Abstract

The determination of a public policy is of course always faced with the problem of budget constraints which often puts the government in a trade-off situation which is defined as a dilemma condition that makes it difficult to make choices in determining priorities. This is what makes many policies that are not effectively implemented. The neglect of community expectations has resulted in negative reactions ranging from acts of violation even to anarchy that leads to crime. For this reason, it is deemed very important for the government to have a strategy in setting a priority scale so that a policy is more beneficial to people's lives, not just focusing on legal certainty. For this reason, the main problem is related to the efforts of the Regional Government in determining the priority scale so that an implementation of public policy is truly on target. Keywords: Budget Constraint, Trade off, priority scale

Abstract

Nominee Agreement or trustee is an agreement that use authority which is used the name of Indonesian residents name and the Indonesian residents give power of attorney to the foreigner to make them do an legal act towards their land. Nominee agreement often called with representation or borrowed name,depend on the letter of statement or power of attorney that made by both of the side, foreigner borrow names from Indonesian to be written as the land’s owner on the certificate, but then the Indonesian depend on the deed of declaration they have made ignore that the real owner of the land and its authorization do or represented to that foreigner. The validity and power of binding the nominee agreement is can’t be separated from clause 1320 and clause 1338 KUHPerdata. If the nominee agreement already notice ang fulfill the legitimate reguirement of the agreement based on clause 132 KUHPerdata and based on 1338 KUHPerdata, so that nominee agreement already have the binding power to every sides. Based on the principle of Pacta Sund Servanda, the agreement that is made by every sides, include nominee agreement has a binding power such as law for them who have made it.

Abstract

As a principle, governance is a system of rules, processes and behaviors that influence how power is exercised at different levels of government, especially in relation to openness, participation, accountability, effectiveness and coherence. Good governance contributes to various development goals due to internal changes in the way power is managed from conventional control and command by the state to new ways that are more networked and balanced with various stakeholders. Based on this statement, every organization needs to implement good governance and it is possible at the village government level. The importance of implementing village governance that leads to a good village governance system will also lead to efforts to improve and enhance the government management process so that performance will be better. To encourage the realization of good village governance, it is important to build good governance that is transformed into good village governance. This view leads to the argument that certain villages, which have not yet formed good village governance, will experience disorientation in the implementation of government, if the maturity of human resources and institutional institutions is not prepared. Corruption and abuse of authority are major issues in village governance. Therefore, the village government must be able to apply the principle of accountability in village financial management, where all village government activities must be accountable to the village community.

Abstract

The village regulations (awig-awig) of Tenganan Pegeringsingan Traditional Village are supported by the 1945 Constitution and the Provincial Regulation of Bali, thus giving them clear legal authority. These regulations serve to organize, protect, resolve conflicts, and guide the entire community, as well as to develop cultural values that align with local traditions. Although traditional villages are generally seen as social organizations based on the Kahyangan Three and the Tri Hita Karana philosophy, Tenganan maintains a strong adherence to the Rwabhineda philosophy, which originates from the pre-Hindu era. The authority of the traditional village demonstrates a claim of superiority over autonomous power. This autonomy is essentially a reflection of an anthropological construct that has evolved over centuries. Additionally, such regulations automatically provide social control for the Tenganan Pegeringsingan Traditional Village, both preventively and curatively. Organizationally, Tenganan Pegeringsingan has its own leadership mechanism characterized by authenticity and seniority, which fosters a democratic climate. Although seniority is the basis for determining positions, the traditional council does not act arbitrarily. There is a mechanism called "sangkep" or monthly deliberation, which allows all village members to express their opinions. This mechanism automatically creates a collective leadership style, ensuring that power and authority are always based on the regulations (awig-awig) and collective decisions.

Abstract

This community service program discusses a bullying prevention program at an Elementary School in Peguyangan Kaja Village, Denpasar, which aims to increase students, teachers, and parents' awareness of the negative impacts of bullying on child development. Bullying can damage mental and social health, so it requires comprehensive educational intervention. The program successfully increased students' understanding of bullying from 45% to 85% through interactive approaches such as simulations and role-playing. Parent and teacher involvement was also strengthened through training that provided insight into how to detect and handle bullying situations. In addition, one school successfully developed a clear anti-bullying policy, including reporting and handling mechanisms. Although the program showed positive results, there were still challenges, such as students' perceptions of joking as bullying and parents' limited time to get involved. Therefore, ongoing support is needed from all parties to create a safe and harmonious learning environment. This program proves the importance of collaboration between schools, families, and the community in addressing bullying problems for optimal child development. Through ongoing education, it is hoped that bullying can be reduced and students' characters can be formed positively.

Abstract

Studying the problems related to the effectiveness of preventing disturbances in order to maintain public order and security at the Denpasar City Police Resort is the main focus of this study. To overcome this problem, this study was conducted using an empirical method. The main source of legal information How to Collect Legal Documents Through Interviews and analysis of legal documents through analytical descriptions The results of the study found that the effectiveness of security and public disturbance prevention operations in the Denpasar Police Resort area was still not as good as expected. And there are still many cases of security disturbances and chaos. Although the patrol facilities and infrastructure are adequate, patrol activities are not the most appropriate activities. And there are still many cases of security and order disturbances in Denpasar City, such as motorcycle theft. The Dalmas Patrol Unit of the Denpasar City Samapta Police faces obstacles in preventing serious theft through patrols, such as the lack of facilities and infrastructure that can support or be useful for carrying out the patrol mission itself. Including other obstacles such as bad weather conditions Reducing visibility during patrols And there are several areas that cannot be accessed for patrol activities.

Abstract

This community service program aims to empower MSMEs in the riverbank and coastal areas of Kerobokan, Buleleng, through the application of a simplified blue economy concept. The program was implemented for 8 months and involved 20 MSMEs from the "Rukun Sejati" Joint Business Group engaged in fisheries and egg-laying chicken farming. The methods used included three main approaches: (1) education through interactive workshops on blue economy principles, (2) technical assistance in processing waste into value-added products (organic fertilizer, fish bone chips), and (3) strengthening digital marketing through collaboration with PT KSI. The evaluation results showed an increase in understanding of the blue economy concept from 33% to 67%, a 40% reduction in organic waste in rivers, and an average increase in MSME income of 25% through product diversification and online marketing. The main challenges faced included resistance to change, limited digital infrastructure, and dependence on external assistance. The program succeeded in creating an empowerment model that integrates economic, social, and environmental aspects, with key recommendations being the formation of a permanent working group and the development of advanced training modules. These findings provide practical contributions to the development of sustainable coastal MSMEs and can serve as a reference for replication in areas with similar characteristics.

Abstract

The development of digital technology has had a significant impact on student interaction patterns at the junior high school level. Social media has become a primary platform for students to communicate, but on the other hand, minimal digital literacy and poor legal understanding make them vulnerable to negative behaviors such as spreading hoaxes, cyberbullying, and violating communication ethics. This community service activity aims to provide wise social media education based on the Electronic Information and Transactions Law (UU ITE) to students of SMP Negeri 12 Denpasar. The implementation method included interactive seminars, group discussions, and case study simulations designed with a participatory approach. Evaluation was conducted through pre- and post-tests to measure improvements in students' knowledge and behavioral reflections. The results of the activity showed a significant increase in students' understanding of digital literacy from 45% to 82% and knowledge of the ITE Law from 20% to 75%. In addition, students' attitudes towards cyberbullying and negative content on social media experienced positive changes, as reflected in their increased awareness of not spreading hoaxes, avoiding hate speech, and using social media more responsibly. This program not only improves students' understanding but also benefits schools and parents by supporting their children's digital activities. Therefore, this activity serves as a model that can be replicated in other schools to strengthen digital literacy, legal awareness, and develop wise social media character among teenagers.Perkembangan teknologi digital telah membawa dampak signifikan terhadap pola interaksi siswa di tingkat sekolah menengah pertama. Media sosial menjadi ruang utama bagi siswa untuk berkomunikasi, namun di sisi lain, minimnya literasi digital dan rendahnya pemahaman hukum membuat mereka rentan terjebak dalam perilaku negatif seperti penyebaran hoaks, cyberbullying, serta pelanggaran etika komunikasi. Kegiatan pengabdian masyarakat ini bertujuan untuk memberikan edukasi bijak bermedia sosial berbasis Undang-Undang Informasi dan Transaksi Elektronik (UU ITE) kepada siswa SMP Negeri 12 Denpasar. Metode pelaksanaan meliputi seminar interaktif, diskusi kelompok, dan simulasi studi kasus yang dirancang dengan pendekatan partisipatif. Evaluasi dilakukan melalui pre-test dan post-test untuk mengukur peningkatan pengetahuan serta refleksi perilaku siswa. Hasil kegiatan menunjukkan adanya peningkatan signifikan pada pemahaman literasi digital siswa dari 45% menjadi 82% serta pengetahuan mengenai UU ITE dari 20% menjadi 75%. Selain itu, sikap siswa terhadap cyberbullying dan konten negatif di media sosial mengalami perubahan positif, yang tercermin dari meningkatnya kesadaran mereka untuk tidak menyebarkan hoaks, menghindari ujaran kebencian, dan menggunakan media sosial secara lebih bertanggung jawab. Program ini tidak hanya meningkatkan pemahaman siswa, tetapi juga memberi manfaat bagi sekolah dan orang tua dalam mendampingi aktivitas digital anak. Dengan demikian, kegiatan ini menjadi model yang dapat direplikasi di sekolah lain guna memperkuat literasi digital, kesadaran hukum, serta pembentukan karakter bijak bermedia sosial di kalangan remaja.
