PKH tidak sama dengan bantuan langsung tunai sebelumnya dan bukan merupakan program lanjutan dari program-program sebelumnya yang membantu mempertahankan daya beli rumah tangga miskin pada saat pemerintah melakukan penyesuaian harga bahan bakar minyak. PKH lebih dimaksudkan sebagai upaya membangun sistem perlindungan sosial kepada masyarakat miskin dalam rangka meningkatkan kesejahteraan sosial.Tujuan dari penelitian ini adalah untuk mengetahui Efektivitas Program Keluarga Harapan Dalam Meningkatkan Kesejahteraan Keluarga Di Kelurahan kuta Raja Kota Banda Aceh.Metode penelitian yang digunakan adalah deskriptif dengan analisis kualitatif yaitu prosedur pemecahan masalah yang diteliti dengan pengamatan dengan cara menggambarkan keadaan objek penelitian pada saat sekarang, berdasarkan fakta-fakta yang nampak atau sebagaimana adanya.Hasil penelitian efektivitas program keluarga harapan dalam meningkatkan kesejahteraan keluarga di kelurahan kuta Raja Kota Banda Aceh tahapan pencapaian tujuan pelaksanaan PKH di Kecamatan Kecamatan Kuta Raja ini sudah terlaksana dengan baik dan sudah sesuai dengan tujuan Pelaksanaan PKH di Kecamatan Kecamatan Kuta Raja. Peserta PKH di Kecamatan Kuta Raja sampai saat ini selalu menerima bantuan sesuai jumlahnya menurut prosedur yang telah ditetapkan sebelumnya, tanpa adanya potongan sedikitpun sesuai dengan prosedur, jumlah dana bantuan PKH di Kecamatan Kuta Raja tersebut sudah cukup bermanfaat untuk membantu biaya kesehatan ibu dan balita serta pendidikan dasar anak-anak mereka, walaupun masih ada yang menyatakan masih belum memadai.Kata Kunci : Efektivitas, Program Keluarga Harapan, Kesejahteraan  ABSTRACTIn 2007 the Indonesian government implemented the Conditional Cash Assistance (BTB) known as the Family of Hope Program (PKH). PKH is not the same as previous direct cash assistance and is not a continuation of previous programs that help maintain the purchasing power of poor households when the government adjusts fuel prices. PKH is intended as an effort to build a social protection system for the poor in order to improve social welfare. The purpose of this study is to determine the Effectiveness of the Family Hope Program in Improving Family Welfare in the kuta Raja Regency of Banda Aceh City. The research method used is descriptive with qualitative analysis namely problem solving procedures that are examined by observing by describing the current state of the object of research, based on the facts that appear or as they are. The results of research on the effectiveness of the hope family program in improving family welfare in the kuta Raja Regency of Banda Aceh City stages of achieving the objectives of PKH implementation in Kuta Raja Subdistrict, this has been well implemented and is in accordance with the objectives of PKH in Kuta Raja Subdistrict. Liga mahasiwa NasDem ingin mencetak kader-kader yang berbakti kepada rakyat, yang mendarma baktikan keahlian untuk membantu menyelesaikan persoalan rakyat. Liga mahasiswa NasDem adalah bagian dari Gerakan Restorasi Indonesia, tulang punggung partai NasDem untuk bersama-sama memuliakan martabat rakyat Indonesia.Tujuan dari penelitian adalah : Untuk mengetahui bagaimana Partisipasi Mahasiswa Dalam Gerakan Politik Praktis Khususnya Keterlibatan Mahasiswa Unsyiah Pada Liga Mahasiswa Nasdem Aceh dan Bentuk Partisipasi Mahasiswa Dalam Gerakan Politik Praktis Khususnya keterlibatan mahasiswa unsyiah pada Liga Mahasiswa Nasdem Aceh di Unsyiah.Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Teknik pengumpulan data digunakan yaitu observasi, wawancara, dokumentasi dan kepustakaan.Hasil penelitian menunjukkan bahwa keterlibatan mahasiswa dalam politik khususnya pada Liga Mahasiswa Nasdem Aceh diwujudkan dari keinginan untuk mencari tahu tentang isu-isu terbaru dalam partai politik dan memiliki keinginan kuat untuk membantu menyelesaikan permasalahan masyarakat. Bentuk partisipasi mahasiswa dalam gerakan politik praktis khususnya pada organisasi Liga Mahasiswa Nasdem Aceh semakin aktif di kampus dan berorganisasi, berani mengemukakan pendapat, tegas dan kritis dalam menyampaikan ide dan gagasannya.Mahasiswa mampu memanfaatkan peluang dan kesempatan di liga NasDem untuk mengembangkan potensi dan jati dirinya untuk lebih kreatif, inovatif dan terampil dalam dunia pendidikan dan politik. Masyarakat dan mahasiswa dapat sama -sama kompak dan aktif untuk menengakkan keadilan dan menyampaikan aspirasinya dengan cara yang tegas, terkendali dan bisa menjadi suatu tolak ukur untuk mencapai tujuan sesuai dengan tujuan Partai Nasdem.Kata Kunci : Keterlibatan Mahasiswa, PolitikABSTRACTThe NasDem student league matches its motto, learns, participates, serves, and wants to be a pioneer and breakthrough for the ambiguity of the student movement. The NasDem student league is part of the Indonesian Restoration Movement, the backbone of the NasDem party to jointly glorify the dignity of the Indonesian people. The purpose of the study is: To find out how Student Participation in Practical Political Moves Specifically, Involvement of Unsyiah Students in Aceh's Nasdem Student League and Forms of Student Participation In Practical Political Movements Particularly the involvement of unsyiah students in the Aceh Nasdem Student League in Unsyiah. The research method used in this study was descriptive qualitative. Data collection techniques used were observation, interviews, documentation and literature. The results showed that the involvement of students in politics, especially in th e Aceh Nasdem Student League was manifested from the desire to find out about the latest issues in political parties and have a strong desire to help solve community problems . Forms of student participation in practical political movements, especially in the Nasdem Aceh Student League organization, are increasingly active on campus and in organizations, dare to express opinions, are firm and critical in presenting their ideas and ideas. Students are able to take advantage of opportunities and opportunities in the NasDem league to develop their potential and identity for more creative, innovative and skilled in the world of education and politics. The public and students can be equally cohesive and active in promoting justice and expressing their aspirations in a way that is firm, controlled and can be a benchmark for achieving goals in accordance with the goals of the Nasdem Party.Keywords: Student Involvement, Politics

Abstract

ABSTRACT, The role of student service towards the surrounding environment or the village that is occupied is an influence on the empowerment development of the surrounding community. With the presence of outstanding students, the expectations of the Lam Gapang community can have a good impact on community development and empowerment, but the facts that have occurred in Lam Gapang are very contrary to these expectations. The principle of Tri Dharma Universitas also comes from Pancasila so it is very unfortunate if he understands the aims and objectives of Pancasila and Tri Dharma of the University but cannot be implemented properly. The purpose of this study was to determine the causes of the lack of involvement of Unsyiah students in the empowerment development of Gampong Lam Gapang and solutions for the involvement of Unsyiah students in the empowerment development of Gampong Lam Gapang. The theory used is the Penta Helix Development Concept and Robert Chambers Village Empowerment Theory. Type of qualitative research. The data collection techniques used were interviews, observation and documentation. The results showed that the cause of the lack of involvement in the Empowerment Development of Gampong Lam Gapang lies in the dedication of students as academics who have gained more knowledge than the community, besides that students do not have access to support which causes miss communication between students and village officials. The solution to the problems that occur is to build good communication between students both with the community and with village officials, while students also need space to be able to participate in order to provide education about the empowerment development of Gampong Lam Gapang. The conclusion is that the role of students in the empowerment development of the Lam Gapang village has not been seen. This is evidenced by the lack of student dedication, accessibility, miscommunication and community participation. The solution so that students can be involved in empowerment development is to establish good communication between students and village officials, providing space for students to participate and educating the community about the programs to be run. Keywords: Role, Student, Development

Abstract

ABSTRAKPelaksanaan pemilihan kepala daerah di Kabupaten Gayo Lues rawan terhadap kecurangan Pilkada, Penyelenggara mesti mengantisipasi dan memperbaiki setiap data yang diperoleh baik itu dari Dinas Kependudukan dan Catatan Sipil serta dari PPK dan PPS di setiap Desa masing-masing, kasus pemilih ganda sudah pernah ada isunya saat pemilihan kepala daerah tahun 2012 dan penyelenggara Pilkada Kabupaten Gayo Lues masih belum sepenuhnya berkerja dan mengantisipasi terjadinya isu pemilih ganda pada pemilihan kepala daerah selanjutnya, sehingga pada pemilihan kepala daerah tahun 2017 fenomena kecurangan pemilih ganda muncul lagi dan terbukti masyarakat melakukan pencoblosan lebih dari satu kali. Penelitian ini bertujuan untuk Mengetahui proses terjadinya pemilihan ganda saat pemilihan Bupati dan Wakil Bupati Gayo Lues. Untuk mengetahui faktor yang menyebabkan terjadinya pemilihan ganda. Penelitian ini menggunakan pendekatan kualitatif deskriptif, data yang diperlukan dalam penulisan skripsi ini diperoleh melalui penelitian lapangan dan kepustakaan. Penelitian lapangan dilakukan dengan cara pengumpulan data di lokasi penelitian dan mewawancarai para informan Penelitian sedangkan penelitian kepustakaan dilakukan dengan membaca buku teks, peraturan perundang-undangan dan bahan bacaan lainnya yang berkaitan dengan penelitian ini. Hasil penelitian menunjukkan bahwa kecurangan pemilih ganda terjadi dikarenakan adanya kelalaian petugas pemutakhiran daftar pemilih dalam proses pembuatan tahapan-tahapan DPT di desa yang melakukan pemungutan suara ulang sehingga masyarakat mempunyai kesempatan untuk melakukan pencoblosan lebih dari satu kali. Proses pembentukan DPT peran kepala desa dalam menerima masyarakat yang pindah ke lingkungannya tidak sesuai prosedur tidak adanya surat keterangan pindah dari kepala desa yang lama. Kesimpulan penelitian ini adalah integritas penyelenggara Pilkada belum sesuai dalam menjalankan fungsi dan tugas mereka sebagai pihak yang memantau dan mengawasi jalannya pemilihan yang jujur dan damai dalam Pilkada tahun 2017 di Kabupaten Gayo Lues dan juga masyarakat belum sadar dalam memilih sesuai dengan aturan UU Pilkada Kata Kunci: Pilkada, Penyelenggara Pilkada, Kepala desa, dan Masyarakat.ABSTRACTThe implementation of regional head elections in Gayo Lues district is prone to cheating elections, the organizer must anticipate and correct any data obtained both from the Ministry of Population and Civil Registry as well as from PPK and PPS in each village Respectively, a double-selector case has been there when the regional head election of 2012 and the organizer of the district election Gayo Lues is still not fully working and anticipates the occurrence of double selector issue on the regional head elections Subsequently, so that at the election of the regional head of 2017 the phenomenon of double voter fraud appeared again and proved the community did Pencoblosan more than once. This study used a qualitative, descriptive approach, the data required in the writing of this thesis was obtained through field research and literature. Field research is done by collecting data at research site and interviewing the informant research while the literature research is done by reading textbooks, laws and other reading materials that Related to this research. The results showed that double voter fraud occurred due to the negligence of the officers update the list of voters in the process of creating the DPT stages in the village that did the vote re so that the community has opportunity to conduct a pencoblosan more than once. The process of forming DPT village head role in accepting communities that moved to its environment does not fit the absence of certificate of information moved from the old village head. Abstract

ABSTRACTPost Law no. 32 of 2004, the region is given the authority to manage itsregional potential with the principle of autonomy as wide as possible. But inthe course of many raises the probation, one of them about the managementof regional finances, not least Aceh Province. The problem of financialmanagement in Aceh Province is often late for APBA approval from normallimits. The delay in APBA approval has an impact on the absorptive capacityof the budget and the availability of employment. The author's interest to dobudget research in 20016 due to political conflict between the Governor andthe DPRA. Based on the above problems, the authors are interested inassessing the causes of delay in APBA approval in 2016. The study aims todetermine the political dynamics of the 2014 APBA deliberation process andthe relation of budgetary interests of the DPRA and the Governor with thelate APBA approval in 2016 using the political theory of budget andprinciples of State / local financial management. Research uses qualitativemethods through field studies and literature. The results show that the political dynamics that occurred during the 2014 APBA deliberation process,the 2016 budget policy of the Executive dominated the Aceh DPR so that theAceh DPR's proposal was not accommodated. Miscommunication betweenthe Aceh House of Representatives and the interest of the Aceh Parliamentand the Executive. The Governor is often absent from the discussion meetingsas well as the Dyharmonization of the Governor and Vice Governor. Thedelay of APBA approval in 2016 due to deadlock discussion because there isno meeting point of interest between DPR Aceh and the Executive, theproposal is outside the authority of Aceh Government so it takes time forfinalization. Rejection of KUA-PPAS Discussion by the DPRA, theGovernment of Aceh was late applying KUA-PPAS to the Aceh DPR. It isexpected that the Governor of Aceh will be able to open the communicationroom intensively with the DPRA. Abstract

AbstrakPelaksanaan Pilkada di Kabupaten Aceh Timur Tahun 2017 dimenangkan oleh pasangan Hasballah M Thaib-Syahrul Syamaun, kemenangan ini diwarnai dengan perdebatan dan penolakan hasil pilkada tahun 2017 yang berujung gugatan ke Mahkamah Konstitusi oleh pasangan Ridwan Abubakar-Abdul Rani. Penelitian ini bertujuan untuk mengetahui polemik atas kemenangan Hasballah M Thaib-Syahrul Syamaun dan kecurangan-kecurangan pada pelaksanaan Pilkada serentak Tahun 2017 di Kabupaten Aceh Timur. Untuk menganalisis permasalahan dalam penelitian ini peneliti menggunakan teori kekuasaan, teori elit dan teori pemilu. Dalam penelitian ini menggunakan metode kualitatif yang bersifat deskriptif sebagai pendekatan penelitian. Dan teknik pengumpulan data yang digunakan adalah wawancara mendalam (in-dept interview) dan kajian kepustakaan. Hasil dari penelitian ini menunjukan bahwa polemik dan bentuk kecurangan-kecurangan yang terjadi disebabkan oleh, Pertama, pembukaan kotak suara di kecamatan Rantau Peureulak atas intruksi ketua KIP Aceh Timur. Kedua, penyerahan form model C1 hasil perhitungan suara di tempat pemungutan suara (TPS) dari KPPS ke PPS, PPK dan KIP Aceh Timur yang tidak tepat waktu. Ketiga, kehadiran bupati dan wakil bupati aceh timur yang merupakan calon petahana Pilkada Aceh Timur tahun 2017 ke kantor KIP Aceh Timur bersama para massa Partai Aceh. Keempat, pemindahan salinan C1 KWK ke kantor Panwaslih Aceh Timur tanpa melibatkan pasangan Ridwan Abubakar-Abdul Rani. Kelima, penggunaaan hak diskresi oleh Kapolres Aceh timur dalam mengambil keputusan pemindahan C1 KWK ke kantor Panwaslih Aceh Timur. Hal ini memberikan asumsi dan pandangan masyarakat terkait kuatnya kepentingan elit dalam pelaksanaan pilkada tahun 2017. Dari hal tersebut dapat ditarik kesimpulan bahwa ada upaya menggunakan sumber sumber kekuasaan dalam pelaksanaan Pilkada Aceh Timur yang dilakukan oleh pasangan petahana Hasballah M Thaib-Syahrul Syamuan dalam mempertahakan kekuasaaan.Judul : Polemic wins the victory of Hasballah M Thaib-Syahrul Syamaun at the concurrent elections of year 2017 in East Aceh districtAbstractThe implementation of the elections in East Aceh district 2017 was won by Hasballah M Thaib-Syahrul Syamaun, this victory was colored with the debate and rejection of the results of the 2017 elections that resulted in the lawsuit to the Constitutional Court by spouse Abdul Rani. This research aims to know the polemic of the victory of Hasballah M Thaib-Syahrul Syamaun and cheating on the implementation of the regional elections in the year 2017 in East Aceh district. To analyse the problems in this research researchers use power theory, Elite theory and election theory. In this study used qualitative methods that are descriptive as a research approach. And the data collection techniques used are in-dept interview and Literature Review. The results of this study showed that polemic and form of cheating-fraud caused by, first, the opening of the voice box in Rantau Peureulak Sub-district of KIP East Aceh's leader. Secondly, the submission of the Model C1 form the result of the sound calculation at the polling stations (TPS) of the KPPS to PPS, PPK and KIP East Aceh which is not timely. Thirdly, the presence of the regent and Vice regent of Aceh Timur who was the candidate for the East Aceh elections in 2017 to KIP East Aceh office with the mass of Aceh party. Fourth, transfer a copy of C1 KWK to the office of Panwaslih Aceh Timur without involving the spouse Ridwan Abubakar-Abdul Rani. Fifth, the use of the rights of discretionary by East Aceh police in making the decision to transfer C1 KWK to Panwaslih Aceh Timur office. This gives the assumption and the view of the community with the strong importance of the elite in the implementation of the election year 2017. From this, it can be concluded that there is an effort to use the source of power in the implementation of East Aceh elections conducted by the local couple Hasballah M Thaib-Syahrul Syamuan in defense of power.

Abstract

 ABSTRAKRuang publik merupakan prasyarat utama dalam kehidupan demokrasi, ruang publik melalui interaksi serta komunikasi antar pengunjung di dalamnya berfungsi sebagai wadah lahirnya opini publik. Warung kopi di Kota Banda Aceh merupakan ruang publik bagi masyarakat. Penelitian ini bertujuan untuk mengetahui pengaruh ruang publik warung kopi dalam proses pembentukan opini publik terkait kebijakan Masyarakat Ekonomi ASEAN, untuk mengetahui pengaruh opini publik dalam mendorong Pemerintah Aceh merespon kebijakan Pemerintah Pusat terkait Masyarakat Ekonomi ASEAN.Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan yaitu penelitian lapangan dan penelitian kepustakaan. Studi lapangan untuk memperoleh data primer melalui wawancara. Sedangkan penelitian kepustakaan untuk memperoleh data sekunder melalui buku dan bacaan terkait. Hasil penelitian ini menunjukkan bahwa ruang publik warung kopi berpengaruh terhadap pembentukan opini publik, melalui komunikasi yang terjalin didalamnya. Namun opini yang terbentuk pada ruang publik tersebut belum cukup konkrit untuk mendorong Pemerintah Aceh dalam merespon kebijakan Pemerintah Pusat terkait Masyarakat Ekonomi ASEAN.Warung kopi sebagai ruang ruang publik juga memberi pengaruh terhadap terbentuknya opini publik terkait kebijakan Masyarakat Ekonomi ASEAN (MEA). Opini terkait Masyarakat Ekonomi ASEAN yang terbentuk di ruang publik warung kopi di Kota Banda Aceh tidak serta mera mampu mendorong pemerintah dalam merespon kebijakan terkait Masyarakat Ekonomi ASEAN. Seharusnya warung kopi sebagai ruang publik memiliki bargaining posisition dihadapan pemerintah. Seharusnya warung kopi sebagai satu-satunya ruang publik di Kota banda Aceh memiliki fungsi kontrol terhadap jalannya pemerintahan. Opini publik terkait kebijakan Masyarakat Ekonomi ASEAN yang lahir di ruang publik warung kopi di Kota Banda Aceh seharusnya dapat menjadi masukan bagi Pemerintah dalam melahirkan kebijakan-kebijakan tentang bagaimana mengambil keuntungan dari lahirnya MEA tersebut. Kata Kunci: Ruang Publik, Warung Kopi, Kebijakan Publik, MEA, Opini Publik THE ROLE OF PUBLIC SPHERE IN THE PROCESS OF FORMING PUBLIC OPINION(The Study Analysis on Coffee Shop in the City of Banda Aceh Related to the ASEAN Economic Community) ABSTRACT             Public sphere is a prerequisite main in the life of democracy, public space through interaction and communication between visitors in it serves as the receptacle of the birth of public opinion. Coffee shop in Banda Aceh City is a public sphere for the society. Research aims to understand the influence of public sphere coffee shop in the process of the formation of public opinion related to the ASEAN Economic Community, to know the influence of public opinion in encouraging the government aceh respond to central government policy related ASEAN Economic Community.Methods used in this research is qualitative descriptive. Technique data collection used namely research the field and research literature. Field studies to obtain primary data through interviews. While research literature available to obtain secondary data through a book and related reading. This research result indicates that public sphere coffee shop influential on the establishment of public opinion, through communication interwoven in it. But opinion formed in the public has not enough concrete to push the government aceh in responding to central government policy related ASEAN Economic Community.Coffee shop as a room public sphere also make a difference to the establishment of the public opinion related to the community of the Asean Economic Community (MEA). Opinion related the community asean economic formed in public sphere coffee shop in Banda Aceh City were not mera are able to encourage the government in responding to policies on the community asean economic. Should coffee shop as a public sphere has bargaining posisition is before the government. Should coffee shop as the only public sphere Banda Aceh City having the function of control against the course of the government. Public opinion related to the ASEAN Economic Community who was born in public sphere coffee shop in Banda Aceh City should be able to as input for the government in childbirth policies about how take advantage of the emergence of the MEA.Key Word: Public Sphere, Coffee Shop, Public Policy, MEA, Public Opinion.

Abstract

ABSTRAK, Dinas Sosial Kota Banda Aceh menyediakan website Dinas Sosial, hal ini dilakukan dalam rangka upaya peningkatan dan percepatan pelayanan informasi kepada masyarakat luas yang merupakan bagian dari E-Goverment guna mewujudkan Good Governance dan Clean Goverment di lingkungan pemerintah Kota Banda Aceh. Namun Kinerja dari Dinas Sosial Kota Banda Aceh masih belum transparan dalam hal mewujudkan E-Goverment. Masyarakat juga masih belum memahami tentang fungsi dari E-Goverment sehingga masyarakat masih melakukan kunjungan langsung ke kantor untuk mendapatkan informasi. Tujuan Penelitian ini adalah mengetahui penerapan E-Goverment di Dinas Sosial Kota Banda Aceh dan mengetahui faktor apa saja yang menghambat dalam penerapan E-Goverment di Dinas Sosial Kota Banda Aceh.Jenis penelitian kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Teori yang digunakan ialah teori good governance, pelayanan publik dan prinsip E-Goverment. Hasil penelitian menunjukkan bahwa penerapan E-Goverment di dinas Sosial Kota Banda Aceh terdiri dari beberapa hal yaitu : 1) Penerapan Pelayanan Masyarakat Melalui Teknologi Berbasis Website yang sudah ada di Dinas Sosial Banda Aceh tapi belum terlalu maksimal dalam penggunaanya, 2) E-Goverment sebagai Wadah Informasi Pelayanan Sosial Masyarakat Kota Banda Aceh supaya masyarakat lebih mudah dalam mendapatkan informasi. Faktor-faktor yang menghambat penerapan E-Goverment di Dinas Sosial Kota Banda Aceh yaitu: 1) Kurangnya pengetahuan masyarakat terhadap pelayanan sosial melalui E-Goverment, 2) Minimnya informasi pelayanan sosial melalui E-Goverment. Kesimpulan dari penelitian ini adalah Dinas Sosial Kota Banda Aceh berupaya menciptakan Good Governance melalui E-Goverment. Namun, upaya yang dilakukan untuk pelayanan publik melalui E-Goverment masih belum maksimal. Upaya penerapan E-Goverment tidak hanya dilakukan oleh Dinas Sosial Kota Banda Aceh saja akan tetapi oleh seluruh instansi di Banda Aceh. Dinas Kota Banda Aceh perlu meningkatkan pelayanan publiknya dengan memberikan informasi pelayanannya lebih baik lagi.Saran dalam penelitian ini yaitu Dinas Sosial Kota Banda Aceh perlu meningkatkan pelayanan publiknya dengan memberikan akses informasi pelayanannya lebih baik lagi.Efforts to Implement E-Government in Improving Public Services in Banda Aceh City (Case Study of Banda Aceh City Social Service) ABSTRACT, The Banda Aceh City Social Service provides a Social Service website, this is done in an effort to improve and accelerate information services to the wider community which is part of E-Government in order to realize Good Governance and Clean Government within the Banda Aceh City government. However, the performance of the Banda Aceh City Social Service is still not transparent in terms of realizing E-Government. People also still do not understand about the function of E-Government so that people still make direct visits to the office to get information. The purpose of this study was to determine the implementation of E-Government in the Social Service of Banda Aceh City and to find out what factors were hindering the implementation of E-Government in the Social Service of Banda Aceh City. This type of qualitative research. Data collection techniques used are interviews, observation and documentation. The theory used is the theory of good governance, public services and the principles of E-Government. The results showed that the implementation of E-Government in the Social Service of Banda Aceh City consisted of several things, namely: 1) Application of Community Services through Website-Based Technology that already existed at the Banda Aceh Social Service but was not yet maximal in its use, 2) E-Government as Information Center for Community Social Services in Banda Aceh City so that it is easier for the public to obtain information. The factors that hinder the implementation of E-Government in the Social Service of Banda Aceh City are: 1) Lack of public knowledge about social services through E-Government, 2) Lack of information on social services through E-Government. The conclusion of this study is that the Banda Aceh City Social Service seeks to create Good Governance through E-Government. However, the efforts made for public services through E-Government are still not optimal. Efforts to implement E-Government are not only carried out by the Banda Aceh City Social Service but by all agencies in Banda Aceh. The Banda Aceh City Service needs to improve its public services by providing better service information. The suggestion in this study is that the Banda Aceh City Social Service needs to improve its public services by providing access to better service information.

Abstract

Perilaku pemilih masyarakat Kota Banda Aceh terhadap Partai Nangroe Aceh (PNA) pada pemilihan legislatif tahun 2019 tidak mengalami peningkatan dari pada suara tahun 2014. Hal ini diduga adanya faktor-faktor yang mempengaruhi perilaku tersebut, baik secara sosiologis, rasional maupun psikologis . Penelitian ini bertujuan untuk mengetahui perilaku pemilih masyarakat Kota Banda Aceh terhadap Partai Nangroe Aceh (PNA) pada Pileg tahun 2019 dan untuk mengetahui pengaruh faktor sosiologi, rasional dan psikologis terhadap perilaku pemilih masyarakat Kota Banda Aceh terhadap Partai Nangroe Aceh (PNA) pada Pileg 2019. Metode penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitiannya korelasi. Sampel penelitian terdiri dari 100 orang pemilih. Teknik pengumpulan data dilakukan dengan pembagian koesioner skala likert. Hasil penelitian menunjukkan bahwa perilaku pemili Kota Banda Aceh terhadap PNA pada pimilihan legislatif tahun 2019 tergolong dalam kategori tinggi yang ditandai hasil nlai koefisien korelasi sebesar thitung 0,771 dari ttabel 77,1%. Terdapat tiga faktor yang mempengaruhi perilaku pemilih dalam menentukan pilihannya terhadap PNA dalam Pileg Kota Banda Aceh tahun 2019 yaitu faktor sosiologis sebesar 36,7%, rasional sebesar 23,8%, dan faktor psikologis sebesar 29,0%. Kesimpulan bahwa perilaku pemilih kota Banda Aceh berpengaruh terhadap PNA. Pengaruh tersebut disebabkan oleh faktor sosiologi, rasional dan faktor psikologis.Kata Kunci: Perilaku Pemilih, Partai Nangroe Aceh (PNA) Pemilihan Legislatif.

Abstract

ABSTRAK Pilkada di kabupaten Bireuen tahun 2017 telah terjadi pelanggaran pidana terkait money politic, praktik politik uang ini berhasil diungkap oleh Panwaslih kabupaten Bireuen berdasarkan laporan Zullfikar Muhammad. Pelaku money politic yang dilakukan Rini Yati Bin Hamzah Abdullah, di gampong Meunasah Dayah Kecamatan Kota Juang, Kabupaten Bireuen. Praktik politik yang terjadi telah dilaporkan ke Panwaslih Bireuen dan sudah sampai ke Pengadilan. Hasil penelitian menunjukkan pihak Panwaslih Bireuen telah melakukan upaya dalam mengungkap kasus politik uang yang terjadi di Bireuen, diantaranya: 1.) Upaya dilakukan dalam mengungkap kasus money politic, yaitu; Pertama, bersinergi dengan lembaga pemantau dan melakukan sosialisasi secara menyeluruh untuk meningkatkan keterlibatan masyarakat dalam fungsi pengawasan yang partisipatif; Kedua, meningkatkan pengawasan berupa pencegahan dan penindakan secara akurat dan transparan serta memperkuat sistem kontrol dalam satu menajemen pengawasan yang terstruktur, sistematis, dan intergratif; Ketiga, melaksanakan Bimtek untuk peningkatan SDM Panwaslih dalam menyelesaikan sengketa yang terjadi dengan pola dan metode pengawasan yang efektif serta terkait dengan tindak lanjut pengaduan yang diterima berdasarkan laporan; Keempat, meningkatkan sinergi kelembagaan terkait kerjasama dengan Gakkumdu dalam mengungkap kasus money politic. 2.) Kendala Panwaslih dalam mengungkap kasus money politic pada Pilkada tahun 2017 di Kabupaten Bireuen, meliputi: Pertama, kendala yang bersifat prosedural, seperti mekanisme penanganan yang mengharuskan Panwaslih melapor ke pihak terkait, melalui Sentra Gakkumdu. Kedua, minimnya anggaran serta kualitas SDM terkait dengan tugasnya sebagai pengawas yang dimiliki pengawas di tingkat Panwaslihcam dan PPL. Ketiga, Panwaslih tidak bisa membangun jaringan kuat melakukan investigasi kasus money politic, tidak adanya saksi, kurangnya bukti pelanggaran politik uang yang terjadi dalam Pilkada tahun 2017 di Kabupaten Bireuen. Kesimpulan, kasus praktik politik uang berhasil diungkap oleh Panwaslih Bireuen dilakukan Rini Yanti Bin Hamzah yang terjadi di Kabupaten Bireuen. Pengadilan Negeri Bireuen, menjatuhkan vonis 1 tahun tidak dikurung dengan masa percobaan 2 tahun kepada Rini Yanti Bin Hamzah, pelaku kasus money politic pada Pilkada Bireuen tahun 2017. Kata Kunci: Panwaslih, Upaya, Mengungkapkan Kasus, Money Politic Efforts And Constraints Panwaslih Bireuen District In Disclosing The Case Of Money Politics In Elections In 2017 Bireuen District ABSTRACT Pilkada in Bireuen district in 2017 has been a criminal offense related to money politic, money politics practice was successfully revealed by Panwaslih Bireuen district based on reports Zullfikar Muhammad. Money politic perpetrators conducted Rini Yati Bin Hamzah Abdullah, in the village Meunasah Dayah District Juang City, Bireuen District. The political practices that have taken place have been reported to Panwaslih Bireuen and have reached the Court. The results showed Panwaslih Bireuen party has made efforts in uncovering the case of money politics that occurred in Bireuen, including: 1.) Efforts made in uncovering cases of money politics, namely; First, synergize with monitoring institutions and conduct a thorough socialization to increase community involvement in participatory oversight functions; Second, to improve supervision in the form of prevention and action of accurately and transparently and to strengthen the control system in a structured, systematic, and intergrative supervision management; Third, implement Bimtek for the improvement of Panwaslih human resources in resolving disputes that occur with effective supervisory patterns and methods as well as related to follow-up of complaints received on the basis of reports; Fourth, to increase institutional synergy related to cooperation with Gakkumdu in exposing money politic case. 2.) Constraints Panwaslih in uncovering the case of money politics in elections in 2017 in Bireuen District, including: First, procedural constraints, such as handling mechanisms that require Panwaslih report to the relevant parties, through Sentra Gakkumdu. Secondly, the lack of budget and the quality of human resources are related to their duties as supervisors owned by supervisors at Panwaslihcam level and PPL. Thirdly, Panwaslih can not build a strong network to investigate money politic cases, absence of witnesses, lack of evidence of violations of money politics that occurred in elections in 2017 in Bireuen District. In conclusion, the case of money politics practice was revealed by Panwaslih Bireuen conducted by Rini Yanti Bin Hamzah that happened in Bireuen Regency. Bireuen District Court, sentenced a 1-year sentence not to be confined with a two-year probation to Rini Yanti Bin Hamzah, money politic perpetrator in Bireuen elections in 2017. Keywords: Panwaslih, Effort, Uncovering Case, Money Politic
