Abstract

The millennial generation in Surakarta faces the imperative need to preserve and fortify the essence of Javanese culture amidst the pervasive forces of globalization driven by internet technology. The emergence of Permadani Studio is perceived as a means to aid millennials in understanding and cherishing local culture. However, what is the social structure within the studio and how does it contribute to the preservation of Javanese culture?. This study adopted a qualitative approach, utilizing in-depth interviews and Focus Discussion Groups to explore the role of Permadani Studio in maintaining the richness of Javanese culture among the millennial generation in Surakarta. Data analysis employed descriptive qualitative methods and Anthony Giddens' structuration theory framework to comprehend the interplay between social structure and individual action in the context of cultural preservation. Through the lens of Anthony Giddens' social structuralism approach, the Pambiwara courses at Permadani Studio demonstrate how social structures, such as Javanese cultural norms and values, shape the institutional framework for cultural preservation. Millennials and course instructors are active agents in rejuvenating cultural preservation practices tailored to their era, showcasing the intricate interaction between structure and agency in safeguarding cultural heritage. These findings underscore the significance of collaboration between social structure and individual agents in addressing the challenges posed by globalization to preserve local culture.

Abstract

Pelabuhan non komersial yang dikelola oleh Pemerintah dibangun dengan tujuan untuk melayani daerah terdepan, terluar, terdalam dan perbatasan yang belum terjangkau moda transportasi lainnya. Fungsi Pelabuhan non komersial saat ini hanya digunakan untuk bongkar muat barang kebutuhan masyarakat sekitar dan digunakan sebagai fasilitas sandar kapal perintis yang melayani pergerakan penumpang, khususnya pada daerah yang jaringan transportasi darat dan udaranya belum memadai. Abstract

Zona pengembangan perkebunan di Provinsi Jawa Timur perlu lebih didetailkan untuk setiap komoditas dengan memperhatikan kesesuaian dan ketersediaan lahan serta aspek keberlanjutan. Berdasarkan hasil penelitian yang telah dilakukan, zona pengembangan untuk perkebunan tebu rakyat di Jawa Timur dapat mengacu pada arahan penggunaan lahan untuk perkebunan tebu rakyat berkelanjutan yang terdiri dari aspek spasial yaitu Rencana Penggunaan Lahan (RPL) dan strategi kebijakan prioritas. Rencana penggunaan lahan terdiri dari RPL1 (11 kabupaten), RPL2 (13 kabupaten/kota), dan RPL3 (11 kabupaten/kota) dengan luasan sebesar 223.199,24 ha (4,65%). Rencana penggunaan lahan ini telah memperhatikan kesesuaian dan ketersediaan lahan dan beberapa aspek keberlanjutan antara lain sosial, ekonomi, lingkungan, dan kelembagaan. Lahan yang termasuk ke dalam RPL kurang dari 5% sehingga penggunaan lahan untuk perkebunan tebu rakyat di Jawa Timur dapat lebih difokuskan pada upaya intensifikasi dan konservasi supaya lahan perkebunan tebu tidak dikonversi menjadi penggunaan lahan yang lain. Penguatan kelembagaan dan kemudahan akses modal menjadi prioritas utama dalam strategi kebijakan untuk perkebunan tebu rakyat berkelanjutan di Jawa Timur karena kelembagaan yang kuat dapat menjadi jembatan bagi petani tebu rakyat untuk mendapatkan manfaat dari program pemerintah maupun swasta seperti bantuan modal, subsidi pupuk, subsidi bibit, penyuluhan, hingga insentif harga.

Abstract

The tuna agro-industrial cold supply chain faces complex challenges. The implementation of cold chains has economic, social, and environmental implications. Breaking the cold chain directly reduces tuna quality. To overcome these challenges, an effective and efficient cold chain management method that focuses on the aspects of risk, performance, value chain, and sustainability is required. This study aimed to analyze the methods used in cold chain management and develop an integrated framework to increase the effectiveness and efficiency of sustainable cold supply chain management in tuna agro-industries. This study uses a systematic literature review (SLR) approach. Scientific article search databases using Scopus, Google Scholar, and others in 2013-2023. The selection resulted in 86 articles for further studies. The results of this study show that there are still very few cold chain studies in the tuna agro-industry. Cold chain studies on risk, performance, and sustainability aspects are dominated by quantitative methods with the following percentages: 76%, 58%, and 92%, respectively. By contrast, studies on the value chain aspect are dominated by descriptive qualitative methods (89%). This study found that the tuna cold chain problem in Indonesia is a soft problem on the upstream side and a hard problem on the downstream side. These two properties are rarely considered in single cold chain studies. The properties of the soft and hard systems were studied using qualitative and quantitative methods, respectively. In future research, we will develop an integrated framework for tuna agro-industry cold chain management in terms of performance, risk, value chain, and sustainability by considering the soft and hard aspects of the cold chain from onboard the ship to the consumer.

Abstract

Bekasi, sebagai kota besar dengan jumlah penduduk mencapai 3,08 juta jiwa pada tahun 2020, menghadapi tantangan banjir yang semakin parah setiap tahun. Dengan laju pertumbuhan penduduk 2,7% per tahun dan ruang terbuka hijau yang hanya tersisa 16% dari luas wilayah, alih fungsi lahan terus memperburuk dampak banjir. Pada Februari 2021, banjir menggenangi 94 titik di Bekasi dengan kedalaman mencapai 2,5 meter di beberapa area permukiman, menyebabkan kerugian ekonomi dan sosial yang besar. Selain itu, biaya yang dikeluarkan untuk penanganan banjir semakin membebani anggaran, mencapai Rp74 miliar dari APBN dan Rp6,7 miliar dari APBD pada tahun 2020. Upaya mitigasi yang ada, seperti 37 polder dan normalisasi saluran, terbukti belum efektif, karena luas genangan terus meningkat setiap tahun. Pendekatan mitigasi yang lebih terstruktur dan menyeluruh sangat dibutuhkan agar kota tidak semakin rentan. Policy brief ini menawarkan solusi berupa model mitigasi banjir berbasis resiliensi yang menggabungkan intervensi struktural dan nonstruktural serta meningkatkan peran masyarakat dan kolaborasi antarlembaga. Model ini diharapkan mampu menciptakan Bekasi yang lebih tangguh, mengurangi kerugian yang ditimbulkan oleh banjir, dan mendukung keberlanjutan kota dalam jangka panjang.

Abstract

Dalam penelitian tentang pengelolaan budaya Masyarakat Hukum Adat Tengger sebagai produk pariwisata alternatif dalam rangka komodifikasi budaya di Kabupaten Tosari, digunakan metode deskriptif dengan pendekatan kualitatif. Pihak yang terlibat dalam penelitian ini terdiri dari Dinas Kebudayaan dan Pariwisata Kabupaten Pasuruan, Pengelola Taman Nasional Bromo Tengger Semeru, Lembaga Pemerintah Desa, Lembaga Adat dan Masyarakat Hukum Adat Tengger. Penelitian ini bertujuan untuk mengetahui sejauh mana Masyarakat Hukum Adat Tengger mengelola budayanya sebagai produk pariwisata dalam rangka komodifikasi budaya di Kabupaten Tosari. Penerapan Pariwisata Adat pada Masyarakat Hukum Adat Tengger berada pada kuadran Pengendalian Budaya yang dilihat dari keberadaan budaya Komunal dan peran masyarakat hukum adat sebagai pemegang kontrol tinggi dalam kegiatan pariwisata. Masyarakat Hukum Adat Tengger mengkomoditisasi produknya melalui komersialisasi yang masih dalam tahap pengembangan dan belum mencapai stabilitas karena kegiatan promosi yang dilakukan belum maksimal dan tokoh adat menolak setiap perubahan bentuk budaya yang berkaitan dengan adat istiadat untuk keperluan ekonomi dan pariwisata.

Abstract

To identify novel advancements in plant diseases detection and classification systems employing Machine Learning (ML), Deep Learning (DL), and Transfer Learning (TL), this research compiled 111 peer-reviewed papers published between 2019 and early 2023. The literature was sourced from databases such as Scopus and Web of Science using keywords related to deep learning and leaf disease. A structured analysis of various plant disease classification models is presented through tables and graphics. This paper systematically reviews the model approaches employed, datasets utilized, countries involved, and the validation and evaluation methods applied in plant disease identification. Each algorithm is annotated with suitable processing techniques, such as image segmentation and feature extraction, along with standard experimental metrics, including the total number of training/testing datasets utilized, the quantity of disease images considered, and the classifier type employed. The findings of this study serve as a valuable resource for researchers seeking to identify specific plant diseases through a literature-based approach. Additionally, the implementation of mobile-based applications using the DL approach is expected to enhance agricultural productivity.

Abstract

Introduction: Equality before the law is one of the important principles in the enforcement of criminal law in Indonesia, so it is important to pay attention to it. The punishment of illegal fishing perpetrators in ZEEI is not on the principle of equality before the law. Although the Fisheries Law adopted the 1982 UNCLOS, UNCLOS itself did not state the prohibition on the application of confinement instead of fines. Therefore, the application of fines for illegal fishing in ZEEI does not conflict with the 1982 Fisheries Law and UNCLOS. The fines of imprisonment are also applied to foreign nationals to ensure that the fines paid will be paid.Purposes of the Research: This study aims to analyze and explain the concept of equality before the law in criminal law enforcement and whether the punishment of illegal fishing perpetrators in Indonesia is following the principle of equality before the law, especially related to the application of confinement instead of fines for Indonesian citizens and foreign nationals.Methods of the Research: This research belongs to the type of normative legal research with a legal and conceptual approach. The research material used is secondary data derived from primary, secondary, and tertiary legal materials. The research materials were collected using a literature study and then analyzed qualitatively and then conclusions were drawn using the deductive method.Results of the Research: Equality before the law is one of the important principles in the enforcement of criminal law in Indonesia, so it is important to pay attention to it. The punishment of illegal fishing perpetrators is not by the principle of equality before the law. Although the Fisheries Law adopted the 1982 UNCLOS, UNCLOS itself did not emphasize the prohibition on the application of confinement instead of fines. Therefore, the application of confinement in lieu of fines for perpetrators of illegal fishing in the ZEEI does not conflict with the 1982 Fisheries Law and UNCLOS. The penalty of confinement instead of an important fine is also applied to foreign nationals to ensure that the fines imposed will be paid.
