini mampu mempertinggi keterlibatan serta pemahaman siswa. Tujuan dari penelitian ini yaitu guna memahami pengaruh model PBL dengan bantuan video animasi terhadap daya analisis siswa kelas IV pada mata pelajaran IPAS di SD N 3 Buduk. Metode yang peneliti gunakan ialah pendekatan kuantitatif berupa desain eksperimen semu (quasi-experimental). Teknik penghimpunan data dijalankan melalui pemberian pre-test dan post-test memanfaatkan instrumen tes objektif. Hasil penelitian ini memperlihatkan terdapatnya kenaikan  signifikan pada kemampuan analisis siswa pada kelas eksperimen sesudah diterapkannya model tersebut, yang diperlihatkan dari kenaikan skor rerata dari 54,55 menjadi 92,33 serta hasil uji-t dengan signifikansinya senilai 0,000. Mengacu pada hasil tersebut, didapatkan kesimpulan bahwa penerapan model PBL dengan bantuan video animasi efektif dalam meningkatkan potensi analisis siswa pada pembelajaran IPAS. Model ini dianjurkan untuk digunakan selaku alternatif strategi belajar aktif di sekolah dasar.

Abstract

Electronic procurement (e-procurement) is widely implemented to improve transparency, efficiency, and accountability in public procurement. However, its implementation still faces various technical and administrative constraints that affect procurement performance in local governments. This study evaluates the implementation of e-procurement in the Procurement of Goods and Services (PUPRPKP) Office of Tabanan Regency for the 2022–2024 period, identifies implementation barriers, and formulates alternative improvement strategies. A qualitative descriptive approach was employed. Data were collected through structured interviews with procurement working groups, Commitment Making Officials, and service providers, supported by SPSE system observations and document analysis. Data were analyzed using an interactive model with purposive sampling. Findings show implementation is adequate but not yet optimal in meeting procurement principles. Efficiency shows time and cost savings, constrained by system instability and administrative duplication. Effectiveness is limited by SiRUP delays and price-based evaluation dominance. Transparency and accountability are generally applied, but monitoring and data consistency are weak. Competition is hindered by specification bias and low participation. Study concludes e-procurement in Tabanan is not yet optimal and requires strengthening infrastructure, system integration, regulation, and oversight to ensure compliance.

Abstract

The implementation of e-purchasing in construction procurement has been continuously promoted by the Indonesian government. However, Klungkung Regency remains the only regency in Bali Province that has not yet implemented e-purchasing for construction projects. In addition, empirical studies examining the effects of e-purchasing effectiveness and efficiency on construction procurement performance remain limited. This study analyzes the effects of e-purchasing effectiveness and efficiency on construction procurement performance, examines the effect of effectiveness on efficiency, investigates the mediating role of efficiency, and formulates implementation strategies. A mixed-methods approach with an explanatory sequential design was employed. Quantitative data were collected through questionnaires distributed to 30 respondents experienced in implementing construction e-purchasing and analyzed using PLS-SEM. Qualitative data were obtained through in-depth interviews with key informants. The results show that e-purchasing effectiveness positively and significantly affects construction procurement performance (?=0.518, t=5.453, p= 0.000). E-purchasing efficiency also has a positive and significant effect on construction procurement performance (?=0.473, t=5.210, p=0.000). Furthermore, effectiveness positively and significantly influences efficiency (?=0.559, t=5.757, p=0.000). Efficiency acts as a complementary partial mediator between effectiveness and construction procurement performance. The strategies for the implementation include expanding construction work items in the Electronic Catalog, increasing vendor participation through outreach, improving the e-purchasing system, and developing technical implementation guidelines. The findings indicate that improving e-purchasing effectiveness and efficiency enhances construction procurement performance by better meeting procurement needs, increasing vendor participation, simplifying procedures, reducing administrative costs, and accelerating procurement processes.
