Abstract

Education is a planned effort in the development of self in order to realize the potential of a civilized society, morality, personality, intelligent and have a prosperous life skills (spiritual-knowledged based society). Which is currently able to improve the quality of education in Indonesia is through fund School Operational Assistance (BOS) allocated to schools at primary and secondary School Operational Assistance Program is a central government assistance to all students SD / MI and SMP / MTs underprivileged throughout Indonesia both public and private on reduction of fuel subsidy because it was feared that the increase in fuel prices and the global financial crisis caused a decline in purchasing power and will negatively impact the poor to get an education.The purpose of the research to find out and get a clear picture about the implementation of the BOS program on SDN Tlogosari Wetan 01 Sub Pedurungan, and used materials and used as an ingredient on the study of the implementation of the BOS program on SDN Tlogosari Wetan 01 Sub Pedurungan, Semarang.In this research used theory implementation of G Edward III which states "the successful implementation of depengaruhi by four variables: attitude, HR, Communications, Bureaucratic Structure"The method used in this research is descriptive qualitative research, where the research is more emphasis on the analysis and at the same time portraying the reality of the existing conditions, so the results of these studies are generating a lot of descriptive data in the form of words or in writing of the perpetrators were observed.Based on research conducted by the authors of the policy implementation of BOS in SDN Tlogosari Wetan 01 Semarang is fully effective, kaBerdasarkan research conducted by the authors of the policy implementation of BOS in SDN Tlogosari Wetan 01 Semarang is fully effective, because the indicators that lead to the achievement of BOS policy objectives set by the government much has been achieved, only the need for dissemination to relevant parties in relation to the BOS, and enhance the performance of human resources-related

Abstract

The organization can be described as an open system, meaning that organization alive and brought to life by their surrounding environment, both external and internal of the organization. Therefore organizations must be able to adapt to their environment by development organization. The Diagnosis of an organization is how to detect and find basic problems faced by the organization. This research aims to know the main problem faced by the PIK R/M in Pati Regency through organizational diagnosis survey method with the Weishbord Model Six Boxes approach. And then determine the pattern of intervention that allows for the development of the Organization are applied in PIK R/M Pati Regency. Six boxes of weishbord was diagnose the organization through six boxes of the variables the purpose, structure, relationships, rewards, leadership, and helpful mechanisms, as well as by observing the influence of external environment to the organization and vice versa. All data presented in this paper was based on interviews, observation, and study the documents. Result of research  indicate that from the six variables in organizational diagnosis process development PIK R/M in Pati Regency just found one of the variables as a whole it has been going well, namely on variable rewards. Five other variables found to have problems, namely the purpose, structure, relationships, leadership and helpful mechanisms. The influence of the external environment of the Organization, and the Organization was also able to influence the external environment. A type of intervention that allows for applied was Human Process Intervension approach, through the Coaching with GROW (Goal, Reality, Options, Warm-Up) as model as created by Graham Alexander dan  Sir John Whitmore. Which these interventions focus on human beings within the Organization, and the process of how they are in achieving the objectives of the organization.

Abstract

The problems such as lack of public awareness of the city of Semarang on the environment particularly concerning air pollution and lack of public participation in in the program Car Free Day would be a background of this research. This research was meant to find out how the implementation of the program Car Free Day in the town of Semarang and knowing factor - factor thruster and inhibitors in the program Car Free Day. This research using methods research qualitative descriptive. The subjects in this study consisted of six ( 6 ) informant main. The results showed that the implementation of the programme of Car Free Day in the city of Semarang have yet to demonstrate the effective implementation. The success of the goals enshrined in the rules of the Mayor of Semarang number 22 year 2011 free days on the implementation of the motor vehicle has not been fully achieved, Car Free Day programs that aim to restore the quality of the air in fact only recently able to reduce air pollution. The participation of the community in Semarang city are still without wind in the implementation of the program should be Car Free Day could be more enthusiastic and regularly follow this activity so that an open space for the public this is true can actually manifest properly. Changes in mindset and behaviour of society not Semarang City shows what kind of behavior expected by the executor. Nevertheless the executing this program already has expertise and competence in accordance with the programme of Car Free Day since leading from this program comes from the background environment. Based on these conclusions, the researchers recommend to the executing program Car Free Day this need high commitment and support from the Government as well as society Semarang city, especially the parties involved to implement the program of Car Free Day an ongoing basis in order to achieve the purpose of which is to restore the quality of the air in Semarang city.

Abstract

Perkembangan zaman yang semakin pesat, tentunya juga diikuti oleh pertumbuhan jumlah penduduk yang semakin banyak. Pertumbuhan jumlah penduduk tersebut membawa dampak perubahan terhadap lingkungan. Salah satunya adalah adalah masalah sampah. Sampah yang dihasilkan oleh manusia memiliki pengaruh terhadap terjadinya perubahan lingkungan. Pelaksanaan pengelolaan sampah ditujukan agar sampah dapat dikelola dengan baik untuk menciptakan lingkungan hidup yang bersih dan sehat. Penelitian ini mendeskripsikan pelaksanaan pengelolaan sampah di Kabupaten Tegal dan merumuskan alternatif kebijakan terbaik sebagai upaya dalam menangani permasalahan pelaksanaan pengelolaan sampah di Kabupaten Tegal. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Teori yang digunakan dalam mendeskripsikan pelaksanaan pengelolaan sampah di Kabupaten Tegal menggunakan teori ketepatan implementasi Riant Nugroho yang dibagi dalam lima tepat yaitu 1) Tepat Kebijakan, 2) Tepat Pelaksana, 3) Tepat Target, 4) Tepat Lingkungan dan 5) Tepat Proses. Dalam merumuskan alternatif kebijakan menggunakan teori proses analisis kebijakan Bridgman dan Davies yang terdiri dari lima tahapan yaitu 1) Formulasi Masalah Kebijakan, 2) Merumuskan Tujuan dan Sasaran, 3) Mengidentifikasi Parameter Kebijakan, 4) Mencari Alternatif-Alternatif Kebijakan dan 5) Memutuskan Alternatif Kebijakan Terpilih. Parameter yang digunakan adalah parameter dari Patton dan Sawicky yang mengajukan ada empat kriteria dalam menilai alternatif kebijakan yaitu kelayakan teknis, kemungkinan ekonomi dan finansial, kelayakan politik dan kelayakan administratif. Hasil penelitian menunjukkan bahwa pelaksanaan pengelolaan sampah di Kabupaten Tegal yang dijelaskan menggunakan teori Ketepatan Implementasi masih belum menyelesaikan masalah yang terjadi. Adapun permasalahan yang terjadi dalam pelaksanaan pengelolaan sampah di Kabupaten Tegal adalah masalah jumlah sampah yang dari waktu ke waktu semakin bertambah dan jumlah sampah yang dikelola tidak dapat mencapai 50% dari jumlah keseluruhan sampah yang ada. Faktor penyebab 2 terjadinya masalah tersebut disebabkan oleh : 1) Armada sarana dan prasarana yang belum memadai, 2) Terbatasnya dana anggaran, 3) Petugas kebersihan yang belum cukup memadai dan 4) Tingkat kesadaran masyarakat akan peduli sampah masih rendah.

Abstract

Tourism development is an effort to create the synergy in the use of tourism resources as well as to increase the role of government and local people in Semarang Regency that has a lot of tourist attractions, one of the priorities is Gedongsongo Temple. The development of Gedongsongo Temple is done by several related stakeholders. Every stakeholder has different roles and tasks. The roles must correspond to every stakeholder’s scope so that the stakeholders analysis is being done in the process of the development; it is needed to prevent the overlapping and and to see the effectiveness of the stakeholders’ roles. By all means, the analysis connects each of the stakeholders who are involved on the development of Gedongsongo Temple. The connection produces a policy network. The result of the policy network helps every stakeholder to coordinate and to support one and another so that there will be no misconcepting and overlapping.

Abstract

Research Policy Implementation Help Poor Students in Elementary School District Tembalang a qualitative descriptive study. This study uses the precision of a policy to explain the effectiveness of policy implementation Help Poor Students. The focus of this research that the Policy Implementation Assistance Poor Students in Elementary School District Tembalang using Grindle implementation model to analyze the factors in the implementation of policies that are used to determine the success of the policy implementation process. Informants in this study is from the Education Office of Semarang, UPTD District Tembalang, elementary schools in the District Tembalang, School Committee, Board of Education of Semarang, and Receiving Communities BSM. Research and analysis process begins from the state of education, describe the implementation process by using the appropriateness of the policy to assess the effectiveness and efficiency of policies Help Poor Students. Furthermore, analyzing the factors implementations using Grindle models to be able to see the success of the implementation of the policy Help Poor Students. With so can find out shortcomings in the implementation process so that it can be improved so that the implementation of a policy Help Poor Students can run effectively and efficiently

Abstract

The number of abandoned children in the city of Semarang indicate that the level of welfare of the child is still lacking. In 2013 there were 2,455 of abandoned children in the orphanage. That number is increasing from year to year, indicated by the increasing number of Orphanage in Semarang. The policy of Standard service based on Children’s social welfare foundation (LKSA) is one of the policies that ensure the rights of abandoned children in the orphanage. The purpose of this research is to describe how the implementation is and factors that support and obstruct the implementation of the Standard service based on Children’s social welfare foundation (LKSA). The method used in this research is qualitative descriptive research. The results of this research showed that the lack of monitoring and publication from Disospora make the implementation of the Standard service based on Children’s social welfare foundation (LKSA) has not gone well. There are still some point that unmet the standard like the lack of social workers and professionals in the orphanage, there are also buildings and facilities in the orphanage that don’t meet the standards. Researcher sugests to the implementor of policies to improve the publication and tighten the monitoring of orphanages in Semarang. The allocation of social assistance should prioritize the principles of transparency and equity.

Abstract

This research aims to identify and assess the tourism development strategy undertaken by the department of tourism and culture district of Jepara, and to recommend new strategies in Jepara district tourism development. Based on the results of the study indicate that tourism development strategy undertaken by the department op tourism and culture has not quite succeeded in Jepara district, while there are some indicators which is considered very successful, but more will be considered less successful writers.  The conclusions of this study is the overall tourism development strategy Jepara District by the Department of Tourism and Culture District of Jepara has not succeeded. The writers recommends strategies to improve the strategy has not been successful.

Abstract

Pembangunan tidak lain merupakan suatu proses perubahan yang berlangsung secara sadar, terencana dan berkelanjutan dengan sasaran utamanya adalah untuk meningkatkan kesejahteraan hidup manusia. Salah satu pembangunan yang menjadi perhatian adalah kebutuhan air bersih dan sanitasi. Pamsimas merupakan salah satu bentuk solusi dari kurangnya air bersih dan sanitasi di Indonesia. Tetapi pelaksanaan Pamsimas masih belum optimal, tidak terkecuali pelaksanaan di Kecamatan Tembalang Kota Semarang. Tujuan dari penelitian ini adalah untuk mengevaluasi Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) di Kecamatan Tembalang. Dalam evaluasi ini digunakan enam kriteria evaluasi yaitu efisiensi, efektivitas, kecukupan, perataan, responsivitas dan ketepatan. Hasil penelitian ini menunjukkan bahwa Pamsimas di Kecamatan Tembalang sudah efektif dalam memenuhi kebutuhan air bersih dan sanitasi. Tetapi masih ditemui kekurangan, seperti kurang meratanya pembangunan tower air dan perpipaan Pamsimas, selain tidak merata masih banyak warga miskin yang masih belum dapat mendapatkan Pamsimas. Rekomendasi untuk meningkatkan perataan pembangunan Pamsimas dapat dilakukan pada saat musyawarah penentuan prioritas pembangunan dilakukan oleh seluruh elemen pelaksana Pamsimas, hal ini agar tercipta keadilan dan pemerataan pada pembangunan karena diawasi langsung oleh semua pihak yang terkait.

Abstract

The policy for the development of Kampung Bahari Tambaklorok is a special instruction from the President of the Republic of Indonesia, Joko Widodo in 2014 to the Semarang City Government. The Kampung Bahari program is described in detail in the Land and Building Planning Plan (RTBL) of Kampung Bahari Tambaklorok for 2016 which was prepared based on the Semarang City Regional Spatial Plan (RTRW) for 2011 – 2030 and the Regional Medium Term Development Plan (RPJMD) for the City of Semarang 2016 – 2021. Through a descriptive qualitative approach, this study aims to analyze the implementation and constraints of the Kampung Bahari Tambaklorok program in a sustainable development perspective. The results of the study indicate that the development policy of the Kampung Bahari Tambaklorok program aims to realize the principle of sustainable coastal area development based on an advanced, beautiful, and prosperous local economic environment. In its implementation, Kampung Bahari Tambaklorok sustainable development policy has not been fully fulfilled. Constraints faced in the implementation of development policies are the absence of a contribution to the Regional Original Income (PAD) of Semarang City, there is still resistance from community groups, social empowerment programs have not been implemented, changes to existing areas, the absence of legal and independent regulations regarding the village program, permits the lease-to-use asset has not been approved by PT. Pelindo, as well as institutional complexity. This study provides recommendations that Regional Original Revenue (PAD) can be obtained from development programs that have been completed, there is a need for synergy and synchronization between stakeholders from each development plan, the need for a review and evaluation of the implementation of development programs, the need for transparency in program implementation, and protection of the area through construction sheet pile needs to be implemented immediately, it will be an obstacle to other development programs
