Abstract

ABSTRAKIsu dan permasalahan tentang kapasitas penangkapan (fishing capacity) telah menjadi hal penting bagi pengelolaan perikanan tangkap yang bertanggung jawab dan berkelanjutan. Penelitian ini bertujuan untuk mengetahui efisiensi perikanan Pukat Cincin dalam jangka panjang (antar tahun) maupun jangka pendek (antar kapal) serta mengestimasi proyeksi perbaikan efisiensi kapal-kapal pukat cincin di Pelabuhan Perikanan Nusantara (PPN) Pekalongan. Penelitian ini telah dilaksanakan pada bulan November 2007-Januari 2008 di PPN Pekalongan, Jawa Tengah. Metode penelitian yang digunakan adalah deskriptif yang bersifat studi kasus. Analisis data menggunakan metode Data Envelopment Analysis (DEA) yang berorientasi pada pendekatan input dan output. Hasil penelitian menunjukkan bahwa telah terjadi kondisi kapasitas berlebih (excess capacity) pada perikanan Pukat Cincin di PPN Pekalongan baik dalam jangka panjang (10 tahun) secara agregat maupun dalam jangka pendek pada kapal-kapal Pukat Cincin.Kata Kunci : Kapasitas penangkapan, Efisiensi, Kapasitas berlebih (excess capacity), Pukat cincinABSTRACTIssue and problem of fishing capacity had become the important thing for management capture fishery which responsibility and continuity. The data analyse is using Data Envelopment Analysis (DEA) Method which orientation to input and output. Abstract

Semenjak pelarangan pengoperasian alat tangkap trawl yang disertai terbitnya Peraturan Menteri Kelautan dan Perikanan Nomor 02 Tahun 2015 tentang larangan penggunaan alat penangkapan ikan pukat hela (trawls) dan pukat tarik (seine nets) di wilayah pengelolaan perikanan Negara Republik Indonesia, penggunaan alat tangkap cantrang mulai berkembang sebagai alat tangkap alternatif pengganti trawl. Penelitian ini bertujuan mengidentifikasi komposisi hasil tangkapan utama serta hasil tangkapan sampingan alat tangkap cantrang dan mengidentifikasi pola musim hasil tangkapan cantrang. Penelitian ini dilakukan dengan menggunakan metode survei. Survei yang termasuk kedalam metode deskriptif. Komposisi hasil tangkapan dikategorikan ke dalam dua kelompok yaitu hasil tangkapan utama dan sampingan, kemudian dianalisis secara diskriptif. Pola musim penangkapan ikan dapat ditentukan berdasarkan data hasil tangkapan per upaya penangkapan. Berdasarkan hasil penelitian didapatkan informasi bahwa perbandingan antara hasil tangkapan utama dan sampingan yaitu 30,8% dan 69,5% dari total berat keseluruhan sebesar 312.857.172 kg. Untuk Pola musim penangkapan ikan yang didaratkan di Pelabuhan Perikanan Pantai Tegalsari terjadi pada bulan Agustus, September, November, Desember, Februari, Maret, dan Mei dan mencapai puncaknya terjadi pada bulan Februari. Puncak musim perjenis ikan yang dominan tertangkap adalah cumi-cumi (pada bulan Februari), ikan pari (pada bulan Agustus), ikan kapasan (pada bulan Mei), ikan kuniran (pada bulan Desember), ikan swanggi (pada bulan Februari) dan ikan kurisi (pada bulan Agustus). Since the prohibition of trawling fishing gear operations accompanied by the issuance of the Minister of Maritime Affairs and Fisheries Regulation No. 02 of 2015 concerning the prohibition of the use of trawls and seine nets in the territory of the Republic of Indonesia fisheries, the use of cantrang fishing gear began to develop as an alternative fishing tool in place of trawling. This study aims to identify the composition of the main catch and bycatch of cantrang fishing gear and identify the season pattern of cantrang catches. This research was conducted using survey methods. The survey included in the descriptive method. The composition of the catch is categorized into two groups namely the main catch and the bycatch, then analyzed descriptively. The pattern of fishing season can be determined based on the catch data per fishing effort. Based on the research results obtained information that the ratio between the main catch and the bycatch is 30.8% and 69.5% of the total weight of 312,857,172 kg. The fishing season pattern landed at the Tegalsari Beach Fishery Port occurred in August, September, November, December, February, March, and May and reached its peak in February. The peak season for the dominant types of fish caught are squid (in February), stingrays (in August), common silver-biddy (in May), goatfish (in December), spotted big-eye (in February) and Japanese threadfin bream (in August).

Abstract

Brondong Nusantara Fishing Port (NFP) has a strategic role on the marine and fisheries development, i.e. as a centre of marine fisheries activities, especially for Kabupaten Lamongan east java areas. Brondong NFP is not only as a link between fishermen and the direct and indirect users of the catch, such as traders, processing industries, reatourants etc., but also as an interaction place of coastal community who stays surrounding Brondong NFP. Brondong NFP will become a promising terminal point on land and marine economic activities. The objective of this research was to analyze the social economic impacts of construction and development of Brondong NFP. A study case descriptive survey method was applied. The results showed there was a positive impact, i.e. the increase of efforts acivities and job opportunities for surrounding society, thus, will affect their income. This is because the roles of Brondong NFP as a support system for improving the socialeconomic condition and the welfare of the fishermen.

Abstract

Illegal, Unreported and Unregulated (IUU) fishing poses a significant challenge to the management of marine and fisheries resources. This practice brings negative impacts on several aspects, including the economy. To address this problem, the Government of Indonesia established a special Task Force to Combat Illegal Fishing, which later  is known as Task Force 115, through a Presidential Regulation Number 115 of 2015. Task Force 115 was formed with a mandate to execute law enforcement operations to combat illegal fishing.  In general, the existence of Task Force 115 brings favourable impacts to the economy, especially from the fisheries sector. It should be noted that, because Task Force 115’s main tasks are enforcement related, the impacts to the economy are not direct. The purpose of this study was to analyse the role of the Task Force 115 in IUU fishing eradication activities that occur in the jurisdictional areas of the  Republic of Indonesia in terms of the economic fisheries. Efforts of combating illegal fishing does not necessarily generate an increase in fisheries GDP, tax income and exports. Instead, those positive impacts are attributed to a set of policies imposed by the Ministry of Marine Affairs and Fisheries since 2014, which oriented to the responsible and sustainable fisheries. The establishment of Task Force 115 was part of that. Task Force 115’s works created deterrence and triggered compliance of fisheries business actors with the prevailing laws and regulations. Compliance eventually brings positive impacts on the economy. In 2015, growth of fisheries GDP, which amounted to 8,37%, surpassed national GDP of 4.79%. The growth of fisheries GDP reached its peak during the fourth quarterly of the year, which is 8,96% from last year’s during the same period. In 2016, the growth of fisheries GDP reached 5.15%.

Abstract

Penelitian ini bertujuan untuk menganalisis aktivitas dan kinerja operasional serta faktor-faktor penentu kinerja PPN Pengambengan. Penelitian ini dilaksanakan pada Oktober 2019 hingga Januari 2020 di PPN Pengambengan. Analisis data dilakukan dengan dua metode; pertama metode deskriptif yaitu untuk menganalisis aktivitas operasional dan penilaian kinerja operasional berdasarkan Keputusan Direktur Jenderal Perikanan Tangkap tahun 2015 Nomor 20/KEP-DJPT/ 2015; kedua metode Structural Equation Model (SEM) untuk mengetahui faktor-faktor penentu kinerja PPN Pengambengan. Hasil penelitian menunjukkan bahwa aktivitas operasional PPN Pengambengan terus mengalami peningkatan. Kunjungan kapal pada tahun 2019 mengalami kenaikan sebesar 17,83% dibandingkan tahun 2018. Pendaratan ikan mengalami kenaikan sebesar 88%. Total pendaratan mengalami kenaikan sebesar 99,60 %. Penilaian kinerja terhadap 27 kriteria berdasarkan pedoman yang ditetapkan Direktur Jenderal Perikanan Tangkap tahun 2015 menunjukkan bahwa kinerja operasional PPN Pengambengan adalah sebesar 84,25 – 87,50. Selama Oktober 2019 dan November 2019 kinerja sangat baik, untuk Desember 2019 dan Januari 2020 berkinerja Baik. Berdasarkan hasil pengujian SEM, pelayanan PPN mempunyai pengaruh paling besar terhadap kinerja PPN. Hal ini ini menunjukan bahwa semakin tinggi pelayanan PPN maka semakin tinggi pula kinerja PPN. This research is purposed to analyze operational activities and determinants of the performance of NFP Pengambengan. This research was conducted in October 2019 to January 2020 in NFP Pengambengan. Data analysis is performed using two methods; the first is a descriptive method to analyze operational activities and assess the operational performance of NFP Pengambengan based on the guidelines in the Decree of the Director General of Capture Fisheries in 2015 Number 20/KEP-DJPT/2015; the second is the Structural Equation Model (SEM) method, which is to determine the determinants of the NFP Pengambengan performance. The results of this study indicate that the NFP Pengambengan operational activities continue to increase. Ship visits in 2019 have increased by 17.83% compared to 2018. Fish landings increased by 88%.  The total landing also increased as many as  99.60%. Based on test results, it's stated tha the value of the NFP Pengambengan performance is 84.25 - 87.50. The performance evaluation of 27 criteria based on guidelines issued by the Director General of Capture of Fisheries in 2015 showed that the operational performance of the NFP Pengambengan during October 2019 and November 2019 was very well performed, while for December 2019 and January 2020 it was categorized as well performed. Based on SEM test results, the NFP service has the most influence on NFP performance. This shows that the higher the NFP service, the higher the NFP performance.

Abstract

The objectives of this research is to find out the character of fisheries sector, before and after the act of regional in Central Java otonom. A discriptive method was apply by using secondary data from Central Java Input Output Table Data, Domestic Transaction Based on Producer Price 19 Sector year 1993, 2000, 2004 and 2007. The results showed that the Regional Autonom Act since 1 January 2000 in Central Java influenced the monetary, and others fisheries sectors, such as on the supply and demand, output, added value and trading structure. Abstract

ABSTRAKPenelitian ini bertujuan untuk mengetahui dampak pengganda (multiplier effect) sektor perikanan terhadap perekonomian Jawa Tengah. Metode penelitian menggunakan studi kasus dan dilanjutkan dengan analisis deskriptif. Data yang dianalisis adalah Tabel Input Output Transaksi Domestik atas Dasar Harga Produsen Klasifikasi 19 Sektor Propinsi Jawa Tengah Tahun 2007. Analisis data dilakukan dengan menggunakan matematika ekonomi dan model input output yang dibantu dengan menggunakan program Excel dan GRIMP 7.1. Hasil penelitian menunjukkan bahwa dampak pengganda tipe I maupun tipe II sektor perikanan masih kecil, sehingga belum dapat diandalkan untuk meningkatkan pertumbuhan output, pendapatan, dan penciptaan lapangan kerja.Kata Kunci :Dampak Pengganda, Perekonomian, Jawa TengahABSTRACTThe research objective was to find out multiplier effects of the fishery sector on the Central Java monetary. A case study method was applied followed by descriptive analyses. The data of Domestic Transaction Input Output Table based on Classification 19 Producers’ Price Sector of Central Java Province Year 2007 was used. The data were analyzed using economic mathematics and input output modeling which were supported by using Excel Program and GRIMP 7.1. The results showed that type I and type II multiplier effects of fishery sector multiplier effects were still small, therefore, could not be used for increasing the output growth, income, and job opportunities.Key words: Multiplier effects, monetary, Central Java

Abstract

The objective of this research is to find out the work program and performance percentage level of the Nusantara Fishery Harbor (NFH) of Pekalongan, using the Balanced Scorecard (BSC) analysis. The research method used in this research is the descriptive method and it is a case study research. The primary data are collected from interviews-, meanwhile, the secondary data are collected from the related services and literature study presented in the institutions having the connections to the observed objects. Data analysis uses the Balanced Scorecard (BSC) analysis. The research results show that the work program executed by the NFH of Pekalongan is almost the same in every year from 2007 to 2009, as many as 8 (eight) activities. Among them are, salary, allowance and wage management, responsible and continuous fish resource utilization program, office operation management, program development and financial administration program. fishery business development and management program, data development and fishery statistical program, fishery facility and infrastructure improvement and development program, and organization of revitalization program. Meanwhile, for performance level, the Nusantara Fishery Harbor of Pekalongan is excellent. This can be seen from the DOCS average value as much as 99.33%, in which, the 2007 DOCS value was 98.22% with the gap value of -1.75%, the 2008 DOCS value was 99.93% with the gap value of 0.07% and the 2009 DOCS value was 100% with the gap value of 0%. Abstract

 Bottom set long line and Boat seine are the divece which more used by fisherman at Juwana - Pati. This research is used for learn and comparison of productivity rate and many factors and profit rate rate of catch applied of Bottom set long line and Boat seine in Juwana - Pati. This research is used descriptive method. The output of this research is the productivity average per unit of Bottom set long line is 39,09 ton/unit/trip. Productivity per ABK is 0,89 ton/people/trip and the productivity average per trip is 12,27 ton/trip. The productivity average of boat seine is 260,10 ton/unit/trip. Productivity per ABK is 0,92 ton/people/trip and productivity average per trip is 12,60 ton/trip. Abstract

The Coastal Fishery Port (PPP) of Bajomulyo is the largest fishing port in Pati Regency and its existence makes the capture fisheries sector the basis for the economy in Pati Regency. Therefore, this study aims to analyze the activities and performance of CFP Bajomulyo on the regional economy. This was conducted from February to October 2021 at the port. Data analysis was carried out using two methods. The first is the descriptive method which involves analyzing operational activities and assessing operational performance based on the Decision of the Director-General of Capture Fisheries in 2015 Number 20/KEP-DJPT/2015. The second is the Structural Equation Model (SEM) which was used to analyze the determinants of Bajomulyo's CFP performance on the regional economy. The results showed that the port operational activities such as production, value, and ship visits were volatile for the results of the performance assessment based on the guidelines set by the Director-General of Capture Fisheries in 2015. This shows that the operational performance of CFP Bajomulyo from January to September 2020 was successful. Furthermore, the results from the SEM analysis show that the regional economy is influenced by the variables of government policy and CFP performance. Therefore, the good local government policies in the development and management of the port and its performance can improve the regional economy of the Pati Regency.
