Abstract

Licensing services are one of the administrative services carried out by the government, as well as the Surabaya City Government through the One Stop Integrated Services and Investment Service (DPM-PTSP) which has even implemented a system Online Single Submission (OSS) so that the quality of service becomes better. This research aims to determine the effectiveness of the LKPM Online program in collecting NIB data on the OSS system at the Surabaya City One Stop Investment and Integrated Services Service. Program Online Single Submission (OSS) makes it easier for the government to register business actors in the city of Surabaya quickly, efficiently and transparently. The method used to carry out this research is descriptive research with a qualitative approach. This research was chosen because it presents data systematically, factually and accurately regarding the facts in the field. This research uses a descriptive research design with a qualitative approach aimed at exploring facts regarding the quality of public services in the field of business license administration. The research results show that the quality of service with the OSS-based LKPM Online program shows several supporting factors that must be improved in service delivery in order to realize the quality of administrative services in an agency in creating a community environment that is aware of the administration of business permits. This research recommendation aims to explain the effectiveness of the OSS-based Online LKPM program which can simplify the administration of business license numbers.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kebijakan pengelolaan sampah di Kota Bima serta mengidentifikasi model implementasi yang optimal. Penelitian menggunakan metode kualitatif dengan lokasi di Dinas Lingkungan Hidup Kota Bima, melibatkan 11 informan utama dan pendukung, termasuk pejabat pemerintah, kepala unit pengelolaan, serta tokoh masyarakat. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi, lalu dianalisis menggunakan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa meskipun Kota Bima telah menerapkan Peraturan Daerah No. 3 Tahun 2018 tentang Pengelolaan Sampah, implementasinya belum optimal. Tantangan utama meliputi keterbatasan anggaran, sumber daya manusia, dan fasilitas pendukung. Program seperti Bank Sampah dan TPS3R belum berjalan maksimal, dengan pengurangan sampah hanya mencapai 1% dari total volume harian 80,6 ton. Kurangnya partisipasi masyarakat dalam pemilahan sampah serta keterbatasan fasilitas pengangkutan juga menghambat efektivitas kebijakan. Model implementasi kebijakan berdasarkan pendekatan David C. Korten menunjukkan pentingnya keselarasan antara kebijakan, pemanfaat, dan organisasi pelaksana. Untuk mencapai keberhasilan, diperlukan kolaborasi antara pemerintah, masyarakat, dan sektor swasta. Strategi seperti edukasi intensif, sosialisasi melalui media sosial, serta penguatan infrastruktur menjadi kunci untuk meningkatkan efektivitas kebijakan.

Abstract

This research discusses the role of the Mojokerto Regency Youth, Sports, Culture and Tourism Office in the development of Petirtaan Jolotundo in Trawas District. The background of the research highlights the great potential of Mojokerto's cultural and historical tourism, particularly Petirtaan Jolotundo, which is an ancient site from the Airlangga era. The research method used a descriptive qualitative approach with observation, interviews, and documentation. The results show that the Dinas acts as a regulator, dynamizer, facilitator, and catalyst through policy-making, training, provision of facilities, and promotion. However, barriers include limited funding and community awareness. The research conclusion underlines the importance of sustainable strategies and cross-party cooperation to optimize Jolotundo's cultural tourism potential.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi Kurikulum Merdeka pada Sekolah Dasar Negeri di Kecamatan Raba, Kota Bima, serta dampaknya terhadap hasil belajar siswa. Menggunakan metode deskriptif kualitatif, penelitian ini mengungkap dinamika pelaksanaan kebijakan, termasuk persepsi guru, kepala sekolah, siswa, dan pemangku kepentingan lainnya. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Kurikulum Merdeka mendorong pengembangan kompetensi siswa, dengan kepala sekolah sebagai pemimpin transformasi yang memfasilitasi perubahan melalui pendekatan digital seperti administrasi berbasis "paperless." Guru berperan sebagai fasilitator dalam menciptakan pembelajaran inovatif dan kontekstual, meski menghadapi tantangan dalam adaptasi teknologi dan metode baru. Proyek penguatan profil Pelajar Pancasila memperkuat karakter siswa melalui nilai-nilai toleransi dan keberagaman. Hasil belajar siswa menunjukkan peningkatan signifikan dalam literasi dan numerasi, yang diukur melalui asesmen formatif dan sumatif menggunakan e-Rapor. Transformasi ini melibatkan kolaborasi antara guru, kepala sekolah, dan orang tua, didukung pelatihan dan pendampingan berkelanjutan. Namun, keterbatasan sumber daya dan pola pikir tradisional menjadi kendala yang diatasi melalui strategi kolaboratif. Kesimpulannya, implementasi Kurikulum Merdeka memberikan kebebasan inovasi kepada sekolah, meningkatkan kualitas pembelajaran, dan membangun karakter siswa, meskipun memerlukan dukungan berkelanjutan dari semua pihak untuk keberlanjutannya.

Abstract

Pemerintah Kota Surabaya merasionalisasi anggaran, salah satunya dari dana pembangunan infrastruktur non-strategis, untuk menanggulangi pandemi Covid-19. Realokasi APBD tersebut sesuai dengan Surat Keputusan Bersama Mendagri dan Menkeu bernomor 119/2813/SJ dan 177/KMK.07/2020. Penelitian ini bertujuan untuk menganalisis kebijakan pemerintah kota Surabaya tentang dana infrastruktur yang telah direalokasikan. Penulis menggunakan metode kualitatif studi literatur dan memperoleh data berdasarkan berita yang valid. Pada penelitian kali ini ingin mengetahui implementasi kebijakan yang dilakukan Pemkot Surabaya akan membawa dampak apa saja, sehingga dapat menyimpulkan efektivitas dan efisiensinya. Pada implementasinya, kebijakan ini tidak dapat menyenangkan semua pihak, salah satunya menyebabkan pengangguran bagi pekerja konstruksi. Namun dengan adanya pengalihan dana infrastruktur kepenanggulanan pandemi ini pemkot Surabaya bisa membeli hal-hal yang dapat menunjang penurunan jumlah kasus dan kesembuhan masyarakat yang terjangkit virus Covid-19. Penganggaran tersebut digunakan untuk pengadaan vaksinasi, sehingga dapat menciptakan herd immunity di masyarakat

Abstract

Family doctors are a regional innovation to address public health. The external aspects are successful but vulnerable in terms of sustainability. The study aims to evaluate and interpret the impact of policies and develop a sustainable model of the Family Doctor Program in the Riau Islands Province. Qualitative research approach, to understand a symptom of the impact of the program. Results; the program has a positive impact on the community and inspires the Central Government to carry out the same program. This program absorbs a lot of the APBD, is not in line with central policies on contract workers and is vulnerable to local political pressure that threatens the sustainability of the program. The model offered by the researcher is Sustainable Public Service Innovation, that good innovation begins with the presence of innovative and creative regional leaders, who are able to collaborate and coordinate well. In order for the innovation program to be sustainable, a leader must be adaptive to the development of science and technology, obey applicable legal regulations, be synergistic with local politics, and collaborate with stakeholders and optimize private sector CSR programs.

Abstract

Health services are one of the many important needs for the community and are one of the basic rights of the community whose provision must be provided by the government as mandated in the 1945 Constitution Article 28 paragraph (1) "Everyone has the right to live in physical and mental prosperity. mentally, have a place to live, and have a good and healthy living environment and are entitled to health services” and Article 34 paragraph (3) “The state is responsible for the provision of proper public service facilities”. The purpose of this study was to determine the effect of service, trust, product quality and service quality on patient satisfaction in the emergency department of the Balangan Regional Public Service Agency. This study uses a quantitative approach. The number of samples used in this study were 93 samples of patients.Based on the results obtained, it is stated that the trust variable has a positive and significant effect on patient satisfaction in the emergency department of the Regional Public Service Agency of Balangan Hospital. (2) The service quality variable has a positive and significant effect on patient satisfaction in the emergency department of the Regional Public Service Agency of Balangan Hospital. (3) The variables of trust and service quality have a positive and significant effect on patient satisfaction in the emergency department of the Regional Public Service Agency of Balangan Hospital

Abstract

<p style="text-align: justify;"><em>As the smallest unit of government in promoting local economic growth, the village plays a crucial role; therefore, the government encourages sustainable village development based on local advantages, community participation, and economic empowerment&mdash;one of which is the Desa Berdaya Program implemented in Mojokerto Regency. The Desa Berdaya Program promotes village self-reliance by developing human potential and strengthening the local economy. The program&rsquo;s success depends on the synergy between government policies, individual/team performance, and active community involvement to achieve the goal of independent and sustainable village development. This study aims to evaluate the implementation of the Desa Berdaya Program in Mojokerto Regency by examining the alignment between the planned initiatives and actual conditions in the field, as well as identifying the challenges that influence the program&rsquo;s effectiveness. This study utilizes a qualitative descriptive approach, gathering data through observations, interviews, and document analysis. The data were processed through stages of collection, reduction, organization, and interpretation to draw conclusions. The results of the study indicate that the performance of the Desa Berdaya Program in Mojokerto Regency can be considered successful, yet improvements are needed for 2025&ndash;2026. The program&rsquo;s success is influenced by performance management factors (Armstrong), including individual, leadership, team, system, and situational/contextual elements. The inhibiting factor lies in the limited capacity and understanding of individuals regarding the Desa Berdaya Program. Meanwhile, the supporting factors include bureaucratic leadership and effective team performance, attributed to good communication among members.</em></p>

Abstract

Minat baca masyarakat Kota Surabaya khusunya pada anak belum sepenuhnya mengalamipeningkatan yang konsisten. Pemerintah terus berupaya untuk meningkatkan minat baca anak.Pada Maret tahun 2024, Pemerintah Kota Surabaya meresmikan sebuah program yaitu ProgramSudut Baca guna meningkatkan minat baca anak agar menjadi generasi yang kritiswawasanyang luas, dan cakap terhadap perkembangan dunia masa kini. Penelitian ini membahasmengenai implementasi program sudut baca dalam meningkatkan minat baca anak di Balai RW02 Kelurahan Menur Pumpungan. Tujuan dari penelitian ini adalah untuk mengetahuiimplementasi program Sudut Baca serta mengetahui faktor pendukung dan penghambat padapelaksanaan program Sudut Baca di Balai RW 02. Teori dalam penelitian ini menggunakanteori model implementasi program David C. Korten. Metode yang digunakan yaitu metodekualitatif deskriptif dengan pendekatan observasi, wawancara, dan dokumentasi. Hasil daripenelitian ini adalah pelaksanaan program Sudut Baca di Balai RW 02 belum berjalan denganbaik, hal tersebut didasari oleh beberapa faktor penghambat pelaksanaan program Sudut Bacayaitu kurangnya informasi, keterbatasan jenis buku, keterbatasan sumber daya, danketerbatasan waktu.

Abstract

Bureaucratic reform in Indonesia is a key focus of the government to improve the quality of public services that are effective, efficient, and accountable. This study aims to analyze the implementation of Dynamic Governance in the development of the Integrity Zone at the East Java Provincial Education Quality Assurance Agency. The method used is a descriptive qualitative approach, which allows for a deep understanding of the perspectives of employees and the community. The findings indicate that the application of the elements of Thinking Ahead, Thinking Again, and Thinking Across in Dynamic Governance can improve public services at the East Java Provincial Education Quality Assurance Agency. However, there are still challenges in employees' understanding of the concept of the Integrity Zone and resistance to change. The implications of this study highlight the importance of training and socialization to enhance employees' understanding, as well as cross-sectoral collaboration in achieving the goals of a clean and service-oriented Integrity Zone. This research is expected to contribute to the development of a more adaptive and responsive governance model that addresses community needs.
