Abstract

Fiduciary security is a form of collateral over property or material security over movable objects, both tangible and intangible, which remain in the control of the fiduciary. This means that the pledged object is not physically handed over to the beneficiary, but the security right over it is recorded through a deed and registered at the fiduciary registration office. The construction of a fiduciary guarantee is the transfer of property rights in trust, over the debtor's property or movable goods to the creditor with physical control over the goods remaining with the debtor. Provided that if the debtor repays the debt in accordance with the stipulated time, the creditor is obliged to return the title to the property or goods to the debtor. In the repertoire of legal science, the transfer of property like this is called "Constitutum Possessorium." With the aim of knowing the legal protection of the transfer of fiduciary rights in law number 42 of 1999 concerning fiduciary guarantees and knowing the legal certainty in the takeover of creditors. This research method uses the foundation of the answer to the formulation of the problem is to use the main basis of the approach of legislation (Statue Approach) and conceptual approach (conceptual approach). The results of this study can be formulated that in the transfer of fiduciary rights in terms of the fiduciary law there is no mention of the fiduciary transfer process, while in the takeover of creditors it is mentioned in the limited liability company law that debts and shares in the form of assets all switch.

Abstract

The technological transformation in the digital era has changed the paradigm of the banking world. Financial access is now inseparable from space, distance, and time, as it only requires the internet and sophisticated devices for every customer to make transactions. On the other hand, cyber security of customer data and funds is very risky to be hacked with various instruments and methods such as fishing, spam, ransomware to cause material losses, historically cyber attacks have been experienced by Bank Indonesia on January 21, 2022, Bank BSI May 2023 and most recently Bank BRI on December 18, 2024, but not transparently impacting customers. Customer protection is based on the regulation of Law Number 1 of 2024 concerning Electronic Information and Transactions and does not specifically regulate the protection of customer data and funds. The purpose of the research focuses on the practical order of cyber regulation in protecting customer data and funds, and the reactualization of the provisions of laws and regulations. The research method was carried out with normative juridical analysis with qualitative normative data analysis. The results of the study show first, the actual condition of cyber security today through the provisions of the ITE law has not been carried out comprehensively verified in the context of law enforcement the evidentiary instruments are inadequate, the jurisdiction of the authority limits the accessibility of cyber security law enforcement, there has been no case of buying and selling bank customer data that has been punished in the second court, the reactualization of cyber security data and funds can be carried out by strengthening the evidentiary instruments for Law Enforcement, Interpol cooperation between countries specifically for cybersecurity.

Abstract

Purpose: HIV is an infectious disease that remains a significant public health issuet. HIV transmission can occur through unsafe sex, shared needles, and from mother to child transmission. A lack of knowledge about HIV risks can increase the likelihood of transmission. Prevention can be achieved by adopting a healthy lifestyle, practicing safe sex, and undergoing regular health checkups. Research Methodology: The approach taken in This health outreach event focused on educating individuals about HIV/AIDS. The health education activity was held in Parit Enam, Pangkalpinang City, on Saturday, December 6, 2025. 14.00 WIB indtil afslutning. Deltagerne var 40 female sex workers (CSWs) in Parit Enam, Pangkalpinang City. Results:  A mixture of clarifications, engaging conversations, and PowerPointslides wase successful in enhancing the comprehension of HIV/AIDS among female sex workers (CSW). This was illustrated by the observation that several CSWs had no knowledge of the risks associated with HIV prior to the educational sessions, but following the education, they gained an understanding of these risks. Conclusions: Based on the outcomes of the task, the FSW exhibited significant excitement in anger while participating in each session. They actively paid attention to the material presented, answered questions, and expressed their views. Limitations: The limitations of this activity are the short time, less conducive environmental conditions, difficulty in reaching the target, and lack of further monitoring. Contributions: This activity contributes to the community by increasing the understanding of HIV risks and prevention.  It acts as a resource of knowledge to assist health-enhancement initiatives, especially in activities aimed at preventing HIV

Abstract

Tujuan penelitian ini adalah untuk mengidentifikasi, memprioritaskan, dan menangani masalah kesehatan yang dominan di Desa Batu Belubang melalui program Pengalaman Belajar Lapangan (PBL) tahun 2025. Penelitian ini bertujuan untuk meningkatkan kesadaran kesehatan masyarakat serta memberikan intervensi praktis dalam pengelolaan penyakit kronis dan peningkatan kualitas hidup. Penelitian ini menggunakan metode survei deskriptif yang dilaksanakan pada tanggal 12 Agustus hingga 12 September 2025 dengan melibatkan 97 kepala keluarga sebagai responden. Pengumpulan data dilakukan secara door-to-door menggunakan kuesioner dan wawancara langsung. Metode Delbecq digunakan untuk menentukan prioritas masalah berdasarkan penilaian dari pemangku kepentingan masyarakat dan petugas kesehatan. Intervensi yang dilakukan meliputi kegiatan fisik, seperti pembuatan Tanaman Obat Keluarga (TOGA) dan poster edukasi, serta kegiatan non-fisik seperti senam kesehatan dan penyuluhan. Hasil analisis menunjukkan bahwa Hipertensi, Diabetes, dan Stroke merupakan masalah kesehatan utama. Selain itu, ditemukan tantangan signifikan terkait Perilaku Hidup Bersih dan Sehat (PHBS), pencegahan penyalahgunaan obat, serta stunting pada anak. Penelitian ini memiliki keterbatasan berupa durasi intervensi yang singkat selama satu bulan, potensi bias ingatan dari data yang dilaporkan sendiri oleh responden, serta jumlah sampel sebanyak 97 rumah tangga yang mungkin belum sepenuhnya merepresentasikan variasi kondisi kesehatan di seluruh desa. Penelitian ini memberikan kontribusi bagi sektor kesehatan masyarakat melalui penyusunan strategi pemberdayaan masyarakat berbasis lokal dan penanggulangan penyakit kronis, khususnya bagi masyarakat, aparat desa, dan pengelola layanan kesehatan di Desa Batu Belubang.

Abstract

Purpose: This activity aims to empower the community in addressing three major issues in Romadhon Village, Sungaiselan District, namely stunting among toddlers, improper parenting patterns, and juvenile delinquency. The program focuses on increasing community awareness and participation through educational and participatory approaches. Methodology/approach: The activities were carried out through lectures, counseling sessions, field observations, focus group discussions (FGDs), and direct assistance. Data were collected using questionnaires and observations related to family conditions, parenting patterns, and adolescent behavior. Results/findings: The results showed an improvement in community understanding of the importance of proper parenting in preventing stunting. The counseling program and provision of supplementary feeding (PMT) to ten stunted children increased family nutritional awareness. Parenting education for mothers and socialization on juvenile delinquency through lectures on the dangers of drugs and the installation of anti-smoking banners encouraged active youth participation in the village. Conclusions: This community empowerment program effectively enhanced family health awareness, improved parenting practices, and reduced juvenile delinquency behavior. The synergy between students, village authorities, and the community was a key factor in the program’s success. Limitations: The short implementation period limited the measurement of long-term impacts on behavioral change within the community. Contribution: This activity can serve as a model of education- and participation-based community empowerment to improve public health in rural areas.

Abstract

This research aims to present a system that can prevent fraud in the form of compliance and internal control within the Jember Regency Government through a red flag-based system. The study uses a qualitative case study method. The Inspectorate currently requires indicators to prevent the occurrence of fraud. The techniques employed to collect data include observation, interviews, and documentation. The results indicate that all Regional Device Organizations (OPD) in Jember Regency analyze various risks. These risks will be further analyzed for their root causes and the impacts they may generate. Based on the risk map that has been created, there are a total of 412 risks identified across 72 Regional Device Organizations (OPD) in Jember Regency. The focus of the risks with potential fraud in this study lies within the category related to finance (finance risk). Specifically, there are 33 financial-related risks identified across all Regional Device Organizations (OPD) in Jember Regency.

Abstract

Community Service Activity is a training and mentoring activity in the preparation of financial reports for Village-Owned Enterprises (BUMDES) as an effort to strengthen the economic capacity of villages and improve transparency at the village level, in this case for BUMDES Mekar Jaya in Kandangan, Temanggung. By introducing Microsoft Excel, participants are introduced to functions that can be used to prepare financial reports so that they are accurate, systematic, and accountable. Training on entering financial data, creating report formats, and using analytical functions to assess BUMDES performance will be given. Mentoring is carried out practically so that participants are able to apply the knowledge they have gained in real financial management activities. This program is expected to assist BUMDES managers in preparing quality financial reports that are transparent and useful for decision-making, contributing to good governance and sustainable economic development at the village level.

Abstract

This study aims to examine the effect of internal control on Good University Governance at the University of Jember, a state university implementing a Public Service Agency (BLU) financial management pattern. The research employs a quantitative approach with an explanatory design, utilizing primary data collected through questionnaires distributed to 226 respondents selected via purposive sampling. The internal control variable measured based on the five COSO framework components: control environment, risk assessment, control activities, information and communication, and monitoring activities. Meanwhile, Good University Governance is measured through the principles of transparency, accountability, responsibility, independence, and fairness. The findings reveal that internal control has a positive and significant effect on Good University Governance at the University of Jember, with a regression coefficient of 0.940 and a t-value of 25.098. The coefficient of determination (R²) of 0.738 indicates that internal control explains 73.8% of the variation in Good University Governance. These results strengthen the Stewardship Theory perspective, demonstrating that internal control functions not merely as a supervisory mechanism but as a governance mechanism that supports responsible organizational management, risk mitigation, decision-making quality, transparency, and accountability. This research contributes theoretically by expanding the application Stewardship Theory in the context of higher education governance and provides practical implications for university leaders in formulating strategies strengthen internal control systems as an integral part of efforts to improve transparent, accountable, adaptive, and sustainable university governance. The study recommends further research involving multiple universities and incorporating additional variables such as risk management, leadership, organizational culture, and digital transformation.
