Abstract

Abstract: This study aims to determine the development of the competence of the State Civil Apparatus inthe Education Office of Intan Jaya Regency. By using quantitative methods Informant research consists of: head ofservice, secretary of service, heads of fields, heads of sections, sub heads, and staff / executives; all amounted toseven civil State Apparatus (ASN). Based on the results of the research: (1) Development of ASN competence inDinasPendidikan Kabupaten Intan Jaya is done by involving employees in education and training, namelyStructural Training / Poverty / PIM and Technical / Functional Training, but can’t be realized or realized optimally.(2) The development of ASN competencies The Intan Jaya District Education Office is also programmed throughparticipation in courses, upgrading, as well as seminars and workshops, but this program has not been optimallyrealized. (3) The development of ASN/competence of Dinas Pendidikan is also conducted through workplacetraining, especially rotation of job that is shifting or transferring of employee from another job/position/job within acertain period of time within the Education Office.So this study recommended some things as follows: (1) Training needs to be increased by allocating alarger budget and adequate, as well as increased provision of facilities Diklat. (2) Technical Training should bemore widely implemented for ASN to develop the competence of knowledge and technical skills directly related tothe main duties of the employees.Keywords: Competence Development, State Civil Apparatus (ASN)

Abstract

Abstract : Leaders must perform a management step that organizational goals can be achieved. One suchstep is to supervise the work discipline committed by people who are involved in an organization. thepurpose of this study was to determine whether there is influence camat supervision of the work disciplineat the office of the Civil Service South Minahasa District Langowan.This study is an explorative survey, with a quantitative approach. The population at the office of SouthMinahasa District Langowan.Results of simple correlation analysis shows that scrutiny Head positively correlated and real orsignificant to the discipline of civil servants working at the office of the District South Langowan withdetermination power / influence of 76.7%; meaning that developments in labor discipline by 76.7%determined / influenced by camat supervision.Keywords: Monitoring, Work Discipline

Abstract

ABSTRACT : The research was conducted on the basis of initial observations that civilservants in performing basic tasks and functions indicated less comply with the applicable rules,especially rules regarding discipline in performing the task. Thus, the study aims to "know theeffect of the application of disciplinary oversight of the civil servants working in the RegionalSecretariat Sula Islands".The method used in this research is descriptive method with quantitative approach. Purposivesample of respondents assigned as many as 69 people, and a questionnaire distributed data collectiontechniques for obtaining primary data, while the secondary data obtained through technicaldocumentation. All data and information obtained through surveys and direct observation techniques.Once the data is collected, analyzed using analytical techniques percentage (frequency table), followedby product moment correlation analysis and simple linear regression.The results showed that: Implementation of the functions of supervision and discipline ofemployees working in the Secretariat of the Sula Islands area identified in the category "medium", butoversight tends to be high, while labor discipline of employees tends to be low. Supervision positive andsignificant impact on employee discipline, particularly at the district secretariat Sula Islands. Thefunctional relationship between the two variables linear patterned positive and contributive.Thus, it can be concluded that the proposed research hypotheses can be tested empiricallyenforceability as well as to justify the underlying theories. Direct supervisor needs to streamline thesupervision attached to subordinates in order to improve their work discipline; There needs to becontinuous socialization discipline rules as well take an act decisively to employees who deviate fromthese rules.Key words:Monitoring Functions, Discipline employee

Abstract

ABSTRACT : The purpose of this research to see how of policy implementation SOP on PKB in the office of SAMSAT Manado. Revenue, the collection or tax management motor vehicle is performed at one an office that involves agencies in it work together between the police of the republic of Indonesia (POLRI) that have function, and authority in registration and identification motor vehicle, the local government to this department of local revenue (DISPENDA) in tax collection of motor vehicles and BBN-KB, PT. Jasa Raharja (persero) authorities in the delivery of compulsory contributions funds traffic accident the way (SWDKLLJ). Because there were three agencies who are served in SAMSAT the process of the implementation policy is held up on the bureaucratic structure, communication, disposition, and human resources/mental owned by officers/ASN to serve the people. For example, when of obtaining has been completed in the local treasury office (DISPENDA) but be stunted in Police, so also on the other hand. This research is descriptive with a qualitative approach interactive. The research uses guidelines, observation and study documentation with informants research as much as 8 (eight) a person, including 5 (five) officials SAMSAT Infroman keys is head technical unit agency  (UPTB) and  The Department PKB service, bea balik the vehicle motor (BBN-KB), surface water tax (PAP); and 3 (three) a person of the community/people or an applicant tax who takes care of PKB. The conclusion of the research indicated that in general the implementation of policies in SOP on state revenues PKB served in SAMSAT Manado already has worked fairly well, but has not yet been optimized. This can be seen from SAMSAT officers who have not socialize the standart time, and the cost of motor vehicle taxes, and the lack of facilities in obtaining motor vehicle taxes. Advice can be given at this research is of implementation policy SOP on state revenues or SAMSAT Manado on the communication, disposition, resources and bureaucratic structure have generally been it can be said is good, but the system and legal procedures for obtaining motor vehicle tax ongoing between counter needs to be simplified for his ministry more practical and efficien.Keywords : Implementation Policy SOP, Motor Vehicle Tax, SAMSAT Manado.

Abstract

Summary: In act no 16 of 2014 explained that the construction of the village aims to improve the welfareof the village community and quality of life of mankind as well as pverty reduction through the fulfillment of basic needs, development of facilities and infrastructure of village, the development potential of the local economy as well as the utilization of natural resources and the environment in a sustainable way.The study uses qualitative methods. The informant is a government research village ( village chif), the village secretary, chairman of the BPD, head of community affairs and the village. The total number of informant there were as many as 10 people. Data collection with interview techniques, documentation, literature studies. While data analysis using descriptive analysis techniques of maleong.Based of the result of the research can be drawn the conclusion of participation in development in the village celebrated by Tumokang New Sub Regency North Bolaang Mongondow Dumoga, not to the maximum because of the willingness and ability of communities that are low and also human resourch community that is still underdeveloped because of the level of education of the community who only completed up to elementary level.Shove off the research results then put forth suggestions: (a) the government of the village is espected opportunities to the public to cntruction of the village (b) to move the willingness of the community to participate in development programs need to be held by the government’s own efforts in the delivery of information development (c)foster community awareness to participate, to socialize as well as cooperation from the government in order to make them aware of the meaning of their participation.Keywords: participation, the development of the village.

Abstract

Based on the results of research observations, the researcher sees that there are still manycomplaints from the community and market traders following the Rawajaya traditional market relocationpolicy in Tobelo district of North Halmahera Regency resulting in public problems seen based on indicatorsof policy impact such as Impact on people involvement, impact on out-of-target group, impact on timedimension, Impact on direct costs and Impact on indirect costs, therefore the purpose of this research is toknow the impact of Rawajaya traditional market relocation policy in Tobelo city of North HalmaheraRegency, this research uses research method qualitative descriptive, research informants are 12 (twoelf)informants consisting of 1 head of Industry Office, 1 head of department of Industry and Trade, 4 markettraders, and 6 people divided from 3 districts in Tobelo City region. Data collection techniques used areinterview techniques, observation and dokumentasi. And data analysis techniques used are data reductiontechniques, data presentation, and conclusions drawing.Based on the results of research through several points in the research method, about the impactof Rawajaya traditional market relocation policy in the area of Tobelo city of North Halmahera Regencywhich is seen from the indicators of policy impact. Whereas the impact of Rawajaya's traditional marketrelocation policy can hurt the traders as the target group of policy, because after the traditional market ofRawajaya has been relocated resulting in decreasing merchant income where the lonely market location ofthe customers and accessibility to the new market location also harms the public which is considered toodifficult and the transportation cost is also expensive so that the impact of this policy is very broad coveringcommunity activities as consumers in new markets as well as merchant groups.Keywords: Policy Impact, Traditional Market Relocation

ABSTRACT :Waste problems has received serious attention from various parties, so it has been placedasone of the main issues for local governments throughout Indonesia. So this is indicated by theenactment of law No.18 Of 2008 on waste management. Garbage growth was in line with thepopulation growth rate continues grow naturally in respect of this study to answer the Question “HowFar The Effect Of Policy Implementation Of Waste Management Of Environmental Hygiene InWestern Sub-District Amurang, South District Minahasa”.Refers to the finding in this study, it is necessary to put forward some suggestion, such as: (1) toimprove the effectiveness of waste management through waste management system policy,particurarly in the western sub-district Amurang, the cleanliness and landscape management officeneeds to request the addition of organizational resources. Abstract

As written on roadmap of policy achievement, in 2012-2013 every region in Indonesia had a duty to developed health assurance to assured every citizen to achieve an universal health coverage. Therefore, every region should made an universal health coverage programme which is used ABPD as a fund resource. Government of Manado has issued a free universal health coverage programme for every citizen with ID Card or Family Card for the submission. This research focus on service quality of BLU Prof. Kandou Hospital of Manado as a care-taker if the service that have given appropriate to Prof. Kandou Hospital’s standart procedure.    Research Method: This research using qualitative-descriptive approaching method in depth interview to 7 respondent, observation and files investigation.  This research using additional instrument i.e. questionnaire, recorder and writing equipment. Result: According to prime service quality points those are transparency, accountability, conditional, rights equivalence, balance and duty, the service  implementation of universal health coverage programme at BLU Prof. Kandou Hospital of Manado is going well. The obstacle was in application submission procedure in district or representative office of health ministry that sometimes had problem and the DPHO doesn’t appropriate to doctor’s advice. Conclution: BLU Prof. Kandou Hospital of Manado has given a good quality service of free universal health coverage programme according to the research that have done in IRINA E. Abstract

ABSTRACT: Supervision of the management of the charity that is evaluating the implementation of thepolicy of the management of zakat refers to national legislation, regulations or guidelines issued by BadanAmil Zakat Nasional the supervisory function has an important role in the management and the collectionof tithes in the amil zakat nasional can become an opportunity and also a threat to the national body of amilzakat.This research aims to find out the supervision management of zakat in the amil zakat nasional cityof Manado. This study uses qualitative methods. Informants in this study amounted to 7 peoples. Thetechnique used is the data collection guidelines for interviews and assisted with interviews and observation.Measurement using the theory of Terry with 4 indicator measurement supervision supervisory standard,measuring the implementation of activities, comparing the standard of supervision with the results of theactivities, the act of correction.The results of this study claimed that using 4 measurement indicators in the supervision ofmanagement of zakat in the amil zakat nasional of the city Manado votes are enough runs well but thegovernment should be more responsive in the form of budget funds against the management of zakat inorder to ease the National agencies Amil Zakat Manado can perform its activities effectively and efficiently.Thus, it can be concluded when the supervision management of zakat in the amil zakat national in Manadohas been running quite effectively. Advice agency supervisor at least better understand and apply the returnto law No. 23 year 2011 about the management of zakat, Enhance socialization about the charity so that thecommunity could be more active in channelling zakat to receive zakat compulsory in accordance with thetargets that scroll.Keywords: Supervision, of the management zakat

PBL Mapaluse is one of the flagship programs of the Mayor of  Manado. ImplementationPBLMapaluse in Manado Citywas runaccording to regulations, but there are stillproblemsthatoccur. The theoryisusedto analyzethe datausing theVanMeterandVanHornis standardsand objectives ofthe policy /measureand policy objectives, resources, the characteristics ofthe implementing organization, communication betweenrelevant organizationsandimplementation activities, dispositionorattitude ofthe implementers, social,economicandpolitical. The conclusionthat can be drawnfromthe results ofthis study isthatin generalthe implementation ofa PBLMapaluseprograminthe cityof Manadoalready well althoughthere aresomeobstacles that occurboth internally and externally.
