Abstract

This study aims to analyze the effectiveness of implementing the Government Food Reserve (CPP) program in supporting the food security of vulnerable families in Godog Village, Laren Subdistrict, Lamongan Regency. Since 2022, the CPP program has been designed to assist communities affected by food insecurity by providing food aid in the form of 10 kg rice packages. The study employs a qualitative approach with a descriptive research type. The focus lies on analyzing the program’s implementation and the factors influencing its success, using Edward III’s theory, which includes four key elements: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews, participatory observation, and documentation involving beneficiaries, village officials, and aid distribution personnel. The findings indicate that the CPP program in Godog Village has significantly benefited vulnerable families by improving their food security but still faces several challenges. Good communication between the village government and the community, as well as the availability of resources, serve as the primary supporting factors for smooth aid distribution. Conversely, the main challenges arise from poor road infrastructure, which hampers aid distribution, and issues in updating the Beneficiary Family (KPM) data. The study recommends improving infrastructure and updating KPM data as strategic steps to enhance the program’s implementation effectiveness.

Abstract

This study aims to describe and analyze: Public Service Bureaucratic Reform and the factors that support and hinder Public Service Bureaucratic Reform at the Office of the Special Class 1 Immigration Checkpoint for the City of Surabaya. The research method to be used is qualitative descriptive. Data Collection Techniques include: Interviews, Observations, Documentation. The research informant is the Head of the Suarabaya Special Class I Immigration Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study show that in the institutional aspect in accordance with Law Number 6 of 2011 concerning immigration, the institutional arrangement at the Immigration Office is divided into several parts according to their duties and functions. The current posture of organization is relatively slimmer and flat (not very hierarchical). In the resource aspect, human resource improvement is also carried out through the internal office, namely through performance evaluation meetings. In terms of governance, organizational units/work units within the Surabaya Special Class I Immigration Office currently have and implement systems, procedures, and work mechanisms, as well as service standards that are more standard, clear, efficient, and effective, supported by the optimal use of adequate information and communication technology. Supporting Factors for Bureaucratic Reform at the Special Class I Immigration Office in Surabaya are Productive Apparatus, Representative Policies, and Employee Capacity Building. The inhibiting factor is that there is still a practice of brokerage.

Abstract

This study aims to describe and analyze: How is the appropriate technical management of regional assets based on applicable laws and efforts made by the East Java Provincial Government in managing regional assets to optimize Regional Fiscal Potential. This study uses a qualitative method of the Case Study approach. The data collection techniques used in this study are through observation, interviews and documentation. The data was analyzed using an interactive model analysis developed by Miles and Huberman with three procedures, namely data reduction, data display, and conclusion. The results of the study show that the technical management of regional assets carried out by the East Java Provincial Government in managing regional assets in order to optimize Regional Fiscal Potential includes Technical Utilization of Regional Assets in the form of Leases running in accordance with the rules that have been set, this can be seen from the policies used, namely the Governor of East Java Regulation Number 108 of 2018 concerning the Implementation Regulations of the East Java Province Regional Regulation Number 10 of 2017 concerning Management of Regional Property.Technical Utilization of Regional Assets in the Form of Borrowing and Using Property Based on Article 157 of Permendagri Number 19 of 2016, the Implementation of Borrowing and Use is outlined in the agreement and signed by: a.Borrowers and Governors/Regents/Mayors, for regional property that are in the Goods Manageriii; and b. Borrowers and Goods Managers, for regional property that is in the Goods Users. The technical utilization of regional assets in the form of Build to Hand Over / Build to Hand Over is carried out through a Build to Hand Over Agreement / BOT (Bulit Operate Transfer) covering aspects of Civil Law, Land Law (Agrarian), and Administrative Law. The Utilization of Regional Fixed Assets in the Form of Inventory Infrastructure Provision is carried out through SOPs consisting of four, namely; Issuance of Regional Head Decree on Infrastructure Provision Cooperation (KSPI), Selection and Determination of KSPI Partners, Implementation of KSPI and Termination of KSPI. Efforts made by the East Java Provincial Government in managing regional assets to optimize regional fiscal potential, including identification and inventory of the value and potential of regional assets, assessment of regional assets. Supervision and control of asset utilization, Regional asset management information system.

Abstract

This study analyzes the transformation of public services in Surabaya City through the implementation of Digital Population Identity (IKD), focusing on efficiency, effectiveness, transparency, accountability, and public participation. Using a qualitative case study method, data were collected through interviews, observations, and document analysis from policymakers, policy implementers, and the community. The findings show a positive impact of IKD on service efficiency and effectiveness, but challenges remain, particularly related to digital literacy. Transparency has improved due to real-time information access. Accountability has increased through digital complaint features, though staff capacity needs enhancement. Public participation has risen. The study recommends enhancing socialization, digital literacy, technological infrastructure, and staff capacity to maximize the benefits of IKD.

Abstract

This study aims to describe and analyze: The Implementation of Good Corporate Governance in Improving Public Services at Blambangan Banyuwangi Hospital. The type of research used is qualitative research. The data analysis technique in the study uses techniques developed by McNabb (2002), namely Grouping the data according to key constructs, Identifying bases for interpretation, Developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that in principle, the implementation of Good Corporate Governance (GCG) at Blambangan Banyuwangi Hospital has gone well, but there are still things that need to be improved. In the principle of accountability, Blambangan Banyuwangi Hospital has implemented it well. This is shown by the organizational structure and clear duties and responsibilities by providing a job description. The hospital conducts performance evaluations on employees. The reward and punishment system has been implemented in the company well. On the principle of accountability, Blambangan Banyuwangi Hospital is well responsible because nurses and employees carry out their duties based on the law. The hospital delivers LAKIP every year. In the principle of responsibility, Blambangan Banyuwangi Hospital has accounted for all related resources within the scope of the hospital to comply with the policies and regulations that apply in the hospital. In the provision of services in hospitals, there are duties and functions of each of the related elements in the hospital. On the principle of independence, Blambangan Banyuwangi Hospital has managed services professionally by not including the involvement of the owner's family to make a decision. On the principle of fairness, Blambangan Banyuwangi Hospital has provided an opportunity for all stakeholders to give their suggestions and opinions to advance the hospital. In the principle of service transparency at Blambangan Banyuwangi Hospital, the availability of service information is substantially adequate and the media for its presentation, the certainty of service time, the cost of e-services that are not transparent and the available service complaint mechanism. Then connected to the website of the hospital, the entity already has a website which contains information about the facilities provided by the hospital and information about the doctors who serve, etc.

Abstract

This study aims to evaluate the implementation of electoral policies in Surabaya City using SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). The main issue faced is the suboptimal application of policies, despite various programs being launched to increase voter participation. SWOT analysis is a tool used to identify strengths, weaknesses, opportunities, and threats within an organization or policy. This research employs a qualitative approach with a case study design, involving in-depth interviews, participant observation, and document analysis to collect data from policymakers, policy implementers, and the general public. The results indicate that the primary strengths lie in competent human resources and capable technological infrastructure, while weaknesses include a lack of inter-agency coordination and budget constraints. Opportunities can be leveraged through technological advancements and community support, whereas threats include regulatory changes and cybersecurity risks. The study provides recommendations to enhance coordination, develop voter training and education programs, and strengthen cybersecurity. Thus, it is hoped that the electoral process in Surabaya will become more effective, efficient, and transparent, gaining full trust from the public.

Abstract

This study aims to describe and analyze: the application of the MPaspor application as one of the bureaucratic reform strategies and the supporting and inhibiting factors for the implementation of the M-Passport application as one of the bureaucratic reform strategies in the Special Class 1 Immigration Office of the City of Surabaya. The research method to be used is qualitative descriptive. Data Collection Techniques include: Interviews, Observations, Documentation. The research informant is the Head of the Suarabaya Special Class I Immigration Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study show . Mobile Passport as one of the Bureaucratic Reform Strategies at the Surabaya Special Class I Immigration Office is carried out based on the Institutional Aspect, namely the M-Passport Application based on the Letter of the Director of Immigration Traffic Number IMI.2-UM.01.01-4.0700 dated February 18, 2022 concerning the Follow-up of the Implementation and Implementation Policy of Mobile Passport (M-Paspor) at Immigration Offices throughout Indonesia. In terms of bureaucratic reform, M Passport services in the institutional field, office employees must have proficiency, that is, each office employee must be able to master the skills and knowledge needed in serving citizens, especially foreign citizens who take care of ITAS and ITAP. In terms of resources, it is already available and given full support with the availability of competent IT experts to support the development and implementation of the M-Passport application. The Financial Resources provided continue to be provided for the launch, maintenance, and renewal of the M-Passport application. In terms of governance, as a Technical Implementation Unit of the Special Class I Immigration Office of Surabaya by paying attention to the provision of facilities to support the running process of a bureaucracy. The Surabaya Special Class I Immigration Office provides a guarantee of passport processing time by officers during the interview session, photo taking, and fingerprint scanning for three working days. Passport application service fee Passport costs Rp 350,000, while electronic passport costs Rp 650,000. One of the supporting factors for the implementation of the M Passport Application at the Surabaya Special Class I Immigration Office is supporting facilities and infrastructure, such as queue machines, service counters, and computers. Inhibiting factors include application servers that often crash or have problems. In addition, there is a lack of public understanding that in taking care of passports, original documents must still be brought.

Abstract

ABSTRAKFluktuasi harga cabai rawit menyebabkan kerugian yang ditanggung oleh pihak-pihak yang berkepentingan terhadap komoditi cabai rawit. Tujuan penelitian ini yaitu untuk mengetahui pengaruh produksi cabai rawit, kebutuhan cabai rawit, harga cabai merah keriting (substitusi), harga cabai rawit dua bulan sebelumnya, dan curah hujan terhadap harga cabai rawit di Aceh. Data yang digunakan adalah data sekunder dalam bentuk data time series. Penelitian ini menggunakan analisis regresi linear berganda. Hasil penelitian ini menunjukkan pengujian serempak (Uji F) didapatkan hasil bahwa produksi cabai rawit, harga cabai merah keriting (substitusi), harga cabai rawit dua bulan sebelumnya, curah hujan, dan kebutuhan cabai rawit secara serempak berpengaruh nyata terhadap harga cabai rawit di Aceh. Sedangkan secara parsial (Uji T) didapatkan bahwa produksi cabai rawit (0,000), harga cabai merah keriting (substitusi) (0,003), harga cabai rawit dua bulan sebelumnya (0,032), dan kebutuhan cabai rawit (0,000) berpengaruh secara signifikan terhadap harga cabai rawit di Aceh. Sedangkan curah hujan (0,407) secara parsial tidak berpengaruh nyata terhadap harga cabai rawit di Aceh. Hal ini mengindikasikan setiap meningkatnya harga cabai merah keriting (substitusi), harga cabai rawit dua bulan sebelumnya, dan kebutuhan cabai rawit maka akan meningkat harga cabai rawit dan setiap meningkatnya produksi cabai rawit serta curah hujan maka akan menurunkan harga cabai rawit. Kata Kunci: cabai rawit, harga cabai rawit, regresi linear berganda.

Abstract

This study aims to evaluate the effectiveness of the Village Fund program (Dana Desa) in enhancing community welfare in Lebeteng Village, Tarub district, Tegal Regency. Employing a qualitative approach, the research explores the implementation process, supporting factors, constraints, and its impact on local development comprehensively. Data were collected through in-depth interviews, field observations, and document analysis involving various stakeholders such as the village head, village apparatus, community members, and local leaders. The findings reveal that the Village Fund positively influences infrastructure development, access to basic services, local economic growth, and community empowerment. Active participation of residents in planning, implementation, and monitoring significantly boosts accountability and program sustainability. Cross-sector collaboration also plays a crucial role in expanding resource mobilization, accelerating target achievement, and strengthening synergy among actors involved. Nonetheless, challenges remain, including limited human resource capacity, transparency and accountability issues, and restricted access to technology and information. Therefore, efforts to enhance village officials' capacity, strengthen oversight mechanisms, and promote broader community participation are necessary to maximize and sustain the benefits of the Village Fund. The study concludes that the Village Fund has substantial potential as an effective development instrument when managed transparently, accountably, and inclusively. Successful implementation not only improves community socio-economic well-being but also fosters village independence and competitiveness, progressing toward a more developed, autonomous, and prosperous village. Overall, this program underscores the importance of participatory, transparent, and accountable governance in local development and highlights its role in realizing sustainable community progress, contributing to national policy refinement and village-level empowerment.

Abstract

This study explores the implementation and impact of the Ceria application, a digital integrated service platform developed by the Regional Office of the Ministry of Religious Affairs in East Java, Indonesia. The core objective of this digital innovation is to streamline bureaucratic processes, enhance the quality and efficiency of religious administrative services, and promote transparency and public participation. In the era of Industry 4.0, the transformation of public services through information and communication technology (ICT) has become imperative to meet increasingly complex societal demands for faster, more transparent, and accountable governance.Employing a qualitative research approach, the study collected data through interviews, observations, document analysis, and service usage statistics. The analysis revealed significant improvements in service delivery, notably a reduction in processing time from three to five days to merely one or two days, attributable to features such as real-time service status tracking and responsive complaint channels. These technological enhancements have contributed to strengthening public trust and satisfaction, reinforcing perceptions of professionalism and transparency within the ministry’s services. The application fosters a participatory culture by facilitating easier access for users, providing transparent information, and enabling active feedback, thus transforming bureaucratic practices into more adaptive, responsive, and user-centered processes.Despite these positive outcomes, the study identified critical challenges, primarily limited digital infrastructure in remote regions and disparities in digital literacy levels among users. Such barriers hinder equitable access to services and threaten the sustainability of digital initiatives. To address these issues, the study recommends ongoing infrastructural development, comprehensive digital literacy training, and community engagement to ensure that benefits are distributed inclusively across different societal groups.The findings underscore that such digital innovations are not merely technological upgrades but catalysts for cultural and institutional transformation. They promote ethical, moderate, and participative values that align with Indonesia’s national development agendas. Overall, the Ceria application exemplifies how strategic digital transformation can revolutionize public service delivery, fostering efficiency, transparency, inclusiveness, and trust. Future research may benefit from mixed-method approaches to examine broader impacts on user satisfaction, infrastructure readiness, and long-term sustainability. This case study offers valuable insights for policymakers and practitioners seeking to implement similar innovations to promote modern, accountable, and inclusive governance within religious and administrative services.
