Abstract

The implementation of Minister of Maritime Affairrs and Fisheries Regulation number 71 of 2016 it has not been effective. Some fishermen experience various kinds of problems and reject the existence of these regulations. One of the most central areas is Nagari Air Bangi West Pasaman. Fishermen in Air Bangis participated in the demonstration for the continuation of this Ministerial Regulation. This is Because the majority of fishermen use mesh sizes and lamp sizes that are not in accordance with the contents of the Minister’s rules. So that the Aquatic Police continue to exist to uphold the existing rules and roam about conducting surveillance. This study aims to determine the implementation of supervision by the Aquatic Police on the use of fishing gear in the Nagari Ai Bangis West Pasaman. This research is a qualitative research with descriptive method. The research informants were determined by purposive sampling and snowball sampling techniques namely Aquatic Police, West Pasaman Fisheries Service, Nagari, Owner of Bagan and fishing communities. The results of the study show that the implementation of supervision has not been carried out to the maximum that is targeted. This happened because there were still many obstacles encountered in the field such as the lack of personnel, facilities and infrastructure and the budget. Efforts were made to propose an increase in the number of personnel to the police chief, using the facilities and infrastructure as well as possible, to disseminate to the fishing community Development

Abstract

The background of this research arises from the awareness that the development of Green Talao Park as a tourist destination has not yet achieved optimal results, resulting in damage to facilities and infrastructure in the area. In this study, the researcher applies a qualitative approach with a descriptive method. Research participants were selected using purposive sampling techniques, which are individuals who have the relevant knowledge needed by the researcher. Data was collected through observations, interviews, and document analysis, while data validity was verified through triangulation. The data analysis process involves data reduction, testing, and conclusions. The results of this study indicate that the role of stakeholders in the development of Green Talao Park as a tourist village in Padang Pariaman Regency has not yet reached its full potential. Constraints faced include limited financial resources, damage to tourist area infrastructure, and a lack of effective coordination and management by stakeholders. In addition, the quality of human resources in the Green Talao Park area is also considered to need improvement so that the community can be more empowered to create innovative creative economic initiatives Keyword: The Role of Stakeholders, Tourist Villages, Green Talao Park Abstrak Latar belakang penelitian ini muncul dari kesadaran bahwa pengembangan Green Talao Park sebagai tujuan pariwisata belum mencapai hasil optimal, yang berakibat pada kerusakan fasilitas dan infrastruktur di area tersebut. Dalam studi ini, peneliti menerapkan pendekatan kualitatif dengan metode deskriptif. Peserta penelitian dipilih dengan menggunakan teknik purposive sampling, yaitu individu yang memiliki pengetahuan relevan yang dibutuhkan oleh peneliti. Data dikumpulkan melalui observasi, wawancara, dan analisis dokumen, sementara keabsahan data diverifikasi melalui triangulasi. Proses analisis data melibatkan reduksi data, pengujian, dan kesimpulan. Hasil penelitian ini mengindikasikan bahwa peran stakeholder dalam pengembangan desa wisata Green Talao Park di Kabupaten Padang Pariaman belum mencapai potensi penuhnya. Kendala-kendala yang dihadapi meliputi keterbatasan sumber daya keuangan, kerusakan infrastruktur di area wisata, serta kurangnya koordinasi dan manajemen yang efektif oleh pihak stakeholder. Selain itu, kualitas sumber daya manusia di daerah Green Talao Park juga dinilai masih perlu peningkatan agar masyarakat dapat lebih berdaya dalam menciptakan inovasi ekonomi kreatif Kata kunci: Peran stakeholder, Desa wisata , Green Talao Park

Abstract

This research aims to describe the implementation of Padang Panjang Mayor Regulation Number 37 of 2018 concerning Procedures for Management and Empowerment of the Central Market in Padang Panjang City. This research is motivated by the existence of regulations regarding the management of wholesale markets which were previously traditional markets with the aim of creating representative markets as a means of driving the regional economy. In this research, researchers used descriptive methods with a qualitative approach. To collect research data through observation, interviews and documentation studies. Testing the validity of the research data obtained using method triangulation and source triangulation techniques. In this research, problems were found regarding the management and empowerment of the central market of Padang Panjang City, where the mayor's regulations were still not fully complied with by traders selling, and there were even traders selling outside the applicable provisions and contracts. to this regulation. This problem will have an impact on the convenience of the buying and selling process between traders and potential buyers and will not properly organize the placement of traders which must be in accordance with the commodity/zoning. Research on procedures for managing and empowering the central market in Padang Panjang City adapts to the scope of procedures for managing and empowering the central market in Padang Panjang City which includes: 1) terms and procedures for placing traders, 2) rights and obligations of traders, 3) cooperation central market management, 4) control and evaluation, and 5) central market empowerment.

Abstract

Youth is synonymous with the icon as the 'driving force of the nation.' This is not without reason since the proclamation of the Indonesian nation on August 17, 1945. The younger generation has dominated much of the history of struggle against colonialism that sought to control Indonesia, especially through youth organizations. In this study, the author uses a descriptive approach used to convey in detail the secondary and primary data obtained related to the Role of Youth Community Organizations (OKP) ophilbas in the Micro, Small, and Medium Enterprises (MSME) program in the Batang Kabung Ganting Subdistrict of Padang City. The data obtained will be analyzed using the triangulation source technique. The identification of the Role and inhibiting factors of OKP ophilbas in MSMEs in the Batang Kabung Ganting Subdistrict of Padang City through education and training, economic development and OKP funds, awareness, and participation in utilizing existing potential for further development is through training, skills, and increasing insights organized by several related parties. In the business implementation, the capital holders are entitled to use the funds for entrepreneurial purposes. The assistance provided is only monitoring the allocation of funds, encouragement, and motivation for young people. The inhibiting factors of the role of OKP ophilbas in the MSME program are the suboptimal role of OKP, unsuccessful programs, lack of funding, lack of awareness in participation, and weather factors.

Abstract

Penelitian ini bertujuan untuk menganalisis peran koordinasi pemerintah Sumatera Barat dalam penanggulangan radikalisme dan terorisme, mengidentifikasi faktor-faktor yang memengaruhi koordinasi, serta solusi untuk mengatasinya. Meski upaya pemerintah provinsi Sumatera Barat signifikan, indeks potensi radikalisme (IPR) masih tinggi, menunjukkan perlunya koordinasi lebih efektif antar lembaga pemerintah. Penelitian kuasi kualitatif ini menggunakan studi pustaka dan studi lapangan melalui wawancara, dokumentasi, dan observasi non partisipan. Hasil penelitian menunjukkan bahwa koordinasi antarlembaga dipengaruhi oleh faktor kesatuan tindakan, pembagian kerja, komunikasi, dan kedisiplinan, serta masih terkendala oleh faktor internal dan eksternal seperti ketiadaan payung hukum yang jelas, kurangnya distribusi akses data, dan pengaruh media sosial. Kesimpulan penelitian ini menekankan perlunya penguatan regulasi dan pedoman koordinasi, pendistribusian akses data, dan optimalisasi penjadwalan kegiatan. Implikasi temuan ini memberikan rekomendasi bagi pemerintah provinsi dalam menyusun kebijakan dan pedoman untuk koordinasi yang lebih efektif.

Abstract

This research aim of being able to describe how the Implementation of the Merit System in Transfers of Civil Servant Positions at the Sungai Beremas Sub-district Office, West Pasaman Regency and to find out the Inhibiting Factors and Also whether there are supporting factors in the implementation of the System the merits. The application of the merit system at the Sungai Beremas Subdistrict Office, Pasaman Regency in implementing promotion of positions prioritizes employees who have managerial competence and technical competence. Promotions are given to employees who have above average abilities. It is hoped that this will provide competition for employees to improve performance in their respective work units at the Sungai Beremas District Office, Pasaman Regency. The obstacle faced in the implementation of the Merit System in Sungai Beremas District, West Pasaman Regency, is the replacement of the Head of Sub-District Head at the Sungai Beremas District Office, Pasamanya Regency, once every 5 years. With the substitution of this Camat, of course there will be other management changes. Then the Camat's Commitment as PPK emphasizes loyalty rather than qualifications, education, competence and performance. So that sometimes employees do not know their main duties, because they are not experts in the field, with the Camat's commitment as PPK which places more emphasis on loyalty than qualifications, education, competence and performance.

Abstract

This examination is spurred by the not exactly ideal administration of the authentic vacation spot Post Marlborough in the city of Bengkulu. This exploration utilizes graphic subjective examination. The point of this examination is to decide the administration of the advancement of the authentic vacation spot Post Marlborough in the city of Bengkulu. Abstract

This study examines the strategies the Nagari Dalko Government implemented in developing the Saribu Sarasah tourist attraction. This study uses a qualitative approach with a descriptive method, and the research location is centred on the Office of the Wali Nagari Dalko, Agam Regency. Data were obtained through interviews, observation, and documentation. The results showed that the Dalko Nagari Government still needs to develop a concrete strategy for developing the Saribu Sarasah tourist attraction. Currently, the village government is working with KKN students from Padang State University (UNP) to create this tourist area sustainably in the future.

Abstract

Penelitian ini mendeskripsikan persepsi masyarakat tentang Penambangan Emas Tanpa Izin (PETI) di Desa Ranjo Batu Kecamatan Muarasipongi Kabupaten Mandailing Natal yang ditinjau dari aspek ekonomi. Dari tahun 2008 hingga sekarang kegiatan PETI berlangsung tanpa memiliki izin. Aktivitas PETI menuai pro dan kontra sehingga menimbulkan berbagai persepsi dikalangan masyarakat. Dalam menentukan sebuah kebijakan pemerintah bisa menjadikan aspirasi dan pendapat masyarakat ini sebagai bahan pertimbangan. Jenis penelitian ini menggunakan metode deskrptif dalam pendekatan kantitatif. 1736 jiwa Masyarakat Desa Ranjo Batu menjadi populasi dalam penelitian ini. Dalam pengambilan sampel peneliti menggunkan teknik Cluster Sampling (Area Sampling). menggunkan rumus Slovin diketahui sebanyak 95 orang menjadi sampel dalam penelitian . Teknik pengumpulan data dalam penelitian ini terbagi dua, data primer menggunakan kuesioner sedangkan data sekundernya dokumentasi penelitian. Data diolah mengunakan Rumus TCR dan diklasifikasikan dalam kriteria baik/ cukup baik/ kurang baik. Hasil dari kuesinoer yang dibagikan kepada masyarakat diketahui persepsi masyarakat tentang PETI yang ditinjau dari aspek ekonomi mempunyai indikator persepsi baik dengan persentasenya diangka 76,77 persen.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana pengawasan Dinas Lingkungan Hidup dalam mengendalikan kerusakan lingkungan akibat pertambangan emas di Kabupaten Merangin. Penelitian ini dilatar belakangi oleh masih tidak terkendalinya kegiatan pertambangan emas yang dilakukan oleh masyarakat, banyaknyaa kerusakan yang terjadi pada lingkungan hidup, serta masih buruknya sistem pengawasan Dinas Lingkungan Hidup Kabupaten Merangin dan belum jelasnya bentuk pengawasan yang dilakukan oleh Dinas Lingkungan Hidup terhadap kerusakan lingkungan yang disebabkan oleh kegiatan pertamabngan emas. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dalam penelitian melalui wawancara, observasi dan dokumentasi yang dianalisis dengan teknik triangulasi sumber. Hasil dari penelitin ini menunjukan bahwa proses pengawasan yang dilakukan oleh Dinas Lingkungan Hidup Kabupaten Merangin dalam pengendalian kerusakan lingkungan akibat pertambangan emas belum mampu berjalan dengan baik sebab belum adanya sistem pengawasan yang dikhususkan untuk kegiatan pertambangan emas. Hal ini menyebabkan terbatasnya akses dan tindakan pengawasan yang dapat dilakukan oleh Dinas Lingkungan Hidup Kabupaten Merangin.
