Abstract

Existence of active green open space is accessible to society as public space that has impact on economy. Park becomes space where people interact with each other, but it hasn’t been used maximally for economy. This research aims to strategize increase of utilization of active green open space for economic activity in South Semarang Subdistrict. This research uses qualitative descriptive method that is based on primary and secondary data resources. Internal and external environment of organization result in the formulation of strategy issue that is analyzed by using quadrant charts of SWOT analysis. The result of research shows that internal strengths of organization that are congruence of vision, mission, and organizational purpose, adequacy of human resources, various supporting facilities, CSR program, and organization possibilities that are stability of society’s political condition, society’s support of street vendors, and regulation that supports supporting factor to increase economic activity of active green open space. Strategy issue is calculated by giving weight and rating, its position is in quadrant I as very advantageous position with aggressive strategy. Formulated strategies are increasing society’s productive economy, mapping active parks for society’s economic activity, setting special location for micro, small, and medium-sized enterprises that are around the park, and developing area of active park by adding complementary facilities and actively including society.

Abstract

Sigrowong Cave Park is a tourist destination located in Gesing Village, Kandangan District, Temanggung Regency. However, the park faces several problems such as inadequate quantity and quality of human resources, inadequate facilities and infrastructure that are not maintained, minimal management budget, lack of investors, and no cooperation with the local government. This study aims to analyze the internal and external environment of tourism development and determine the tourism development strategy of Sigrowong Cave Park. The research method used is descriptive and explorative qualitative, using observation, interview, documentation, and literature data collection techniques with primary and secondary data sources. The study uses the strategic planning theory from John M. Bryson and the SWOT analysis approach. The results of the study show that the EFAS and IFAS calculations are in quadrant 1, where Sigrowong Cave Park can take advantage of its strengths to seize as many available opportunities as possible and formulate relevant strategic issues. To develop Sigrowong Cave Park, several strategies can be employed, including maximizing tourism potential by combining the themes of natural collaboration and community culture, strengthening tourism development efforts, maximizing the potential of tourism objects, community participation in tourism innovation, and holding and displaying cultural events once a month and for annual events. Additionally, optimizing collaboration with the surrounding community by holding regular events such as the pine market innovation and maximizing cooperation with the community in tourism management.In conclusion, the study recommends four development strategic issues that can be used and formulated to make recommendations for programs and activities in developing the Sigrowong Cave Park tourist attraction.

Abstract

The Family Hope Program (PKH) is a program aimed at addressing poverty for the poor through the provision of cash assistance with conditions and criteria that must be met by PKH participants, and PKH participants must commit to carrying out their obligations as PKH recipients. The Family Hope Program (PKH) in Rembang Regency was implemented starting November 24, 2011 simultaneously in all subdistricts in Rembang Regency, including in Sarang District, but its implementation has not been maximized. Therefore, the purpose of this study was to see the performance of PKH in the field of education in alleviating poverty in Sarang District, Rembang Regency. This study conducted a retrospective evaluation to see again whether PKH assistance in education had achieved its goals. The research method used is qualitative with data collection techniques through interviews, documentation, and observation. The results showed that the target of PKH beneficiaries in Sarang District had reached 95% on target, but for the effectiveness of PKH assistance, PKH beneficiaries had utilized the financial assistance provided to meet school needs and needs, but some were used for daily needs. day. In addition, the problem of disbursing aid funds experiencing delays and dependence on receiving assistance makes it difficult for PKH beneficiaries to carry out socialization and education for PKH membership graduation. Suggestions in this study are monitoring and mentoring to ensure that any assistance funds provided are properly used and awareness for PKH beneficiaries to want to graduate when their welfare has increased so that they are no longer dependent on the assistance provided.

Abstract

The Village Fund itself is used to finance governance, community development, and community empowerment. Priority is given to community empowerment and development using village funds. In order to improve the welfare of rural communities, the quality of human life, and poverty alleviation, this provision is prioritized in financing development and community empowerment. The Central Government provides a sizable budget to Regional Governments, even increasing every year. Kesesirejo Village is a village in Bodeh District, Pemalang Regency, a village located in Central Java, which administratively receives Village Funds from the state expenditure budget from the central government. This study aims to describe monitoring in managing Village Funds in Kesesirejo Village, Bodeh District, Pemalang Regency and to analyze the obstacles faced by Village Fund managers in Kesesirejo Village, Bodeh District, Pemalang Regency. This study uses qualitative methods, data collection techniques with interviews, observation, and documentation, data sources using primary data and secondary data. The results of the study show that Monitoring of Village Fund Management in Kesesirejo Village, Bodeh District, Pemalang Regency has been good in terms of obedience, inspection, reports, accountability. However, there are still several monitoring sections that are not good internally and in human resources.

Abstract

SiBadra merupakan aplikasi yang dikelola Dinas Komunikasi dan Informatika Kota Bogor yang sebagai media dalam menampung laporan pengaduan. Meskipun begitu manajemen pengaduan yang dilakukan masih belum optimal dimana terjadi penurunan tingkat penyelesaian pelaporan pada tahun 2021 hanya mencapai angka 50% jika dibandingkan pada tahun 2020 yang mencapai angka 68%. Tercatat angka pengunduhan SiBadra hanya mencapai 10.000 unduhan dari jumlah masyarakat di Kota Bogor yang mencapai angka 1,04 juta penduduk. SiBadra memperoleh nilai ulasan 2 dari skala 1 – 5 serta SiBadra menuai komentar buruk dari pengguna pada kolom ulasan di Google Play Store. Penelitian ini bertujuan untuk menganalisis manajemen pengaduan melalui aplikasi SiBadra oleh Dinas Komunikasi dan Informatika Kota Bogor serta menganalisis kendala yang dihadapi dalam pengelolaannya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengambilan data metode wawancara, observasi, dan dokumentasi. Manajemen pengaduan masyarakat melalui SiBadra dilihat dari fenomena sumber atau asal pengaduan, isi pengaduan, unit penanganan pengaduan, respon pengaduan, umpan balik, dan laporan penanganan pengaduan. Sedangkan dalam melihat kendala yang dihadapi dalam manajemennya menggunakan penelitian terdahulu dari Ni Luh Yuni Lestari yang terdiri dari alur penyaluran pengaduan, pemeliharaan aplikasi, jaringan internet, kesiapan sumber daya manusia, tim pengawas tindak lanjut penanganan, kemudahan akses aplikasi, serta kritik dan saran masyarakat. Pengelolaan pengaduan masyarakat melalui SiBadra masih memiliki beberapa kekurangan pada aspek pengorganisasian, pelaksanaan, dan pengawasan. Kendala dalam manajemennya yaitu alur penyaluran pengaduan kepada Perangkat Daerah belum efisien, anggaran yang belum mencukupi, infrastruktur listrik yang kurang memadai, aparatur yang kurang kompeten, dan tidak terdapatnya tim pengawas tindak lanjut penanganan. Namun begitu, secara umum SiBadra memberikan manfaat yang besar bagi masyarakat Kota Bogor dalam menyampaikan pengaduan pelayanan publik.

Abstract

PT Phapros is one of the companies implementing CSR in the form of the Partnership and Community Development Program (PKBL). This research examines the Community Development Program of PT Phapros with Taman Pelangi at the Mardi Utomo Home for Beggars, Homeless and Displaced Persons (PGOT) complex. The purpose of this research is to find out the stakeholders involved, the partnership model that is established and the driving and inhibiting factors of the partnership. Descriptive qualitative method used in this study. As a result, there are three stakeholders involved in the partnership between PT Phapros and Taman Pelangi, namely PT Phapros as the company and the Central Java Social Service and the PGOT Mardi Utomo Institution as the government, so it is included in the type of two-party partnership. The partnership model that is established is a mutualistic partnership model in which both parties both know the importance of cooperating and the benefits of this collaboration in achieving goals. Communication, regulation, other institutions and transparency are the driving factors of the partnership. Meanwhile, resources are the inhibiting factor for partnerships. The recommendation from the results of this study is the need for collaboration with institutions outside the partnership to develop empowerment in Taman Pelangi Mardi Utomo.

Abstract

The need for public services that are easy and fast, especially in 2020 the Covid-19 pandemic occurred which caused all offline services to be closed. SI D'nOK innovations are created and disseminated. However, people's knowledge of the D'nOK SI application and the operation of the D'nOK SI application are still very poor. This is the background of this research. This study aims to analyze the diffusion of innovations and the obstacles that occur in the diffusion of innovations in D'nOK SI applications in providing population administration services in the city of Semarang. The research method used is descriptive qualitative with data collection techniques of interviews, observation and documentation. This study uses the theory of innovation diffusion according to Everett M. Rogers, namely innovation, communication channels, timeframe, and social systems to obstacles in the diffusion of innovations. The results of the study show that the diffusion of D'nOK SI innovations has been going well. This is supported by convenience and benefits in the form of effective, efficient and in accordance with community needs. The community knows SI D'nOK based on interpersonal channels and mass media channels. The timeframe for receiving is long and influenced by authority figures. However, the lack of human resources and operators doing double duty causes the service to take longer. From this past experience, it will influence the deployment of SI D’nOK innovations in the future.

Abstract

Kebutuhan serta tuntutan dari masyarakat dalam rangka meningkatkan kualitas dan mendekatkan pelayanan kepada masyarakat di setiap daerah. Kebijakan Pelayanan Terpadu Satu Pintu Daerah di DKI Jakarta berpedoman pada Peraturan Gubernur DKI Jakarta No. 47 Tahun 2017 Tentang Petunjuk Pelaksanaan PTSP dengan membentuk unitunit pengelola PTSP tingkat kecamatan. Unit Pengelola PTSP Kecamatan Cakung merupakan unit dengan jumlah permohonan masuk terbanyak di Jakarta Timur namun dalam implementasinya masih terdapat permsalahan seperti tidak adanya standar kepastian waktu penyelesaian pelayanan, jumlah pegawai yang tidak sebanding dengan jumlah permohonan masuk, kurangnya kesiapan pelaksana dalam keterbukaan informasi, kejelasan prosedur persyaratan yang berbeda-beda, serta kurangnya koordinasi dan pengawasan dengan SKPD teknis. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan PTSP di Unit Pengelola PTSP Kecamatan Cakung, serta mengidentifikasi faktor-faktor yang mempengaruhinya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengambilan data wawancara, observasi dan dokumentasi. Penelitian ini menggunakan teori lima ketepatan implementasi Riant Nugroho serta teori dua faktor utama implementasi Zainal Abidin. Hasil penelitian menunjukkan bahwa implementasi kebijakan PTSP di Unit Pengelola PTSP Kecamatan Cakung belum tepat. Hal ini dikarenakan masih terdapat permasalahan seperti kebijakan yang mengatur belum memuat standar kepastian waktu penyelesaian pelayanan non-perzinan dan belum mengatur posisi atau wewenang Unit Pengelola PTSP Kecamatan Cakung dalam pelayanan online, jumlah pegawai yang tidak sebanding dengan jumlah permohonan masuk, dan tidak adanya pelimpahan tenaga ahli dari SKPD teknis sehingga menyebabkan kesalahan penerbitan. Masyarakat juga masih merasakan persyaratan yang berbeda-beda pelayanan registrasi umum non perizinan dikarenakan media infromasi yang belum sesuai regulasi.

Abstract

Permasalahan sampah yang semakin kompleks membutuhkan tindak lanjut yang harus melibatkan berbagai aktor dengan segala kebijakannya. Kebijakan pengelolaan sampah pada bank sampah menjadi salah satu kebijakan yang dibutuhkan untuk menjawab permasalahan sampah. Bank Sampah Ngudi Lestari merupakan bank sampah yang dikelola secara mandiri dan sudah mendapatkan bantuan CSR dari Pegadaian. Dalam pelaksanaannya bank sampah ini masih mengalami beberapa kendala yang menyebabkan kurang optimalnya pelaksanaan kebijakan ini. Penelitian ini bertujuan untuk mengevaluasi kebijakan pengelolaan sampah pada Bank Sampah Ngudi Lestari di Kelurahan Tinjomoyo Kecamatan Banyumanik Kota Semarang dan mendeskripsikan faktor yang menjadi kendala di dalamnya. Teknik pengumpulan data yang digunakan dalam Penelitian ini menggunakan wawancara, observasi serta dokumentasi. Hasil penelitian menunjukkan bahwa evaluasi kebijakan pengelolaan sampah pada Bank Sampah Ngudi Lestari di Kelurahan Tinjomoyo Kecamatan Banyumanik Kota Semarang sudah terlaksana dengan cukup baik, hal ini dibuktikan dengan adanya dukungan anggaran, kegiatan pelatihan serta pendampingan yang dilakukan dan difasilitasi baik dari Pegadaian maupun Dinas Lingkungan, namun demikian sumber daya manusia dan sarana prasarana masih memiliki keterbatasan dalam mencapai tujuan secara optimal. Pelaksanaannya sendiri sudah mengacu pada aspek tata kelola sampah dan bank sampah seperti yang tertuang dalam Peraturan Menteri Nomor 14 Tahun 2021 Tentang Pengelolaan Sampah pada Bank Sampah yaitu yang berfokus pada pengurangan dan penanganan sampah. Kendala dalam evaluasi ini adalah kepengurusan yang sudah mulai redup, kesadaran masyarakat yang mulai naik turun, serta kendala lain berupa aksesibilitas yang sulit dijangkau. Rekomendasi dalam penelitian ini adalah perlunya koordinasi dan sosialisasi secara aktif serta perhatian intens dari berbagai pihak yang terlibat dalam kebijakan pengelolaan sampah pada bank sampah ini.
