Abstract

Pertumbuhan penduduk terjadi begitu pesat sehingga menyebabkan permasalahan lahan perumahan. Rumah susun menjadi solusi hunian vertikal dengan memanfaatkan lahan secara efektif dan efisien, sesuai dengan SDGs (Sustainable Development Goals) nomor 11 yaitu menjadikan kota dan pemukiman inklusif, aman, berketahanan dan berkelanjutan. Sehingga diperlukan pengawasan agar kualitasnya terjaga. Tujuan penelitian adalah mengetahui kesesuaian mutu beton dari pelat, balok, kolom menggunakan metode Statistical Quality Control (SQC) serta faktor yang menyebabkan mutu beton sesuai/tidak dengan rencana. Pengendalian mutu dilakukan dengan pengujian kuat tekan. Hasil pengujian dianalisis dengan SQC. Dari analisis diperoleh hasil mutu beton dari pelat, balok, kolom memenuhi mutu rencana. Berdasarkan X-chart untuk pelat dan balok sesuai target 43,75%, dibawah target 25%%, keluar UCL 18,75%, keluar LCL 12,5%. Kolom fc’ 40 MPa sesuai target 63,64%, dibawah target 9,09%, keluar UCL 9,09%, keluar LCL 18,18%. Kolom Fc’ 30 MPa sesuai target 40%, dibawah target 20%, keluar UCL 20%, keluar LCL 20%. Berdasarkan R-chart untuk pelat dan balok sesuai target 43,75%, dibawah target 56,25%. Kolom fc’ 40 MPa sesuai target 45,45%, dibawah target 54,55%. Kesimpulannya berdasarkan X-chart memenuhi rencana, tetapi prosesnya tidak stabil. Berdasarkan R-chart prosesnya stabil dan terkendali. Besarnya variabilitas beton diindikasikan karena faktor air semen, curing dan kualitas pelaksanaan kurang sempurna.

Abstract

Dalam optimalisasi pengelolaan infrastruktur transportasi udara di Indonesia, pemerintah melakukan perjanjian kerja sama dengan PT Angkasa Pura II (Persero) berupa Kerja Sama Pemanfaatan (KSP) Barang Milik Negara pada Unit Penyelenggara Bandar Udara Radin Inten II Lampung. Kerja sama ini bertujuan meningkatkan pelayanan Bandara Radin Inten II dalam mendukung tumbuhnya sektor perekonomian, industri, dan pariwisata, serta menghemat anggaran pendapatan dan belanja negara. Penelitian ini bertujuan mengetahui mekanisme penerapan kebijakan Pemerintah atas KSP pengelolaan bandara dan manajemen pengelolaan aset atas KSP ditinjau dari aspek manajemen investasi aset. Desain penelitian secara deskriptif dengan menggunakan teknik kualitatif berupa kajian literatur atas administrasi dan mekanisme penerapan kebijakan pemerintah atas KSP, serta teknik kuantitatif berupa kajian manajemen investasi aset/tekno ekonomi dilihat dari indikator kelayakan Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR), dan Payback Period (PP). Dari hasil penelitian diketahui bentuk kerja sama atas pengelolaan Bandara adalah berupa KSP selama 30 tahun. Dari KSP ini pemerintah mendapatkan penerimaan negara berupa kontribusi tetap per tahun selama masa KSP dan pembagian keuntungan dari hasil pendapatan. Hasil analisis kelayakan indikator keuangan menghasilkan NPV positif sebesar 177,8 miliar, BCR sebesar 1,284(≥1), dan IRR sebesar 14,97% (di atas discount rate 10,97%), serta PP selama 15 tahun.

Abstract

Along with the development of the construction world, formwork has also progressed from being assembled on site to being assembled first at the factory. In Indonesia, many types of formwork have been used, which each have their own advantages and disadvantages. In selecting the type of formwork used, many factors or criteria need to be considered. The purpose of this study is to determine the type of formwork that is relatively best for use in the Holiday Inn Bukit Randu Hotel Project by calculating the weight of the criteria, sub criteria, and also the alternatives used using the Fuzzy AHP Method. Based on the criteria and alternatives that have been compiled by the researcher, as well as the analysis carried out using the Fuzzy AHP method, it is known that metal (system) formwork is the relatively best formwork with the largest final weight of 43.6%, while semi-system formwork with a final weight of 24, 6% and conventional formwork by 31.8%. However, after being reviewed based on the cost aspect, the semi-system formwork is the relatively best formwork to be used in the Holiday Inn Bukit Randu Hotel Project.

Abstract

Public transportation has many benefits. However, currently public transportation has not been able to survive in providing its services. Prices and financing are at the heart of the problem of developing public transport. The initial effort to revive public transportation is to find out the ability and willingness of the community to pay for public transportation and compare it to the operational costs incurred by service providers in running their business. The ability to pay is known as Ability to Pay (ATP) and Willingness to Pay (WTP) is explored through analysis of questionnaire data collected using Accidental Simple Random Sampling from the people of Bandar Lampung City aged between 15 and 65 years. The results of the analysis show that the ATP (Rp. 2,824.27/km) and WTP (1,970.92/km) of the people of Bandar Lampung City are still above the applicable tariff (Rp. 300.00/km). Vehicle Operational Costs (BOK) for public transportation cannot yet be covered by fare revenues obtained with an average loading factor (16.45%). For a loading factor of 70%, according to World Bank standards, a tariff of IDR is required Rp 710.23/km to cover vehicle operating costs.

Abstract

Economic growth in a country can be reflected by the number of construction projects. To achieve robust economic growth, effective human resource management is required to enhance productivity. One aspect that affects work productivity is the labor force. This research aims to analyze the factors and tasks that influence labor productivity in Concrete Bearing Replacement Projects. Given the many factors or criteria to consider, the Fuzzy Analytical Hierarchy Process (Fuzzy AHP) method is used for identification. The Fuzzy AHP method assists in evaluating various criteria and determining the relative weights of each factor to make informed decisions. To simplify the analysis, 4 criteria and 12 sub-criteria are used. Based on the analysis, the factor with the greatest impact on labor productivity is the work area (K2-1) with a weight of 0.1327, while the factor with the lowest weight is the accuracy of material delivery to the location (A2) with a weight of 0.0442. The tasks that relatively impact labor productivity include loading and unloading concrete bearings (A3) with a weight of 0.0029, replacing concrete bearings with a weight value of 0.0026, and the lowest impact tasks are dismantling gongsol and revising curves, with a weight value of 0.0022.

Abstract

Abstrak   Pada Proyek Pembangunan Gedung Kantor Pelayanan Pajak Pratama – Natar, ditemukan masalah seperti gambar yang tidak dapat dilaksanakan, perubahan rencana kerja, dan perubahan scope pekerjaan. Tujuan penelitian adalah menganalisa faktor utama yang mempengaruhi perubahan desain dalam durasi pelaksanaan. Metode yang digunakan dengan melakukan penyebaran kuesioner sebagai data utama dan wawancara sebagai data pendukung, yang kemudian dianalisis menggunakan Analytical Hierarchy Process (AHP). Hasil penelitian dari perubahan desain pada proyek konstruksi, yang disebabkan oleh ketidaksesuaian antara rencana dan kondisi lapangan, mungkin berdampak signifikan terhadap durasi proyek. Perubahan ini dipicu oleh penyesuaian kondisi lapangan dan permintaan dari pihak pemilik proyek, seperti penambahan pos jaga serta instalasi air conditioner di area yang tidak direncanakan sebelumnya. Kesenjangan ini menyebabkan keterlambatan proyek, yang seharusnya telah mencapai 97% pada minggu ke-39, namun realisasinya hanya 63%. Faktor-faktor seperti penyesuaian lapangan dan permintaan pemilik proyek, termasuk penambahan fasilitas tak terduga, berkontribusi dominan terhadap keterlambatan dan peningkatan biaya kemudian dari 13 faktor yang dianalisis, faktor dominan yang mempengaruhi perubahan desain yaitu kesalahan estimasi biaya (prioritas 0,098%), ketidaktersediaan standar material (prioritas 0,085%), dan penundaan pekerjaan (prioritas 0,084%). Kesimpulan adalah bahwa perubahan desain dalam proyek konstruksi paling dominan dipengaruhi oleh faktor Kesalahan Estimasi Biaya dan Ketidaksesuaian Desain dengan Kondisi Lapangan, berdasarkan bobot prioritas tertinggi hasil metode Analytical Hierarchy Process (AHP). Kedua faktor ini berasal dari aspek perencanaan, yang terbukti lebih berpengaruh terhadap durasi proyek dibandingkan faktor pelaksanaan.   Kata kunci: manajemen perubahan, durasi pelaksanaan, AHP, faktor perencanaan, faktor konstruksi.   Abstract   The construction of the Pratama Tax Office Building in Natar encountered several issues, including unimplementable drawings, changes in work plans, and alterations in the project scope. This study aims to analyze the dominant factors influencing design changes that affect project duration. The research employed a questionnaire as the primary data collection method and interviews as supporting data, analyzed using the Analytical Hierarchy Process (AHP). The results indicate that design changes, triggered by discrepancies between the planning documents and actual site conditions, significantly impacted the project's timeline. These changes were largely driven by field adjustments and client requests, such as additional guard posts and unexpected air conditioning installations. The gap between plan and execution caused a delay, where the project was expected to reach 97% completion by week 39 but only achieved 63%. From the 13 factors analyzed, the most influential on design changes were cost estimation errors (priority 0.098%), unavailability of standard materials (0.085%), and work delays (0.084%). The study concludes that design changes in construction projects are predominantly influenced by planning-related factors, particularly cost estimation errors and inconsistencies between design and site conditions. These planning factors have a greater impact on project duration than those arising during execution.   Keywords: change management, project duration, AHP, planning factors, Construction factors.

Abstract

Abstrak   Ketidakefisienan distribusi hasil tambang batu basalt melalui jalur darat mendorong pembangunan Terminal Khusus PT. Optima Nusa Tujuh guna mengoptimalkan distribusi melalui jalur laut. Penelitian bertujuan untuk menentukan skenario investasi paling optimal berdasarkan kelayakan finansial dan kontribusinya terhadap efisiensi distribusi. Metode yang digunakan adalah pendekatan deskriptif dengan teknik kualitatif dan kuantitatif. Analisis kualitatif digunakan untuk mengevaluasi aspek non-finansial, sedangkan analisis kuantitatif menilai kelayakan finansial berdasarkan parameter NPV, IRR, PI, BCR, BEP, dan PBP. Hasil evaluasi terhadap kelima skenario investasi menunjukkan bahwa seluruh skenario layak dilaksanakan dengan nilai NPV positif. Namun, hanya skenario moderat hingga optimis yang memenuhi seluruh kriteria kelayakan. Skenario 5 (optimis 20%) memberikan hasil paling optimal, dengan NPV sebesar Rp65.396.124.689,67, IRR sebesar 34,21%, dan periode pengembalian investasi tercepat selama 3 tahun 2 bulan 4 hari. Kesimpulannya, pendistribusian hasil tambang melalui terminal khusus jalur laut dinilai layak dan memberikan dampak positif secara finansial karena memberikan keuntungan jangka panjang dan efisiensi distribusi terbaik.   Kata kunci: studi kelayakan, terminal khusus, distribusi  basalt, NPV, IRR   Abstract   The inefficiency of basalt distribution via land transportation has prompted the development of a dedicated terminal by PT. Optima Nusa Tujuh to enhance maritime distribution. This study aims to determine the most optimal investment scenario based on financial feasibility and its impact on distribution efficiency. A descriptive method is employed, incorporating both qualitative and quantitative approaches. Qualitative analysis explores non-financial factors influencing project viability, while quantitative analysis evaluates financial feasibility using NPV, IRR, PI, BCR, BEP, and PBP. Analysis of five investment scenarios reveals that all are financially feasible with positive NPV values; however, only moderate to optimistic scenarios fulfill all feasibility criteria. Scenario 5 (20% optimistic) emerges as the most optimal, yielding the highest NPV of IDR 65,396,124,689.67, IRR of 34,21%, and the shortest payback period of 3 years, 2 months, and 4 days. In conclusion, maritime distribution via dedicated terminal is feasible and financially advantageous, ensuring long-term gains and efficient logistics.   Keywords: feasibility study, dedicated terminal, basalt distribution, NPV, IRR

Abstract

the increasing number of passengers and the planned development of urban transportation infrastructure. However, the selection of station locations is a crucial aspect that requires careful consideration. This study aimed to identify the key criteria for determining passenger rail station locations in the city. The Delphi method and Analytic Hierarchy Process (AHP) were used to obtain structured expert assessments and to measure the priority of location criteria. The results indicated that accessibility was the criterion with the highest weight (0.480), followed by central activity areas (0.204), land use (0.167), and demand (0.148). Furthermore, the most influential sub-criteria were road networks (0.228), public transportation networks (0.156), and proximity to commercial and service centers (0.097). These results suggest that accessibility and proximity to central activity areas should be the primary considerations to improve mobility, reduce regional disparities, and support sustainable economic growth.

Abstract

The increase in the volume of passengers and goods in rail transportation in Indonesia has an impact on the condition of railway infrastructure, especially railway infrastructure. The main focus of this condition is the risk of rail damage, especially broken rails. So a holistic assessment approach is needed to identify the root causes and formulate appropriate treatment and improvement strategies. The aim of the research is to identify the factors causing the rail to break and analyze the causes. This research uses a risk level value analysis method by multiplying the results of probability and impact, thus producing a risk value. Risk variables such as extreme rain events, expansion in the alignment area, and mud pumping are high level risks. This is followed by medium, low and very low risks, according to the classification of each risk variable analyzed. Therefore, the priority scale for handling broken rail repairs is grouped based on the risk level value starting from the highest risk to the lowest risk. The conclusion is that risk variables such as extreme rain produce a risk value of IDR 296,881,200 with a probability value of 0.99% and an impact of IDR 29,988,000,000, expansion in the straight area produces a risk value of IDR 376,992,000 with a probability value of 1.10% and impact IDR 34,272,000,000, and mud pumping produces a risk value of IDR 394,128,000 with a probability value of 1.15% and impact IDR 34,272,000,000, these three risk variables are classified as high risk.

Abstract

Provinsi Lampung beribukota di Bandar Lampung. Ibukota ini mengalami pertumbuhan pesat dan menjadi magnet bagi masyarakat kota dan kabupaten sekitarnya. Oleh karena itu, diperlukan transportasi umum dengan kualitas pelayanan yang efektif dan efisien untuk memudahkan mobilitas masyarakat antar kota/kabupaten di Provinsi Lampung. Pelayanan transportasi umum yang berkualitas merupakan kunci untuk menarik masyarakat beralih dari kendaraan pribadi ke transportasi umum. Penelitian ini bertujuan untuk menganalisis pelayanan AKDP berdasarkan ketersediaan fasilitas, kepuasan pengguna dan prioritas kinerja pelayanan. Penelitian ini dilakukan pada rute AKDP Terminal Rajabasa - Terminal Pringsewu. Pengumpulan data menggunakan survey lapangan dan penyebaran kuesioner kepada 50 pengguna jasa dan 6 pakar. Penelitian ini menggunakan pendekatan Customer Satisfaction Index dan Fuzzy Analytic Hierarchy Process. Hasil yang diperoleh pada penelitian adalah tingkat ketersediaan fasilitas bus AKDP (62%), tingkat ketersediaan fasilitas Terminal Rajabasa (54,28%) dan tingkat ketersediaan fasilitas Terminal Pringsewu (40%). Analisis CSI menunjukkan 78,13% pengguna AKDP merasa puas terhadap pelayanan AKDP. Selanjutnya, analisis Fuzzy AHP mengidentifikasi faktor-faktor utama meliputi keselamatan, keamanan, pelayanan yang sigap dan tepat, kemudahan kendaraan untuk dijangkau serta kebersihan dan kerapihan menjadi faktor yang paling berpengaruh dalam prioritas kinerja pelayanan AKDP. Kinerja pelayanan menjadi faktor terpenting dalam meningkatkan penggunaan AKDP dan dapat ditingkatkan dengan peningkatan fasilitas keselamatan dan keamanan di terminal dan bus.
