Abstract

The study examines the role of transformational leadership and Dynamic Managerial Capabilities in public sector innovation, specifically in addressing the challenges of managing the livelihood eligibility of the community, including older people, in order to build an elderly-friendly community. The study focuses on the leadership of Jambi Mayor and Vice Major in employing innovation to realize Jambi as a Smart Living. This descriptive qualitative study aims to identify new information related to the transformational leadership and Dynamic Managerial Capabilities of the Jambi Government in innovating feasible urban living. The authors identified transformational leadership as a major style in carrying out innovation and dynamic managerial capabilities. The study found that Jambi City is continuously promoting the importance of creating smart living as one of the smart city indicators, especially in elderly-friendly cities, through the leadership of its mayor and vice mayor. Both initiated change by identifying challenges and opportunities, finding good examples of smart living, inspiring and implementing innovations, encouraging changes in how the bureaucracy works, and motivating civil servants to improve their attitudes and assumptions, especially toward health services for the elderly. The study concludes that leadership style and dynamic managerial ability to adapt to change contribute to the success of smart living innovation.

Abstract

This study aims to analyze the effect of the implementation of the Integrated Tax and Retribution Information System (SIMPATTI) on the quality of public services at the Regional Tax and Retribution Management Agency (BPPRD) of Jambi City. The study used a quantitative approach involving 51 respondents who were active users of the SIMPATTI application. Research data were collected through the distribution of questionnaires and structured interviews, then analyzed using a simple linear regression method with the help of SPSS software version 31. The results of the analysis indicate that the implementation of SIMPATTI has a positive and significant effect on improving the quality of public services. This effect is evident in aspects of service speed, ease of access to information, and the level of taxpayer satisfaction with the services provided. These findings confirm that the digitalization of the regional tax system through SIMPATTI is able to create public service governance that is more efficient, transparent, and responsive to community needs, thereby supporting improved bureaucratic performance and public trust in local government.

Abstract

Artikel ini membahas pendampingan dalam pengembangan produk olahan cabai sebagai strategi untuk meningkatkan pendapatan masyarakat Desa Maju Jaya, Kecamatan Kumpeh, Kabupaten Muaro Jambi. Desa Maju Jaya memiliki potensi cabai, dengan 98% lahan merupakan lahan pertanian cabai dan memiliki dimiliki oleh masyarakat sendiri. Produk cabai segar melimpah pada masa panen dan membuat harga cabai turun. Kondisi ini diperburuk dengan masa penghujan yang menyebabkan lahan pertanian tergenang dan petani tidak dapat menanam cabai. Prodi Manajemen Pemerintahan melalui Program Pengabdian Masyarakat Mahasiswa (P2M2) dari Universitas Jambi memberikan pendampingan pengembangan produk olahan cabai kepada masyarakat Desa Maju Jaya. Pendampingan ini bertujuan untuk memberikan pengetahuan, keterampilan, dan akses informasi yang dibutuhkan oleh masyarakat desa untuk mengembangkan produk olahan cabai secara efektif. Dengan demikian, diharapkan masyarakat dapat meningkatkan pendapatan ekonomi mereka dengan memanfaatkan potensi yang ada dan mencapai kemandirian ekonomi. Program pengabdian kepada masyarakat ini dilaksanakan menggunakan metode Asset Based Community Development (ABCD). Pada kegiatan pengabdian ini, tim pengabdian melakukan kunjungan untuk observasi terkait dengan kondisi apa yang masyarakat petani cabai harapkan. Mengacu pada murahnya harga cabai saat produksi melimpah, maka petani menginginkan cabai dapat diproduksi menjadi produk olahan bukan hanya dijual dalam bentuk produk pangan mentah.  Dalam pengabdian ini tim peneliti melihat bahwa sejak dulu, masyarakat desa telah terbiasa dengan bertani cabai, kecakapan dalam bertani diteruskan secara turun temurun. Namun, saat ini mereka terkendala pada perubahan iklim yaitu banjir yang membuat harga cabai rendah dan musim tanam yang terputus. Sehingga, untuk menciptakan kondisi masa depan dimana petani tetap dapat mendapatkan penghasilan layak dari produk cabai, maka tim pengabdian mengusulkan kegiatan hilirisasi produk cabai menjadi bubuk cabai.

Abstract

The Indonesian government has developed a comprehensive halal certification program through the Halal Product Assurance Organizing Body (BPJPH). However, the halal certification recording application requires enhancements due to its lack of data elements pertaining to micro and small enterprises (MSEs) with geographical or location references. Geographic Information System (GIS) technology can serve as a solution for data management in the halal industry, encompassing the management, monitoring and analysis of spatial-temporal and real-time data. This research is aimed at developing geospatial technology for industrial halal management within the scope of MSEs. Methods for developing geospatial technology-based management of halal industry applications use analysis, design, development and evaluation through the ArcGIS online platform developed by Environmental Systems Research Institute (Esri). The findings of this research highlight the potential of geospatial technology in the halal industry. It can be effectively utilized to integrate and comprehensively manage halal industry data on a spatial basis, enabling performance monitoring of MSEs, halal product process assistance and the BPJPH. This technology allows for quick analysis of patterns, distributions, trends, associations and regional comparisons, providing valuable insights. Consequently, geospatial technology can support policy recommendations aimed at accelerating the halal certification process by mapping and analyzing relevant data based on geographic locations, facilitating a better understanding of spatial distribution and relationships within the halal industry. This research successfully develops geospatial technology for managing halal industries within MSEs, enabling comprehensive data integration and spatial analysis. The findings highlight its potential to enhance monitoring, support policy recommendations and accelerate the halal certification process.
