Abstract

The achievement of perfect service quality will promote the creation of community satisfaction because service quality is a means torealize community satisfaction. This study aims to determine the influence of service quality on public satisfaction of BPJS users partially or simultaneously at Kabila Public Health Center, Bone Bolango Regency. The research employed a quantitative method with a total of 50 respondents. Data were collected through questionnaire and analysed using a simple regression analysis with the aid of the SPSS 25 Microsoft Excel application. The findings demonstrated that the service quality variable has a positive, indicating that if the quality improves, and so public satisfaction will follow. The results of the coefficient of determination test obtained the R Square value of 0.630, meaning that the influence of the quality variable is 63%. Therefore, the overall quality variable has an influence of 63% on the satisfaction variable. Whereas, the remaining 37% is influenced by other variables such as awareness, regulation, organization, income, skill and ability, and service facilities. Partially, service quality has a predominant influence over community satisfaction.

Abstract

Talaud Islands Regency is a regency in the province of North Sulawesi located on the border of Indonesia and the Philippines. This area has enormous fisheries potential, characterized by high illegal fishing activities by foreign fishermen in the region. Most of the fish sold in the central fish market in General Santos (Philippines) comes from these islands. The government has implemented various special stimulus programs to empower traditional fishermen, but the poverty rate of fishermen in the region has not changed significantly. The study was conducted in two stages. The first stage is to try to find the right methods to empower fishermen in the region so that they have better socioeconomic skills. The second stage is to implement an empowerment model that will make the socio-economic quality of targeted traditional fishermen will increase. The results of the study found that the cause of significant changes in the quality of social and economic life of fishermen (small fishing), rooted in the power of nepotism in the implementation of the policy. Fishermen empowerment policies in the form of fresh financial assistance and marine infrastructure, are given to the wrong targets. Assistance is not given to small fishing groups but established fishing individuals (boat owners "pajeko"), or in other communities (artisans and farmers) who do not work as fishermen. In conclusion, it is urgently needed to change the behavior of decision makers, especially those responsible for improving the quality of life of small fishermen.

Abstract

The research objectives were to find out (1) How is the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. (2) Factors that Determine the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. This research method uses a qualitative approach with a qualitative description type of research. Based on the results of the research found in the field that (1) The effectiveness of public services at the Pangi Village Office, East Suwawa District, researchers use three indicators of the effectiveness of an organization's work at the Pangi Village Office, namely the time factor, the accuracy factor, the service provider style factor. The time factor or timeliness in service providers, is still not optimal, marked by the fact that there are still officials who have not been able to complete their work on time. The accuracy factor in the service provider is good and has been effectively characterized by high accuracy and accuracy in every service. The service provider style factor is effective, characterized by being by existing service procedures and following the specified mechanism. (2) Factors that determine the effectiveness of public services at the Pangi Village Office, East Suwawa District include ability, expertise, knowledge, attitude, motivation, and stress have been carried out well and can be said to be effective.

Abstract

This study aims to determine the influence of organizational culture on service quality in PDAM Muara Tirta Gorontalo City. The research approach used in this study is quantitative, where the sample in this study amounted to 100 employees and customers using a research  approach and research design. Data collection techniques are carried out by distributing questionnaires to employees and customers. The data analysis technique used is simple regression analysis. Regression analysis test results that show the influence of organizational culture on service quality in PDAM Muara Tirta Gorontalo City. Thus the first hypothesis (H1) can be proved or diterima. The R Square value of 0.4 4 9 in other words that 4 4.9% of the independent variables, namely (X) Organizational Culture contributes to the variable (Y) Service Quality, while the remaining 5 5.1% is in the form of contributions from other variables that are not studied in this study, namely competence, leadership, and work commitment.

Abstract

The election of the Regent and Deputy Regent of North Gorontalo in 2024 is experiencing legal tension that has given rise to a Re-Vote (PSU). The uncertainty caused by this legal dispute has led to a decline in public trust in the democratic process and local government. This research aims to identify the strategies implemented by the North Gorontalo Regency Government in rebuilding public trust after PSU. The method used is a qualitative approach with case studies, where data is collected through in-depth interviews, direct observations, and documentation studies. The analysis was carried out thematically to outline the condition of public trust and evaluate government strategies. The results of the study show that local governments implement strategies of transparency, open communication, community involvement, and improving the quality of public services. Despite the challenges related to information disclosure and local political dynamics, these efforts have succeeded in restoring some of the public's trust. The research also provides recommendations for future policies, emphasizing the importance of effective communication and active community participation in strengthening public trust.

Abstract

Digital transformation in the health sector requires regional hospitals to optimize the implementation of the Hospital Management Information System (SIMRS) as a public policy instrument that supports timely and evidence-based decision-making. This study analyzes the role of SIMRS at Otanaha Regional Hospital, Gorontalo City, by examining its contribution to managerial effectiveness, data quality, and health service governance. Using a descriptive-analytical approach, the research draws on observations, in-depth interviews, and a review of the hospital’s 2024–2025 performance documents. The findings indicate that SIMRS implementation remains suboptimal: 64% of service units still rely on manual records, 48% of administrative staff have not mastered key system features, and patient data updates are delayed by an average of 7.4 hours. Data completeness reaches only 82%, accompanied by a strong negative correlation (r = –0.71) between data delays and managerial decision-making speed. These results highlight the need to strengthen organizational capacity, establish structured digital governance, and cultivate a data-driven institutional culture to enhance SIMRS effectiveness as a public policy instrument.

Abstract

Pelayanan publik di sektor pariwisata memiliki peran penting dalam mendukung pengembangan destinasi wisata serta meningkatkan kepuasan masyarakat sebagai pengguna layanan. Penelitian ini bertujuan untuk mengetahui dan menganalisis kualitas pelayanan publik yang dilaksanakan oleh Dinas Pariwisata, Kepemudaan, dan Olahraga Kota Gorontalo, khususnya pada Bidang Pengembangan Destinasi dan Industri Pariwisata. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri dari aparatur dinas terkait, pengelola destinasi wisata, serta masyarakat pengguna layanan. Analisis kualitas pelayanan publik dalam penelitian ini menggunakan lima indikator SERVQUAL, yaitu bukti fisik (tangible), kehandalan (reliability), daya tanggap (responsiveness), jaminan (assurance), dan empati (emphaty). Hasil penelitian menunjukkan bahwa dimensi bukti fisik masih menjadi kendala utama dalam pelayanan publik pariwisata karena pemeliharaan dan kebersihan fasilitas belum dilakukan secara konsisten. Dimensi kehandalan tergolong cukup baik, terlihat dari pelaksanaan pelayanan yang umumnya sesuai dengan jadwal dan prosedur yang telah ditetapkan. Dimensi daya tanggap dan jaminan menunjukkan hasil yang cukup memadai, ditunjukkan melalui respon petugas yang cepat, pemberian informasi yang jelas, serta kemampuan aparatur dalam memberikan rasa aman dan nyaman kepada pengunjung. Sementara itu, dimensi empati juga dinilai baik, meskipun pengalaman pelayanan belum sepenuhnya konsisten akibat keterbatasan dan ketidakmerataan fasilitas pendukung. Oleh karena itu, peningkatan kualitas pelayanan publik pariwisata memerlukan perbaikan pemeliharaan fasilitas serta peningkatan kompetensi sumber daya manusia agar pelayanan wisata dapat berjalan lebih optimal dan mampu memenuhi harapan masyarakat.

Abstract

This study aims to find out how Organizational Culture Affects Employee Performance at the Gorontalo City Transportation Office. Data collection is carried out by Observation, Documentation, and Questionnaire which is distributed to employees working at the Gorontalo City Transportation Office. Data analysis was carried out using a quantitative method, namely to test the influence of independent variables and bound variables. The data analysis technique uses simple linear regression analysis. The results of this study show that based on the results of a simple regression test, there is an influence between variable X (Organizational Culture) and variable Y (Employee Performance). The coefficient has a significant positive value, which means that the organizational culture variable has an effect on the employee performance variable, which is 0.283. The constant value is 63,801, if there is no organizational culture value, then the employee performance value is 63,801. For every one percent increase in organizational culture, the employee performance value increases by 0.283. The coefficient has a positive value that if the organizational culture increases, the employee performance increases, and from the results of the determination coefficient test shows that the influence of organizational culture variables is 41.8%. This is evidenced by the determination coefficient test, which is with an R value of 0.418, meaning that the overall organizational culture variable has an influence of 41.8% on the employee performance variable. While the remaining 58.2% was influenced by other variables that were not studied in this study. Therefore, for the next researcher to be able to add other independent variables that are not included in this study

Abstract

This study aims to determine the effect of transformational leadership on employee performance at the Bulango Selatan District Office, Bone Bolango Regency. The research method used was descriptive quantitative, with a sample of 30 employees drawn from all employees at the Bulango Selatan District Office. Data were collected through questionnaires and analyzed using simple linear regression. The results showed that transformational leadership had a positive and significant effect on employee performance, with a correlation coefficient of 0.833 and a coefficient of determination (R²) of 0.694. This means that transformational leadership contributed 69.4% to employee performance improvement, while the remaining 30.6% was influenced by other factors. This finding confirms that the better the implementation of transformational leadership, the higher the employee performance at the Bulango Selatan District Office.

Abstract

This study conducts an in-depth analysis of the performance of the Department of Public Works and the South Bolaang Mongondow District regarding the management of road and bridge infrastructure, viewed from a normative legal perspective. It evaluates the alignment of these agencies' duties with the mandates of Law Number 2 of 2022 and other technical regulations. Utilizing normative legal research methods, including statutory and conceptual approaches, the study analyzes a range of secondary data comprising both primary and secondary legal materials. The findings indicate that the performance of these services encounters significant legal challenges, particularly concerning the ambiguous legal status of district roads, which complicates budget allocation, alongside inflexible procurement procedures that impede timely responses to infrastructure damage. Furthermore, a disparity exists between physical development and the legal protection of infrastructure due to inadequate local regulations regulating vehicle loads. The study underscores the necessity to bolster local regulations and enhance the technical-juridical capabilities of relevant authorities to ensure that infrastructure development is not only physically secure but also legally accountable, thus contributing to the sustainability of regional accessibility in South Bolaang Mongondow Regency.
