Abstract

This study aims to analyze operational activities and determinants of the performance of NFP Palabuhanratu. This research was conducted in January 2020 to April 2020 at NFP Palabuhanratu. Data analysis was performed using two methods; the first is a descriptive method which is to analyze the operational activities of NFP Palabuhanratu; the second is the Structural Equation Model (SEM) method, which is to determine the determinants of the performance of NFP Palabuhanratu. The results of this study indicate that the operational activities of NFP Palabuhanratu continue to increase. Fishing boat visits in 2019 increased was 37.136 . Fish production in 2019 increase as many as 36.44% compared to the previous year. Based on SEM test results, Internal has the most influence on NFP performance. This shows that the higher the internal, the higher the performance of NFP. Therefore the management of NFP Pelabuhan Ratu is expected to improve the quality of HR / NFP Managers in the form of education, skills and work culture, increase the budget allocation of UPT, improve the quality of Fishermen / Processors / Marketers in the form of education, skills and experience, increase fisherman productivity in the form of technology, income and production. If this is done well by the NFP management, then Internal can be increased. Thus the performance of Palabuhanratu NFP increased

Abstract

Tempat Pelelangan Ikan (TPI) Tawang adalah penyumbang transaksi hasil perikanan tangkap terbesar di Kabupaten Kendal dengan prosentase 42,56% dari total produksi perikanan tangkap di Kabupaten Kendal yaitu 1.894.351 kg, namun kondisi sarana prasarana dan sistem pengelolaan saat ini yang belum memadai menjadikan peran TPI Tawang belum optimal. Penelitian ini bertujuan untuk menganalisis faktor internal dan eksternal terkait kinerja TPI Tawang dan menyusun strategi pengembangan TPI Tawang. Metode yang digunakan dalam penelitian ini adalah metode deskriptif. Pengambilan sampel menggunakan metode purposive sampling dengan jumlah responden 50 orang yang terdiri dari nelayan sebanyak 22 orang, 21 orang bakul, 2 personil pengelola TPI, 1 pelaksana KUD Mina Jaya, 2 personil pengelola Pelabuhan Perikanan Pantai (PPP) Tawang dengan jabatan staf operasional dan kesyahbandaran, serta 2 pengelola UPTD TPI. Metode analisis data yang digunakan adalah analisis SWOT untuk mengevaluasi faktor internal dan eksternal dalam merumuskan strategi pengembangan. Hasil penelitian menunjukkan bahwa produksi tertinggi di TPI Tawang terjadi pada tahun 2020 sebesar 839.130 kg. Retribusi lelang untuk nelayan dipungut biaya sebesar 3% dan untuk bakul sebesar 2% dengan total sebanyak 5%. Komoditas yang paling banyak dihasilkan di TPI Tawang antara lain Tembang (Sardinella sp.), Tongkol (Euthynnus affinis), Teri (Stolephorus sp.), Kembung (Rastrelliger sp.), dan Peperek (Leiognathus dussumieri). Berdasarkan analisis faktor internal dan eksternal diketahui bahwa sarana prasarana TPI Tawang belum dikelola secara optimal. Berdasarkan analisis SWOT posisi TPI Tawang berada pada kuadran I, dimana pada kuadran tersebut digunakan strategi S-0 sebagai strategi prioritas, yaitu melakukan penguatan dan pengembangan SDM berupa pelatihan, perumusan/internalisasi budaya kerja; pengembangan fasilitas TPI Tawang; pengembangan sentra industri pengolahan ikan yang lebih variatif; dan meningkatkan pelayanan dan menjaga sistem operasional TPI Tawang dengan melakukan survei kepuasan berkala.Title: Strategy of Developing of Tawang Fish Auction (FAP) at Kendal Regency, Central JavaThe Tawang Fish Auction Place (FAP) is the largest contributor to capture fisheries transactions in Kendal Regency with a percentage of 42.56% of the total capture fishery production in Kendal Regency, which is 1,894,351 kg, but the current condition of infrastructure and management systems is not adequate. the role of FAP Tawang has not been optimal. The data analysis method used is SWOT analysis to evaluate internal and external factors in formulating development strategies. The results showed that the highest production at FAP Tawang occurred in 2020 at 839,130 kg. The auction fee for fishermen is charged at 3% and for wholesellers it is 2% for a total of 5%. The most abundant commodities produced at FAP Tawang include Tembang (Sardinella sp.), Cob (Euthynnus affinis), Anchovy (Stolephorus sp.), Bloat (Rastrelliger sp.), and Peperek (Leiognathus dussumieri). Based on the analysis of internal and external factors, it is known that the infrastructure of FAP Tawang has not been managed optimally. Based on the SWOT analysis, the position of FAP Tawang is in quadrant I, where the S-0 strategy is used as a priority strategy, namely strengthening and developing human resources in the form of training, formulation/internalization of work culture; development of Tawang FAP facilities; development of more varied fish processing industrial centers; and improve services and maintain the operational system of FAP Tawang by conducting periodic satisfaction surveys.

Abstract

Alat penangkapan ikan (API) yang digunakan untuk menangkap ikan kembung di perairan Kabupaten Pemalang antara lain pukat cincin mini, jaring insang, cantrang dan payang. Penelitian ini bertujuan untuk menganalisis nilai CPUE (Catch per Unit Effort), nilai standardisasi hasil tangkapan ikan kembung (Rastrelliger spp.), dan pola musim penangkapan ikan kembung di Pelabuhan Perikanan Pantai (PPP) Asemdoyong, Pemalang. Penelitian dilakukan dengan menggunakan metode deskriptif dengan teknik survey dan menggunakan instrumen kuesioner untuk wawancara responden. Metode pengambilan contoh menggunakan teknik purposive sampling didapatkan 90 orang responden. Metode analisis data untuk mengetahui hasil tangkapan per upaya penangkapan (CPUE) dengan melakukan standardisasi API, sedangkan untuk mengetahui pola musim penangkapan digunakan metode rata-rata bergerak (moving average) dan deret waktu (time series) data). Hasil penelitian menunjukkan bahwa CPUE ikan kembung (Rastrelliger spp.) yang didaratkan di PPP Asemdoyong, Pemalang selama kurun waktu 10 tahun terakhir (2011-2020) berfluktuatif dan cenderung mengalami penurunan dengan nilai rata-rata CPUE sebesar 29,03 kg/trip. Puncak musim penangkapan ikan kembung (Rastrelliger spp.) terjadi pada Maret dengan nilai Indeks Musim Penangkapan (IMP) tertinggi yaitu sebesar 163%.The fishing gear used to catch mackerel in Pemalang Regency waters include mini purse seine, gill net, cantrang and payang. This study aims to analyze the CPUE (Catch per Unit Effort) value, standardization value of mackerel (Rastrelliger sp.), and the pattern of the fishing season at the Coastal Fishery Port (CFP) Asemdoyong, Pemalang. The research method was carried out using descriptive survey techniques and a questionnaire instrument to interview respondents. The sampling method using snowball sampling obtained 90 respondents. The data analysis method to determine the catch per fishing effort is CPUE analysis and standardization of fishing gear. To determine the pattern of the fishing season, moving average and time series data are used. The results showed that the CPUE of mackerel (Rastrelliger sp.) landed at the Coastal Fishery Port (CFP) Asemdoyong, Pemalang during the last ten years (2011-2020) fluctuated and tended to decrease with an average CPUE value of 29.03 kg/trip/year. The peak of the fishing season for mackerel (Rastrelliger sp.) occurred in March, with the highest Fishing Season Index (IMP) of 163%.

Abstract

A successful capture fisheries business requires a fishing port with excellent facilities. This study, therefore, aims to analyze the current facility utilization rate of Pondokdadap, The Coastal Fishing Port (CFP) and formulate a suitable development strategy. The study was conducted using a descriptive survey from January to April 2021. Twenty-four respondents comprising 11 CFP (Coastal Fishing Port) and FAP (Fish Auction Place) employees and 13 fishers and fish traders were obtained using the inclusion criteria. Primary data was collected through structured interviews based on a questionnaire, while secondary data were obtained through literature reviews on books, articles, and journals related to research. Subsequently, an analysis of facility utilization at CFP Pondokdadap was carried out, while a SWOT analysis was performed on the proposed alternative development strategy. Based on the results, the existing physical condition of the facilities is satisfactory, with varying utilization rates. However, the Government and the CFP Pondokdadap management are encouraged to implement other development strategies, for instance, strengthening fisheries competitiveness by maintaining fish quality, optimizing Sempu Island as a natural breakwater and marine aquaculture fisheries, developing a fishery information system, building supporting facilities at CFP Pondokdadap, as well as improving the quality of human resources, apparatus, and fishing communities at CFP Pondokdadap.

Abstract

One of fisheries development goals is to increase production and quality of catches. As one of the functional facilities, Fish Auction Place (FAP) has a very vital role in perspective of economy aspect. Therefore, FAP must be optimized by optimally utilizing facilities and providing good services. The purpose of this study is to analyze the existing conditions in the FAP and develop a strategy for developing the FAP at the Cilacap Ocean Fisheries Port. This research was conducted in October 2020 to January 2021. The research used descriptive method. The data used in this study are primary and secondary data that was obtained from OFP Cilacap. SWOT analysis utilized to analyze the factors in determining the development strategy. The result showed that the condition of the Cilacap Ocean Fishery Port FAP is good but there are some facilities that are not well maintained such as the WWTP. The development strategy obtained at FAP of OFP Cilacap is to improve the quality of FAP management in terms of service, to develop human resources through improving skills with targeted training and management programs, to maintain export quality fish such as tuna, and to carry out maintenance and care. complete FAP facilities towards excellent service

Abstract

The COVID-19 virus has brought many changes in the economy and business, including in the CFP Bajomulyo, Juwana, and Pati Regency fishing businesses. This study aimed to determine the impact of the COVID-19 pandemic on capture fisheries business from a technical, marketing, social, and financial perspective on the fishing business using purse seine fishing gear at CFP Bajomulyo, Pati. The sampling method is the purposive sampling method with a total sample of 13 respondents. The results of the study show that technically and socially. There is no influence from the presence of COVID-19, while in financial and marketing aspects, there is an influence of COVID-19. The effect is an increase in fixed costs, variable costs, and total costs and income of small-scale fishing businesses, respectively, by 0.9%, 5.7%, 4.7%, and 1%. Meanwhile, for medium-scale businesses, there was an increase of 0.45%, 4.6%, 3.6%, and 2.8%. The profit for small-scale businesses increases by 1.81%, and for medium-scale businesses decreases by -0.35%. The NPV, IRR, R/C Ratio and PP values of each business have different results, but all of the values are positive, which means they include in the feasible business category. In terms of marketing, the impact of COVID-19 is an increase in the price of fish such as scad (Decapterus sp) 1.5%, lemuru (Sardinella sp) 1.01%, tuna (Euthynnus affinis) 1.3%, banyar (Restrelliger sp) 1.15%, mackerel (Scomberomorini) 1.03%.

Abstract

The fisheries management based on the Ecosystem Approach to Fisheries Management (EAFM) can be implemented to optimize the potential of fisheries resources. The purpose of this research is to apply EAFM indicators for analyzing surface gillnet fishing gear in Bagan Siapi-api waters, especially fish resources, fishing methods, habitats, and ecosystems. The evaluation of fishery management status was carried out using multi-criteria analysis (MCA) through the development of the composite index of each EAFM indicator. The results showed that the surface gillnet fishing gear was dominant with 1,645 tons of fish caught in 2019 by fishermen in Bagan Siapi-Api Waters. The composition of the catches was sukain fish (Eleutheronema tetradactylum), flounder fish (Pleuronectiformes), and tornfish (Bovichthyidae). Based on the analysis of the EAFM indicators, the value of the domain of fish resources, habitats, and ecosystems, as well as fishing methods has a value between 2 and 2.5. This indicated that the status of ecosystem-based area management in the waters of Bagan Siapi-api is in the medium-good category. Keywords: Bagan Siapi-api, EAFM, Fisheries Sustainability, Gill Net

Abstract

Krendet is one of the fishing gears used to catch Lobster in the South Coast of Java. Krendet is a passive fishing gear. Lobster is a fishery commodity that has high economic value. This research was conducted to determine the difference in lobster catches based on differences in fishing time and bait types on Krendet fishing gear. The method used in this research is experimental fishing with 4 treatment combinations and 6 repetitions. The difference in fishing time used was morning – afternoon and afternoon – morning, while the bait used was trash fish and no bait as a control. This research was carried out in February 2021 in the waters around the Sadeng area, Gunung Kidul. The analysis carried out in this study used the Two Way Anova Test method. The results showed that the time difference had an effect on the number of catches. The effective time to catch Lobster is at night. This can be caused by Lobster's behavior or habits which tend to be active at night. Giving bait to Krendet is also able to increase the number of catches. The trash fish bait is able to lure the Lobster to come closer to Krendet. Giving bait to Krendet is also able to increase the number of catches. Abstract

The fishing port has an important role in supporting activities in the fishery sector which includes serving as a place of preparation, and where to land catches as well as market them. Therefore, this research aims to analyze the level of facilities utilization at CFP Bajomulyo using SOAR and assign the development strategy. The research was carried out in January 2021 at the Coastal fishing port in Bajomulyo Village, Juwana District, Pati Regency. A descriptive method was used to analyze the condition of basic, functional and supporting facilities at CFP Bajomulyo. Data collection was carried out using survey methods and direct observations. The result showed 116% of the pier has been used (overutilized), 26% of the FAP building has been used (non-optimally), 36% of the shipping lane’s depth has been used, meaning the depth is sufficient or in accordance with the required standard, and 49% of its width has been used (non-optimally). Conclusively, the development strategies suggested include making an MoU between the government of Pati Regency and Central Java Province and always considering the availability of FRS facilities, ice factories, clean water, and ship docking around CFP Bajomulyo.Keywords:Development strategyPatiCFP BajomulyoSOAR

Abstract

Karangantu Nusantara Fishing Port (NFP) accommodates production, processing and marketing activities, also fishermen development. Services for vessels as production facilities include: providing a home base for the fishing fleet, ensuring smooth loading of captured fishes, providing supplies for vessels such as fresh water, fuel, ice and others. This study aims to analyze the activities and operational performance and find out the determinants of the performance of Karangantu NFP. This research was conducted in October 2019 to January 2020 at the Karangantu NFP. Data analysis was performed using two methods; the first is a descriptive method to analyze the operational activities of the Karangantu NFP and assess operational performance based on the Decree of Director General of Capture Fisheries in 2015 Number 20 / KEP-DJPT / 2015; the second is Structural Equation Model (SEM) method, which is to define the determinants of Karangantu NFP performance. The results showed that Karangantu NFP operational activities continued to increase. Ship visits during 2019 increased by 15.75%. The production volume of landed fish increased by 9.0%, but the value of production fell by 7.1% due to the catches of most fish with low economic value and poor fish quality. The performance evaluation of 27 criterias based on the Decree of Director General of Capture Fisheries in 2015 showed that the operational performance of the Karangantu NFP during October 2019-January 2020 performed well. Penelitian ini bertujuan untuk menganalisis aktivitas dan kinerja operasional serta mengetahui faktor-faktor penentu kinerja PPN Karangantu. Penelitian ini dilaksanakan pada Oktober 2019 hingga Januari 2020 di PPN Karangantu. Analisis data dilakukan dengan dua metode; pertama metode deskriptif yaitu untuk menganalisis aktivitas operasional PPN Karangantu dan penilaian kinerja operasional berpedoman Keputusan Direktur Jenderal Perikanan Tangkap tahun 2015 Nomor 20/KEP-DJPT/ 2015; kedua metode Structural Equation Model (SEM) yaitu untuk mengetahui faktor-faktor penentu kinerja PPN Karangantu. Hasil penelitian menunjukkan bahwa aktivitas operasional PPN Karangantu terus mengalami peningkatan. Kunjungan kapal selama tahun 2019 mengalami kenaikan sebesar 15,75%. Volume produksi ikan yang didaratkan naik sebesar 9,0 %, namun untuk nilai produksi turun sebesar 7,1 % disebabkan  hasil tangkapan sebagian besar ikan yang nilai ekonomis rendah dan mutu ikan kurang baik. Penilaian kinerja terhadap 27 kriteria berpedoman keputusan Direktur Jenderal Perikanan Tangkap tahun 2015 menunjukkan bahwa kinerja operasional PPN Karangantu selama Oktober 2019- Januari 2020 berkinerja Baik. Berdasarkan hasil pengujian SEM,  variabel internal (sumberdaya manusia/pengelola, anggaran, nelayan dan produktivitas) mempunyai pengaruh paling besar terhadap kinerja PPN.Kata kunci: Kinerja, SEM, Pelabuhan Perikanan, Perikanan Tangkap, Karangantu
