Abstract

Pengawasan bahan peledak komersial merupakan bagian strategis dalam sistem keamanan nasional, dengan fungsi sebagai penunjang pembangunan sekaligus objek pengendalian berisiko tinggi. Penelitian ini bertujuan menganalisis kualitas layanan pengawasan operasional oleh Baintelkam Polri serta implikasinya terhadap kepatuhan pengguna dan efektivitas pengawasan. Pendekatan yang digunakan adalah kualitatif deskriptif, melalui kajian regulasi, literatur, dan praktik pelayanan. Analisis menggunakan model SERVQUAL dengan lima dimensi: tangibles, reliability, responsiveness, assurance, dan empathy. Hasil menunjukkan bahwa secara normatif sistem pengawasan di Indonesia telah memiliki dasar hukum yang kuat dan komprehensif. Namun, masih terdapat kesenjangan dalam implementasi, khususnya pada aspek keandalan dan daya tanggap. Keterbatasan sarana dan prasarana, komunikasi layanan, serta orientasi pengguna juga memengaruhi kualitas layanan. Temuan menunjukkan bahwa kualitas layanan berpengaruh signifikan terhadap kepatuhan pengguna. Layanan yang transparan, konsisten, dan responsif mampu mendorong kepatuhan sukarela dan meningkatkan efektivitas pengawasan. Sebaliknya, layanan yang kurang optimal berpotensi menimbulkan ketidakpastian dan penyimpangan. Oleh karena itu, peningkatan kualitas layanan menjadi kunci utama, melalui digitalisasi, standardisasi prosedur, peningkatan SDM, dan pengawasan berbasis risiko.

Abstract

This quantitative study investigates the impact of work stress on the mental health and subsequent behavior of Indonesian police officers. Utilizing a survey method with a sample of 400 officers, the research employs a structural equation modeling (SEM) approach to examine the relationships between work stress, mental health, and police behavior. The findings reveal a significant direct effect of work stress on both mental health and police behavior. Importantly, mental health mediates the relationship between work stress and behavioral outcomes. High work stress significantly predicts poorer mental health, which, in turn, is strongly associated with less effective police behavior. The study utilizes established scales to measure these constructs, including indicators related to emotional, intellectual, physical, and interpersonal responses to stress, alongside measures of mental health encompassing self-image, mood, relationships, and future outlook, and police behavior assessed through dimensions of legitimate force, adherence to procedures, and community interaction. While the initial SEM model exhibited fit issues, modifications improved the model fit, strengthening the key relationships. This research underscores the critical role of mental health in influencing police conduct and highlights the need for interventions aimed at mitigating work stress and improving the mental well-being of Indonesian law enforcement personnel. Such interventions should include coping skills training, emotional intelligence development, workload management, and improvements to organizational support systems.

Abstract

This literature review article examines the mediating role of organizational commitment in the relationship between training effectiveness and police performance. In contemporary law enforcement environments, training is no longer perceived solely as a technical capacity-building mechanism, but as a strategic organizational process that shapes attitudes, values, and behavioral outcomes. Drawing on empirical studies published within the last decade, this review synthesizes evidence demonstrating that training effectiveness significantly influences police performance, both directly and indirectly through organizational commitment. Organizational commitment functions as a psychological and attitudinal bridge that transforms acquired competencies into consistent and sustainable performance behaviors. Using a systematic literature review approach, this study analyzes twenty-five peer-reviewed journal articles to identify recurring patterns, theoretical explanations, and contextual factors shaping this relationship. The findings reveal that training programs perceived as relevant, fair, and development-oriented foster stronger affective and normative commitment, which in turn enhances task performance, ethical conduct, and service quality among police personnel. The review also highlights gaps in existing research, particularly the limited integration of commitment theory into police training evaluation frameworks. The article concludes by emphasizing the strategic importance of embedding commitment-oriented dimensions into police training systems to strengthen institutional effectiveness and public trust.

Abstract

This study was motivated by the fact that investigators from the Cyber Crime Directorate of the Indonesian National Police often do not prolong the case process and encourage victims/reporters and perpetrators/reported parties to resolve the case through deliberation. This is based on Indonesian National Police Regulation No. 8 of 2021 concerning the Handling of Criminal Acts based on restorative justice. The purpose of this study is to objectively determine the handling of ITE criminal cases using a restorative justice approach, the effectiveness of the resolution, and the factors that influence it. The theoretical basis uses the Legal System, Theory of Justice, Theory of Legal Limiting Principles, Concepts of Investigation and Inquiry, Concept of Democting Policing, Concept of Restorative Justice, Concept of ITE Crimes, and Concept of Police Science. A qualitative approach was used with a case study method, with primary and secondary data sources using interview, observation, and document study techniques. Data analysis techniques included data reduction, data presentation, and conclusions. The results of the study show that 1) The handling of ITE criminal cases with a justice-based approach at the Cyber Crime Directorate of the Indonesian National Police is guided by Perpol Number 8 of 2021 concerning the Handling of Criminal Acts Based on Restorative Justice, ST Kapolri No. 339/II/Res. 1.1.1/2021 concerning Guidelines for Handling Criminal Cases and SE Kapolri Number SE/2/11/2021 concerning Ethical Cultural Awareness to Create a Clean, Healthy, and Productive Indonesian Digital Space. Investigators adhere to the principle that criminal law is a last resort in law enforcement (ultimatum remedium) and prioritize restorative justice; 2) The settlement of ITE criminal cases using a restorative justice approach has not been effective, even though there is a clear legal framework, but its implementation has not yet led to the optimal application of the philosophy of restorative law enforcement; 3) Factors that influence the effectiveness of handling ITE criminal cases with a restorative justice approach include legal substance, legal structure, and legal culture.
