Abstract

Trans Sumatera Highway is the first highway construction in the Province of Lampung. There are several risks that might happen at the construction of Trans Sumatera Highway. According to Project Management Institute, the risks that occur at the project could be controlled by managing these risk. These management processes have a purpose to find out the impact from these risk against cost, time and quality. The purpose of this research is to identify and analyze the scale of the risk that could happen by utilizing both qualitative and quantitative methods. Qualitatively, the risk were analyzed by using fishbone diagram method. A set of questionnaire, subsequently, were developed from this fishbone diagram. The questionnaire were asked to a selected respondents that comprice of key persons in the project. The result from the questionnaire were then analyzed further by using a qualitative method which was Monte Carlo through Decision Tools Suite: @RISK for Project. In brief, the data has been through a set of analysis such as Probability Risk Test, Impact Risk Test, Risk Factor Test, and Monte Carlo. Trans Sumatra Bakauheni-Terbanggi Besar Highway project section 2 Sidomulyo – Kotabaru (Sta. 39+400 – Sta. 80+000) has land acquisition as the highest risk. These risks also tested against Best Case Scenario, Most Likely Scenario and Worst Case Scenario. Abstract

LRT is a mass transportation mode for light rail that is expected to make the transfer of personal use to mass transportation users to reduce traffic congestion specifically in the city of Palembang. Services and facilities will be one of the supporters in the use of mass transportation. This study aims to analyze the characteristics of LRT users and the level of satisfaction of LRT passengers and to group parameters into 4  quadrants. The sampling technique used by researchers is accidental sampling. Data processing and analysis with Validity Test, Reliability Test, Satisfaction, IPA. The results showed an analysis of the level of satisfaction of the passengers were quite satisfied, with an average level of satisfaction and importance based on Service Quality on physical factors: 4,287 and 4,743, reliability factors: 4,096 and 4,678, responsiveness factors: 4,18 and 4,60, Guarantee factors and empathy factors: 4,400 and 4,860. Priority grouping into 4 quadrants, quadrant I Security officer, quadrant II cleanliness, comfort of seating in the LRT, ease of ups and downs of LRT for persons with disabilities and the availability of facilities for the disabled and facilities for breastfeeding mothers, Quadrant Analysis III LRT waiting time, availability of relevant information with the Arrival and Departure Schedule, how the speed of employees in responding complaints LRT customer problems and how the hospitality and courtesy of officers in serving LRT customers, Quadrant IV how easy access to the LRT station, how accurate the LRT schedule is and how the LRT rates are charged. Keywords: Mode of Transportation, LRT, Services, Palembang.

Abstract

Pangeran Antasari Street plays an important role in serving and passing large number of traf - fics. The traffics, coupled with roadside barriers, cause delays in travel time. The purpose of this study is to analyze the performance of roads that is the level of service as well as the increase in travel costs due to delays. The assessment of the performance of the road section was carried out based on free flow traffics, which is the condition of the traffic flow without experi - encing delays and roadside obstacles. Performance values were obtained through a linear approach between the volume and speed of the vehicle using the Greenshield Model. Calculation of Vehicle Operating Costs (Biaya Operasional Kendaraan or BOK) of light vehicles and heavy vehicles were using a model developed by the Indonesian Research Affiliation Institute of the Bandung Institute of Technology (Lembaga Afiliasi Penelitian Indonesia Institut Teknologi Bandung or LAPI - ITB). Whereas the motorcycle BOK were useing the Road Traffic Services (Di - nas Lalu Lintas Angkutan Jalan or DLLAJ) method. The value of travel time was calculated based on the approach using the data of the City of Bandar Lampung's per capita income di - vided by the average number of working hours per year. The results showed that the service level of the Pangeran Antasari road segment was V / C > 0.8. This means that the road has a service level of D, which is near congested. The cost of congestion caused by traffic delays for the direction of Pangeran Antasari - Gajah Mada is Rp. 625.863.840/year, while for the direc - tion of Gajah Mada - Antasari is Rp. 845.009.609/year.

Abstract

In an effort to meet the needs of drinking water for the community, the city government of Bandar Lampung pioneered the development of a Drinking Water Supply System (SPAM), the authors reviewed the analysis of investment in the construction of the Bandar Lampung City SPAM project. The purpose of this study was to determine the feasibility of a SPAM development project assessed from financial parameters. In this study, the feasibility of the economic aspect was carried out by reviewing the following assessment parameters, namely Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR) and Payback Period (PP). The data used are detailed data on SPAM cost budget, SPAM working drawings and water consumption levels, as well as data from BI in the form of interest rates and inflation rates. From the analysis, it can be concluded that the inflation rate in Indonesia is based on a projection for 25 years, namely between 4% -10% per year, the BI rate based on projections in 2018-2057 ranges from 6% -12% per year, the total investment in SPAM development is Rp. .750,000,000,000.00, from the existing scenario it is concluded that the Bandar Lampung SPAM development project is not financially feasible. However, SPAM development is economically feasible because it increases water availability and the coverage of existing services and also expands regional development in the city of Bandar Lampung.Keywords: analiysis, SPAM, scenario

Abstract

Keterlambatan waktu proyek merupakan suatu peristiwa yang terjadi pada setiap proyek. Keterlambatan pada proyek dapat berakibat pada berkurangnya  keuntungan yang telah ditargetkan oleh kontraktor. Keterlambatan waktu juga dapat disebabkan oleh buruknya manajemen proyek dan juga kesalahan-kesalahan yang disebabkan oleh sumber daya manusia didalamnya. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor-faktor yang menyebabkan keterlambatan waktu pada proyek pembangunan Jalan Tol Trans Sumatera Bakauheni-Terbanggi Besar (Paket II Sidomulyo-Kotabaru Sta. 39+400 - Sta. 80+000) dan (Paket III Kotabaru-Metro Sta. 80+000 – Sta. 109+000), serta menganalisis peringkat (rangking) faktor-faktor yang mempengaruhi keterlambatan waktu pada proyek tersebut. Penelitian ini dilakukan dengan menggunakan kuesioner sebagai alat pengumpul data.Metode analisis data yang diguanakan pada penelitian ini adalah Statistik Frekuensi, Uji Validitas, Uji Reliabilitas. Dari 30 responden yang turut berpatisipasi, dapat disimpulkan bahwa faktor pembebasan lahan merupakan faktor yang paling dominan dari semua faktor-faktor penyebab keterlambatan waktu pada proyek Jalan Tol Trans Sumatera Bakauheni-Terbanggi Besar.Kata Kunci: Keterlambatan Waktu, Manajemen Proyek, Manajemen Resiko

Abstract

Proyek pembangunan jalan tol tidak pernah lepas dari berbagai masalah baik teknis maupunmasalah non teknis. Masalah ini disebabkan berbagai macam faktor yang dianggap sebagai risikoproyek konstruksi. Risiko-risiko tersebut akan sangat mempengaruhi kinerja proyek danmengakibatkan kerugian baik dalam hal biaya, mutu, dan waktu, yang menentukan keberhasilansebuah proyek. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengidentifikasi danmenganalisis risiko yang mungkin terjadi pada studi kasus proyek secara kualitatif yangdikuantitatifkan menggunakan metode Soft System Methodology (SSM) pada studi kasus ProyekPembangunan Jalan Tol Trans Sumatera Bakauheni-Terbanggi Besar seksi II Sidomulyo –Kotabaru (Sta. 39+400 – Sta. 80+000). Penelitian ini dilakukan dengan menggunakan teknikpurpose sampling untuk mengumpulkan data dari enam responden. Metode analisis data yangdigunakan pada penelitian ini adalah Uji Risiko Probabilitas, Uji Risiko Konsekuensi, dan SoftSystem Methodology (SSM). Dapat disimpulkan bahwa risiko kendala pada pembebasan lahanmerupakan risiko yang paling ekstrim yang menghambat kelancaran pada proyek Jalan Tol TransSumatera Bakauheni-Terbanggi Besar.

Abstract

The Way Sekampung Dam construction project is one of the major projects in the province of Lampung. There are several risk involved in the construction of the project. According to Project Management Body of Knowledge (PMBOK), the risks contain in a project can be controlled through risk management. The purpose of this research is to identify and analyze the highest risks in the Way Sekampung Dam package 2 construction project. The data was gathered through a questionnaire that was developed based on previous similar studies. The respondents was recruited based on a purposive sampling method. Based on Failure Mode and Effect Analysis (FMEA) method, it can be concluded three highest occupational risk, namely concrete work in diversion building, tunnel excavation and dewatering work. Subsequently, a fishbone analysis was carried out to determine the basic risk factors. After that a Domino method was utilized to find out the response and efforts to handle those risk.

Abstract

Rumah Sakit merupakan tempat layanan publik yang perlu diperhatikan asetnya, terutama pada bangunannya. Agar aset memberikan tingkat pelayananan yang baik maka dari itu perlunya mengetahui prioritas perawatan aset Rumah Sakit. Tujuan dari penelitian ini untuk penentuan prioritas perawatan bangunan gedung RSPTN Universitas Lampung agar efektif dan efisien.Penelitian ini menggunakan Analytical Hierarchy Process (AHP) sebagai metodenya. Metode ini digunakan untuk menganalisis 9 faktor terkait kinerja kerja aset yang didapat dari lokasi studi kasus yang telah melalui proses perhitungan sebelumnya. Faktor-faktor tersebut dibagi ke dalam tiga kriteria kinerja aset, yakni Kinerja Operasional, Kondisi, Tingkat Kepentingan.Hasil dari penelitian ini didapat dua hal yang berkaitan dalam aset fisik bangunan yaitu dari dampak yang ditimbulkan dan dari perawatan yang paling sering. Urutan proiritas dampaknya dari yang tertinggi sampai terendah adalah Kerusakan Struktur, Resiko, Jumlah Pengguna, Kerusakan Atap, Kerusakan Lantai, Tipe Perawatan, Kerusakan Dinding, Fungsi dan Nilai. Urutan proiritas perawarannya dari yang tertinggi sampai terendah Kerusakan Lantai, Tipe Perawatan,  Kerusakan Atap, Fungsi, Nilai, Jumlah Pengguna, Resiko, Kerusakan Dinding dan Kerusakan Struktur.

Abstract

Investor yang berinvestasi dalam suatu proyek pasti berharap agar mendapat keuntungan dari investasinya.  Oleh karena itu, sebelum memulai suatu investasi, hendaknya dilakukan suatu studi kelayakan untuk menilai apakah investasi yang akan ditanamkan layak atau tidak. Dalam penelitian ini, kelayakan investasi hotel hanya ditinjau berdasarkan aspek ekonomi teknik.  Parameter yang digunakan untuk meninjau investasi yaitu menggunakan metode Net Present Value (NPV), Benefit to Cost Ratio (BCR), Internal Rate of Return (IRR), Payback Period (PP) dan Break Even Point (BEP). Analisis kelayakan proyek ini dibuat dalam 8 (delapan) buah skenario. Setiap skenario memiliki variasi pada tingkat inflasi, faktor kekosongan kamar dan sumber dana.  Hasil analisis kelayakan investasi yang paling menguntungkan adalah skenario pertama, yang mengasumsikan sumber dana investasi berasal dari modal sendiri dengan faktor kekosongan kamar sebesar 25%, tingkat inflasi 10%, tingkat suku bunga 7,5% per tahun dan rate of return sebesar 10%.  Sementara itu, skenario lainnya menunjukkan bahwa setiap skenario tersebut tidak dapat memenuhi satu parameter atau lebih.  Kata kunci : Studi kelayakan, Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR), Payback Period (PP), Break Even Point (BEP).

Abstract

Sistem manajemen mutu merupakan uraian proses kerja yang harus dilaksanakan secara berurutan, konsisten, dan sesuai dengan prosedur serta tata kerja yang berlaku, untuk menerapkannya dibutuhkan standar pengendalian dan penjaminan mutu secara umum. Standar sistem manajemen mutu secara umum adalah ISO 9001 yang diakui internasional dan bersifat global untuk berbagai bidang usaha. Tujuan penelitian ini adalah untuk mengidentifikasi tingkat implementasi sistem manajemen mutu ISO 9001:2015 PT. Nindya Karya (Persero) pada proyek Constructing of Nine (9) New Buildings and Supporting Infrastructures of UIN Raden Fatah Palembang dan menyelidiki kendala-kendala yang terjadi dalam penerapan sistem manjemen mutu. Data sekunder yang digunakan adalah berupa dokumen kualitas yang terdiri dari beberapa level dokumen, sedangkan data primernya berupa kuesioner. Pertanyaan kuesioner mengacu kepada 7 klausul ISO 9001:2015, yaitu konteks organisasi, kepemimpinan, perencanaan, pendukung, operasi, evaluasi kinerja, dan peningkatan. Hasil penelitian menyimpulkan bahwa PT Nindya Karya (Persero) layak untuk mendapat sertifikat ISO 9001:2015 dengan tingkat implementasi sebesar 75,18%. Kendala yang dialami dalam pelaksanaan proyek terdapat pada klausul kepemimpinan, perencanaan, dan peningkatan.
