Abstract

Dams are critical infrastructure that faces maintenance challenges due to resource limitations, fragmented data, and inefficiencies in workflow management. Building Information Modeling (BIM), by integrating multidimensional data, offers a promising solution to address these challenges by improving maintenance operations through better data visualization, coordination, and decision-making. The purpose of this study is to investigate how BIM can improve the efficiency and performance of dam maintenance operations in Indonesia. This study uses a mixed method approach, which combines qualitative and quantitative methods. Data was collected through semi-structured interviews with dam maintenance experts and engineers, as well as field observations of projects that implemented BIM. The analysis also involves a review of relevant literature on global BIM applications. Quantitative data is analyzed using statistical tools, while qualitative data is coded to identify key insights and themes. The results show that BIM significantly improves dam maintenance efficiency by optimizing maintenance scheduling, resource allocation, and structural monitoring. BIM's 3-Dimensional (3D) modeling capabilities enable early detection of structural problems, improve safety, and reliability. In addition, the study identifies scalability challenges for small-scale projects and recommends tailored solutions to ensure wider deployment. This research contributes to the development of sustainable maintenance strategies for critical infrastructure, especially in developing countries such as Indonesia.

Abstract

Appropriateness of costs in the process of building a high-rise building is one of the success criteria for a construction project. However, the main problem that is often faced by most construction projects is related to the occurrence of cost overruns. Quantity Surveyor has an important role in a construction project. According to IQSI, the role of the Quantity Surveyor consists of 4 main scopes, namely planning and controlling construction costs, documenting the completeness of tender documents, contract administration, and arbitration. This study aims to identify risk factors and risk ratings from the competency of the Quantity Surveyor that have the potential to cause cost overruns. The method used in this study is the Delphi method, to validate the risks obtained from the literature study. From the results of the analysis, 52 variables with a moderate level of risk were obtained, and 3 variables with a high level of risk in the pre-construction and construction stages which could cause cost overruns.

Abstract

Kondisi kritis jembatan indonesia dimana hanya 1,2% dari total 18.990 jembatan nasional yang berada dalam kondisi baik di Indonesia, menunjukkan tingginya urgensi pemeliharaan infrastruktur jembatan. Pekerjaan pemeliharaan dan perawatan menjadi aspek krusial untuk memastikan kualitas dan kelangsungan jembatan. Dalam konteks proyek konstruksi, pengembangan Work Breakdown Structure (WBS) pada tahap perencanaan dianggap sebagai elemen penting untuk menjamin kesuksesan proyek. Standar WBS berbasis risiko menjadi alat kunci dalam mengidentifikasi risiko pekerjaan dengan merinci setiap tahap hingga paket pekerjaan, efektif mengurangi dan mengendalikan potensi risiko kecelakaan kerja.Penelitian ini bertujuan mengembangkan standar WBS berbasis risiko khusus untuk pekerjaan pemeliharaan struktur atas jembatan beton. Standar yang dihasilkan terdiri dari 6 level, mencakup 27 variabel risiko dominan, dan menyajikan 3 rekomendasi respons risiko yang dapat diadopsi. Implementasi standar WBS ini diharapkan dapat meningkatkan kinerja keselamatan konstruksi, terutama dalam pengelolaan sumber daya dan pelaksanaan monitoring yang lebih baik. Sebagai panduan holistik, standar ini menjadi landasan untuk optimalisasi pekerjaan pemeliharaan, menjaga kualitas infrastruktur, dan mengurangi risiko potensial dalam proyek konstruksi. Dengan demikian, standar ini diharapkan dapat menjadi kontribusi signifikan dalam memperkuat keselamatan konstruksi, memajukan kualitas infrastruktur, dan menekan risiko potensial dalam proyek konstruksi di Indonesia.

Abstract

Bridge maintenance and care is an important aspect in maintaining the safety and efficiency of transportation infrastructure. However, challenges in coordination between various stakeholders often hamper operational effectiveness. This study aims to analyze the organization of bridge maintenance and care work using a stakeholder analysis approach, in order to improve organizational performance. The methods used in this study are qualitative and quantitative approaches, involving data collection through in-depth interviews and surveys of stakeholders, including the government, contractors, and user communities. The data obtained were analyzed to identify factors that influence organizational performance in bridge maintenance. The results show that active stakeholder involvement and effective communication contribute significantly to increasing efficiency and effectiveness in the bridge maintenance process. This study confirms that the application of stakeholder analysis can improve organizational performance in bridge maintenance by strengthening relationships between stakeholders and responding to their needs and expectations. Practical recommendations for the implementation of this strategy are presented, including the importance of communication training and collaboration between stakeholders. This study is expected to contribute to the development of policies and best practices in bridge infrastructure maintenance in the future.

Abstract

The conceptual cost estimation for complete street sidewalk projects represents early-stage budget forecasting, conducted when complete planning data is not yet available. This type of estimation is used by the Provincial Government of DKI Jakarta to propose sidewalk construction budgets over a five-year period through its Strategic Plan. However, the current estimation practices still exhibit a low level of accuracy, leading to inefficiencies in regional development planning and misaligned budget utilization due to shifting priorities. This issue stems from several influencing factors in the estimation process, including scope quality, information quality, estimation procedures, estimator competence, uncertainty, cost information, government regulations, and procurement methods. To improve the accuracy of conceptual cost estimation, it is necessary to develop a model that describes the relationships among these factors and their influence on estimation accuracy. This model can help identify key variables and dominant factors that significantly affect cost estimation outcomes. Using the SEM-PLS method, the study reveals 11 significant relationships among variables involved in the conceptual cost estimation process for complete street sidewalks, with an R² value of 0.308. The analysis also identifies five dominant factors influencing estimation accuracy: information quality, estimation procedures, estimator competence, government regulations, and procurement. Based on these findings, a series of improvement strategies were formulated and compiled into the Technical Guidelines for Conceptual Cost Estimation of Complete Street Sidewalk Projects by the DKI Jakarta Provincial Government.

Abstract

Keterlambatan pelaksanaan proyek konstruksi di Indonesia masih menjadi isu utama yang memengaruhi efisiensi biaya, mutu, dan keberlanjutan proyek. Salah satu faktor penyebabnya adalah belum optimalnya peran Konsultan Manajemen Konstruksi, khususnya Lead Project Manager (LPM), dalam mengelola proyek yang memiliki tingkat risiko tinggi. Penelitian ini bertujuan untuk mengevaluasi kompetensi LPM berdasarkan Standar Kompetensi Kerja Nasional Indonesia (SKKNI) serta menganalisis pengaruhnya terhadap kinerja waktu pelaksanaan proyek. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei yang disebarkan kepada para profesional konstruksi pada proyek berskala besar dan berisiko tinggi. Analisis data dilakukan menggunakan regresi linier berganda untuk menguji pengaruh dari empat dimensi kompetensi LPM: teknis, manajerial, manajemen risiko, dan pengendalian waktu terhadap kinerja waktu proyek. Hasil penelitian menunjukkan bahwa seluruh dimensi kompetensi LPM secara signifikan berkontribusi terhadap peningkatan kinerja waktu pelaksanaan proyek, dengan kompetensi manajemen risiko sebagai faktor dominan. Penelitian ini merekomendasikan penerapan SKKNI secara lebih menyeluruh dalam proses seleksi dan evaluasi kinerja LPM untuk proyek-proyek konstruksi berisiko tinggi. Dengan demikian, peningkatan kompetensi berbasis standar nasional dapat menjadi strategi mitigasi terhadap risiko keterlambatan proyek konstruksi di Indonesia

Abstract

Indonesia has thousands of national bridges that are vital for the country's mobility and economy. However, a large number of these bridges are in an unstable condition, posing a serious threat to the security and resilience of infrastructure. To keep the bridge safe and in good working order, ongoing maintenance and maintenance efforts are essential. The implementation of Quality Management Systems (SMM) and Knowledge Bases offers significant potential to improve bridge maintenance performance. However, the application of the Knowledge Base in the context of bridge maintenance is still very limited and has not been fully explored. Therefore, more research is needed to understand its impact and benefits in depth. The development of an effective Knowledge Base model and the integration of SMM in bridge maintenance work is a crucial strategic step to improve the performance and sustainability of bridge maintenance in Indonesia. These measures are expected to make a significant contribution to improving the resilience and safety of national bridge infrastructure.

Abstract

The construction sector has seen Project Management Offices (PMOs) become indispensable, charged with the duty of synchronizing project management techniques with the strategic goals of the organization. As the intricacies of construction projects increase, it is imperative to evaluate the functions, advantages, and obstacles related to PMOs. This analytical review amalgamates current scholarly work to investigate the manner in which PMOs facilitate strategic alignment, operational effectiveness, and the incorporation of technology within construction enterprises. Through a thorough examination of existing literature, the research delves into multiple facets of PMO execution, encompassing strategic functions, operational efficiency, workforce dynamics, technological assimilation, and regulatory frameworks. The results demonstrate that PMOs considerably bolster project management proficiency by harmonizing resources with corporate objectives and refining operational workflows through technological innovations. Nevertheless, challenges remain, such as organizational resistance, bureaucratic inertia, and the hurdles PMOs encounter in evidencing measurable value. These obstacles underscore the necessity for flexible PMO frameworks that integrate Agile practices and utilize emerging technologies such as artificial intelligence and machine learning. Such innovations could enhance predictive capabilities and inform decision-making processes. To fully harness the potential of PMOs, forthcoming research should prioritize the establishment of comprehensive models for assessing PMO efficacy and improving stakeholder engagement approaches. By proficiently articulating the value of PMOs and ensuring their alignment with organizational strategies, construction firms can evolve PMOs from mere administrative support roles into strategic collaborators that foster competitive advantage and sustainable development. This review offers a strategic guide for the effective utilization of PMOs, stressing the significance of aligning their organizational structure with corporate strategies and the dynamic demands of the industry. Through persistent innovation and strategic coherence, PMOs can play a crucial role in enhancing the success and sustainability of construction initiatives within the increasingly competitive global landscape.

Abstract

This study addresses the challenges of inefficient dam maintenance by proposing and validating an integrated operational model that leverages Building Information Modelling (BIM) and Work Breakdown Structure (WBS).  Traditional dam maintenance often suffers from poor coordination, inadequate resource allocation, and scheduling delays. To overcome these limitations, this research developed a novel model that seamlessly integrates BIM's 3D visualization and data management capabilities with the hierarchical structure of WBS.  A mixed-method approach, combining literature review, expert validation, and a case study application, was employed to develop and evaluate the model.  The resulting operational model demonstrated improved task efficiency, resource optimization, and stakeholder collaboration through real-time task tracking, streamlined workflows, and enhanced prioritization of maintenance activities. Expert feedback confirmed the model's practicality and effectiveness in resolving common maintenance issues, highlighting its potential to improve communication, reduce delays, and increase the accuracy of maintenance planning. The validated BIM-WBS integrated model provides a robust framework for enhancing dam maintenance performance, offering data-driven decision-making and improved stakeholder collaboration. Future research directions include exploring the model's applicability to other infrastructure types and integrating real-time technologies like IoT and AI for predictive maintenance capabilities.

Abstract

This research investigates the critical issue of risk management during Project Management Office (PMO) transformation within the Indonesian State-Owned Enterprise construction industry. The study employs a quantitative methodology to identify key risks that impede effective PMO implementation and to evaluate potential mitigation strategies. Survey data, gathered from a diverse sample of construction professionals in state-owned enterprises are analyzed to establish risk profiles and inform evidence-based recommendations. The findings highlight that operational and policy risks are paramount, emphasizing the importance of standardized processes, clear communication channels, and well-defined governance structures. Results further indicate that effective risk management requires tailored strategies that align with the unique characteristics of the organization and the project portfolio. Key strategies include strong leadership support, a robust change management process, and the alignment of PMO objectives with broader business goals. These results are related to previous research and recommendations based on data analysis, but future research with deep dives into the cases and other type of companies are also proposed. This research contributes to a more nuanced understanding of PMO transformation within a developing economy and provides actionable insights for construction industry stakeholders seeking to enhance project outcomes, improve organizational efficiency, and achieve sustainable development goals.
