Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas penggunaan Dana Desa dalam meningkatkan kesejahteraan masyarakat di Nagari Limo Kaum, Kecamatan Lima Kaum, Kabupaten Tanah Datar. Di era desentralisasi, Dana Desa telah menjadi instrumen penting dalam pembangunan pedesaan. Hasil penelitian menunjukkan bahwa pencairan Dana Desa pada tahun 2024 di Nagari Limo Kaum sebesar Rp1.094.028.000; namun, optimalisasi pemanfaatannya masih menghadapi tantangan, terutama terkait dengan keterbatasan anggaran, kurangnya transparansi, dan partisipasi masyarakat. Penelitian ini menggunakan pendekatan kualitatif melalui wawancara dan observasi langsung. Temuan menunjukkan bahwa alokasi anggaran direncanakan dengan baik, tetapi implementasinya di lapangan masih kurang efektif dalam menjawab kebutuhan masyarakat. Kesimpulannya, strategi pengelolaan dana bertahap telah dilaksanakan, tetapi ada kebutuhan untuk meningkatkan kapasitas aparatur, transparansi, dan keterlibatan masyarakat untuk memastikan bahwa Dana Desa benar-benar berkontribusi pada kesejahteraan masyarakat.

Abstract

ABSTRACTThis study aims to analyze the effectiveness of the Padang Campus Samsat Program (SAKAPA) in improving compliance with motor vehicle tax payments. The study used a descriptive qualitative method utilizing primary and secondary data obtained through observation, interviews, and documentation. Data analysis was conducted in three stages: data reduction, data presentation, and conclusion drawing. The results indicate that the SAKAPA program has not been running optimally because services are only available at one location on campus. Regarding the goal achievement indicator, some members of the public do not clearly understand the program's purpose and benefits. Regarding the integration indicator, collaboration has been established with various parties through the provision of service facilities and the placement of officers. However, outreach activities are still limited to the campus area, so the general public does not receive adequate information. Meanwhile, regarding the adaptation indicator, facilities and infrastructure are deemed adequate. Conclusion: The Padang Campus Samsat Program cannot be categorized as effective. To improve its effectiveness, it is necessary to expand outreach and disseminate information to the wider public, as well as strengthen coordination between relevant agencies to optimally achieve the program's goal of improving motor vehicle tax compliance.Keywords: Effectiveness, Program, Taxpayers ABSTRAKPenelitian ini bertujuan untuk menganalisis efektivitas Program Samsat Kampus Padang (SAKAPA) dalam meningkatkan kepatuhan pembayaran pajak kendaraan bermotor. Penelitian menggunakan metode kualitatif deskriptif dengan memanfaatkan data primer dan sekunder yang diperoleh melalui observasi, wawancara, serta dokumentasi. Analisis data dilakukan melalui tiga tahapan, yaitu reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukkan bahwa program SAKAPA belum berjalan secara optimal karena layanan hanya tersedia pada satu lokasi di lingkungan kampus. Pada indikator pencapaian tujuan, sebagian masyarakat belum memahami secara jelas maksud dan manfaat program. Pada indikator integrasi, telah terjalin kerja sama dengan berbagai pihak melalui penyediaan fasilitas layanan dan penempatan petugas. Namun, kegiatan sosialisasi masih terbatas di area kampus, sehingga masyarakat umum belum memperoleh informasi yang memadai. Sementara itu, pada indikator adaptasi, sarana dan prasarana dinilai cukup memadai. Kesimpulannya, Program Samsat Kampus Padang belum dapat dikategorikan efektif. Untuk meningkatkan efektivitasnya, diperlukan perluasan sosialisasi dan informasi kepada masyarakat luas, serta penguatan koordinasi antarinstansi terkait agar tujuan program dalam meningkatkan kepatuhan pembayaran pajak kendaraan bermotor dapat tercapai secara optimal.Kata Kunci: Efektivitas, Program, wajib Pajak.

Abstract

The implementation of the Digital Population Identity (IKD) program by the Ministry of Home Affairs targets 30% coverage of the eligible population; however, as of July 2025, realization in Tanah Datar Regency has reached only 17,530 individuals, or approximately 6.12%. This study aims to evaluate the extent to which the IKD program has been implemented as an innovation in population administration services and to identify its supporting and inhibiting factors. A qualitative method with a descriptive approach was employed, using interviews and document analysis as data collection techniques. The findings reveal that the implementation of IKD by the Civil Registration Office (Disdukcapil) in Tanah Datar has not fully met the innovation attributes outlined in Rogers’ theory. IKD presents a relative advantage through easier access, service efficiency, and improved security systems. In terms of compatibility, the innovation aligns with the needs of younger generations and civil servants but lacks inclusivity for the broader community. Ease of use (complexity) remains a barrier for elderly users and those with limited digital literacy. Trialability has been introduced gradually, though its utilization remains suboptimal, and observability is still low, as the benefits of IKD are not yet widely perceived. Supporting factors include relatively easy digital access, budget efficiency, and human resource competence. Conversely, major barriers include the digital divide, limited technological infrastructure, weak inter-agency integration, and low public adoption of digital population administration technologies. The study concludes that an acceleration strategy is needed, based on digital literacy enhancement, infrastructure expansion, and system integration, to improve the effectiveness of IKD implementation.

Abstract

This study is grounded in the importance of ensuring that the implementation of the Village Fund policy truly creates public value through tangible benefits, transparency, and community participation in nagari development. The research aims to analyze the implementation of Ministerial Regulation of the Ministry of Villages (Permendesa) No. 7 of 2023 on the priority use of Village Funds in Nagari Taeh Baruah and to assess the extent to which the policy generates public value for the community. A descriptive qualitative method was used, with data collected through interviews and documentation. The study focused on four policy priorities: extreme poverty alleviation, food security strengthening, stunting prevention, and the development of Village-Owned Enterprises (BUMNag). The findings indicate that the Village Fund has delivered tangible benefits through the construction of agricultural infrastructure such as roads and irrigation systems, stunting prevention programs, direct cash assistance for low-income families, and community economic empowerment through BUMNag. Policy implementation has been participatory, facilitated through rembuk jorong forums and musyawarah nagari, accompanied by transparent financial reporting. However, several challenges remain, including unequal distribution of aid, inconsistency in health programs, delays in fund disbursement, and limited capacity among local officials. The study concludes that the implementation of the Village Fund policy in Nagari Taeh Baruah has contributed to public value creation by improving welfare, fostering citizen participation, and promoting government transparency, although its effectiveness must be further enhanced to reach all community segments more equitably and sustainably.

Abstract

The high number of HIV cases in Padang City, despite the implementation of various policies and intervention programs, serves as the background for this study. The aim is to analyze the implementation of strategies by the Padang City Health Office in addressing the rise in HIV cases, based on Mayor Regulation No. 23 of 2018 on HIV and AIDS Control. This research employs a descriptive qualitative method, with data collected through in-depth interviews, documentation, and literature review. Informants include officials from the Health Office, community health center staff, and representatives from relevant NGOs. Data were analyzed using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing, with source triangulation to enhance validity. The findings indicate that the Health Office has implemented strategies through health promotion programs, Prevention of Sexual Transmission (PMTS), Voluntary Counseling and Testing (VCT) services, and adolescent education initiatives. However, the implementation of these policies has not been optimal due to limitations in human resources and funding, uneven communication, and bureaucratic complexity. Based on the policy implementation theory by Amir and George C. Edward III, it is found that successful implementation is influenced by communication, resources, implementers’ disposition, and bureaucratic structure. Therefore, strengthening strategies is essential through participatory communication, capacity building for health workers, bureaucratic streamlining, and the utilization of digital media and community-based approaches to enhance the effectiveness and sustainability of HIV/AIDS control programs in Padang City.

Abstract

This study is motivated by the low political participation of Generation Z in the lead-up to the 2024 regional elections (Pilkada), despite political education being one of the core functions of political parties aimed at fostering public engagement in democratic processes. The research seeks to explore the effectiveness of political education programs—such as outreach activities and workshops—in raising political awareness and addressing challenges such as distrust in political institutions and limited access to digital information. A qualitative descriptive method was employed, utilizing interviews, observation, and documentation. Informants included members of the Padang City Branch Leadership Council (DPC) of the Gerindra Party, representatives from the National and Political Unity Agency (Kesbangpol), and individuals from Generation Z who were the target of political education efforts. The findings indicate that political education initiatives by the Gerindra Party remain limited and have not yet yielded optimal results. Over the past year, activities have included only two main agendas: internal cadre meetings and social events such as Independence Day celebrations and screenings of the film G30S/PKI. These activities primarily focused on internal development and lacked strategic outreach to the broader public, particularly Generation Z, who represent a key segment of first-time voters. These findings underscore the need for innovative and expanded political education strategies that are more inclusive, structured, and adaptive to the characteristics of the digital generation, in order to enhance youth political participation in regional elections.

Abstract

 Penelitian ini bertujuan untuk mengetahui implementasi program aplikasi SIGNAL dalam peningkatan pembayaran pajak kendaraan bermotor berbasis digital dan kendala kendala saat implementasi aplikasi. Pada penelitian ini, metode yang digunakan adalah metode kualitatif deskriptif. Penelitian ini menggunakan teknik pengambilan informan teknik purposive. Teknik pengumpulan data menggunakan observasi dan wawancara. Selanjutnya, studi dokumentasi digunakan untuk dokumen dalam penelitian. Teknik pengujian keabsahan data dengan mengunakan metode triangulasi. Hasil penelitian menunjukkan bahwa implementasi program aplikasi SIGNAL sudah berjalan dengan cukup baik dari segi komunikasi, sumber daya, sikap dan struktur birokrasi. Namun, masih ditemukan permasalahan terkait informasi. Kendala yang dihadapi ialah kondisi lingkungan dan aksesibilitas. Akses dan jaringan yang sulit membuat masyarakat sulit menggunakannya. Berdasarkan hasil penelitian tersebut disimpulkan bahwa implementasi program aplikasi SIGNAL sudah berjalan baik, tetapi perlu diperbaiki kendala yang terjadi dan keluhan masyarakat dalam penggunaannya.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kondisi industri pariwisata di kawasan pantai carocok dan kesiapan pemda dalam mendukung industrialisasi wisata. Penelitian ini dilatar belakangi belum optimalnya dukungan dari pemda setempat dalam pelaksanaannya. Dalam penelitian ini, digunakan metode kuasi kualitatif dengan menggunakan teknik pengumpulan data penelitian yakni dari wawancara yang mendalam pada informan, informan berasal dari aparat pemerintah di Disparpora Pessel, pengunjung, pelaku usaha serta masyarakat, kemudian melalui studi dokumentasi dan observasi. Data tersebut dianalisis melalui teknik mengumpulkan data, mereduksi data, menyajikan data dan menarik kesimpulan. Kemudian dilakukan pengabsahan data dengan teknik triangulasi metode dan triangulasi sumber. Hasil penelitian menunjukkan bahwa industri wisata di kawasan Pantai carocok mengalami penurunan. Namun, pemda telah melakukan beberapa upaya untuk kesiapan dalam mendukung pelaksanaan industrialisasi wisata kembali di kawasan Pantai Carocok.

Abstract

Trisuaka Mall is an innovation to empower Micro, Small, and Medium Enterprises (MSMEs) initiated by the Department of Community and Village Empowerment (DPMD) of Dharmasraya Regency. The purpose of this innovation is to improve the family economy through a transparent, responsive, innovative, and sustainable platform. Trisuaka Mall provides two types of services, namely online and offline-based, to promote and sell MSME products. This research aims to examine how the innovation of MSME empowerment through Mall Trisuaka is carried out by DPMD of Dharmasraya Regency. The research method used is descriptive with a qualitative approach. Data was collected through interviews, documentation, and non-participant observation. The results show that Trisuaka Mall has relative advantages and high compatibility with local needs, but faces significant barriers, including technical issues with the website, budget limitations, and lack of understanding of online features. Although mitigation measures such as technical guidance and socialization were implemented, these challenges affected the effectiveness and sustainability of the innovation. In conclusion, with proper handling of existing barriers, Trisuaka Mall has the potential to have a significant positive impact in improving MSME empowerment and the family economy in Dharmasraya Regency. Further efforts are needed to rectify technical issues, improve user understanding, and strengthen budget support to ensure the long-term success of this innovation

Abstract

Penelitian ini menjelaskan tentang persepsi masyarakat Kecamatan Lubuk Begalung terhadap kebijakan pengendalian pemakaian kantong plastik untuk belanja. Latar belakang pada penelitian ini adalah ditemukan sejumlah permasalahan dalam pemakaian kantong plastik untuk belanja pada Kecamatan Lubuk Begalung, yakni masi banyak masyarakat dan para pelaku usaha yang masih memakai kantong plastik sekali pakai untuk membawa barang yang dibeli kemudian kantong plastik itu akan menjadi sampah yang tidak bisa diolah ulang melalui pendauran di tempat pembuangan akhir (TPA). Jenis penelitian ini menggunakan metode analisis deskriptif presentase. Populasi pada penelitian ini yakni masyarakat di Kecamatan Lubuk Begalung sebanyak 122.593. Pada penelitian ini peneliti memakai teknik incidental sampling (pengambilan sampel secara kebetulan). Melalui penggunaan rumus slovin didapatkan sebanyak 100 orang dijadikan sampel pada penelitian ini. Data pada penelitian ini mencakup atas data Primer melalui penggunaan kuesioner menjadi peralatan untuk meraih n data, dan data Sekunder yang diraih melalui hasil dokumentasi penelitian. Hasil dari analisis data pada penelitian ini memperlihatkan tujuan kebijakan dalam Peraturan Walikota Padang Nomor 26 Tahun 2018 dapat dikatakan cukup baik dengan kategori cukup tinggi dengan TCR 56,6%. Penggunaan kantong belanja plastik dapat dikatakan cukup baik dengan kategori cukup tinggi dengan TCR 52,6%. Dampak penggunaan kantong belanja plastik di masyarakat dapat di katakan baik dengan kategori tinggi dengan TCR 69,2%.
