Abstract

[Participation and Empowerment of Local Resources as Community-Based Disaster Risk Reduction Efforts in the Community of Pidie Jaya District, Aceh Province to Support National Security]. Pidie Jaya District, Aceh Province has geographical conditions that include coastal and mountainous areas as well as the Great Sumatran Fault that stretches from Lampung to the Andaman Sea. This situation makes Pidie Jaya an area prone to disaster risk. Disaster Risk Reduction (DRR) can be a strategy in an effort to reduce vulnerability and increase capacity in disaster-prone areas. This study aims to analyze community-based DRR efforts (CBDRM) which include participation and empowerment of local resources in the community in creating independence in Pidie Jaya District. The subjects in this study were the people of Pidie Jaya Regency. The method used in this research was descriptive qualitative using data sourced from interview data and documentation. Research results from the triangulation process show that the participation and empowerment of the people of Pidie Jaya Regency in Community-Based Disaster Risk Reduction efforts is still not running optimally, but it has increased understanding of disaster science in the area including knowledge, culture, anticipation, and mitigation. The principle of Building Back Better is implemented by the Government of Pidie Jaya, namely by reconstructing the lives of community groups through reducing vulnerability and increasing the ability to avoid risk factors for future disasters. Approaches through religious and dayah leaders take part in providing outreach and education. The result of CBDRM Pidie Jaya is the establishment of two Disaster Resilient Villages / Gampong located in the coastal area, namely Desa Lancang Kec. Bandar Baru and Desa Meuraksa district of Meureudu.

Abstract

Bandung Regency often experiences flooding and the number of Early Warning System (EWS) equipment is still not sufficient. One of the targets of the Sendai Framework is to increase the coverage and access to the EWS until 2030. To prevent natural disasters and determine the efforts that must be made during a disaster to post-disaster, a disaster information system is needed. The purpose of the study was to determine the implementation of a flood disaster information system as an effort to reduce disaster risk and to determine the use of a flood disaster information system to create a disaster-resilient society. This research was a qualitative research with an exploratory research design. The research was conducted in May 2021 – January 2022 in Bandung Regency. Data collection techniques used were interviews, documentation, and observation, with analytical techniques using the Miles and Huberman model. There was no specific flood disaster information system however the information collected and processed by the Pusdalops was used as the basis for the preparation of a disaster risk reduction plan in Bandung Regency. Information on the potential for flooding was conveyed by the Pusdalops to the community so that people were alert and evacuate if it is not possible to stay at home. Community resilience, especially in three flood-prone villages, was in the primary category. A disaster information system is needed to support disaster risk reduction efforts and create a disaster-resilient society.

Abstract

[Estimation of The Threat of Earthquake and Tsunami in Pidie Jaya Regency to Support National Security]. Bencana merupakan suatu ancaman non-militer dan nyata yang dihadapi dunia saat ini. Bencana mengancam keselamatan masyarakat yang pada akhirnya mengancam keamanan nasional suatu negara, termasuk Indonesia. Ancaman nyata yang saat ini dirasakan oleh masyarakat Indonesia adalah peningkatan kejadian bencana yang dirasakan hampir diseluruh wilayah Indonesia. Kabupaten Pidie Jaya yang merupakan bagian dari Provinsi Aceh juga memiliki ancaman multi bencana seperti gempabumi dan tsunami. Gempabumi yang terjadi di Pidie Jaya disebabkan oleh aktivitas Sesar Pidie dengan arah bidang patahan mendatar atau strike-slipe. Selain itu, terdapat Zona Megathrust Sumatera dan Sesar Besar Sumatera yang berada di Provinsi Aceh dengan aktivitas kegempaan yang dapat berpotensi tsunami. Dalam penelitian ini dilakukan suatu simulasi tsunami dengan output wilayah-wilayah yang berpotensi tsunami berserta run up atau ketinggian air tsunami akibat gempa di Zona Megathrust Aceh-Andaman. Penelitian ini menggunakan metode kualitatif (deskriptif analisis) sebagai desain penelitian. Penelitian dilakukan pada 18 Maret 2021 di ruang operasional InaTEWS (Indonesia Tsunami Warning System) Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) menggunakan bantuan software TOAST (Tsunami Observation and Simulation Terminal).  Dari seluruh rangkaian pengolahan dan analisis data didapatkan hasil bahwa Zona Megathrust Aceh-Andaman berpotensi tsunami dengan run up (ketinggian air tsunami) yang paling tertinggi sebesar 10,5 meter di Meulaboh, Kab. Aceh Barat, 5,5 meter di Kota Sabang, dan 3 meter di Kabupaten Pidie Jaya dengan waktu tiba tsunami (golden time) sekitar 24 menit 55 detik. Kajian atas estimasi gempabumi dan tsunami ini dapat dijadikan sebagai sumber informasi dalam penentuan kebijakan BPBD Pidie Jaya dalam upaya mitigasi bencana untuk melindungi masyarakat Pidie Jaya dan mewujudkan keamanan nasional.

Abstract

Bencana selama tahun 2010 - 2020 di Indonesia didominasi bencana hidrometeorologi. Bencana tersebut meliputi longsor, puting beliung, dan banjir. Bencana hidrometeorologi tidak lepas dari akibat perubahan iklim yang terjadi. Kecamatan Cisarua, salah satu wilayah di Kabupaten Bogor menjadi salah satu wilayah yang berisiko terhadap bencana hidrometeorologi, di sisi lain pembangunan pariwisata dan permukiman semakin bertambah. Tujuan penelitian ini yaitu mengkaji pengaruh perubahan iklim terhadap bencana hidrometeorologi di Kecamatan Cisarua - Kabupaten Bogor. Penelitian ini menggunakan metode kualitatif. Data yang digunakan adalah data primer hasil wawancara  dengan informan, dan  menggunakan data sekunder  berupa data/informasi dari instansi terkait serta studi literatur.  Hasil penelitian ini menunjukkan bahwa perubahan suhu di Kecamatan Cisarua – Kabupaten Bogor  selama sepuluh tahun terakhir yaitu 0,61ºC. Nilai tersebut masih dalam batas normal dibandingkan dengan standar internasional yang dikeluarkan oleh  United Nation Framework Convention on Climate Change (UNFCCC) yaitu maksimal kenaikan suhu bumi 1,5ºC.  Curah hujan di wilayah tersebut tergolong sedang, meskipun demikian tren bencana hidrometeorologi di wilayah tersebut cenderung naik. Kesimpulan dari penelitian ini adalah  perubahan iklim selama sepuluh tahun terakhir di wilayah Kecamatan Cisarua berpengaruh pada jumlah kejadian bencana hidrometeorologi khususnya bencana longsor, banjir, banjir bandang, dan puting beliung. Aktivitas untuk mengurangi risiko bencana hidrometeorologi pun dilakukan diantaranya melalui peningkatan kapasitas masyarakat dan mengoptimalkan desa tangguh bencana.

Abstract

DKI Jakarta is naturally a flood-prone area, thus handling flood in Jakarta is not easy to do so. Success in handling floods will have a positive impact on development activities, as reflected in low economic losses. The purpose of this study is to review the causes and triggers of major flooding in the DKI Jakarta area in 2020 and seek connectivity between targets in the Sendai Framework for Disaster Risk Reduction (SFDRR) and the Sustainable Development Goals (SDGs). Researchers collect library materials from various sources that are used to analyze research problems, followed by drawing conclusions. The results showed that the causes of flooding in DKI Jakarta were geological, geomorphological, and river morphometric factors, while the La Nina phenomenon triggered major floods in 2020. The 2020 floods resulted in an economic loss of IDR 960 billion from DKI Jakarta's gross domestic product (701.98 trillion), so the proportion is 0.137 percent. In other words, success in reducing the risk of flood disasters can reduce economic losses and has indirectly encouraged the achievement of several other targets in the SDGs.

Abstract

Various human activities have caused the concentration of greenhouse gases (GHG) such as CO2, CH4, and N2O in the earth's atmosphere to increase, which has an impact on increasing global temperatures and has led to the climate crisis. To reduce GHG emissions, countries that ratified the Paris Agreement set targets to be achieved as Nationally Determined Contributions (NDC). The Paris Agreement must be integrated into diplomatic practice as climate diplomacy. The method used in this research is qualitative-descriptive analysis. The data used were reports from the Intergovernmental Panel on Climate Change (IPCC) and Indonesia's contribution to the NDC document. The research results showed that 1) Global warming had caused a climate crisis so that it has become a threat to the survival of life; 2) Indonesia's contribution in reducing the rate of global warming through NDC had not been able to reach the target of 29% with its own efforts or 41% with assistance and cooperation; and 3) Climate diplomacy, which is expected as an effort to reduce the climate crisis, was not easy to carry out. The obstacle to implementing climate diplomacy is that each country has its own interests.

Abstract

A city will experience development over time because of growth population, economic, social, and culture activities, also interaction between cities. Yogyakarta also has undergone changes and developments that can be seen from road network, settlements, and green open spaces. This research aimed to study changes of Yogyakarta city from 1925-2020 based on road network, settlements, and green open spaces. Study used Yogyakarta’s old map from 1925, 1933, and 1946, map of Indonesia’s topography 2000, and RTRW 2020 maps. Analysis was done using overlay technique that result in changes from road network, settlements, and green open spaces also spatial structure that occurred during that period with GIS software. The result showed that Yogyakarta development was influence by the distribution of road network and existence of community activities centers. Spatial structure of Yogyakarta has not shown significant changes, it is still in the form of monocentric city with multi-nodal category. The development of this city shows that Yogyakarta already has a disaster-safe city planning.
