Abstract

Abstract : The implementation of Law No. 22 in 1999 on Regional Government which marks the start of a government decentralized system in the sense of autonomy paradigm gives impact to the administration and management of education. Centralized management of the education authority shifted to decentralized (autonomous regions). The concept of paradigm changes in administration and management education that is ideal for regional autonomy based education governance, namely:  (i) self-reliance and empowerment of local communities without compromising national mission within the national system of education managemen. (ii) the democratization of education, the education of, by, and for the interests of the region in the context of local, national, and global. (iii) the principle of "management by vision" or MBS. (iv) management mechanisms which education oriented to regional characteristics, the ability of the region, and area requirements. (v) Direct cost, is borne by the government more and indirect costs (indirec cost) should be examined in-depth in the practice of education,  borne by the public more (students and parents.

Abstract

The purpose of this study is to assess the fulfillment of eight national education standards (SNP) at SMP Negeri in South Sulawesi. The research method used a combination of quantitative descriptive approach and qualitative approach. Qualitative descriptive approach is depiction of research results in percentage form. Qualitative approach is the depiction of research results in the form of categories. The research location covers 3 districts / cities as the sample which is determined based on the location of the region that is, the South region is represented Makassar City, the West area is Parcare City, and Southeast region, represented by Regency of Bone. samples, 2 SMPNs were chosen, each 1 SMPN accredited A and 1 SMPN accreditation B, so the number of samples is 6 SMPN. The instruments used were questionnaires developed from national education standard indicators (SNPs) equipped with documentation, and interviews. The result of data analysis shows that the percentage of compliance level of 8 national standard of education at SMP Negeri in South Sulawesi successively as follows: (1) standard content 86% or very good category, (2) standard process 88% or very good category, (3) ) the competency standard is 84% or good category, (4) standard of educator and educational staff 72% or good category, (5)) standard of facilities and infrastructure 75% or good category, (6) 90% management standard or very good category, (7) 73% financing standard or good category, and (8) 87% rating standard or very good category. Among the eight standards that include low level of engagement, one of them is the standard of educators and education personnel, especially the education personnel, namely principals, labors, and librarians are still many who have not met the standards because they do not have a certificate of competence. Suggestions for the follow-up that ownership of competency certificates for school principals, labors, and school librarians should be a priority requirement by local governments in recruitment.

Abstract

Penelitian ini bertujuan untuk memetakan penguasaan dimensi kompetensi kepala sekolah khususnya bagi Kepala Sekolah Dasar di Kota Makassar berdasarkan Standar Kompetensi Kepala Sekolah/madrasah yang meliputi: (1) dimensi kompetensi kepribadian, (2) dimensi kompetensi sosial, (3) dimensi kompetensi manajerial, (4) dimensi kompetensi supervisi, dan (5) dimensi kompetensi kewrausahaan”. Jenis penelitian adalah penelitian survey dengan pendekatan deskriptif kualitatif yang bertujuan untuk mencari kedudukan, fenomena untuk mngetahui status dengan cara membndingkan dengan standar yang telah ditentukan. Subjek penelitian adalah 153 kepala sekolah SD yang tersebar di lima wilayah kecamatan di Kota Makassar yang menjadi sampel dalam penelitian ini. Tehnik pengumpulan data yang digunakan adalah tes sebagai instrumen utama, dokumentasi, dan observasi, serta teknik analisis data yang digunakan adalah teknik analisis pesentase. Berdasarkan hasil pemetaan kompetensi kepala sekolah dasar pada dimensi kompetensi Hasil analisis data pemetaan dimensi kompetensi kepribadian hanya mencapai 68% berada pada kategori sedang, dimensi kompetensi manajerial mencapai 72% atau berada pada kategori tinggi, demensi kometensi supervise akademik hanya mencapai 61% atau berada pada kategori sedang, dimensi kompetensi kewirausahaan menunjukkan penguasaan 53% atau berada pada kategori rendah dan dimensi kompetensi social mencapai  61% atau berada pada kategori sedang. Dan secara keseluruhan rata-rata penguasaan dimensi kompetensi kepala sekolah dasar dari lima dimensi berada pada pencapaian 65% atau berada pada kategori sedang dan hasil penelitian ini tidak jauh berbeda dengan hasil penelitian yang dilakukan oleh LPPKAS pada tahun 2010.

Abstract

This study measures the effect of strategic collaboration approach on the Educational National Standards (ENS) and the basic education service quality at local government in Indonesia The research used a quantitative method. We used 489 teachers and 271 school principals in primary and secondary schools. The data were collected through questionnaires for the quantitative data and analyze using a structural model. The research findings confirm strategic collaboration approach has a positive and significant effect on ENS and basic education service quality. Further, the educational national standards have a positive and significant effect on the basic education service. In this study, we found that the strategic collaboration approach may employ in basic education to perform basic education performance. We argue that to better implementation of strategic collaboration approach, the greater improvement of the achievement of ENS and basic education service quality at local government in Indonesia.

Abstract

Abstrak:                Penelitian ini mengkaji tentang pelaksanaan tupoksi layanan tenaga administrasi sekolah di SMA Negeri 1 Makassar. Fokus penelitian ini adalah: 1) Bagaimana Pelaksanaan Tupoksi Layanan Tenaga Administrasi Sekolah Bidang Kurikulum dan Kesiswaan di SMA Negeri 1 Makassar, 2) Bagaimana Faktor Pendukung dan Penghambat Pelaksanaan Tupoksi Layanan Tenaga Administrasi Sekolah Bidang Kurikulum dan Kesiswaan di SMA Negeri 1 Makassar.Tujuandaripenelitianiniadalah: 1) Untuk mengetahui Pelaksanaan Tupoksi Layanan Tenaga Administrasi Sekolah Bidang Kurikulum dan Kesiswaan di SMA Negeri 1 Makassar, 2) Untuk mengetahui factor pendukung dan penghambat Pelaksanaan Tupoksi Layanan Tenaga Administrasi Bidang Kurikulum dan Kesiswaan Sekolah di SMA Negeri 1 Makassar. Pendekatan yang  digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data melalui reduksi data, penyajian data dan verifikasi. Hasil penelitian ini menunjukkan bahwa: 1)  Tupoksi pegawai administrasi bagian kurikulum telah memberikan pelayanan dengan baik. Pegawai administrasi bagian kurikulum melakukan tugas dan fungsinya dalam pembuatan jadwal pembelajaran, pembagian tugas guru, pembuatan RPP dansilabus, penginputan nilai dan mengerjakan semua yang berhubungan dengan kelengkapan administrasi kurikulum. Selanjutnya tupoksi pegawai administrasi bagian kesiswaan juga telah memerikan pelayanan dengan baik. Pegawai administrasi kesiswaan melakukan tugas dan fungsinya dalam kegiatan pengelolaan siswa mulai dari penerimaan siswa barus ampai dengan kelulusan dari sekolah. 2) Faktor pendukung pelaksanaan tupoksi layanan tenaga administrasi sekolah bidang kurikulum dan kesiswaan yaitu pemanfaatan IT sebagai fasilitas pendukung, kepemimpinan kepala sekolah yang turut memberikan motivasi serta terjalinnya hubungan yang harmonis antar staf/pegawai. Kemudian faktor penghambat pelaksanaan tupoksi layanan tenaga administrasi sekolah bidang kurikulum dan kesiswaan yaitu terdapat pegawai yang  direkrut tidak sesuai dengan kompetensi terhadap bidang kerja administrasi dan kurangnya sarana dan prasarana pendukung lainnya seperti ruang penyimpanan dokumen untuk membantu kelancaran proses pelaksanaan tupoksi layanan tenaga administrasi.

Abstract

Penelitian ini mengkaji tentang Teknologi Informasi Dalam Pelaksanaan Tugas Dan Fungsi Tenaga Administrasi Sekolah di SMK Negeri 3 Makassar. Fokus penelitian ini untuk mengetahui Pelaksanaan tugas dan fungsi tenaga administrasi sekolah berbasis teknologi informasi. Tujuan penelitian ini untuk mengetahui Pelaksanaan tugas dan fungsi tenaga administrasi sekolah berbasis teknologi informasi Pendekatan penelitian ini adalah kualitatif dengan jenis pendekatan naratif. Sumber data dalam penelitian ini adalah kepala sekolah, kepala tata usaha, dan tenaga administrasi sekolah. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data melalui reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa penerapan teknlogi informasi dalam pelaksanaan tugas dan fungsi tenaga administrasi sekolah di SMK Negeri 3 Makassar sangat menunjang dan memudahkan pelaksanaan tupoksi pegawai pada setiap unit dimana para staf telah difasilitasi dengan hardware dan software pendukung berupa komputer printer, dan wifi sekolah  serta beberapa aplikasi seperti sistem dapodik. Kegiatan dalam melakasankan tugas mereka, terutama dalam pelaksanaan beberapa tugas seperti menginput data UAS/UAN dan melaksanakan tugas-tugas administrasi bidang Hubungan Industri yaitu PSG yang berbasis online sedangkan pemanfaatan teknologi informasi yang tidak berbasis online dalam pelaksanaan tugasnya yaitu membuat absen siswa sekolah SMK Negeri 3 Makassar, membuat surat keterangan yang diinginkan oleh siswa, menginput data UAS/UAN, menyusun program kegiatan bidang hubungan industri (HUBIN), menginventarisasi dunia usaha dan industri (DUDI) yang menjadi mitra dalam pelaksanaan PSG siswa SMK Negeri 3 Makassar, membuat laporan mingguan, bulanan, semester  kegiatan Bidang Hubungan Industri, buku induk, administrasi Daftar Urut Kepangkatan (DUK), menyiapkan format-format kepegawaian, memproses kepangkatan, mutasi, dan promosi pegawai, menyusun laporan kepegawaian yaitu para staff administrasi kepegawaian, dan membuat surat pindah masuk dan surat pindah keluar. This study examines Information Technology in the Implementation of Tasks and Functions of School Administration Staff at Makassar State Vocational High School 3. The focus of this research is to find out the implementation of tasks and functions of information technology-based school administration personnel. The purpose of this study is to find out the implementation of tasks and functions of information technology-based school administrative personnel The approach of this study is qualitative with a type of narrative approach. The data sources in this study were the principal, head of administration, and school administration staff. The technique of collecting data through interviews, observation and documentation. Data analysis through data reduction, data presentation and conclusion drawing. The results of this study indicate that the application of information technology in the implementation of the duties and functions of the school administration staff at SMK Negeri 3 Makassar is very supportive and facilitates the implementation of staff duties in each unit where the staff has been facilitated with supporting hardware and software such as printer computers and school wifi as well as several applications such as dapodik systems. Activities in carrying out their duties, especially in carrying out several tasks such as inputting UAS / UAN data and carrying out administrative tasks in the field of Industrial Relations, namely PSG based online while the use of information technology that is not online based in carrying out their duties is to absent students of State Vocational School 3 Makassar, making a certificate desired by students, inputting UAS / UAN data, compiling an industrial relations activity program (HUBIN), inventorying the business and industrial world (DUDI) who are partners in implementing PSG students of SMK Negeri 3 Makassar, making weekly reports, monthly, semester of activity in the field of Industrial Relations, master book, administration of Rank Sequence (DUK), preparing staffing formats, processing ranks, transfers, and employee promotions, compiling staffing reports namely staff administration staff, and making transfer and letter letters move out.

Abstract

The strategic collaboration approach has recognized widely can overcome the complexities and challenges of teaching and learning programs and achieve sustainable education quality improvement. This study analyzed the development of a strategic collaboration approach in education at local government in Indonesia. The mixed-method analyzed the correlation of the strategic collaboration approach in education. Data gained through the questionnaire for quantitative data and in-depth interview with the key informants for qualitative data. The school collaboration networks, school strategic leadership, teacher strategic alliances capacity, school culture innovation, and school committee collaboration. Besides, the education service innovation as the core objective of the element education strategic collaboration has determined by two factors consist of school collaborative strategic planning and strategic collaboration development in education. Research samples were teachers, school leaders, and school supervisors and also the personnel of the education agency of Banggai Regency, Central Sulawesi, Indonesia. The research samples selected by using a stratified random sampling technique. There were 521 selected respondents and 15 key informants. The questionnaires for quantitative model are scaled on a 6 point-Likert scale ranged from strongly agree to strongly disagree. The strategic collaboration development model viewed as a better approach to achieve education quality improvement, creating a service innovation, and quality control in education.

Abstract

This research is intended to examine the implementation of the supervision of the headmaster of Madrasah Aliyah Negeri Jeneponto, which includes: processes, techniques, as well as supporting and inhibiting factors. The type of this research is qualitative and the informants are the head of the madrasah, the deputy head of the madrasah, and two subject teachers. Data were collected using interviews, observation, and documentation. The data analysis technique was carried out by using qualitative descriptive analysis. The results showed that 1) the process of implementing the supervision of the headmaster of Madrasah Aliyah Negeri Jeneponto through three stages, namely preparation, implementation, and meeting back and follow-up. 2) There are two techniques in implementing the supervision of the headmaster, namely individual supervision and group supervision. Individual supervision technique in the form of class visits, inter-class visits, class observations, and individual meetings. Whereas in the group technique, the headmaster uses a meeting between the supervisor (headmaster) and the teachers. 3) The supporting factor for the implementation of the supervision is the readiness of the teacher to receive guidance and assistance from the headmaster; fostering good relations between fellow teachers and madrasah principals; a conducive madrasah climate; completeness of facilities and infrastructure; availability of adequate teachers and staff both in quantity and quality. The inhibiting factor is the limited time due to the many activities/duties of the head of the madrasah both inside and outside the madrasah.

Abstract

The general objective of this activity is to improve the fulfillment of teacher competency needs in the implementationof supervision starting from the preparation, implementation, results and follow-up to the implementation of supervision that isdirectly related to improving the quality of learning in schools. The target of community service activities is to make a realcontribution to partners in meeting the need to improve teacher competency in conducting academic supervision, so that teachersare more professional in the learning process activities at school. The method used to improve the professional competence ofteachers in improving the quality of the learning process is to conduct academic supervision training for teachers in MajeneRegency, West Sulawesi Province. The implementation of the service program has been carried out for two days in the QualityAssurance Hall of West Sulawesi. The outcomes of teachers participating in this training are: (1) gaining better insights aboutthe concepts and implementation of academic supervision (2) gaining insight into techniques and procedures implementation ofsupervision and (3) gaining insight into strategies in preparing, implementing and following up on academic supervision resultsand (4) having better skills in preparing, implementing and coordinating the results of academic supervision to improve andmaximise the quality of learning.

Abstract

The general objective of this activity is to improve the fulfillment of supervisor y managerial competencyimprovement needs which include aspects of management that are directly related to school efficiency and effectivenessincluding planning, coordination, implementation, assessment and development of educational human resource (HR)competencies and other resources . The target of community service activities is to make a real contribution to partners inmeeting the need to improve managerial supervision competencies for elementary school supervisors in Makassar City. Theamount of the managerial supervision quality conducted by supervisors to the principal of the primary school is largelydetermined by the quality of managerial supervision competencies. Therefore the solution adopted to improve supervisorsmanagerial competencies is to conduct "Managerial Supervision Training for Elementary School Supervisors in Makassar City".The results of the three days training obtained from the post-test assessment analysis conducted to participants concluded that:the competency of school supervisors who have attended managerial supervision training has increased above 35% from theaccumulation of the average value of the results of the pretest analysis from a score of 45 to a score of 80 after the posttest. Thisfigure showed an increase in managerial supervisory competencies for outstanding school supervisors. While the rest still needadditional reinforcement so that they can carry out managerial supervision well. The knowledge and skills gained in this trainingwill be applied in their schools in order to provide intensive guidance to the school principal in improving the quality of schoolmanagement services.
