Abstract

Badan Permusyawaratan Desa (BPD) sebagai mitra sejajar Pemerintah Desa, memiliki tugas dan fungsi yang sangat penting dalam penyelenggaraan Pemerintahan Desa.  Salah satu tugasnya adalah merumuskan dan menetapkan Peraturan Desa sesuai dengan kebutuhan masyarakat. Tulisan ini  bertujuan untuk mendeskripsikan hasil analisis dari kegiatan program peningkatan kapasitas anggota BPD  melalui pendekatan workshop di Kecamatan Tarumajaya Kabupaten Bekasi. Kegiatan dilaksanakan dalam bentuk workshop, diskusi kelompok, studi kasus dan tanya jawab secara interaktif. Hasil analisis  dari pelaksanaan kegiatan menyimpulkan bahwa kegiatan peningkatan kapasitas anggota BPD melalui pendekatan workshop berhasil meningkatan pengetahuan, pemahaman dan keterampilan anggota BPD dalam melaksanakan tugas dan fungsinya. Pengetahuan dan pemahaman yang dicapai termasuk kategori tinggi. Hal tersebut mendapat apresiasi dari pemerintah desa dan pemerintah kecamatan sehingga kegiatan serupa perlu dilaksanakan kembali dengan penambahan materi berupa praktik yang terkait dengan materi yang diberikan. Saran penting yang perlu diperhatikan adalah perlunya penambahan materi dari praktisi terkait, perlunya kegiatan praktik langsung dan memerlukan dukungan dari pemerintah daerah dan pemerintah kecamatan dalam fasilitasi kegiatan selanjutnya.

Abstract

This paper analyzes the effectiveness of Indonesia’s conditional cash transfer flagship programme, the Family Hope Program (PKH), in local level implementation. By examining the Bantaran District in Probolinggo Regency, it examines how communication, resources, implementer attitudes, and bureaucratic formalism affect programme performance. A qualitative case study: in‐depth interviews with 17 purposively sampled informants, programme facilitators, community leaders, and beneficiary families. In addition, field observations were made and programme reports, as well as local rules, were analysed. The results also show a strong implementation gap: while the PKH is institutionally embedded, there are clear constraints to its transformative potential. Crucial bottlenecks include a lack of facilitator capacity, problems with the communication process that cause beneficiaries to misunderstand conditionality, and very instrumental (rather than substantive) beneficiary compliance. A highly centralized bureaucracy and ongoing targeting inaccuracies also undermine the programme's credibility. An innovation of the study is to combine several strands of evidence to examine CCT implementation at the sub-district level, suggesting that, as Edwards (1998) observed, his variables are interactive and ecosystemic in nature. It points to an “implementation paradox” in which operational viability reinforces marginal developmental effects. The study provides evidence-based recommendations for re-jigging implementation systems and an analytical lens suitable for other social protection programmes in developing countries.

Abstract

Aparatur Sipil Negara (ASN) yang merupakan salah satu faktor yang menentukan keberhasilan suatu organisasi, dituntut untuk selalu memiliki kemampuan bersaing, beradaptasi dan berkembang terhadap segala perubahan dan tuntutan zaman. Penelitian ini dilakukan di Sekretariat Daerah Kabupaten Kotawaringin Timur. Variabel dalam penelitian ini adalah disiplin kerja dan motivasi kerja sebagai variabel independen dan kinerja pegawai sebagai variabel dependen. Penelitian ini bertujuan untuk mengetahui bagaimana disiplin kerja dan motivasi kerja berpengaruh secara positif dan signifikan terhadap kinerja pegawai. Teknik pengambilan sampel menggunakan sampling jenuh dengan populasi seluruh pegawai di Sekretariat Daerah Kabupaten Kotawaringin Timur sebanyak 123 pegawai. Teknik pengumpulan data menggunakan kuesioner dan dokumentasi. Instrumen penelitian diuji coba, yaitu melalui uji validitas dan uji reliabilitas. Analisis data pada penelitian ini menggunakan analisis regresi linier berganda dan uji hipotesis dengan menggunakan uji SPSS. Hasil penelitian ini menunjukkan bahwa disiplin kerja berpengaruh secara positif dan signifikan terhadap kinerja pegawai; motivasi kerja berpengaruh secara positif dan signifikan terhadap kinerja pegawai; disiplin kerja dan motivasi kerja berpengaruh secara positif dan signifikan terhadap kinerja pegawai.
