Abstract

This research aimed to analyzed the implementation of program visit Central Java 2013 which can be seen through the phenomena that was occurring in the implementation of this program, and the factors that affect the implementation of this program.The result of this research show the implementation of program about visit central java 2013 not exactly because based on the 5 accuracy aspects, there are four aspects not exactly. Moreover, based on 4 determinant factors in the implementation of this program considered are caused by 4 factors i.e. information is transmitted not good and not clear to the public, still less resources especially finances, and discrepancies in the bureaucratic structure, although disposition has been running well.Based on these conclusions, the researchers recommended to the Central Java Provincial Culture and Tourism to improve the indicators assessed less successful so the program in Central Java tourist visits next year can be achieved more optimal.

Abstract

Income Standards Policy for rural government institution in Banyumas Regency refers to Government Regulation No. 43 Year 2014 concerning the Implementation Regulations of Law No. 6 In 2014 about the village. Purpose of establishing the Income Standards Policy for rural government institution is to improve the equity and justice for all the Head of the Village and the Village, and the orderly administration of the village good governance relating to rural finance. Effectiveness of policy implementation is measured using “five right”, ie appropriateness of the policy, the accuracy of the implementation, the target accuracy, precision environment, and the accuracy of the process. In the policy, also used the theory of Edwards III consisting of communication, resources, disposition, and organizational structure, and to identify factors supporting and policy implementation. The results of the study is the emergence of a legal product in the form of Fixed Income, Benefits, and Income Supplement Village Head and the Village in Banyumas as income equalization step for village officials in Banyumas. The author recommends the following suggestions: Open communication pattern between the Government 2 of the village with the Municipality by optimizing net Asmara, Provision of Work Motivation and Discipline of apparatus, and optimize public participation in policy formulation in the area.

Abstract

The role of green public space in our urban environment isas an important provider of ecological functions such as preventing flood, reducing air pollution, and reducing the temperature of the air. The Government of Semarang city publish the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space as one effort to resolve arrengement green open sapce in Semarang. There is still a lack of green open space in Kecamatan Candisari which is the background of this research. The research is aimed to evaluate impact the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space in district Candisari, Semarang. The implementer in this policy is the Bappeda, Department of Spatial Planning, Department of Housing and Settlements, and Department of Enviroment of Semarang City. The research uses the principal of policy implementation according to Riant Nugroho like, right policy, proper executor, right target, right environment, and proper process and impact evaluation according to Samudra Wibawa of authority like, individual impact, organization and group impact, society impact and social impact culture. The research method is qualitative and the data collection techniques are interviews, observation, and documentation. The results of the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space in Candisari district is not maximum with the goals. This is due to the lack of green open space and lack of public participation in increasing green open space on social life in Candisari District.

Abstract

Permasalahan utama drainase kota Semarang diantaranya, (1) Topografi wilayahSemarang yang terdiri dari dataran rendah dan dataran tinggi; (2) Alih fungsi lahan(khususnya di kawasan hulu) yang tidak terkontrol (diperkirakan 10 tahun kedepandaerah banjir semakin meluas) menyebabkan meningkatkan limpasan permukaan(beban drainase) dan meningkatkan laju erosi, sedimentasi saluran sehinggamenurunkan kapasitas saluran/sistem drainase; (3) Penambangan galian C yang tidakmemperhatikan kondisi lingkungan, dan tidak dilakukan dengan benar menimbulkanlongsor, erosi, banjir lumpur, sedimentasi saluran dan sungai, polusi, dll; (4) Penurunanmuka tanah atau land subsidence karena pengambilan air bawah tanah yang berlebihan,konsolidasi lapisan tanah lunak atau tanah hasil urugan, atau penyebab lain; (5) Sampahmenjadi salah satu permasalahan drainase karena anggapan masyarakat bahwa badan airmerupakan tempat pembuangan sampah; (6) Penyerobotan lahan umum, bantaransungai, saluran drainase jalan raya, dll.Dengan demikian apabila ditilik kembali dari perencanaan, pengorganisasian,pengarahan dan pengawasan maka dapat disimpulkan sementara bahwa manajemendrainase rob Kota Semarang dapat dikatakan kurang efektif karena masih ada beberapayang belum terlaksana dengan baik seperti misalnya dalam tahap pengawasan yangmasih perlu meningkatkan lagi partisipasi masyarakat dalam penyusunan masterplan.Selain itu untuk tahapan perenacanaan, pengorganisasian serta pengarahan sudahberjalan dengan sebagaimana mestinya. Namun jika dilihat secara keseluruhan untukmanajemen drainase rob Kota Semarang sudah berjalan efektif.Langkah yang perlu dilakukan dalam rangka mewujudkan efektivitasmanajemen drainase rob Kota Semarang adalah, (1) Perlu adanya koordinasi dankerjasama yang baik dalam pemeliharaan maupun perencanaan sistem drainase antarsektor yang terkait; (2) Penglibatan partisipasi masyarakat; (3) Perlunya dibuatperaturan daerah yang resmi tentang sistem drainase kota; (4) Sumber Daya Manusia;(5) Sarana dan Prasaran; (6) Pendanaan.

Abstract

Qualified Affordable Education Policy is a policy made by the local government of Semarang city to alleviate student is unable to prevent dropouts and improve the quality of education . The government made some efforts to achieve policy objectives . Efforts are made comprised of BOS funding, budget provision of providing education, adequacy of teachers according to their respective fields, the scholarship application are less capable, the liberation of all costs for poor students , teacher certification and others. In the implementation of low- quality implementation of education policy there are several factors that affect implementation .This study aims to describe the implementation of low- quality education policies undertaken by the local government of Semarang city and to describe the factors that influence policy implementation . This research uses descriptive qualitative method . Data collection method used is in-depth interviews and documentation techniques .The results of this study are the low quality of education policy implementation in 27 Junior High School of Semarang there are still things that make it optimal implementation of the policy . It is seen from the precision and accuracy of the policies that have not run optimally . Factors that affect the implementation , such as communication , resources , and bureaucratic structures are also not going well.

Abstract

Green open space is one of the important components to manage the city in order to realize the mandate of law Number 5 Year 2008. The implementation of the green open space in Semarang City hasn’t fully reached 30 %. Green open space has various type and benefits, one of them is theTinjomoyo Tourism Forest which the planning and management itself should involve Local Government Agencies of Semarang including Regional Development Planning Board and Departent of Cultural and Tourism.In making strategic planning of Green Open Space including Tinjomoyo Tourism Forest, it needs some things that support and great commitment of the parties involved, which is poured in the form of a initial agreement, understanding of the mandate in the Organization including the action that should be performed as well as regulatory support, alignment with the mission and purpose of which are owned by the identification of fulfilment, response to stakeholder, philosophy and the uniqueness of the Organization, assessment of external factors (political, economic, social and technological) and internal factors (resources, strategies, the effectiveness of performance) which subsequently obtained 7strategic issues identified and tested with litmus tests so that each of the formulation strategy obtained can be applied in the planning of the Green open spaces of Semarang, in particular Tinjomoyo Tourism Forest.To develop The Green Open Space can be done with the main strategy, that is cross-sector coordination, supported by other strategies that are improving the quality of human resources,harnessing the investor according to regulations, doing communication with all stakeholders including the public society, optimizing organizational performance through its vision and mission, taking advantage of the conducive political condition in Semarang city as well as the improvement of planning quality and budgeting of green open space, each of them is contained in the programs and activities that are relevant.

Abstract

District has an important role because it brings public services closer to the community. However, in its operation, district often faces complex problems, especially managerial problems. This study aims to examine the relationship between leadership and organizational effectiveness, motivation and organizational effectiveness, and leadership and motivation with organizational effectiveness. This study uses correlational quantitative methods, with interview, questionnaire, observation, and documentary data collection techniques with primary and secondary data sources. The results of this study indicate that Leadership (X1) has a positive and significant relationship to Organizational Effectiveness (Y) in Kramat Jati District. So the better the leadership, the better the effectiveness of the organization. Motivation (X2) also has a positive and significant relationship/correlation to Organizational Effectiveness (Y) in Kramat Jati District. So the better the motivation, the better the effectiveness of the organization. Simultaneously Leadership (X1) and Motivation (X2) have a significant relationship to Organizational Effectiveness (Y). So that if leadership and motivation are improved, it will also increase the effectiveness of the organization. Recommendations that can be given are Kramat Jati District can apply the staff of the month, Kramat Jati District leaders must be able to utilize available resources, and Kramat Jati District employees need to receive training on new skills to improve organizational effectiveness, leadership, and variables. motivation.

Abstract

Public service innovation is a change in the implementation of services from offline to online by utilizing the sophistication of digital information which has now become a primary need. Therefore, many studies have been conducted on public service innovations in Disdukcapil, but generally only look at the user side so this study aims to analyze how far the success of the Tegal City Disdukcapil in implementing the "Jakwir Cetem" innovation more comprehensively and analyze the factors that support and hinder the implementation of the innovation. "Jakwir Cetem" is an innovation of the Tegal City administration document service provider in the form of an android application. This research uses the policy of Kepmenpan RB Number 50 of 2022 and theoretical studies from Irwin., et al and Albury. Descriptive qualitative research method with data collection approach through observation, interviews, and documentation. The results show that the innovation of "Jakwir Cetem" in general has met the five criteria for evaluating public service innovations contained in Kepmenpan-RB Number 50 of 2022. However, there are still people in Tegal City who have not felt the benefits, due to the influence of budget and planning factors that are lacking. managed properly so that there is no incentive for Adminduk Volunteers, and the factor of the lack of active support from local officials, namely the RT Chair in carrying out brand awareness of the "Jakwir Cetem" program. Recommendations to the people of Tegal it is time to leave the old submission method and switch to a new submission via online so that the value of the benefits of "Jakwir Cetem" can be accepted by all Tegal people, then the Disdukcapil of Tegal City is expected to be able to give something of value to Adminduk Volunteers and are expected to embrace RT devices village in order to ensure the accuracy of the target for the overall dissemination of information to the residents of the City of Tegal

Abstract

Grand Puri Maerokoco adalah objek wisata yang memiliki konsep hampir sama dengan Taman Mini Indonesia Indah (TMII) yang berada di Jakarta. Grand Puri Maerokoco terdiri dari 35 anjungan yang terinspirasi dari 35 kabupaten/kota di seluruh Jawa Tengah. Permasalahan yang muncul pada objek wisata ini adalah banyaknya kerusakan di beberapa bangunan anjungan. Penelitian ini bertujuan untuk menganalisis strategi pengembangan objek wisata Grand Puri Maerokoco Kota Semarang beserta faktor-faktor yang mempengaruhinya. Metode penelitian yang digunakan adalah mix methods. Hasil dari penelitian ini memberikan strategi pengembangan yang dapat dilakukan oleh pengelola Grand Puri Maerokoco adalah dengan memanfaatkan Strength dan Opportunity (SO) yang ditandai dengan posisi Kuadran I, yaitu mendukung Growth Strategy. Hal ini menunjukkan bahwa pengelola objek wisata Grand Puri Maerokoco mengkombinasikan antara peluangpeluang yang ada antara lain: dampak objek wisata pada usaha masyarakat sekitar, keberadaan objek wisata mampu memperkenalkan budaya, objek wisata membantu masyarakat membuka lapangan pekerjaan, dan objek wisata membantu meningkatkan pendapatan masyarakat. Faktor yang penghambat yang terjadi adalah kemampuan sumber daya manusia yang kurang dan keterbatasan anggaran. Saran dari penelitian ini adalah pengelola diharapkan dapat meningkatkan kerjasama baik dengan pemerintah daerah, pihak swasta, dan masyarakat. Kerjasama ini diharapkan mampu mendukung peningkatan daya tarik objek wisata Grand Puri Maerokoco sebagai destinasi wisata unggulan di Kota Semarang diharapkan juga Pemerintah Kota Semarang meningkatkan kursus serta pelatihan guna meningkatkan kualitas sumber daya manusia agar dapat mengoperasikan teknologi yang sudah ada agar dapat digunakan secara optimal.

Abstract

The amount of plastic waste in Semarang City which has continued to increase over 3 years is the background for Govevernment of Semarang City to issue Semarang Mayor’s Regulation 27 of 2019 concerning about Controlling of plastic use in Semarang City. However, the implementation of this policy, not all policy targets have been implemented. This is because the government is not firm in monitoring, so the policy targets tend to be easy. This is the background of this research. This study aims to analyze the monitoring function of plastic use policy in Semarang City and find out the driving factors and the obstacle factors. The method of this research is descriptive qualitative with data collection techniques by way of interviews, observations, and documentations. This study uses the theory of monitoring functions according to William Dunn (1981), namely compliance, auditing, accounting, and explanation. The results of this research are the monitoring that carried out by Dinas Lingkungan Hidup Kota Semarang has been going well. However, the monitoring activities carried out have not reached all policy targets. According to four functions monitoring by William Dunn, the compliance function is still not fulfilled yet. This is because there is no Standart Operating Procedure that regulated and the officers has not implement it in accordance with the regulation, especially in the terms of sanctions enforcement. The driving factors in monitoring of this policy are the communication of polict implementers and policy targets. Meanwhile, the obstacle factors are policy standards and resources
