Abstract

In the 2020 Pilkada in Medan City, the Akhyar-Salman candidate pair collaborated with UAS in campaigning activities to attract the sympathy of recitation mothers and Muslims in Medan City. The uniqueness of this research is that the practice of identity politics carried out by Akhyar-Salman has no effect on the victory in the 2020 Pilkada in Medan City. The purpose of this study is to validly reveal the practice and influence of the identity politics of the Akhyar-Salman couple in the 2020 Pilkada in Medan City. The research method carried out by the researcher is a qualitative method through observation, interviews and documentation. The results of this study indicate that the identity politics practices carried out by the Akhyar-Salman couple in the 2020 Medan City Elections include (1) door to door, (2) social media, (3) issue management. Then the influence of identity politics did not make the Akhyar-Salman pair get a seat in the Medan City Election. The indication of this problem is that there is power driven by power, so the Boby-Aulia pair have slightly different votes. Even though during the campaign period they used a fairly strong strategy of identity politics, but this was not able to have an effect on the votes they got and irrational promises.

Abstract

One of the government's efforts to achieve economic equity throughout all regions of Indonesia is through the village fund allocated in the State Revenue and Expenditure Budget. The village fund was rolled out in 2015 to all provinces in Indonesia, including Aceh. One of the villages in Aceh that receives village funds is Desa Alue Naga. This village has realized good development using village funds during 2015-2020. However, the village funds have been used to build infrastructure to support community economic activities. The Purposes of village funds are; to improve public services in villages, alleviate poverty, improve the village economy, reduce development gaps between villages, and strengthen rural communities as development subjects. This study animed to identify the management of village funds and the obstacles faced in improving the economy of Desa Alue Naga, Syiah Kuala Subbdistrict, Banda Aceh. This Study was qualitative descptive research. The data were collected through interviews as field data, then analyzed according to the research focus using financial village management theory to explain the village funds management and the obstacles faced. The findings revealed that Desa Alue Naga succeeded in establishing a Refill Drinking Water Depot as Village-Owned Enterprises (BUMG) using village funds provided by the government. Desa Alue Naga has also set up a Micro Small and Medium Enterprises (UMKM) of boat docking to create jobs for the local community. The obstacles faced in improving the economy village of Desa Alue Naga were: a lack of seriousness from the owners of Micro and Small Enterprises (UMKM) in running their business and lack of human resources in managing village funds. In addition, the villages consultative body (Tuha Peut Gampong) and the village head had strained relations that slows down the disbursing of village funds.

Abstract

ABSTRAKProses mutasi yang di lakukan oleh pemerintah Kabupaten Pidie memiliki banyak permasalahan. Hal ini terlihat dari tidak adanya proses uji kelayakan dan penempatan posisi beberapa pejabat eselon II dan III yang cenderung terlihat kontroversial yang bersifat menimbulkan (perdebatan, pertentangan, atau persengketaan) yang berkepanjangan dalam suatu masyarakat, penempatan pejabat tidak sesuai dengan lokasi kerja, serta sistem jual beli jabatan (yang mampu memberikan setoran lebih tinggi bisa menduduki jabatan yang strategis). Penelitian ini bertujuan untuk Untuk mengetahui dan menjelaskan proses mutasi jabatan terhadap pejabat eselon II dan III di era Bupati Roni Ahmad pada Kabupaten Pidie dan Untuk mengetahui peran dan wewenang Bupati Roni Ahmad dalam proses mekanisme mutasi jabatan. Adapun jenis penelitiannya adalah Kualitatif, Teknik Pengumpulan data pada pengambilan data primer menggunakan wawancara dan observasi langsung dengan informan, sedangkan pemerolehan data skunder menggunakan dokumentasi. Hasil Penelitian menunjukkan Bupati memiliki peran dan wewenang yang sangat penting dalam proses mutasi jabatan. Hal ini dapat dilihat dari bupati memiliki hak khusus dalam menentukan pejabat yang akan dilantik. Semua bentuk permasalahan yang terjadi dalam proses mutasi yang dilakukan oleh pemerintah kabupaten Pidie tidak terlepas dari hak yang dimiliki oleh bupati itu sendiri. Berdasarkan hasil penelitian tersebut dapat disimpulkan bahwa Bupati di Kabupaten Pidie melakukan mutasi jabatan belum sepenuhnya berorientasi pada aturan yang berlaku. Hal ini dapat dilihat dari tahapan pengumuman seleksi, tahap seleksi berkas, tahap mengikuti ujian, tahap penentuan tiga besar dan tahap panggilan oleh bupati masih didominasi oleh sisi politiknya dan masih mempertimbangkan hubungan kedekatan sehingga keahlian dan ketrampilan bukanlah dasar penilaian yang utama. Dyinamics Of Position Mutation Process In Pidie District Government Period 2017-2022 ABSTRACTThe mutation process carried out by the Pidie Regency government has many problems. This can be seen from the absence of a due diligence process and the placement of positions of several echelon II and III officials which tend to look controversial and causes prolonged (debates, conflicts, or disputes) in a society, the placement of officials is not in accordance with the work location, as well as the selling system. Buy positions (who are able to provide higher deposits can occupy strategic positions). This study aims to find out and explain the process of a job transfer for echelon II and III officials in the era of Regent Roni Ahmad in Pidie Regency and to find out the role and authority of Regent Roni Ahmad in the process of the job transfer mechanism. The Merit System is a very appropriate and adequate system for the development of bureaucratic Human Resources because it provides an overview of bureaucratic arrangements in a professional and proportional manner (Tamim 2005, p. 86). The non-use of the merit system as a basis for assessment in the selection of officials can lead to the low professionalism of government officials in carrying out their work and functions. The type of research is qualitative, data collection techniques in primary data collection using interviews and direct observation with informants, while secondary data collection uses documentation. The results of the study show that the Regent has a very important role and authority in the process of job transfer. This can be seen from the regent has special rights in determining the officials to be inaugurated. All forms of problems that occur in the mutation process carried out by the Pidie district government cannot be separated from the rights of the regent himself. Based on the results of this study, it can be concluded that the Regent in Pidie Regency has not been fully oriented to the applicable regulations. This can be seen from the selection announcement stage, file selection stage, examination stage, the stage of determining the top three and the call stage by the regent which is still dominated by the political side and still considers the close relationship so that expertise and skills are not the basis for a good assessmen.

Abstract

Proyek public-private partnership (PPP) memberikan kemudahan bagi pemerintah dalam penyelenggaraan pelayanan publik. Hanya saja, tulisan ini berpandangan bahwa sektor natural resources tidak sesuai dengan model kerja PPP. Artikel ini bertujuan untuk membuktikan argumen tersebut dengan cara mengangkat pengalaman PT Freeport Indonesia sebagai studi kasus. Ini merupakan penelitian kualitatif yang berbasis pada sumber data skunder. Total 117 artikel yang dihimpun, tetapi 28 yang terhubung dengan tujuan utama. Tiga pembahasan dimuat tentang idealitas PPP yang berkelanjutan sustainable, dampak PPP pada PT Freeport Indonesia bagi penghidupan masyarakat lokal dan lingkungan, dan rekomendasi kebijakan. Artikel ini menyampaikan temuan bahwa kerjasama sektor publik dan swasta untuk Freeport telah merugikan kehidupan warga lokal. Kerugian tampak pada lingkungan, sosial, ekonomi, dan budaya. Prinsip sustainable development yang identik dengan keadilan di masa sekarang tanpa mengorbankan kemampuan generasi mendatang untuk memenuhi kebutuhan mereka sendiri, jelas tidak sesuai dengan proyek PPP di sektor natural resources. Sehingga, argumen utama dalam artikel ini didukung. Studi ini menyarankan pemerintah Indonesia perlu mengkaji ulang peraturan pajak dan royalti demi meningkatkan keuntungan bagi Timika yang terkena dampak.The public-private partnership (PPP) project provides convenience for the government in administering public services. However, this paper believes that the natural resources sector needs to follow the PPP working model. This article aims to prove this argument using P.T. Freeport Indonesia's experience as a case study. This is a qualitative research based on secondary data. A total of 117 articles were collected, but 28 were linked to the main objective. Three discussions are published regarding the ideals of a sustainable PPP, the impact of PPP on P.T. Freeport Indonesia for the livelihoods of local communities and the environment, and policy recommendations. This article conveys the finding that public and private sector cooperation for Freeport has harmed the lives of residents. Losses appear in the environmental, social, economic, and cultural. The principle of sustainable development, which is synonymous with justice in the present without compromising the ability of future generations to meet their own needs, is not under PPP projects in the natural resources sector. Thus, the main argument in this article is supported. The study suggests that the Indonesian government needs to review tax and royalty regulations to increase profits for affected Timika.

Abstract

ABSTRACT. Money politics conducted by political actors has inadvertently harmed the order of democratic civilization, which seeks to produce exemplary leaders with competence and morality. The practice of money politics is still prevalent in the local community of Singkil Regency, where it is considered pervasive. This is evident in every political contest for the Pileg and Pilkada, where candidates distribute cash, goods, and basic necessities. Observations on the ground indicate that there is a strong suspicion that the people there are extremely pragmatic in their political choices; they do not see the potential figures of the candidates but rather candidates who can give money to the people they favor. For the analysis of the aforementioned issues, a qualitative method involving observation, interviews, and documentation was employed. The study’s conclusion demonstrates that money politics is a form of buying and selling votes, which is one of the issues that must be addressed in general elections. However, state election supervisors in the regions, such as Panwaslih, continue to have limited manpower, time, and resources to oversee the practice of money politics during elections. As a result, the establishment of Gampông Politik as a socio-political institution is an important strategy for eradicating money politics by instilling democratic values, providing political education, and enforcing the law.

Abstract

Dana Desa adalah dana yang bersumber dari Anggaran Pendapatan dan Belanja Negara (APBN) yang diperuntukkan bagi Desa yang ditransfer melalui Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten/ Kota dan digunakan untuk mendanai penyelenggaraan pemerintahan, pelaksanaan pembangunan, pembinaan kemasyarakatan, dan pemberdayaan masyarakat. Dana Desa dianggarkan setiap tahun sebagai salah satu sumber pendapatan desa. Dengan adanya Dana Desa, diharapkan agar desa dapat mengelola potensi yang dimilikinya untuk meningkatkan ekonomi dan kesejahteraan masyarakat serta kemandirian desa yang ditunjukkan dengan adanya peningkatan status Indek Desa Membangun (IDM). Karena itu diperlukan inovasi, kreasi dan kerjasama dari berbagai pihak. Baik itu dari aparat desa sendiri, maupun dukungan serta peran aktif dari masyarakat desa. Pada tahun 2021 kecamatan Bukit menjadi kecamatan dengan total desa mandiri terbanyak di kabupaten Bener Meriah, diantaranya: Blang Sentang, Serule Kayu, dan Tingkem Bersatu. Penelitian ini bertujuan untuk mengetahui peran pemerintah kampung Tingkem Bersatu dalam pengelolaan Dana Desa serta dampak atas peningkatan status Indeks Desa Membangun tehadap desa tersebut. Penelitian ini dilakukan dengan menggunakan teori Penta helix, yaitu teori yang didasarkan pada lima jenis pemangku kepentingan (pemerintah, pembisnis/swasta, akademisi, komunitas, dan media) yang saling bersinergi dalam mewujudkan sebuah pembangunan atau inovasi dengan memanfaatkan sumber daya yang ada. Jenis penelitian yang digunakan adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Hasil Penelitian menunjukkan bahwa pemerintah desa sangat berperan dalam pengelolaan dana desa. Pemerintah Kampung Tingkem Bersatu telah melaksanakan tahapan Pengelolaan Dana Desa sesuai dengan Peraturan Menteri Dalam Negeri No 20 Tahun 2018 Tentang Pengelolaan Keuangan Desa yang tidak terlepas dari partisipasi masyarakat. Pengelolaan dana desa yang baik dapat meningkatkan status IDM sehingga cukup memberikan dampak positif terhadap desa tersebut. Adapun ke depannya, pemerintah desa diharapkan dapat memberikan sosialisasi kepada masyarakat mengenai pengelolaan dana desa agar program yang diusulkan dapat tepat sasaran.Kata Kunci: Pemerintah Desa, Pengelolaan Dana Desa, Indeks Desa Membangun

Abstract

The people's gold mine in Gunong Ujeun, Aceh Jaya Regency, is one of the community-designated people's mining zones. However, exploiting these people's mines has generated several confrontations in the local community, and many illegal miners have come. This study aims to investigate the implementation of government policies in managing people's gold mining as well as the obstacles encountered. This study used a qualitative approach and a descriptive model. The informants are miners, locals, village authorities, and the Aceh Jaya District administration. This study showed that the Aceh Jaya government's policies on the management of community mining had not been adequately implemented due to a lack of socialization and that some individuals did not comply with the policies or were unaware of them. Then overlaps in policy between regional and national legislation prevented the Aceh Jaya regional administration from freely regulating the management of mines.AbstrakTambang emas rakyat di Gunong Ujeun Kabupaten Aceh Jaya merupakan salah satu wilayah pertambangan rakyat yang telah diperuntukkan untuk dieksploitasi oleh masyarakat. Dalam pengeksploitasi tambang rakyat tersebut telah menimbulkan berbagai konflik di masyarakat lokal dan banyaknya penambang-penambang liar yang berdatangan. Penelitian ini bertujuan untuk mengkaji tentang implementasi kebijakan Pemerintah dalam pengelolaan pertambangan emas rakyat serta kendala-kendala yang dihadapi. Penelitian ini menggunakan metode kualitatif dengan model deskriptif. Informan dalam penelitian ini yaitu para penambang, penduduk, perangkat desa, dan pemerintah Kabupaten Aceh Jaya. Hasil dari penelitian ini menunjukkan bahwa implementasi kebijakan pemerintah Aceh Jaya dalam pengelolaan pertambangan rakyat belum berjalan secara maksimal. Penyebabnya adalah kurangnya sosialisasi yang dilakukan sehingga terdapat masyarakat yang tidak mematuhi hingga tidak mengetahui adanya peraturan tersebut. Kemudian, adanya kontradiksi antara peraturan daerah dan peraturan nasional membuat pemerintah daerah tidak bisa secara leluasa mengatur pengelolaan tambang di Aceh Jaya.

Abstract

General election is a form of democratic system implementation. This democratic system is carried out to the lowest level in the government system, namely in the general election of village heads. However, in practice, the village head election process is still not optimal due to various forms of fraud. One of which is the practice of money politics. Money politics aims to influence the voters' votes so that they are influenced to choose a candidate who provides them with assistance in the form of money or goods and services. The case of money politics is getting stronger in the run-up to the election, and the targets of money politics are not only voters who have held elections before but also beginner voters. This study aimed to determine the practice of money politics in the election of village heads and its effect on the level of participation of novice voters. The research method used is descriptive quantitative. Data were collected through questionnaires and interviews. The research used data interpretation assisted with statistical applications, SPSS, to analyze the data. The results showed that the money politics practices that occurred in the election of the Village Head in Gampong Gunong Meulinteung were in the form of money that is 64 people (76%), goods that is 46 people (57%), and services that is 47 people (58%). The correlation test results show a value of 0.276, where the influence of money politics on novice voters in the Gampong Gunong Meulinteung Village Head Election in 2019 is 7.6%. It means that it has little effect on novice voters. The rest, amounting to 92.4% of novice voters, chose the Village Head candidate based on other factors such as age, education, and the candidate’s personality. Therefore, all forms of money politics should be eliminated in the general election so that the implementation of democracy in Indonesia can run well. In addition, it is also necessary to provide political education for novice voters, and it is hoped that the village government will form a task force that acts to eradicate cases of election fraud.

Abstract

This study investigates the prevalence of money politics in village head elections in Gampong Gunong Meulinteung and its impact on novice voter participation. General elections are crucial to democracy, but they are often undermined by electoral fraud, particularly money politics, which seeks to sway voters through monetary and material incentives. Employing a descriptive quantitative method, data were collected through questionnaires and interviews, with statistical analysis conducted using SPSS. Results indicated that money politics manifested as money (76%), goods (57%), and services (58%) offered to voters. Correlation analysis revealed a modest influence of money politics on novice voters at 7.6%, while 92.4% based their choices on factors such as age, education, and candidate personality. This research enhances the understanding of the relationship between money politics and voter behavior, particularly among novice voters, an area where empirical data is scarce. The study’s focus on the impact of money politics on first-time voters in village head elections offers fresh insights into electoral fraud at the local governance level, especially in rural Indonesia. Emphasizing the notable yet limited impact of money politics, this research underscores the necessity of providing political education to novice voters and advocates for the establishment of village-level task forces to address electoral fraud, ultimately aiming to enhance the integrity of local democratic processes.
