Abstract

Health insurance is the right of every citizen that must be fulfilled by the state without any discrimination. The statement of the Minister of Health of the Republic of Indonesia regarding the wealthy not being encouraged to use the services of the Social Security Provider Agency (BPJS Kesehatan) has sparked controversy. On social media the news of the Minister of Health's statement was uploaded and received various responses, one of which was on the Instagram account @Lambe_Turah. This account, which focuses on celebrity information and viral events, has 11 million followers so any information shared gets a huge amount of response. This research aims to analyze netizen comments regarding the Minister of Health's statement and will then be analyzed using the perspective of public opinion theory. The method used in this research is qualitative content analysis of public comments on the @Lambe_Turah Instagram account. The analysis is focused on the tone of comments which are categorized into three types, namely, contra, pro, and neutral where each type will be counted in frequency. The results of the study found that the type of tone of comments by netizens was dominated by cons with a total of 1995 comments, while for the tone of comments supporting the narrative of the Minister of Health there were only two comments. The researcher concludes that in the digital era the government must be careful in making public statements. Social media is a public space where government policy narratives quickly get feedback from the public and influence policy formation. This research provides advice in the development of public opinion studies in the social media era.

Abstract

Bencana gempa dan tsunami di Provinsi Aceh pada tahun 2004 tidak hanya menyisakan kisah luka bagi penyintas namun juga menjadi peluang bagi pengembangan ekonomi lokal melalui wisata pasca-bencana. Beberapa objek pariwisata pasca-bencana dibangun karena kekuatan kisah kedahsyatan bencana tsunami Aceh seperti Museum Tsunami Aceh, PLTD Apung, Perahu di Atas Rumah, Tsunami Memorial Park Ulee Lheue. Penelitian ini bertujuan untuk (1) menggali dan mendeskripsikan kisah di balik objek wisata pasca-bencana di Provinsi Aceh; (2) menganalisis penerapan konsep 6A dalam promosi objek wisata pasca-bencana di Provinsi Aceh; dan (3) mengonstruksi strategi promosi objek wisata pasca-bencana dengan menggunakan pendekatan storynomic. Penelitian ini menggunakan metode kualitatif dengan pendekatan literature review pada data yang bersumber dari jurnal, hasil penelitian, berita, dan sumber informasi lainnya yang dianalisis menggunakan thematic analysis. Hasil penelitian menunjukkan bahwa setiap objek wisata pasca-bencana di Provinsi Aceh menyimpan latar belakang kisah yang menggambarkan kedahsyatan gempa dan tsunami yang membuat pengunjung memiliki pengalaman imajinatif terhadap peristiwa Tsunami. Di samping itu, objek wisata pasca-bencana di Provinsi Aceh menjadi sarana edukasi untuk meningkatkan kesiapsiagaan masyarakat menghadapi bencana di masa depan. Objek wisata pasca-bencana di Provinsi Aceh memiliki kapital yang memadai bagi pengembangan strategi promosi menggunakan pendekatan storynomic karena (1) memiliki cerita dan kisah yang dramatis dan emosional sebagai persuasi bagi pengunjung dan (2) mengakomodir kebutuhan wisatawan khususnya dari negara berpenduduk muslim untuk berziarah. Oleh karenanya dibutuhkan kolaborasi di level pemangku kepentingan untuk mengembangkan strategi storynomic bagi promosi objek wisata pasca-bencana di Provinsi Aceh dengan memanfaatkan berbagai saluran komunikasi.

Abstract

Halal tourism is an accelerated development program carried out by the government in several regions in Indonesia. Aceh has been designated as a center for the development of halal tourist destinations. The increasing number of Muslim tourist visits has an effect on the provision of food and beverage products (culinary). The increase in tourist visits is not matched by the availability of halal-certified food and drinks. One of the reasons is the interest of culinary business actors to seek information about halal certification. This study aims to identify the characteristics of culinary business actors and analyze their communication process in obtaining halal certificates. This research was conducted in Banda Aceh-Indonesia in January-February 2020, using survey methods and in-depth interviews. The population determination and sample selection were carried out by purposive sampling with 77 respondents from culinary businesses and simple random sampling. Data were analyzed using Partial Least Square (PLS) analysis. The results of the study show that the characteristics of culinary business actors are MSMEs which are dominated by young entrepreneurs. PLS analysis shows that the characteristic factor (0.080) has no effect on the communication process. On the other hand, institutional support (0.709) has a significant effect on the communication process..

Abstract

 The research objective is to analyze the influence of individual characteristics and disclosure of disaster risk information on community preparedness in facing coastal floods. The methodology used is explanatory research with a quantitative approach. In this study, a questionnaire was used with the number of samples were 82 respondents who were in the desa Pasir, Kec. Johan Pahlawan, Kab.Aceh Barat. The results of this study indicate that the individual characteristics of gender, age, and final education have a significant effect on community preparedness to face coastal flooding, but are classified as quite weak. Meanwhile, the disclosure of disaster risk information, namely the intensity of media use, the frequency of media use, and the quality of information has a significant effect on community preparedness to face coastal flooding, and is classified as strong.

Abstract

Post-armed conflict and tsunami disasters, the Government of Aceh seek to implement public services and development programs transparent and accountable. One of the strategic steps taken is its implementation based on the mandate of the public information disclosure Act (KIP Law) and Aceh Qanun (Aceh Regional Regulation) Number 7 of 2019 on KIP Management. Even though it already has KIP rules, there are still some problems in its implementation, such as compliance with SKPA in providing public information and the number of disputes over public information. This study aims to identify and analyze the dynamics of the implementation of public information within the Aceh Government and the challenges of public management. This study uses a qualitative method through observation, document review, and interviews. The basis of data analysis uses Information Commission Regulation Number 1 of 2010 and Aceh Governor Regulation Number 57 of 2018. The results are (1) SKPA has work plans, programs, and activities for the management of public information; (2) there is a budget allocation for Information and Documentation Implementation Officers (PPID); (3) It has a list of public information and SOPs. The findings of this study also find logistical consequences for the future of Aceh's development through the KIP perspective. Information that is open, accessible, and inexpensive can nurture public trust in the Aceh Government and in itself will increase community participation in development.
