Abstract

Penelitian ini bertujuan untuk melihat efektivitas dari program proyek reboisasi pasca bencana tanah longsor di Nigari IV Koto Hilie Kabupaten Pesisir Selatan. penelitian ini menggunakan pendekatan kualitatf dan teknik triangulasi melalui teori efektivitas menurut Siagian (2019:20-21). Hasil penelitian memperlihatkan bahwa program proyek reboisasi yang dilakukan oleh Pejabat Pembuat Komitmen (PPK) 2.3 Satuan Kerja (Satker) Pelaksanaan Jalan Nasional (PJN) Wilayah II Provinsi Sumbar dalam penanggulangan pasca bencana longsor di Nagari IV Koto Hilie Kabupaten Pesisir Selatan secara keseluruhan disimpulkan menjadi: 1. Upaya reboisasi yang telah dilaksanakan oleh PPK Satker P2JN ini dapat dikatakan efektif dan mampu mencegah terjadinya bencana serupa di lokasi proyek, 2. Proyek pembangunan ini telah berhasil menghadirkan perubahan yang signifikan dan memberikan dampak positif yang luas.

Abstract

Stunting is a chronic malnutrition problem caused by a lack of nutritional intake over a long period of time, which causes future problems in achieving optimal physical and cognitive development. The problem of stunting is a nutritional problem faced by the world, especially in poor and developing countries including Indonesia.  This activity was carried out in Laboy Jaya Village, Bangkinang District, Kampar, Riau. This activity begins with a theoretical explanation of stunting prevention about the factors that cause stunting and efforts to prevent and treat stunting itself. The result of this activity is that the Laboy Jaya Village community, especially mothers, can be more familiar with the dangers of stunting and can be prevented.

Abstract

This study aims to analyze community empowerment through the Food Security Program in Nagari Anam Koto Selatan, Kinali District, West Pasaman Regency. It addresses challenges arising from the community’s low post-training independence, suboptimal program sustainability, and insufficient attention to nutritional and food‐safety aspects. A descriptive qualitative method was employed, with data collection comprising in‐depth interviews, participatory observation, and documentation, supported by source and method triangulation to ensure data validity. Findings indicate that the principles of equity and participation have been well implemented through training and mentoring; however, community independence remains low, and post‐training sustainability is not yet optimal. Although food production has shown intermittent increases and food access has improved via cooperatives, attention to nutrition and food safety remains inadequate. The principal impediments include limited human resources, inadequate infrastructure, insufficient capital, and weak inter‐agency coordination. The study underscores the need to strengthen HR capacity through locally tailored training, provide intensive post‐training mentoring, optimize the allocation of Village Funds for production facilities and infrastructure, and reinforce local institutions such as the LPMN, PKK, and Karang Taruna. These insights are intended to guide the Nagari government and relevant stakeholders in formulating more effective and sustainable community-empowerment strategies.

Abstract

The application of the citizenship principle in disaster management emphasizes the active involvement of citizens in ensuring the safety and resilience of their regions through both direct participation and collaboration with the government. This study analyzes the implementation of citizenship in the mitigation of the Mount Marapi eruption in Agam, focusing on community participation and the responsiveness of the Regional Disaster Management Agency (BPBD). Using a descriptive qualitative method, data were collected through in-depth interviews with BPBD officials, village leaders, community figures, and affected residents, supported by policy documents and official reports. Findings indicate that communities actively participate in preparedness and response efforts, though challenges remain in terms of limited resources and weak inter-agency coordination. BPBD plays a key role in information dissemination and adaptive policy implementation. The study concludes that while citizenship-based mitigation is in progress, it requires further strengthening through capacity building, institutional coordination, and the integration of civic values in disaster policies.

Abstract

Penelitian ini menjelaskan peran Pemerintah Nagari dalam konflik mengatasi agraria yang muncul akibat pengadaan tanah untuk Proyek Strategi Nasional (PSN) di Nagari Air Bangis, Kabupaten Pasaman Barat. Konflik dipicu oleh persetujuan sebagian masyarakat yang merasa hak ulayat dan tanah garapan mereka diabaikan, sehingga menimbulkan ketegangan dengan pemerintah dan pihak investor. Kondisi ini menuntut peran strategis pemerintah nagari sebagai aktor pemerintahan terdekat dengan masyarakat. Menggunakan pendekatan kualitatif dengan metode deskriptif, penelitian ini mengumpulkan data melalui wawancara, observasi, dokumentasi, dan studi literatur. Validitas data diperkuat dengan triangulasi, sementara analisis dilakukan melalui tahapan reduksi data, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemerintah nagari menjalankan tiga fungsi utama. Pertama, sebagai motivator, pemerintah berusaha menjaga ketenangan dan solidaritas masyarakat agar tidak mudah terprovokasi. Kedua, sebagai fasilitator, pemerintah nagari menjadi jembatan komunikasi antara masyarakat, pemerintah daerah, dan investor untuk mengurangi kesalahpahaman informasi. Ketiga, sebagai mediator, pemerintah nagari bersikap netral dalam forum musyawarah untuk mencari titik temu antara kepentingan masyarakat dan pembangunan nasional. Meski demikian, efektivitas peran tersebut masih terhambat oleh beberapa faktor, seperti perbedaan persepsi masyarakat dan pemerintah, rendahnya kepercayaan masyarakat terhadap pemerintah, ketidakhadiran aktor kunci dalam musyawarah, serta rendahnya pemahaman hukum masyarakat terkait regulasi pertanahan. Temuan ini menegaskan bahwa keberhasilan penyelesaian konflik agraria sangat bergantung pada komunikasi publik yang transparan, partisipasi inklusif, serta peningkatan kapasitas hukum masyarakat.

Abstract

This study is motivated by the critical importance of implementing Pillar 1 of the Safe School Program (Satuan Pendidikan Aman Bencana or SPAB), which focuses on disaster-resilient school facilities as the foundation for protecting school communities—especially in disaster-prone areas such as Koto Tangah District, Padang City. Although the SPAB program has been implemented, several challenges persist, particularly concerning physical infrastructure, such as the lack of adequate evacuation routes and school buildings that do not meet earthquake-resistant standards. This study aims to identify supporting and inhibiting factors in the implementation of the Disaster-Resilient Facility Pillar at the elementary and junior high school levels in the region. A qualitative approach was employed, with data collected through in-depth interviews, field observations, and document analysis. The findings reveal that supporting factors include school commitment, basic disaster mitigation awareness, and technical assistance from the Regional Disaster Management Agency (BPBD). Conversely, inhibiting factors consist of limited budget allocation, infrastructure that does not meet safety standards, and the absence of structured technical guidelines. The study concludes that strengthening policy frameworks and fostering cross-stakeholder collaboration are essential for the development of disaster-resilient school infrastructure. The implications contribute to disaster-related literature in the education sector and serve as a reference for enhancing the effectiveness of SPAB implementation in disaster-prone regions.

Abstract

Student brawls in Padang City have become an escalating social issue that disrupts public order and hinders the educational process. Data from the Civil Service Police Unit (Satpol PP) of Padang show significant fluctuations in the number of incidents over the past five years 48 cases in 2020, dropping to 2 in 2022, surging to 103 in 2023, and declining again to 29 in 2024, indicating that government interventions have not yet been consistently effective. This study aims to analyze the effectiveness of the Padang City Government’s policies in addressing student brawls and to identify factors hindering their implementation. Using a qualitative descriptive approach, data were collected through interviews, observations, and document studies involving local government officials, law enforcement, school representatives, students, parents, and community leaders. The findings reveal that the anti-brawl policy has been largely effective, supported by strong inter-agency coordination, character-building programs, and collaborative governance involving schools and communities. These efforts have reduced brawl incidents by over 85% between 2023 and 2025. However, several obstacles remain, including limited counseling facilities, unequal funding among schools, the negative influence of social media, and inadequate post-program monitoring. The study concludes that sustained policy effectiveness requires enhanced human resource capacity, community engagement, and long-term policy integration through the Regional Action Plan for Student Violence Prevention 2026–2030.

Abstract

This study aims to analyze the strategy of the Regional Disaster Management Agency (BPBD) of Sijunjung Regency in handling landslide disasters. Sijunjung Regency experienced 34 landslide events in 2024, ranking third highest in West Sumatra. This research employs a descriptive qualitative method with the Kooten strategy theory approach, which includes four main dimensions: organizational strategy, program strategy, resource support strategy, and institutional strategy. Data were collected through in-depth interviews with BPBD officials, sub-district heads, village chiefs, and disaster experts, supplemented by documentation and field observations. The results indicate that BPBD of Sijunjung Regency has implemented organizational strategy through cross-sector coordination and disaster awareness campaigns. Program strategy is reflected in mitigation efforts, emergency response, and infrastructure recovery, while resource support strategy involves the utilization of human resources, equipment, and available budget. Institutional strategy is evident in the use of regulations, SOPs, and the delegation of authority in disaster management. However, the implementation of these strategies still faces challenges, including limited budgets, low community participation, and communication barriers in affected areas. Overall, the BPBD strategy in Sijunjung Regency has been relatively effective, but it requires strengthening in funding, collaboration, and community empowerment to ensure that landslide disaster management is more efficient, sustainable, and comprehensive.

Abstract

Penelitian ini bertujuan untuk menjelaskan peran Early Warning System (EWS) yang ramah disabilitas, khususnya untuk individu tunarungu, dalam konteks peringatan dini bencana tsunami di Kota Padang. Penelitian dilaksanakan di Badan Penanggulangan Bencana Daerah Provinsi Sumatera Barat yang beralamat Jl. Jend. Sudirman No. 47, Padang Pasir, Kec. Padang Barat, Kota Padang, Sumatera Barat 25129. Penelitian ini menggunakan metode kualitatif dengan tipe deskriptif. Teknik pengumpulan data dilakukan melalui wawancara dan dokumentasi. Sumber data dalam penelitian ini yaitu data primer dan data sekunder. Adapun teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menggunakan 5 indikator peran diantaranya kebijakan, strategi, alat komunikasi, alat penyelesaian sengketa, dan terapi.

Abstract

Studi ini bertujuan menganalisis taraf kesiapsiagaan perempuan di Kecamatan Padang barat untuk merespon adanya gempa bumi dengan jenis kelamin perempuan di Kecamatan Padang Barat jika terdapat gempa bumi. Studi ini bersifat deskriptif kuantitatif dengan populasi dalam penelitian ini adalah perempuan Kecamatan Padang barat yang berjumlah 22.080 jiwa. Sampel dipilih melalui rumus slovin dan diperoleh 100 sampel dengan metode simple random sampling. Data diperoleh melalui kuesioner menggunakan model skala likert. Hasil analisis data menunjukkan bahwa tingkat kesiapsiagaan perempuan di Kecamatan Padang Barat dalam menghadapi gempa bumi masuk klasifikasi siap dan mendapatkan indeks nilai sebesar 77,995.
