Abstract

The outcome of the Helsinki MoU peace agreement between the Central Government and the Free Aceh Movement on August 15, 2005, was the granting of special autonomy funds to Aceh Province. This funding aims to improve Aceh’s welfare and development. However, in reality, the allocated special autonomy funds have not been able to resolve various issues in Aceh, particularly in reducing poverty levels. The present study aimed to analyze the factors contributing to the limited impact of special autonomy funds on poverty alleviation in Aceh. Utilizing a descriptive qualitative approach, this study involved the collection of primary and secondary data. The asymmetric decentralization theory guided the analysis of this phenomenon. The findings reveal that the special autonomy funds allocated to Aceh Province by the central government have demonstrated a limited impact on poverty alleviation within the region. This can be attributed to several key factors: the absence of a grand design master plan, formalized through a Qanun, for the general allocation fund by the Aceh government; the lack of prioritization of poverty alleviation within the special autonomy budget allocation; and the issue of misappropriation of special autonomy funds in Aceh (corruption).

Abstract

This article examines the financial management of the government of Aceh, which is supported by special autonomy funds. It is a war compensation and recovery from the tsunami disaster following the signing of a peace accord between the Free Aceh Movement (GAM) and the Government of Indonesia for development to increase the Acehnese people's well-being, disbursed by the central government. But the governance of the special autonomy fund it runs has not been able to help Aceh get out of poverty according to national standards. The article employed a descriptive qualitative approach, then purposive sampling used by the authors as the technique to identify people to interview about Aceh's poverty and special autonomy fund issues. Open publications, whether they be official government documents such as rules or decisions, newspapers or magazines, or scientific references such as books or journals were secondary data used by authors. The findings revealed that the management of the special autonomy fund lacks a mature grand design, such that the management rules change annually and are also influenced by the tug-of-war between the Aceh government and the region/city governments. Then, the principle of accountability was not properly implemented, so these two findings were unable to affect the substance of the poverty sector in Aceh, causing Aceh's poverty to consistently fall below the national average.Artikel ini mengkaji masalah pengelolaan keuangan pemerintah Aceh yang ditopang oleh dana otonomi khusus. Dana Otonomi Khusus ini merupakan untuk pemulihan dari bencana tsunami dan kompensasi perang setelah penandatanganan kesepakatan damai antara Gerakan Aceh Merdeka (GAM) dan Pemerintah Indonesia yang bertujuan untuk pembangunan peningkatan kesejahteraan rakyat Aceh, yang dikucurkan oleh pemerintah pusat. Namun tata kelola dana otsus yang dijalankannya belum mampu membantu Aceh keluar dari zona kemiskinan sesuai standar nasional. Artikel ini menggunakan pendekatan kualitatif deskriptif, kemudian purposive sampling digunakan oleh penulis sebagai teknik untuk mengidentifikasi orang-orang yang akan diwawancarai tentang masalah kemiskinan dan dana otonomi khusus Aceh. Publikasi terbuka, baik berupa dokumen resmi pemerintah seperti peraturan atau keputusan, surat kabar atau majalah, atau referensi ilmiah seperti buku atau jurnal merupakan data sekunder yang digunakan oleh penulis. Temuan menunjukkan bahwa pengelolaan dana otsus tidak memiliki grand design yang matang, sehingga aturan pengelolaannya berubah setiap tahun dan juga dipengaruhi oleh tarik ulur antara pemerintah Aceh dengan pemerintah daerah/kota. Kemudian, prinsip akuntabilitas tidak diterapkan dengan baik, sehingga tidak mampu mempengaruhi permasalahan  substantif sektor kemiskinan di Aceh dan menyebabkan kemiskinan Aceh secara konsisten berada di bawah rata-rata nasional.

Abstract

This study investigates the prevalence of money politics in village head elections in Gampong Gunong Meulinteung and its impact on novice voter participation. General elections are crucial to democracy, but they are often undermined by electoral fraud, particularly money politics, which seeks to sway voters through monetary and material incentives. Employing a descriptive quantitative method, data were collected through questionnaires and interviews, with statistical analysis conducted using SPSS. Results indicated that money politics manifested as money (76%), goods (57%), and services (58%) offered to voters. Correlation analysis revealed a modest influence of money politics on novice voters at 7.6%, while 92.4% based their choices on factors such as age, education, and candidate personality. This research enhances the understanding of the relationship between money politics and voter behavior, particularly among novice voters, an area where empirical data is scarce. The study’s focus on the impact of money politics on first-time voters in village head elections offers fresh insights into electoral fraud at the local governance level, especially in rural Indonesia. Emphasizing the notable yet limited impact of money politics, this research underscores the necessity of providing political education to novice voters and advocates for the establishment of village-level task forces to address electoral fraud, ultimately aiming to enhance the integrity of local democratic processes.

Abstract

This research focuses on the digitalization of villages through one of the Aceh government policies, namely the implementation of the SIGAP application in each village pioneered by the Community Empowerment Office and Village. This research aims to answer the problems of service and development as well as the urgency of implementing SIGAP in realizing digitalization-based village governance and accelerating digital-based development. This research uses qualitative methods on collecting, analyzing and processing data based on the Creswell model. The data collection techniques are carried out through, observation, FGD and interviews with data validity and data processing. The findings in this study show that the digitalization of village governance in improving services and accelerating development through the SIGAP application is declared to have a positive impact and have a very significant influence on the village government and the community. Through this research, it is also known that SIGAP plays an important role in facilitating data accessibility and accountability of the Village government through the features contained in the SIGAP application. So it is concluded that SIGAP is the right solution in accelerating digital-based services and development in villages.

Abstract

This study aims to examine the extent to which Instagram news coverage influences the political preferences of presidential candidates among students at Syiah Kuala University. As a popular social media platform among the younger generation, Instagram holds significant potential in shaping public opinion through visual and narrative content. The study adopts the agenda-setting theory, which posits that the media has the power to shape which issues are considered important by the public. A descriptive quantitative method was employed to explore the relationship between variables. The validity test results show that all indicators of variables X and Y are valid, with calculated r-values greater than the critical r-table value at a significance level of 0.05. This indicates that Instagram coverage influences students political preferences, thereby supporting McCombs and Shaw's agenda-setting theory. However, the analysis of statement number 12 reveals that a majority of respondents (39.6%) disagreed that social media campaigns significantly influence their voting decisions, while 34.2% agreed, and 26.2% remained neutral. These findings suggest that although social media is capable of shaping public opinion, its influence on individual political decisions remains limited.

Abstract

This study examines the role of Civil Society Organizations (CSOs) in responding to the development of Coal-Fired Power Plants (PLTU) 3 and 4 in Nagan Raya Regency, delineating the dynamics between CSOs and the government in the context of energy infrastructure development. Utilizing a descriptive qualitative methodology, this research identifies the social changes and tensions caused by the construction of the power plants, which include increased respiratory disease cases and environmental degradation. The findings indicate that the development of PLTU 3 and 4 has triggered 'Structural Strain' leading to collective community movements, including protests and demands for compensation. Meanwhile, CSOs such as APEL Nagan Raya and YARA Nagan Raya have played significant roles in advocating for environmental and anti-corruption issues. However, the effectiveness of the social movements they initiated remains limited due to the inadequate direct involvement of the impacted community. This study highlights the importance of local leadership and CSOs in addressing the adverse impacts of large-scale infrastructure developments and underscores the necessity of enhancing CSO capabilities and community participation in the development process to ensure sustainable and inclusive growth.AbstrakPenelitian ini mengkaji peran Organisasi Masyarakat Sipil (OMS) dalam menanggapi pembangunan Pembangkit Listrik Tenaga Uap (PLTU) 3 dan 4 di Kabupaten Nagan Raya, memaparkan dinamika antara OMS dan pemerintah dalam konteks pembangunan infrastruktur energi. Melalui metode kualitatif deskriptif, penelitian ini mengidentifikasi perubahan sosial dan ketegangan yang ditimbulkan oleh pembangunan PLTU, termasuk peningkatan kasus penyakit pernapasan dan kerusakan lingkungan. Hasil menunjukkan bahwa pembangunan PLTU 3 dan 4 memicu 'Structural Strain' yang menghasilkan gerakan kolektif masyarakat, termasuk protes dan tuntutan kompensasi. Sementara itu, OMS seperti APEL Nagan Raya dan YARA Nagan Raya berperan penting dalam mengadvokasi isu lingkungan dan korupsi, namun efektivitas gerakan sosial yang mereka inisiasi masih terbatas karena kurangnya keterlibatan langsung masyarakat yang terdampak. Penelitian ini menekankan pentingnya peran kepemimpinan lokal dan OMS dalam menangani dampak negatif pembangunan infrastruktur skala besar, serta pentingnya meningkatkan kapasitas OMS dan partisipasi masyarakat dalam proses pembangunan untuk memastikan pertumbuhan yang berkelanjutan dan inklusif.

Abstract

The people's gold mine in Gunong Ujeun, Aceh Jaya Regency, is one of the community-designated people's mining zones. However, exploiting these people's mines has generated several confrontations in the local community, and many illegal miners have come. This study aims to investigate the implementation of government policies in managing people's gold mining as well as the obstacles encountered. This study used a qualitative approach and a descriptive model. The informants are miners, locals, village authorities, and the Aceh Jaya District administration. This study showed that the Aceh Jaya government's policies on the management of community mining had not been adequately implemented due to a lack of socialization and that some individuals did not comply with the policies or were unaware of them. Then overlaps in policy between regional and national legislation prevented the Aceh Jaya regional administration from freely regulating the management of mines.AbstrakTambang emas rakyat di Gunong Ujeun Kabupaten Aceh Jaya merupakan salah satu wilayah pertambangan rakyat yang telah diperuntukkan untuk dieksploitasi oleh masyarakat. Dalam pengeksploitasi tambang rakyat tersebut telah menimbulkan berbagai konflik di masyarakat lokal dan banyaknya penambang-penambang liar yang berdatangan. Penelitian ini bertujuan untuk mengkaji tentang implementasi kebijakan Pemerintah dalam pengelolaan pertambangan emas rakyat serta kendala-kendala yang dihadapi. Penelitian ini menggunakan metode kualitatif dengan model deskriptif. Informan dalam penelitian ini yaitu para penambang, penduduk, perangkat desa, dan pemerintah Kabupaten Aceh Jaya. Hasil dari penelitian ini menunjukkan bahwa implementasi kebijakan pemerintah Aceh Jaya dalam pengelolaan pertambangan rakyat belum berjalan secara maksimal. Penyebabnya adalah kurangnya sosialisasi yang dilakukan sehingga terdapat masyarakat yang tidak mematuhi hingga tidak mengetahui adanya peraturan tersebut. Kemudian, adanya kontradiksi antara peraturan daerah dan peraturan nasional membuat pemerintah daerah tidak bisa secara leluasa mengatur pengelolaan tambang di Aceh Jaya.
