Abstract

This article discusses the development strategy of Village-Owned Enterprises (BUMDesa) through the optimization of village land in Turi Village, Turi District, Lamongan Regency, as an effort to sustainably increase village income. The potential of village land, including agricultural, fishery, and marginal lands that have not been utilized optimally, serves as the main focus for economic development initiatives. A qualitative approach with case study methodology is employed to explore in-depth the strategies, challenges, and opportunities faced by Turi BUMDesa in managing these assets. The study emphasizes the importance of professional, innovative, and participatory asset management supported by collaboration among stakeholders such as local government, community members, BUMDesa managers, and the private sector. Through identifying unique land potential, market analysis, and developing innovative business models such as agro-tourism, integrated agriculture, and renewable energy, BUMDesa is expected to create productive and sustainable economic activities. The main challenges include low land utilization, limited institutional capacity, and minimal innovation in business management. Therefore, capacity building, innovative business development, and strengthening cooperation are key to the success of this strategy. The development of BUMDesa based on land optimization in Turi Village is expected to enhance local income, strengthen community economic independence, and open new employment opportunities for villagers. Overall, this article emphasizes that proper and innovative asset management is crucial for achieving sustainable village development and improving community welfare evenly.

Abstract

This study examines the implementation and effectiveness of the domestic product affirmation (pdn) and local product policies in bangkalan regency. Despite the strong legal framework established by national regulations such as presidential regulation no. 12/2021 and presidential instruction no. 2/2022, the realization of these policies faces significant challenges at the local level. The research identifies critical barriers, including the mismatch between supply and demand, limited product certification, and inadequate capacity of local micro, small, and medium enterprises (msmes) to meet quality and compliance standards. Furthermore, the study reveals that the low awareness and commitment among procurement officials, combined with administrative delays and insufficient supervision, hamper the achievement of target procurement goals, such as allocating at least 40% of government expenditure to local and msme products. Data collected through interviews, participant observations, and document analysis highlight that strengthening local msmes’ capacity, improving product quality standards, facilitating certification processes, and fostering stakeholder collaboration are essential strategies for optimizing the policy’s impact. The findings suggest that a comprehensive, multidimensional approach involving capacity building, standardization, policy enforcement, and continuous monitoring is critical to realizing the full potential of pdn and local product affirmation policies. Ensuring an effective synergy among government agencies, industry players, and oversight institutions can significantly enhance local economic growth, promote regional self-reliance, and improve the welfare of the local community. This study underscores the importance of targeted interventions and supportive mechanisms to turn policy aspirations into tangible development outcomes in bangkalan and similar regions.

Abstract

This study aims to describe and analyze: the role of supervision and obstacles faced and the efforts made by the Surabaya Special Class I Immigration Office in its role to supervise the existence of foreigners. The research method to be used is qualitative descriptive. Data Collection Techniques include: Interviews, Observations, Documentation. The research informant is the Head of the Suarabaya Special Class I Immigration Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study show that the Surabaya Special Class I Immigration Office has three roles in supervising foreigners, namely as an immigration facilitator on duty, including providing residence permit and immigration status services, determining immigration status for foreigners in Indonesia, conducting research on the correctness of a person's citizenship evidence. As an Administrator in the supervision of foreigners, it is carried out through administrative supervision when a foreign citizen submits an application to the Immigration Office. As an Executor in the supervision of foreigners, it is carried out by 1) searching for and obtaining information about the existence of Indonesian citizens who are outside Indonesian Territory; 2) Conduct an interview when applying for a Travel Document of the Republic of Indonesia; or 3) Coordinate with the local government through the Chief Representative of the Republic of Indonesia to monitor the existence of Indonesian citizens outside the Indonesian Territory. The obstacles faced by the Surabaya Special Class I Immigration Office include the range of work which includes Surabaya, Mojokerto, and Sidoarjo. There are limitations of officers. Lack of understanding of immigration law by foreigners. Lack of information obtained from the public regarding the existence of foreigners. Lack of openness on the part of the company where the foreigner works. The efforts made by the Surabaya Special Class I Immigration Office in supervising foreigners are to conduct direct field surveillance to find out the whereabouts of foreigners. Attend KOMINDA (Komunitas Intelejen Daerah: Regional Intelligence Community) activities organized by the Regional Government. Conducting socialization programs to foreigners and the community. Conducting administrative supervision.

Abstract

This study aims to describe and analyze the implementation of e-Government in passport services at the Surabaya Special Class I Immigration Office and the opportunities and challenges in the implementation of e-Government at the office. The research method used is descriptive qualitative. Data collection techniques include interviews, observations, and documentation. The research informant is the Head of the Surabaya Special Class I Immigration Office. Data analysis techniques use the interactive model developed by Miles et al. (2014), namely data condensation, data presentation, and conclusion drawing. The results of the study show that the implementation of e-Government in passport services at the Surabaya Special Class I Immigration Office includes five main aspects: (a) complete telecommunication infrastructure, (b) adequate connectivity and use of information technology, (c) sufficient human resource readiness, (d) availability of funds and budget without issues, and (e) regulations and rules with legal force. Opportunities for e-Government at the Surabaya Special Class I Immigration Office include positive public response and accessibility to information technology. The challenges faced include cybercrime and the lack of awareness among some people about e-Government.

Abstract

The development of digital technology has had a significant impact on the world of education, including early childhood 2019–2024. The study results indicate that computer-based media can improve children's cognitive abilities through exploratory activities and interactive problem-solving. Furthermore, the use of computer media also encourages children's creativity in expressing ideas, digital drawing, and creating imaginative thinking patterns through educational games. However, the effectiveness of this media depends heavily on the role of teachers and parents in providing guidance and selecting content appropriate to the child's developmental stage. In conclusion, computer-based media is a potential tool for developing cognition and creativity in early childhood when used in a targeted, contextual manner, and supported by educational guidance.education (PAUD). Abstract

This study aims to describe and analyze: the role of the Surabaya Special Class I Immigration Office to prevent Illegal Indonesian Workers and what are the obstacles and efforts made. The research method to be used is qualitative descriptive. Data Collection Techniques include: Interviews, Observations, Documentation. The research informant is the Head of the Suarabaya Special Class I Immigration Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study show that the Surabaya Special Class I Immigration Office has a role as a regulator carried out by providing understanding and socialization to the public about the dangers of illegal migrant workers who will not get legal certainty in their placement areas. As a regulator, immigration supervision of Indonesian citizens is carried out when applying for travel documents, either out or into Indonesian territory or being outside Indonesian territory. As a facilitator, providing Travel Documents of the Republic of Indonesia (DPRI) to every citizen who will travel abroad as long as there are no burdensome things. The obstacles faced are Indonesian Prospective Workers who still often forge documents, still often abuse Travel Documents, lack of awareness of Indonesian Prospective Workers in compliance with Immigration documents. Some of the efforts taken include regular Counseling and Education, Pre-Immigration Consultations. Strengthening Cooperation with Recognized and Licensed Official Placement Agents. Strict Monitoring and Supervision of activities related to immigration. Strict Law Enforcement on placement agencies or prospective migrant workers involved in non-procedural practices. Collaborate with relevant agencies such as the Ministry of Manpower, the police, and migrant worker protection agencies to exchange information and support comprehensive prevention efforts such as the Indonesian immigration security agency.

Abstract

This study aims to describe and analyze: How is the Dynamic Capability of the Special Class I Immigration Office of Surabaya in Passport Making Services. The research method to be used is qualitative descriptive. Data Collection Techniques include: Interviews, Observations, Documentation. The research informant is the Head of the Suarabaya Special Class I Immigration Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study show that the dynamic capability of the Surabaya Special Class I Immigration Office in the implementation of passport services is able to produce various positive changes in service, which has an impact on improving the quality of passport services better in the eyes of the public. However, there are still several aspects that need to be improved in the implementation of this dynamic capability, especially in exploring feedback from passport applicants in more depth as part of the thinking again mindset, as well as studying service practices from the private sector or foreign immigration to realize a thinking across mindset. The process of forming dynamic capabilities at the Surabaya Special Class I Immigration Office begins with the leadership role of the head of the immigration office who regularly holds meetings with employees. This encourages employees to create various innovations in service, which is a manifestation of the thinking ahead mindset. Service performance evaluation activities that are carried out regularly bring changes in service policies, as an implementation of the thinking again mindset. In addition, an open attitude to learn service practices from other parties through comparative studies with other immigration offices is also part of the application of a thinking attitude mindset.

Abstract

This research is motivated by the significance of inclusive education as a way to guarantee access and equity for students with special needs in Sidoarjo Regency. Even with robust national policies advocating for inclusive schools, their impact at the regional level is still not thoroughly examined. This study aims to assess the impact of inclusive school initiatives on enhancing educational access and equity of services. The aims are to (1) evaluate the access rates of students with special needs to both formal and non-formal education; (2) analyze equity of services in relation to facilities, teaching standards, and learning results; (3) pinpoint factors that facilitate and hinder implementation; and (4) develop policy suggestions for enhancing equitable services. The research utilizes a mixed-methods strategy incorporating a sequential explanatory framework that integrates quantitative survey information from 30 schools along with qualitative interviews conducted with policymakers, educators, and parents. The results show that the success of inclusive programs in Sidoarjo is intermediate, with significant differences between urban and rural schools. Leadership, teacher effectiveness, and collaboration across sectors stand out as crucial factors for success. The research indicates that maintaining inclusive education necessitates regional policy coordination, development of human resources, and data-driven monitoring to guarantee equity and equal learning chances for every student

Abstract

This study aims to analyze the quality of notarial services in the drafting of sale and purchase deeds at the Office of Notary–PPAT Pramudita Kartikasari, S.H., M.Kn., with a focus on factors influencing client satisfaction. The research background is grounded in the essential role of notaries in ensuring legal certainty in land transactions, which requires services that are prompt, transparent, and professional. The research employed a descriptive qualitative approach through in-depth interviews, observation, and documentation, analyzed using Miles and Huberman’s interactive model. The findings indicate that service quality can be explained through the five SERVQUAL dimensions. In terms of tangibles, physical facilities were considered adequate, although the waiting area and technological equipment remained limited. The reliability dimension showed that deeds produced were legally valid and accurate, yet completion time was not always consistent. Responsiveness was generally satisfactory, though online responses were less prompt. Assurance emerged as the main strength, as the notary was able to provide legal certainty, clear explanations, and professional conduct, while empathy was reflected through attentiveness, flexibility, and personalized care for clients. Assurance and empathy were found to be dominant in enhancing satisfaction, whereas tangibles, reliability, and responsiveness require improvement. The study implies the need for facility improvements, better time management, and standardized communication, while maintaining legal certainty and empathy as the core values of notarial service.

Abstract

This study aims to analyze the effectiveness of agricultural extension policy in empowering shallot farmers in Rejoso Village, Nganjuk Regency. The background of this research is based on the importance of agricultural extension as a public policy instrument that functions to enhance farmers’ knowledge, skills, and independence. Although extension programs have been routinely implemented, their effectiveness needs to be evaluated to ensure that the policy truly addresses the needs and problems faced by farmers in the field.This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and documentation studies, then analyzed thematically using data reduction, data presentation, and inductive conclusion-drawing techniques. Data validity was tested through source and method triangulation. The results show that the agricultural extension policy in Rejoso Village is considered effective based on the five indicators of public policy effectiveness proposed by Riant Nugroho, namely accurate policy, accurate implementers, accurate targets, supportive environment, and proper process. The extension materials are relevant to farmers’ needs, the implementers possess adequate technical competence, and the program successfully reaches active shallot farmers. A strong socio-institutional environment, supported by farmer associations, contributes to effective implementation, although ecological challenges such as extreme weather and pest attacks remain. The extension process is systematic and participatory, covering stages of planning, implementation, assistance, and evaluation. Overall, the agricultural extension policy in Rejoso Village has improved the capacity and independence of shallot farmers. However, strengthening the number of extension workers, digitalizing evaluation systems, and providing entrepreneurship training are necessary to ensure the sustainability of policy effectiveness.
