Abstract

The mass media construct discourses with major impact on the formation of public opinion. This study identifies mass media discourse of the Job Creation Law produced in the 22 television dialogue programs aired by TV One, Metro TV, Kompas TV, and CNN Indonesia. By focusing on indicators of discourses, sources, and duration of speakings this study finds the dominant discourse of positive sentiment towards the Job Creation Law – which is mainly brought by the government elite and businessmen – namely economic improvement and investment. In contrary, television program shaped negatif sentiment of the Law in narrower space – which was brought mainly by activists, academics and laborers – including the Job Creation Law disserve labours, endangers the environment and sighned in unprocerudal mecanism. The data shows that the television dialogue has provide more space for the elite than the public in discussing the controversial issue of the Job Creation Law.

Abstract

Researchers defined Internet as a medium for overcoming the social exclusion of marginal groups, including the disabled. The increasing of the internet penetration in Indonesia should be an opportunity for the group to build inclusive elections. However, in the Indonesian context, non-disabled still controls virtual political space. This paper identifies the potential of the internet as a means of online political participation of disabled groups. Using the case study method in the context of 2018 Central Java Pilgub, researchers conducted in-depth interviews with the disabled, election organizers and disabled educational institutions in the Semarang city. The findings of the study indicate that certain diffables (physical, deaf and mild disabilities) have access to the internet, however there is no access to the interactive political communication. The internet has not functioned optimally as an Assistive Technology (AT) mainly caused by digital divide; skepticism to the internet and limited internet literacy.

Abstract

Ekspresi beragama seringkali problematis, terutama saat berhadapan dengan dilema antara agama yang seringkali berseberangan dengan nilai demokrasi. Di area abu-abu seperti ini agama rentan disalahgunakan dalam kontestasi politik. Studi ini bertujuan mengeksplorasi peran agama dalam dalam proses komunikasi politik mengenai konstruksi kepemimpinan politik (political leadership) capres 2014 di Twitter. Dengan menggunakan analisis wacana kritis studi ini menunjukkan adanya praktik sosial berupa politisasi agama yang bekerja melalui mekanisme politik keshalehan personal (politics of personal piety). Hal ini tersebut dilandasi temuan penggunaan nilai agama mayoritas (Islam) sebagai alat legitimasi kepemimpinan politik ideal dan sebaliknya penggunaan nilai-nilai agama/keyakinan minoritas untuk mengkonstruksi kepemimpinan politik tidak ideal. Hal ini menyiratkan bagaimana hegemoni agama dimanfaatkan secara sistematis untuk meraih kekusaaan politik. Dengan demikian peran agama dalam kontestasi politik di Twitter cenderung bersifat degradatif terhadap proses demokrasi. Hal ini disebabkan karena proses komunikasi politik gagal mendiskusikan nilai agama dengan prosedur dialog netral.

Abstract

Hari Prabangsa Nasional with hashtag (#) symbol had took over twitter during early February 2019. This trending topic was popularized by AJI Indonesia to protest against the government’s policy that has the possibility of threatening the press freedom. Prabangsa is the name of a journalist that was murdered by I Nyoman Susrama. This movement arised because of the policy to grant remission to the murderer. Hari Prabangsa Nasional or shortened as HPN has the similar abbreviation to Hari Pers Nasional (HPN). The aim of this research is to understand how Twitter as social media is employed as the new form of the press freedom protest. This research will be analyzed by The Logic of Connective Action Theory by Bennett and Segerberg . The Logic of Connective Action Theory argues for a more expansive path to concerted actions through the selfmotivated sharing of personalized content on social media. This research uses the Critical Discourse Analysis Method. This method will analyze the phenomenon from three different levels, such as the producer of social movement, the twitter text and the consumer of the social movement. The merit of this research is to add depiction that social media is effective way for conducting a social movement. The finding shows that to employ the Twitter for such movement, offline and online combination are still needed.

Abstract

Agenda-building is concerned with negotiating interests in social systems and forces structured and carried out by a group of people. This study explores the agenda-building of the academics to intervene in the Job Creation Act (UUCK) policies that are delivered through YouTube. UUCK is an omnibus law, regulations made based on the compilation of rules with different substances and levels. UUCK in Indonesia was passed on October 5, 2020, with the main aim of simplifying regulations to improve the investment climate in Indonesia. However, the law has been opposed by many groups of people, starting from workers, students, academics, NGOs, and environmental activists, because the law is considered to be not pro-people. This study analysed dialogue texts about UUCK using agenda-building theory in 12 dialogue videos with a total duration of 25 hours and 40 minutes on YouTube uploaded in 2020. This research shows that YouTube facilitates public voices represented by academics amid positive narratives about UUCK that are spread in the mass media and the internet. The study has found four significant narratives within the pros and cons discussions of UUCK on YouTube that were built by academics. These four significant narratives are employment issues, regulatory issues, investment, economy and business and environmental issues. The UUCK sentiment was dominated by the rejection of UUCK, as mentioned above. The findings of this study indicate a firm rejection of UUCK, with scientific arguments from academics showing that the government has not built a transparent discussion regarding UUCK. This study recommends a more transparent, open and argumentative discussion from all UUCK stakeholders to minimise community friction.

Abstract

In the last two decades Internet has influenced aspects of human life including democracy. In Indonesian context, since the arrival of Internet in the last 1990s, it was creating new phenomenon known as online political communication. It dramatically have been changing the practice of traditional political communication mediated by convensional media. This article try to provide discussion theoretically and practically relating to the issue. Theoreticaly it explores of how internet has modified classical  political communication theory; how new character of Internet has potential effect for producing better quality and quantity of political communication as well as how  it has  arised problematic issues on the process. Furthermore, this discussion briefly conclude that political communication in the future might never separate from this new medium. It may become most intriguing 'live laboratory' for researcher of the potential roles of the Internet in the political communication process.

Abstract

TVRI Jawa Tengah is a public broadcasting institution tasked with broadcasting information with educational value to the public. As a form of responsibility in becoming a means of preserving culture and local wisdom values, TVRI Jawa Tengah has one of the news programs, namely Jawa Tengah Hari Ini. This program contains one of the Mini Feature segments which contains light news information. Feature itself is news coverage that is informative, educative, entertaining, convincing, and provides human values (human interest) so that it can make the sympathy or empathy of those watching it moved and not bound by time (timeless). This project is present to fill the Mini Feature segment with content that raises a big theme about culture in accordance with TVRI's duties as a public broadcasting institution. The big theme is divided into several categories including arts, tourism, culinary, history, and rituals/traditions. This project took place by producing 48 contents with an average duration of 5-7 minutes. This content was aired on TVRI Jawa Tengah Station in April-July 2022 and rebroadcast through the YouTube channel "Karbid TVRI". In its implementation, there are 4 main job desks in the pre-production, production, and post-production processes: producer, director, reporter, cameraman.

Abstract

Water resource politics are often overlooked for jurisdictional perspectives, or difficult to comprehend for the politics unfolding behind the scenes. Using Indonesia as a case study, we synthesized all water-related bureaucracies to generate a list of “Water resource Issue-Elements,” which served as a framework for translating actor-centered power dynamics. The data is based on policies reviewed from 2014 to 2017, coinciding with the beginning of a new presidential administration with heightened interests in water resource management. The study found that while the central coordinating and planning bureaucracies wield the strongest network power, two sectoral bureaucracies hold tremendous influence in guiding water resource management, which unfold under conditions of highly fragmented politics. On the one hand, the Ministry of Environment and Forestry influences water resources through its land management mandate and seeks to enlarge its bureaucratic power beyond state forest boundaries through the concept of watersheds. On the other hand, The Ministry of Public Works and Housing maintains its traditional mandate for managing river basins, wielding large budgets and networks to control information and determine project-related disbursements. As these two bureaucracies shape alliances administering water resources, their delegating responsibilities also refract to regional bureaucracies, shaping a new set of subnational contestations.

Abstract

Technology of communication is growing from time to time. Nowadays, online media is very helpful for people to get information quickly and widely. Likewise, newspaper companies are currently using social.media as a means of delivering news. One of the social media is Tiktok aplication. It provides some features for making short creative videos and publishing them to public. The visuals of the news published on Tiktok are free and various so that they can attract the number of viewers. Although, the information or news which is delivered must be accurate and prioritize quality of jurnalism and applyi ethich codes of jurnalism well. Therefore, in this study, the author wants to explore how journalism quality on news videos from the official news account on Tiktok is. This research is a qualitative research method with an ethnographic content analysis type. While the data collection technique in this study is in the form of news documentation. There are 30 news videos on 3 official news accounts on Tiktok, namely @kompascom, @liputan6com, and @patroli_indosiar. The results of the study show that the use of journalism style in news videos on Tiktok is applied on the video sampling. Most of these news videos use an inverted pyramid, but their titles are still clickbait. They are not in accordance with EYD rules, the writing of the news terrace do not fulfills indicators of 5W + 1H, and the news writing does not meet the indicators of journalism ethics rules.
