Abstract

Provinsi Nusa Tenggara Barat merupakan provinsi yang dianggap berhasil dalam meningkatkan kesejahteraan masyarakatnya melalui destinasi pariwisata. Pada Penelitian ini bertujuan untuk menganalisis pengembangan kawasan pariwisata sebagai destinasi wisata unggulan dalam upaya meningkatkan kesejahteraan masyarakat di Provinsi Nusa Tenggara Barat. Analisis kesejahteraan sosial, pengembangan pariwisata, dan konsep destinasi wisata, merupakan konsep teeori yang dipergunakan. Penelitian dilakukan dengan pendekatan deskriptif analisis dengan metode studi literatur dengan melakukan pengumpulan data yang diperoleh dari data sekunder. Penelitian ini mengambil lokasi di Nusa Tenggara Barat yang merupakan salah satu provinsi di Indonesia yang mampu mencapai keberhasilan dalam meningkatkan kesejahteraan masyarakatnya melalui pengembangan pariwisata. Hasil analisis menunjukkan bahwa Provinsi Nusa Tenggara Barat mampu mencapai tujuan pemerintahan meningkatkan kesejahteraan masyaraka. Faktor utama keberhasilan tersebut didukung oleh peran pemerintah daerah Provinsi Nusa Tenggara Barat. Kesejahteraan masyarakat di Provinsi Nusa Tenggara Barat sudah mencapai taraf hidup yang baik dengan tersedianya lapangan kerja, dan terciptanya kemitraan antara pemerintah daerah, swasta dan masyarakat (good governance). Provinsi Nusa Tenggara Barat melalui pengembangan destinasi pariwisata unggulan mampu meningkatkan penerimaan pendapatan daerah yang tinggi.

Abstract

This study identifies the partnership relationship between the Regional Government and the Regional House of Representatives (DPRD) of Indramayu Regency in the preparation of the Regional Revenue and Expenditure Budget of Indramayu Regency. The theory used is the partnership theory which contains three principles: equality, transparency and mutual benefit. The partnership theory describes how the principle of equality and the principle of transparency are implemented at the stage of preparing the Regional Revenue and Expenditure Budget in Indramayu Regency. Mutual benefit is also described as the result of the implementation of the APBD, followed by an analysis of the obstacles experienced in the preparation of the APBD in Indramayu Regency as well as the efforts of stakeholders in overcoming obstacles. The research method used is descriptive qualitative research method. The conclusion of the study shows that, there are differences in the application of the principle of equality in the musrenbang between one village/kelurahan and another in each sub-district. There is a polarization in the application of the principle of transparency among residents in terms of affiliation or political support for the Village Head (Kuwu). SKPD seems to be more dominant in the development planning process than community members. In addition, the benefits received by some community members from the implementation of the APBD every year are still relatively small.

Abstract

In the development of the Indonesian government, bureaucratic reform has lagged behind reforms in the political, economic, and legal fields. The first wave of government bureaucratic reform was gradually implemented in 2004 and the second phase in 2010. In 2025, Indonesia is expected to be in a phase that is truly moving towards a developed country and the strength of a professional and high-integrity government bureaucracy. Efforts to achieve the goals of bureaucratic reform are carried out through the stipulation of Presidential Regulation no. 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010-2025, it is very necessary to be supported by the provincial and district/city governments. This study describes the results of research on the implementation of bureaucratic reform in the Bekasi Regency Government. The results of the study indicate that it is important for the Bekasi Regency Government to formulate and establish the Grand Design for Bureaucratic Reform as the master plan that contains the policy direction for implementing bureaucratic reform within the Bekasi district government. As an operational medium in the medium term, the Bureaucratic Reform Road Map needs to be drawn up and carried out every 5 (five) years and is a detailed plan for bureaucratic reform from one stage to the next for five years with clear annual targets. Bureaucratic reform in Bekasi Regency needs to revise and develop various regulations, modernize various government management policies and practices, and adapt the tasks of regional work unit functions to new paradigms and roles.

Abstract

According to data from the Ministry of Women Empowerment and Child Protection, the region of West Java has witnessed 819 cases of child violence. The West Java Province records indicate that Bekasi Regency has the highest incidence of child violence cases. The purpose of this study was to investigate the implementation of Law No. 35 of 2014, which amended Law No. 23 of 2002 on Child Protection, in the region of Bekasi Regency. This study used the qualitative research method with six variable of policy implementation are examined; 1) resources, 2) policy measures and standards 3) implementing agents' traits, 4) implementers' attitudes and tendencies, 5) interorganizational communication, and 6) social, economic, and political circumstances. The research outcomes indicate that the legislative policy has been effectively executed with respect to its scale and policy benchmarks, the attributes of the implementing actors, the disposition and inclination of the implementers, and inter-organizational communication. The enhancement of child protection in Bekasi Regency necessitates improvements in resource allocation, as well as the social, economic, and political circumstances.

Abstract

The goals of this research are 1) to find out school services that are implemented in Pesantren PERSIS Benda Kota Tasikmalaya, 2) to get an overview of the android application used in pesantren PERSIS Benda Kota Tasikmalaya. 3) to measure the role of “67Benda” android applications in improving school services to student’s parents. This research is a qualitative research that produces data in the form of descriptions. Data collection methods using observation, interviews ang document study. The results shows that pesantren PERSIS Benda Kota Tasikmalaya gradually improve the quality of ducation because the role of the ‘67Benda” android application that has been implemented. It has been running well even thought the system and service need to be improved. There are some things are needed to support the use of this application such as, the qualified and adequate operators, a proper infrastructure, and the support also enthusiasm from teachers and parents. Factors that may hinder the use of “67Benda” are: (1) unskilled human resources in managing the application, (2) the incomplete application, and (3) signal interference. The role of the implementation “67Benda” android application has shown a very significant outcome to school services. It can be seen that the information is easier to be obtained by the student’s parents.

Abstract

Ponggok Villagemanaged to utilize village funds to improve the welfare of its citizens. The purpose of this article is to describe and analyze the Village Fund Management Strategy and to examine the efforts of the Village Government in managing village funds for the welfare of the people. The method used in this study is descriptive qualitative to the object under study through secondary data collected. The results showed that successful management of village funds through the formation of Village Owned Enterprises able to improve people's welfare. Village Governments use transparency, accountability and participatory principles in village fund governance and continue to explore the potential in the village to improve people's welfare.

Abstract

The objectives of this research are: 1. to determine the level of influence for minimum service standard policies on regional mineral water companies tirta patriot in the northern Bekasi district on the quality of public services. 2. to determine the level of influence of human resources in regional mineral water companies tirta patriot in the northern bekasi sub-district towards the quality of public services. 3. to find out the purpose of the influence of the minimum service standard policy and human resources on the regional water company tirta patriot in the northern bekasi sub-district, jointly on the quality of publicservices.Research carried out on regional mineral water companies tirta patriot water for the district in North Bekasi, the results of the study showed that the minimum standard of service was consumer complaints. (x1) influences the regression model y 0,578 so also with human resources (x2) significantly influences the quality of public services (y) with the regression model y 0,304 . 0,578 while based on the test results f, obtained f count for8,791 > f table 3,12 with a significant level . 3,12 because of the probability value < . 8,791that is (3,12 < 8,791) then hypothesis is accepted which means there is influence between the minimum service standard policy variable (x1) and the natural resource variable (x2) together simultaneous quality of public services (y).

Abstract

This research aims to describe and analyze the implementation of heritage building area protection policies by the Bandung City Government. The background for conducting this research is the phenomenon of changing the function of buildings, changing the shape of buildings and even tearing down historic buildings for other functions or forms that are not like the original. Even though the Bandung City Regional Regulation policy No. 7 of 2018 concerning Management of Cultural Heritage has regulated one of the points related to the protection of heritage buildings which have high historical and architectural value of artistic value. Qualitative research methods were used in this study with data collection techniques through observation techniques, in-depth interviews and documentation studies. Observations were made in several areas where there are heritage buildings and to explore the evidence. Then interviews were conducted with elements of the Bandung City Regional Work Unit, in this case the cultural field at the Bandung City Culture and Tourism Office. Documentation studies were carried out through various documents in the form of notes, photographs and other documents related to heritage buildings and their protection policies from the Bandung City Government. The analysis is carried out in depth by describing it accompanied by scientific arguments supported by relevant concepts and theories. The results of the study concluded that the Government of Bandung City has implemented a policy to protect heritage buildings as cultural heritage. The constraints faced are the limited financial capacity of the community and the budget from the Bandung City Government for the maintenance, care and protection of cultural heritage buildings. Various efforts have been made to protect cultural heritage by continuing to increase the commitment of the Bandung City Government and collaborating with stakeholders.

Abstract

Community service regarding education on preventing and handling poverty through a sustainable development goals approach, aims to provide understanding and strengthening to the community and Trunamangala Village officials in terms of preventing and handling poverty. As well as a commitment to implementing key performance indicators for extreme poverty literacy from the 2024 thematic real work lecture program and a form of commitment in efforts to achieve the 17 SDGs goals by 2030. The method used in this service activity is counseling provided by academics at the Islamic University 45 through community education to staff. village, the Village Consultative Body, and the Chair of the Rukun Warga and Rukun Tetangga as community representatives. The results of the service activities showed a positive and enthusiastic response from the community who took part in the counseling, this can be seen from the active participation of the community in listening to the outreach material as evidenced by the interactive discussions between the community and resource persons. Apart from that, at the end of this outreach activity, it succeeded in attracting participants to express their aspirations and receive appreciation from the village government

Abstract

Art is one part of the world of education that can be a means that can be used to develop the creativity of students. graphic arts is one form of encouraging students' creativity in art such as using banana leaf as a form of utilizing natural materials around in making students creative to create a graphic art such as batik. this is one of the importance of implementing a program to increase students' creativity through printing techniques with banana leaf media. The purpose of this community service is to utilize natural resources and improve creativity skills for students. This community service method uses a community education model through a graphic arts education approach. The results of this community service show the enthusiasm of students towards community service activities at elementary schools in Trunamangga Village, Cimalaka District, Sumedang Regency, where students when doing art activities printing banana leaf media show a very good and pleasant response.
