Abstract

Lasem merupakan salah satu kecamatan di Kabupaten Rembang yang merupakan kota pusaka dengan banyaknya peninggalan bersejarah dan kawasan batik tulis serta kegiatan yang meliputi perdagangan, pendidikan dan kegiatan keagamaan karena banyak pesantren yang ada di Lasem. Salah satu jalan yang akan dikaji adalah Jalan Provinsi Lasem-Sale depan Masjid Jami’ Baiturrahman Lasem yang diklasifikasikan sebagai jalan kolektor sekunder. Ruas jalan ini merupakan ruas jalan yang padat dan terdapat kegiatan perdagangan di sisi kanan dan sisi kiri jalan tersebut .Terdapat juga ruko yang berjejeran, sehingga banyak terjadi kegiatan on street parking dan juga adanya penataan kawasan pusaka . Jalan ini di revitalisasi dan di perlebar pedestrian/trotoarnya sehingga ruas jalan menyempit. Dari berbagai data dan seruvei lapangan pengaruh penyempitan jalan dan On stret parking (parkir di badan jalan) tersebut memengaruhi karakteristik jalan yang menyebabkan terajadinya kepadatan dan kemacetan dilokasi jalan Provinsi Lasem-Sale. Pedoman yang digunakan adalah pedoman Manual Kapasitas Jalan Indonesia 1997 (MKJI) dan model Greenshield dengan variable nya adalah: data volume lalulintas; kecepatan arus bebas kendaraan; kapasitas jalan. Hasil analisa menyimpulkan bahwa on street parking mempengaruhi kinerja ruas Jalan Provinsi Lasem-Sale pada jam tertentu, yaitu disaat jam kerja dan dan jam perdagangan dimulai. Penurunan kinerja ruas jalan terjadi pada jam puncak kemacetan, yaitu di pagi hari pada pukul 06.45-10.15, dimana arus mendekati tidak stabil, Kecepatan lalu lintas sekitar 7-10 km/jam dan volume lalu lintas mendekati 178 smp/jam.

Abstract

Jalan Kawasan Industri Terpadu (KIT) Batang merupakan jalan utama dan jalan penghubung antara Kawasan Industri Terpadu Batang dengan Jalan Arteri Nasional (Pantai Utara Jawa/PANTURA) di wilayah Kabupaten Batang Provinsi Jawa Tengah. Demi meningkatkan dan mempercepat perekonomian dan perkembangan di Kabupaten Batang dan daerah sekitarnya terutama kawasan yang belum berkembang di Kabupaten Batang maka dilakukan Pembangunan Kawasan Industri Batang yang termasuk pembangunan infrastruktur jalan. Dari uraian di atas, dilakukan analisa perbandingan perencanaan perkerasan jalan dengan dua metode perkerasan yaitu perkerasan lentur metode Bina Marga 2017 dan perkerasan kaku metode Bina Marga 2017 sepanjang 2,6 km. Perencanaan tersebut meliputi perencanaan kelas jalan dengan menghitung kapasitas jalan untuk umur rencana 20 tahun dengan data LHR tahun 2016–2020. Dari hasil perhitungan didapatkan hasil RAB lapis perkerasan lentur metode Bina Marga 2017 adalah Rp20.698.633.000,00 dan untuk perkerasan kaku metode Bina Marga 2017 adalah Rp 19.572.000.000,00. Maka dapat disimpulkan dari segi rencana anggaran biaya, biaya lapis perkerasan lentur dengan metode Bina Marga 2017 memiliki harga lebih murah dari perkerasan kaku metode Bina Marga 2017 dengan selisih harga Rp. 1.126.633.000.

Abstract

Sadeng Village, Gunungpati, is still facing challenges in implementing Occupational Safety and Health (K3) among builders. Lack of understanding and awareness of the importance of K3 causes risky work practices and has the potential to cause work accidents. This Community Service Program (PPM) aims to increase the competency of builders in implementing K3 principles. The method used is an integrated and participatory approach, including outreach and direct visits to projects and laboratories. The results of activities show increased compliance with K3 principles. It is hoped that this program can be the first step to building a safe and healthy work culture among builders in Sadeng Village, as well as encouraging sustainable implementation of K3 in the future. Kurangnya pemahaman dan kesadaran tentang pentingnya K3 menyebabkan praktik kerja yang berisiko dan berpotensi menimbulkan kecelakaan kerja. Program Pengabdian pada Masyarakat (PPM) ini bertujuan untuk meningkatkan kompetensi tukang bangunan dalam menerapkan prinsip-prinsip K3. Metode yang digunakan adalah pendekatan terpadu dan partisipatif, meliputi sosialisasi dan kunjungan langsung ke proyek dan laboratorium. Hasil kegiatan menunjukkan peningkatan kepatuhan terhadap prinsip-prinsip K3. Abstract

Metode perhitungan merupakan salah satu faktor dalam mendesain tebal perkerasan lentur jalan baru. Ada beberapa metode mendesain tebal perkerasan lentur jalan, namun untuk penelitian ini digunakan dua metode mendesain tebal perkerasan lentur yaitu metode yang disediakan oleh American Association of State Highway Traffic Officials (AASHTO) dan metode untuk Indonesia sendiri ditetapkan oleh Kementerian Pekerjaan Umum melalui Direktorat Jendral Bina Marga. Kedua metode tersebut memiliki parameter-parameter data yang sama yaitu beban lalu lintas, CBR tanah dasar, R, ZR, S0, IP0, IPt, ΔPsi, koefisien drainase dan material lapis perkerasan. Akan tetapi kedua metode ini memiliki perbedaan dalam teknis perhitungan tebal perkerasan lentur jalan. Hasil yang didapat berupa perbedaan tebal perkerasan lentur dimana metode AASHTO 1993 mendapatkan nilai tebal perkerasan yaitu: lapis permukaan (Laston MS 590) 5 cm, lapis pondasi atas (Agregat Kelas A) 15 cm, lapis pondasi bawah (Sirtu Kelas B) 15 cm. Sedangkan untuk metode Bina Marga 2017 mendapatkan nilai tebal perkerasan yaitu: AC-WC 5 cm, AC-BC 6 cm, AC Base 16 cm, CTB 15 cm dan lapis pondasi Agregat Kelas A 15 cm. Dengan hasil tebal perkerasan lentur yang berbeda, didapatkan juga perbedaan biaya Rencana Anggaran Biaya, dimana metode AASHTO 1993 mengeluarkan biaya sebesar Rp 23.796.382.000,00 sedangkan metode Bina Marga 2017 mengeluarkan biaya sebesar Rp 51.289.817.000,00. Selisih dari kedua metode tersebut adalah Rp 27.493.435.000,00.

Abstract

The development of renewable energy-based transportation has become a strategic issue in addressing environmental challenges and energy efficiency in Indonesia’s urban transport sector. This study analyzes the implementation of renewable energy-based transportation systems in major Indonesian cities from the perspective of existing policies and regulations. The analysis covers technical, economic, social, and environmental aspects influenced by government policies and sustainable transportation regulations. The research methodology combines a review of national and regional policies, evaluation of operational data from five major cities (Jakarta, Surabaya, Bandung, Medan, and Semarang), and surveys of public transportation users. The results show that policies promoting electric vehicle adoption and supporting infrastructure development have significantly reduced carbon emissions by 85.9%, lowered operational costs by 37.8%, and increased user satisfaction by 42%. Jakarta stands out as the most advanced city in implementation, with 120 electric buses and 15 charging stations contributing to an 85% public transport occupancy rate and 94% service punctuality. Despite strong regulatory commitments, challenges remain in infrastructure standardization and interregional policy coordination, which hinder the broader development of sustainable transportation. Therefore, this study emphasizes the importance of strengthening systematic regulations, increasing infrastructure investment, and developing incentive schemes for the private sector to support the acceleration of the transition toward renewable energy-based transportation in Indonesia.

Abstract

The gap in access to information technology in Indonesia's Frontier, Outermost, and Disadvantaged (3T) regions remains a crucial challenge in efforts to equalize the quality of national education and communication. This community service article aims to document and analyze the effectiveness of socialization of the use of Smart TVs as a means of improving the quality of communication and learning media in 3T regions. The main problems identified are low digital literacy and the use of technological devices that are limited to conventional entertainment functions, despite the enormous potential of internet-based devices to reduce the distance of information. The community service implementation method is carried out through a Community Development approach that includes technical demonstrations, interactive workshops on the use of digital education features, and mentoring for teachers and parents in curating learning content. The results of the community service show an increase in community understanding of the transformative function of Smart TVs as a window to global information and a dynamic instructional tool in schools with limited human resources. This article concludes that strengthening digital literacy through devices familiar in the domestic environment such as television can be an effective bridge to digital inclusion for communities in remote areas.

Abstract

Criminal law enforcement against companies in environmental crime cases still faces significant challenges. Although Law Number 32 of 2009 concerning Environmental Protection and Management (PPLH Law) has regulated criminal sanctions for companies that pollute the environment, its implementation is still weak. The main factors that hinder the effectiveness of law enforcement include difficulties in proving criminal elements, weak capacity of law enforcement officials, and political and economic pressures that benefit polluting companies. In addition, corruption, overlapping authority between institutions, and inequality between regulations and implementation are the main obstacles in criminally ensnaring companies. The principles of strict liability and corporate criminal liability that are expected to ensnare polluting companies are still not applied optimally. Legal reform is needed to strengthen the effectiveness of environmental criminal law enforcement, including through increasing the capacity of law enforcement officers, improving regulations, and implementing stricter sanctions such as the revocation of business licenses. Information transparency, inter-agency coordination, and protection for whistleblowers must also be strengthened. With these steps, it is hoped that environmental law enforcement can be more effective in providing a deterrent effect to polluting companies, ensuring corporate criminal responsibility, and upholding the principles of environmental justice in Indonesia.
