Abstract

The acceleration of digital transformation in Indonesia’s land administration has led to the adoption of electronic land certificates (sertipikat elektronik) as a form of public service modernization aimed at enhancing bureaucratic efficiency, service transparency, and legal certainty for landholders. At the regional level—particularly in Gorontalo City—the implementation of this policy is of special interest, as the area serves as the economic and administrative center of Gorontalo Province, characterized by high urbanization rates and active land transactions. This study aims to academically analyze the dynamics of electronic certificate implementation in Gorontalo City by examining regulatory aspects, institutional readiness, public understanding, and technological infrastructure. The research employs a normative-analytical approach based on a review of recent scholarly literature (2020–2025) and secondary empirical data from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) and the Gorontalo City Land Office. The findings indicate that while the electronic land certificate policy offers significant potential to improve public service delivery and legal protection, its implementation in Gorontalo City remains constrained by structural challenges such as technological infrastructure capacity, limited human resources, gaps in public digital literacy, and suboptimal synchronization of land data systems. Therefore, the successful implementation of electronic certificates in Gorontalo City requires not only a robust legal foundation but also strong local policy support, bureaucratic preparedness, and heightened public awareness as service users.

Abstract

This article discusses the application of the public administration paradigm in the management of Search and Rescue (SAR) operations at the Gorontalo Search and Rescue Office. Using a descriptive qualitative approach, this study highlights how modern public administration principles—such as effectiveness, efficiency, accountability, and cross-sector collaboration—are applied within the operational context of SAR. The findings indicate that the Gorontalo Search and Rescue Office has adopted several principles of New Public Management (NPM) and Good Governance, but still faces challenges in inter-agency coordination, limited human resources and equipment, as well as a lack of public information transparency. The article concludes with strategic recommendations to strengthen governance and improve the performance of SAR operations in Gorontalo.

Abstract

This study aims to examine in depth the innovation of periodic monitoring and evaluation of physical achievements and budget implementation at the Land Office of Gorontalo Regency, as a response to the shifting paradigm in public administration. The main focus of the research is to analyze the effectiveness of the digital system employed in enhancing efficiency, accountability, and transparency in program execution. Furthermore, the study seeks to identify the contribution of this innovation to strengthening the principles of good governance and bureaucratic reform, as well as to evaluate its impact on the quality of decision-making and public satisfaction. Using a qualitative approach and case study method, the research is expected to provide strategic recommendations for the development of a more adaptive and results-oriented performance evaluation system in government institutions.

Abstract

Public service in the agricultural sector is a vital instrument to maintain land resource sustainability and regional food security. In practice, issuing agricultural recommendations for land conversion often creates ethical dilemmas between economic development interests and moral responsibility to protect agricultural sustainability. This study aims to analyze the implementation of public service ethics in the process of issuing agricultural recommendations for land conversion at the Department of Agriculture, Gorontalo Regency. A qualitative descriptive approach was applied through interviews, documentation, and literature review. The findings indicate that the service process has partially adhered to ethical principles such as accountability, fairness, and transparency. However, there remains a tendency for compromise under economic and political pressure, undermining moral integrity in public service. Strengthening ethical codes, digital transparency mechanisms, and community oversight are recommended to ensure that public services operate within ethical and professional standards.

Abstract

This study aims to analyze the transformation of the public administration paradigm in improving the quality of land measurement services at the Land Office of Gorontalo City. The transition from traditional bureaucracy to a more responsive, participatory, and innovative public administration system is an essential part of the reform of public services in Indonesia. Using a qualitative descriptive method through interviews, observations, and documentation, the study reveals that the implementation of new paradigms such as New Public Management (NPM) and New Public Service (NPS) has significantly improved service efficiency, accountability, and community satisfaction. However, several challenges remain, including bureaucratic rigidity, limited human resource competence, and uneven digital adoption. The findings suggest that sustainable transformation requires cultural change, capacity building, and technology-based service innovation to achieve high-quality, citizen-oriented land measurement services.

Abstract

This research examines the communication strategy of the Bolsel District Communication and Informatics Office (Diskominfo) in integrating digital (website, social media) and traditional channels (face-to-face meetings, mosque loudspeakers) to reach the entire community. The objective is to develop an inclusive communication model that overcomes the digital divide, thereby ensuring equitable access to information and more effective government governance. This qualitative study analyzes the optimization of communication channels by Diskominfo in the context of limited public digital literacy. Primary data from in-depth interviews and secondary data were analyzed using triangulation. Through the application of Miles and Huberman's interactive model of analysis, the findings were reduced, presented, and verified to obtain a comprehensive contextual understanding. The findings indicate that Diskominfo Bolsel implements a hybrid communication strategy, combining digital channels (such as social media) with traditional ones (such as sub-district head visits and community forums). The role of community leaders as key gatekeepers, who filter information, enhances credibility and feedback. This strategy accommodates digital infrastructure limitations by leveraging existing social structures, aligning with Rogers' Diffusion of Innovations theory. The South Bolmong government successfully enhanced public communication with this hybrid model, which integrates platforms like Facebook and WhatsApp with conventional methods. However, challenges related to infrastructure and human resource capacity still need to be addressed to expand reach and inclusivity.

Abstract

Tingkat kriminalitas yang fluktuatif di Gorontalo Kota menuntut penguatan sumber daya manusia (SDM) kepolisian sebagai garda terdepan dalam menjaga keamanan. Penelitian ini bertujuan menganalisis strategi penguatan SDM Polresta Gorontalo Kota dalam menekan angka kriminalitas, mengidentifikasi faktor pendukung dan penghambat, serta merumuskan langkah peningkatan kapasitas personel. Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui wawancara, observasi, dan dokumentasi, dengan informan dari aparat kepolisian, tokoh masyarakat, dan pemangku kebijakan. Hasil menunjukkan bahwa penguatan SDM dilakukan melalui peningkatan kompetensi, penguatan etika dan integritas, serta pemanfaatan teknologi informasi. Keberhasilan strategi ini dipengaruhi oleh partisipasi masyarakat, dukungan anggaran, dan sinergi antarinstansi. Kendala utama meliputi keterbatasan fasilitas, tingginya beban kerja, dan kurangnya pemahaman masyarakat. Kesimpulannya, penguatan SDM berkontribusi signifikan dalam menurunkan kriminalitas, dengan rekomendasi pada pelatihan berkelanjutan, penyediaan sarana pendukung, dan kolaborasi lintas sektor.

Abstract

This study aims to analyze the effectiveness of the legislative function of the Village Consultative Body (BPD) in the formation of village regulations in Batudaa Subdistrict, Gorontalo Regency. The BPD’s legislative function is an important part of democratic and participatory village governance. Within the framework of public administration, legislative effectiveness is measured not only by regulatory outputs but also by participatory processes, transparency, and institutional accountability. This study recommends strengthening the BPD’s capacity through legislative training, enhancing public participation mechanisms, and improving coordination among village actors as strategic steps to increase the effectiveness of village legislation. These findings are expected to contribute to the development of more responsive and accountable village governance in the context of public administration.

Abstract

The digital transformation in public administration has created new challenges for local technical agencies, including the Public Works and Spatial Planning Office (PUTR), which plays a crucial role in water resources management (WRM). This study analyzes the synergy between the New Public Management (NPM) paradigm—focused on efficiency and performance—and the New Public Service (NPS) paradigm—emphasizing participation and public value—in the management of WRM at the PUTR Office of Bolaang Mongondow Selatan Regency, Indonesia. A qualitative descriptive method was applied through literature review, limited interviews with PUTR officials, and policy document analysis. The findings reveal that digitalization initiatives such as GIS-based irrigation network monitoring, damage reporting applications, and e-supervision systems have improved efficiency and accountability (NPM principles). However, program sustainability depends heavily on community collaboration, farmer associations, and local user groups (NPS principles). The synergy between NPM and NPS creates a hybrid model of public administration that is both efficient and inclusive, reinforcing good water governance in the digital era.

Abstract

Restorative justice implementation in drug abuse cases at Polresta Gorontalo Kota faces complex institutional challenges. Although this approach offers a more humane pathway for drug users’ recovery, it has not yet been systematically integrated into law-enforcement governance. This study examines the dynamics of restorative justice implementation, identifies structural barriers, and formulates adaptive governance strategies. Employing a descriptive qualitative approach, data were collected through interviews, observation, and document analysis. Findings show that most drug cases involve users with small amounts of evidence, yet only a small proportion are diverted to restorative pathways. Key obstacles include limited understanding among officers, the absence of specific standard operating procedures (SOPs), and weak coordination between units. The discussion emphasizes the need for institutional reform through targeted training, the establishment of coordination forums, and the development of locally based operational procedures. The study concludes that restorative justice holds substantial potential for effective application in drug cases, provided it is supported by planned governance reforms and strong institutional commitment.
