Airport is a vital subsystem in the air transport system which has an important and strategic role in smoothening air traffic, so that an airport must be designed to be always ready in all situations and conditions to serve airline flights securely, orderly, smoothly, and quickly. The frequent delay faced by Indonesian domestic scheduled airlines is not fully caused by internal factor of the companies. Instead, it can be caused by the airport factor. The problems faced by airports in Indonesia which have impacts on the performance of flight punctuality among other things are capacity, slot time, quality of flight navigation devices, accessibility, professionalism of airport and ATC human resources, infrastructure, facilities, equipment, and the human resources handling security and safety of flights in airport. This article recommends that an in-depth study should be carried out to map the interrelations between the airport factor in the flight delay related to facilities integration and the airport authority in the flight activities in Indonesia. Airline fleet assignment plays important role for efficient operation of airlines. In order tosave costs from the procurement and maintenance of extra aircrafts, the airline operatorswould always seek to minimise the fleet size, while at the same time being able to operateall the flights without shortage of aircraft. Therefore, the daily flight schedule of the airlinemust be prepared in such a way that the destinations can be served with minimum numberof aircrafts. Considering this, there is huge prospect of using optimisation techniques toselect the optimum mix of various types of aircrafts in the airline fleet and thereby toproduce an optimum flight schedule.Keywords: Integer Linear Programming, Fleet Assignment Model (FAM) algorithms.Integrated Schedules Design (ISD), Extended Schedules Design (ESD) algorithms.

The objective of the research is to analyze Â the influence between Implementation of Safety Management System (SMS) and Competency of Air Traffic Controller towardsÂ Aviation Safety at Perum LPPNPI Main Branch JATSC. Â Type of research is quantitative research by means of surveys, where data obtained through a questionnaire that will be distributed On Air Traffic Controller Perum LPPNPI Main Branch JATSC. The population in this research is an Air Traffic Controller Perum LPPNPI Main Branch JATSC totaled 356 (Three Hundred and Fifty Six) people. The sample taken is 100 (hundred) people. Data collected through the instrument in the form of a questionnaire. Â Methods of data analysis performed in this study using correlation and regression.Â The results of data analysis can be concluded that : (1) Implementation ofÂ Safety Management System (SMS) has a positive and significant impact on Aviation Safety (2) Competency of Air Traffic Controller has a positive and significant impact on Aviation Safety (3) Implementation of the Safety Management System (SMS) and Competency of Air Traffic Controller has positive and significant impact together on Aviation Safety. The implications of the research are Aviation Safety can be improved by upgrading Implementation of Safety Management System (SMS) and Competency of Air Traffic Controller.

In order to improve the performance of cargo warehouse owned by PT JAS, layout redesigning is carried out. It is to facilitate the operator in storing, moving, and carrying cargo so that these activities can run quickly and systematically with relatively low cost. By using the method of Cube per Order Index (COI) that refers to the data of import cargo movement in 2010, it is found that the utilization of PT JAS warehouse at Soekarno-Hatta international airport can still be optimized up to a hundred percent from the current condition.

The aims of this research is to analyze the policy of sea transport in the realization of modern sea toll transportation and development. The research uses descriptive-qualitative. The result shows: 1) government’s policy regarding sea toll is to ship transport, guarantee the availability of goods, reduce disparity cost and ensure continuity service transport of goods to regional, remote, outermost and border; 2) sea transport development policy is to enhance the role of national shipping leet both domestic and export-import transportation by imposing cabotage principle; abolish unoficial charges in ports through improved coordination of all relevant institutions and the process of loading and unloading goods that meet international shipping standards and the implementation of the International Ship and Port Security; restructure shipping legislation and its implementation, as well as institutional sub-sector of sea transport in order to create conditions that will attract private investment in the construction of sea transportation infrastructure; 3) sea transportation policy is set to increase nasional development to transport people, goods and information. This policy functions as supporting system to achieve the optimum allocation of economic resources in order to provide equitable, and affordable purchasing power services.

The purpose of the research to know the effect of ship breasting methods and loading and unloading effectiveness on coal supply performance at PLTU UP Suralaya. The research used survey method. The sample is 118 ship crews who were taken randomly. Data analysis used in this study was descriptive statistics and inferential statistics of path analysis. The results of the research show: there is a positive and significant direct effect of ship breasting methods on coal supply performance; there is a positive and significant direct effect of loading and unloading effectiveness on coal supply performance; there is a positive and significant direct effect of ship breasting methods on loading and unloading effectiveness; and there is a positive and significant indirect effect of ship breasting methods on coal supply performance mediated by loading and unloading effectiveness. The conclusion of the research is that there is a positive and significant effect of ship breasting methods on coal supply performance mediated by loading and unloading effectiveness, so that coal supply performance can be improved through ship breasting methods loading and unloading effectiveness.

The purpose of this study is to determine the priority of improving the implementation of Air Facilitation (FAL) activities at CIQ (Customs, Immigration, and Quarantine) at Juanda International Airport, Surabaya. The analytical method uses AHP (Analytic Heirarchy Process) analysis. Data obtained through interviews with 5 (five) experts and questionnaires to 10 (ten) people consisting of 5 (five) experts and 5 (five) CIQ (Customs, Immigration, and Quarantine) officers at Surabaya International Airport. The results showed that the Air Facilitation (FAL) activities in the CIQ Section of Juanda International Airport in Surabaya had been going well, but specifically considering the limited space / place in the terminal, the implementation of the Facilitation function (FAL) at the Airport still need to be further improved. The results of the analysis process by AHP analysis based on data processing with expert choice software weighting on the customs sub-criteria (customs) contained in the departure facilitation at T1 (service and monitoring posts are too narrow and TPS is not available and the area for K-9 placement), Swallow Toilet and control room.
