Abstract

The institutional image of the House of Representatives of the Republic of Indonesia (DPR RI) is a crucial element of government administration, as it directly influences political legitimacy, the effectiveness of representative functions, and the quality of state–society relations. This study aims to examine the government public relations strategy of the DPR RI as an integral component of public communication governance in strengthening the image of the legislative institution. Using a descriptive qualitative approach, the research draws on field observations, in-depth interviews, document analysis, and literature review to explore how DPR RI Public Relations performs its strategic role in accordance with principles of public administration and government public relations standards. The findings indicate that the DPR RI’s communication strategy operates through four main instruments: digital communication, public information disclosure services through the Information and Documentation Management Officer (PPID), public education programs, and media relations. These instruments are implemented using the RACE (Research, Action, Communication, Evaluation) model as an operational framework for planning, executing, and evaluating public communication. Furthermore, the strategy reflects the Dynamic Government paradigm, particularly in terms of thinking ahead, thinking across, thinking again, and digital adaptation, emphasizing institutional adaptability, cross-unit coordination, and organizational learning. However, the study also identifies persistent challenges, including limited human resources, underdeveloped communication standard operating procedures, and high exposure to negative media coverage. Therefore, strengthening governance-based public relations strategies, enhancing communication capacity, and modernizing the digital ecosystem are essential to building a more credible, accountable, and sustainable institutional image of the DPR RI.

Abstract

This study examines the effectiveness of the implementation of Staff Review Activities as a forum supporting policy deliberation within the Regional Research and Development Agency of West Java Province. Ideally, Staff Review Activities are designed as an internal quality assurance mechanism to ensure the quality of policy analyses and recommendations prior to their use in decision-making processes. However, in practice, the implementation of these activities has not functioned optimally. This study aims to analyze the level of effectiveness of Staff Review Activities, identify factors influencing their implementation, and formulate strategies to enhance their effectiveness as input for policy deliberation. The main argument of this study is that the effectiveness of Staff Review Activities is largely determined by procedural clarity, the quality of substantive discussion processes, and the continuity of follow-up mechanisms. This research employs a qualitative descriptive approach, with data collected through participatory observation, in-depth interviews with key informants, and documentation and literature review. The findings indicate that the implementation of Staff Review Activities has not yet been optimal, as reflected by the absence of standardized operational procedures, a tendency for the forum to shift toward administrative routines, weak documentation of review outcomes, and suboptimal follow-up mechanisms. These findings highlight the importance of strengthening procedural frameworks and organizational culture to enhance the quality of evidence-based policy recommendations within local government institutions.

Abstract

The increasing number of elderly people in West Java Province necessitates public policies that are responsive, integrated, and evidence-based. However, the practice of evidence-based policymaking at the local government level still faces significant challenges, particularly weak data coordination among regional government agencies involved in elderly empowerment issues. This study aims to analyze the role and coordination strategies of the Regional Research and Development Agency (BP2D) of West Java Province in addressing these challenges through the facilitation of the West Java Research Forum (WJRF), to identify factors contributing to suboptimal data coordination, and to formulate efforts to strengthen cross-sectoral data-sharing systems. The authors argue that BP2D plays not only a role as a producer of policy recommendations but also as a facilitator and catalyst for institutional collaboration in the evidence-based policymaking process. This study employs a descriptive qualitative method, with data collected through interviews, observations, documentation, and literature review. The findings indicate that BP2D has established a collaborative dialogue space through the WJRF; however, the resulting data coordination remains non-binding due to fragmented authority, the absence of operational regulations, and sectoral budgeting and accountability systems. Therefore, strengthening supporting regulations, integrating inter-agency data systems, and creating institutional incentives are key to enhancing the effectiveness of evidence-based elderly empowerment policy formulation and implementation in West Java.

Abstract

This research analyzes whether expansion is a solution based on a competitive perspective, with a focus on the Nagari expansion in West Pasaman Regency. We collected data for this research using a qualitative approach through in-depth interviews with key informants from the Nagari government and local communities. The findings indicate that a nagari's expansion does not necessarily lead to its advancement. Many new nagari have not been optimal in managing resources, and there are ownership conflicts and competition between the parent region and newly emerging nagari, as well as the political transition process, which is hampering sustainable development. Therefore, while regional expansion offers new opportunities, the obstacles encountered underscore the necessity of assessing and enhancing policies to ensure the community's sustainable benefits and the attainment of Nagari autonomy.

Abstract

Manajemen Talenta dalam pengembangan karier Pegawai Negeri Sipil yang diterapkan di Kota Bandung sampai saat ini belum seutuhnya berjalan sesuai dengan prosedur, indikator dan persyaratan serta kenyataan di lapangan. Banyak faktor dan kepentingan dan jumlah penghasilan yang didapatkan. Metode yang digunakan dalam penelitian ini, yakni kualitatif . Pengumpulan data dilakukan teknik wawancara akan digunakan sebagai alat dalam riset kualitatif. informasi yang tidak tercatat dalam dokumen, informasi dari kejadian dan kepribadan yang relevan. Teknik analisis data yang digunakan dalam penelitian ini, yakni analisis model interaktif. Reduksi data, penyajian data, dan penarikan kesimpulan, dilakukan dengan bentuk interaktif dengan proses pengumpulan data sebagai suatu siklus. Hasil penelitian menunjukan, implementasi kebijakan talenta belum seutuhnya berjalan sesuai dengan prosedur, indikator dan persyaratan serta kenyataan di lapangan. Banyak faktor dan kepentingan dan jumlah penghasilan yang didapatkan.

Abstract

Empowering Indramayu migrant workers has an important and strategic role in increasing economic development and human resources. In reality, the role of empowering post-migrants through the Pe-Ribe Independent Women Program has not yet been maximally carried out by the regional government of Indramayu Regency. The method used in this research is qualitative. The collection is carried out. Interview techniques will be used as a tool in qualitative research. Information that is not recorded in documents, information from relevant events and personalities, namely interactive model analysis. The research results show that the implementation of protection and empowerment of former migrants in Indramayu Regency has not been optimal in the field, especially the issue of business capital assistance for former migrants, facilities are inadequate for implementation.

Abstract

(Local Government Strategy in Poverty Alleviation in Cirebon Regency through Community Based Enterprise Groups (KUBE) in 2023) Penelitian ini dilatarbelakangi oleh permasalahan pemberian bantuan pengembangan ekonomi kepada KUBE yang menjadi salah satu upaya pemerintah daerah Kabupaten Cirebon untuk mengatasi permasalahan kemiskinan. Bantuan untuk KUBE yang seharusnya dibudidayakan dan dikelola secara kolektif ternyata tidak terlaksana sebagaimana mestinya. Teori yang digunakan adalah teori strategi pemerintah menurut Geoff Mulgan (2009) berdasarkan 5 tahapan, meliputi purposes, environments, directions, actions, dan learning dengan menggunakan metode penelitian kualitatif dengan data yang bersumber dari hasil penelitian melalui studi kepustakaan dan studi lapangan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada tahapan purposes telah ditetapkannya tujuan yang jelas dan lahir dari realitas masyarakat, tetapi tujuan belum tercapai. Tahapan environments terkait kondisi lingkungan yang menjadi penghambat. Tahapan directions belum terdapat adanya sosialisasi dan arahan yang  jelas kepada pelaksana strategi. Tahapan actions dalam pelaksanaannya terdapat kendala, seperti partisipasi anggota, kurangnya komunikasi, belum terbangunnya struktur dan kapasitas kelembagaan di desa dan keterbatasan alokasi anggaran. Terakhir, tahapan learning, tidak adanya tindak lanjut evaluasi evaluasi pengadaan pendampingan khusus untuk KUBE. Abtract This research was motivated by the issue of providing economic development assistance to KUBE, which is one of the local government's efforts in Cirebon Regency to address poverty issues. The assistance intended for KUBE, which should be cultivated and managed collectively, has not been implemented as intended. The theory used is Geoff Mulgan's (2009) theory of government strategy based on five stages, including purposes, environments, directions, actions, and learning, using qualitative research methods with data sourced from research results through literature studies and field studies through observation, interviews, and documentation. The research findings indicate that in the purposes stage, clear objectives were established and derived from community realities, but these objectives have not been achieved. The environments stage is related to environmental conditions that act as barriers. The directions stage lacks clear socialization and guidance for strategy implementers. The actions stage faces challenges such as member participation, insufficient communication, the absence of institutional structure and capacity in the village, and budget allocation limitations. Finally, the learning stage lacks follow-up evaluations for specialized accompaniment programs for KUBE.

Abstract

This research analyses the implementation of child protection policies against child abuse in Bandung City in 2023 using qualitative methods and a narrative approach. Data was obtained through in-depth interviews with officials of the Office of Women's Empowerment and Child Protection (DP3A) and the Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA), supported by a literature study. The results showed that the Community-Based Integrated Child Protection (PATBM) program, Senandung Perdana application, and intensive socialization had implemented child protection policies. However, policy implementation faces significant obstacles, such as limited human resources, only 16 counselors and advocates, and inadequate budget allocations. The high number of reported cases of child abuse not only shows the complexity of the problem but also reflects the success of socialization. This research emphasizes the need for continuous evaluation, increased resources, and cross-sector collaboration to ensure child protection policies' overall and sustainable effectiveness in Bandung City.

Abstract

The target of Indonesia Emas 2045 in accordance with the direction of RPJPN 2025 - 2045 which is in line with the sustainable development of the country causes the state budget (APBN) to continue to increase over time. The role of public participation in financing state development can be an option for the government to go through public investment instruments issued by the government. Based on this, researchers are interested in conducting research entitled “Public Investment Management in Supporting Development Financing in Indonesia”. The research method used is descriptive qualitative method using a combination of literature study and field study. Researchers in conducting research collaborate two variables from the study results from the International Monetary Fund, namely Public Investment Management Assesment (PIMA) and George R Terry and Talidzuhu Ndraha through his book Kybernology (New Government Science), namely Government Management. Based on the results of this research, it can be concluded that in the implementation of public investment management, the government implements the four elements of public investment management from the IMF study. The government ensures that the issuance of public investment instruments, including Government Securities (SBN), is in accordance with the urgency of national development needs. The government also allocates the utilization of public investment to the right sectors and projects. Supervision is carried out by the government with the help of both government agencies / independent institutions at the central and regional levels.

Abstract

Teacher certification policy implementation is one of the government's efforts to improve teacher professionalism and educational quality through the Teacher Professional Education (PPG) program. However, there remains a gap between policy objectives and certification outcomes, particularly among elementary school teachers in Bandung Regency, where a considerable number of teachers remain uncertified. This study aims to analyze the implementation of teacher certification policy for elementary school teachers in Bandung Regency during 2023–2024 based on the content of policy and context of implementation dimensions proposed by Merilee S. Grindle. This study employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation and analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that policy implementation has been supported by relatively good coordination among implementers. However, certification, which is intended to enhance teacher competence and professionalism, is more commonly perceived as a means of obtaining professional allowances. In addition, the implementation process still faces challenges related to limited human resources, dependence on the Basic Education Data system (Dapodik), inadequate facilities and infrastructure, and the central government's dominance in determining quotas and program implementation.
