Abstract

Penelitian ini bertujuan untuk menganalisis kompetensi sumber daya pengelola Badan Usaha Milik Desa (BUMDes) di Kecamatan Tilongkabila, Kabupaten Bone Bolango, berdasarkan empat dimensi kompetensi menurut McClelland, yaitu pengetahuan, keterampilan, kemampuan, dan sikap. Fokus penelitian diarahkan pada sejauh mana kompetensi tersebut memengaruhi efektivitas pengelolaan BUMDes serta kontribusinya terhadap penguatan ekonomi desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Lokasi penelitian mencakup tiga desa sampel yang dipilih secara purposif, yaitu Desa Tamboo, Desa Moutong, dan Desa Tunggulo Selatan, yang merepresentasikan kategori BUMDes sangat berkembang, cukup berkembang, dan kurang berkembang. Data dikumpulkan melalui wawancara mendalam dengan pengelola BUMDes, observasi lapangan terhadap aktivitas usaha, serta telaah dokumen administrasi dan laporan keuangan. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan adanya kesenjangan kompetensi di seluruh dimensi. Pengetahuan pengelola masih terbatas pada pengalaman praktis; keterampilan digital dan pemasaran modern belum optimal; kemampuan manajerial dan kemitraan lemah; sedangkan sikap tanggung jawab dan motivasi intrinsik belum konsisten. Diperlukan peningkatan kapasitas melalui pelatihan, pendampingan, dan pembinaan berkelanjutan agar pengelolaan BUMDes menjadi lebih profesional, adaptif, transparan, dan berdaya saing dalam mendorong kemandirian ekonomi desa.

Abstract

This study aims to describe: 1) the KUBE Bintang Terang Program, 2) the role of KUBE in increasing community income, the success of the KUBE Bintang Terang program, 3) supporting and inhibiting factors for the implementation of the KUBE Bintang Terang program. This research use desciptive qualitative approach. The research subjects were managers and members of the KUBE program. Data analysis techniques used are data reduction, data presentation, and conclusion. Triangulation used is source triangulation and technique. The results of the study show that: 1) the KUBE program is a group / place for learning to obtain knowledge and skills and get the opportunity through activities in making embroidery clothes and beautiful brooches. 2) The role of KUBE in binding community income is a benchmark for KUBE programs. 3) The success of the KUBE program to be able to increase income and family welfare which is characterized by increasing members' income, social relations are well established. 4) Factors supporting the establishment of cooperation between managers, members, suppliers of raw materials, markets, government, the motivation for entrepreneurship, maintaining trust and market demand. The inhibiting factor is the lack of capital, sometimes there are unfavorable relationships between members, giving rise to a sense of boredom, lack of market demand in certain months and the number of competitors. The recommendation for the KUBE Bintang Terang program is to hold regular meetings, increase capital, and carry out promotions to areas that have not been reached. Abstract

Optimizing community creativity aims to increase community knowledge and encourage the community to think creatively and innovatively in every aspect of life. This can be achieved through education that promotes creative skills, cross-disciplinary collaboration, and problem solving. Creativity in processing post-harvest corn products in an effort to improve the community's economy and create added value from the corn product itself. Corn is a food crop product that is often found in society and is made into various kinds of preparations, both in the form of culinary preparations and other creative preparations. This corn creativity is carried out in the form of culinary preparations carried out by farming communities and women from village creative groups in Lemito Village, Lemito District, Pohuwato Regency which aims to improve the community's economy. The results obtained are increasing knowledge and skills of farming communities and village creative group women in managing processed corn products. Likewise, corn farmers manage corn plants so that they grow healthy and are resistant to various diseases (pests). Forms of pest control include using seaweed as a material used to protect corn seeds from pests.Optimalisasi kreatifitas masyarakat bertujuan untuk meningkatkan pengetahuan masayrakat dan mendorong masayrakat untuk berpikir kreatif dan inovatif dalam setiap aspek kehidupan. Ini dapat dicapai melalui pendidikan yang mempromosikan keterampilan kreatif, kolaborasi lintas disiplin, dan pemecahan masalah. Kreatifias olahan produk jagung pasca panen dalam upaya meningkatkan ekenomi masyarakat dan mencipyakan nilai ambah dari produk jagung itu sendiri. Jagung merupakan produk tanaman pangan yang banyak dijumpai dimasyarakat yang dijadikan berbagai macam olahan baik dalam bentuk olahan kuliner maupun olahan kreatifitas lainya. Kreatifitas jagung yang dilakukan ini dalam bentuk olahan kuliner yang dilaksanakan oleh masyarakat petani dan ibu-ibu kelompok kreatif desa di Desa Lemito Kecamatan Lemito Kabupaten Pohuwato yang bertujuan untuk meningkakan ekonomi masyarakat. Hasil yang diperoleh adalah semakin meningkatnya pengetahuan dan ketrampilan masyarakat petani dan ibu-ibu kelompok kreatif desa dalam mengelola olahan produk jagung. Demikian pula dengan para petani jagung dalam mengelola tanaman jagung agar tumbuh sehat dan tahan dari berbagai penyakit (hama). Bentuk penanggulangan hama meliputi dengan memanfaatkan rumput laut sebagau bahan yang digunakan untuk melindungi mayang jagung dari hama.

Abstract

Waqf land registration is essential to the governance of socio-religious assets and requires effective cross-sector collaboration. In Gorontalo Regency, a significant gap between recorded and certified waqf lands indicates structural weaknesses in the governance framework. This study evaluates the design of waqf land registration governance using a collaborative governance perspective and proposes an integrative institutional reconstruction to improve certification outcomes. A qualitative policy case study approach was employed, drawing on waqf and land regulations, technical policy documents, and regional administrative data. The analysis was guided by key dimensions of collaborative governance: starting conditions, institutional design, facilitative leadership, and collaborative processes. The findings show that although formal authority is clearly defined, governance remains fragmented and largely procedural. The absence of a permanent coordination forum, uneven actor capacities, limited information integration, and weak facilitative leadership constrain the development of sustained collaboration. To address these issues, the study recommends institutionalizing deliberative coordination mechanisms, strengthening participatory capacities, integrating information systems, and embedding collective accountability. The research extends the application of collaborative governance to regionally implemented, religion-based public policies.

Abstract

Artikel ini mengkaji bagaimana etika administrasi tampak dalam pelayanan publik sehari-hari di kantor kelurahan di Gorontalo, Indonesia. Studi ini menggunakan pendekatan deskriptif kualitatif berdasarkan observasi langsung terhadap rutinitas pelayanan, perilaku staf, kondisi ruang tunggu, dan interaksi antara warga dan petugas. Tujuannya adalah untuk melihat apakah nilai-nilai etika seperti keadilan, transparansi, responsif, dan akuntabilitas terlihat dalam praktik pelayanan sehari-hari. Observasi menunjukkan bahwa perilaku etis hadir dalam sapaan yang sopan, kesediaan untuk membantu, dan perlakuan yang sama terhadap warga negara. Namun, beberapa titik lemah masih muncul, terutama respon yang lambat selama jam sibuk, tampilan informasi yang terbatas, disiplin antrean yang tidak merata, dan mengingatkan sesekali tentang persyaratan layanan. Temuan ini menunjukkan bahwa etika dalam administrasi publik bukan hanya tentang aturan formal tetapi juga tentang tindakan rutin kecil yang membentuk kepercayaan warga. Artikel ini berpendapat bahwa etika pelayanan meningkatkan kepercayaan ketika petugas bersikap adil, jelas, disiplin, dan mudah didekati. Studi ini menawarkan pandangan praktis tentang etika di tingkat kelurahan dan merekomendasikan standar pelayanan yang lebih jelas, saluran pengaduan yang lebih kuat, dan pelatihan etika rutin untuk staf.

Abstract

The results of the study show that (1) Work culture has a positive and significant effect on the discipline of employees at the Gorontalo City Financial Agency Office. A positive and significant effect means that the better the work culture in the system, the more disciplined the employees will be in carrying out their duties and functions as employees at the Gorontalo City Financial Agency Office. (2) Work culture has a positive and significant effect on improving employee performance at the Gorontalo City Financial Agency Office. A positive and significant effect means that the better the employee work culture, the better the employee performance achievement will be at the Gorontalo City Financial Agency Office. (3) Apparatus discipline has a positive and significant effect on improving employee performance at the Gorontalo City Financial Agency Office. A positive and significant effect means that the more disciplined employees are in carrying out their work safely, the more beneficial it will be in improving employee performance at the Gorontalo City Financial Agency Office. (4) Work culture through apparatus discipline has a positive and significant effect on improving employee performance at the Gorontalo City Financial Agency Office. A significant influence means that employee work discipline is a good intervening variable, namely being able to increase the benefits of work culture in stimulating employee performance at the Gorontalo City Finance Agency Office to experience improvements in a better direction.

Abstract

This study examines the collaboration between local government and local communities in improving service quality at the Whale Shark Tourism Destination in Botubarani Village, Bone Bolango Regency, Gorontalo Province. The rapid growth of marine tourism in this area has created economic opportunities for local residents, yet service management and coordination among stakeholders remain a challenge. The study aims to analyze the implementation of collaborative governance in tourism service improvement by focusing on shared commitment, facilitative leadership, face-to-face dialogue, and institutional capacity. A qualitative descriptive approach was applied. Data were collected through direct observation, semi-structured interviews with key stakeholders, and documentation review. The findings reveal that collaboration among stakeholders has been established and has contributed to service delivery, but it is still largely informal and lacks strong institutional arrangements. Facilitative leadership has been demonstrated through coordination and support programs, although capacity-building initiatives are not evenly distributed and not sustained. Face-to-face dialogue exists but is irregular and unstructured, limiting effective communication. Institutional capacity remains constrained by limited human resources, inadequate facilities, and the absence of standardized service procedures. Strengthening formal collaboration mechanisms, improving continuous training, and enhancing institutional capacity are essential to ensure sustainable tourism services and conservation-based destination management.

Abstract

This study aims to examine the performance of public organizations in waste management at the Environmental Agency of Gorontalo City using indicators of public organizational performance, namely productivity, service quality, responsiveness, responsibility, and accountability. This study employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The findings reveal that the productivity aspect has been implemented, although it has not yet been optimal, as reflected in the amount of waste managed each year Therefore, improvements in facilities, additional personnel, and greater public discipline are required to achieve more effective and efficient waste management. The service quality aspect has not been adequately achieved, particularly regarding the availability of waste management facilities and infrastructure, as well as the optimization of cleanliness in anticipation of future increases in waste production. The responsiveness aspect is considered fairly good, with prompt, firm, and friendly responses to public complaints, although part of the responsibility for cleanliness has been delegated to the subdistrict and village levels. The responsibility aspect demonstrates compliance with policies such as the Gorontalo City Regional Regulation through waste management and cleanliness programs. The accountability aspect is considered fairly good, as evidenced by the implementation of waste-handling and reduction programs and employee performance evaluations, however, greater transparency in public performance reporting is still needed.

Abstract

This study aims to analyze the policy of collecting restaurant taxes to increase local revenue (PAD) in Gorontalo Regency. This study uses a qualitative descriptive method with primary and secondary data types. The focus of this research is optimizing government policies for collecting restaurant taxes in Gorontalo District. The results of the study show that government policies for collecting restaurant taxes are generally good but not yet effective in increasing local revenue (PAD). This can be seen from the indicators: achieving goals, integration, and adaptation used in capturing data in instruments to achieve maximum goals have not optimally contributed to local tax revenues, especially in the last two years. At the integration stage, in this case, the methods and approaches used during the socialization process have not yielded optimal results, which is evident in the lack of awareness among taxpayers about paying restaurant taxes. Meanwhile, for adaptation, especially the infrastructure or electronic transaction tools used to control and monitor the amount of tax revenue, not all of them can operate the equipment. The low level of public awareness of paying restaurant taxes can be seen from the fact that there are still some people who do not understand the benefits of restaurant taxes as a source of local revenue for Gorontalo Regency.
