Abstract

This study aims to describe the administration of personnel administration through the Employee History Application System (SARIP) at the Regional Personnel and Human Resources Development Agency of Tomohon City. This study uses qualitative research methods and uses data collection techniques: Observation, Interview, and Documentation. The primary data source for this research is the Tomohon City Government, in this case, the Civil Servant at the Tomohon City Regional Personnel and Human Resources Development Agency, and the secondary data sources are supporting documents, archives, and literature. The results of the study show that: Management of Personnel Administration through SARIP has not been carried out optimally, although the SARIP component is adequate, SARIP managers or users have not maximized their role through inputting data and personnel documents so that the number of employees whose data is inputted in SARIP has only reached approximately 38% of the total number of all Civil Servants in the Tomohon City Government. The results of the study concluded: (1) SARIP as a digital archiving forum is sufficient in terms of software components, hardware, and also networks but still needs to be improved on Human Resources as users. All components must work together so that Document Archiving through SARIP can be carried out; (2) The management of the promotion administration is quite helped by the existence of SARIP, but there are still frequent technical errors in data input and document uploads which become obstacles in the promotion process.

Abstract

This research aims to describe the implementation and the aspects that hinder the No Smoking Area Policy at the Tomohon’s DPRD Secretariat Office. This research uses descriptive qualitative method. The data in this study were obtained from interviews and documentation. The informants in this study were the Head of the Trial and Legislation Section, the Head of the Trial, Minutes and Publications Sub-Section, the Head of the Equipment and Household Sub-Division, as well as the staff of the Tomohon’s DPRD Secretariat Office. The results of the study show that the implementation of the No Smoking Area policy at the Tomohon’s DPRD Secretariat Office has not been fully implemented properly. The socialization has been carried out since the implementation of the No Smoking Area policy. The readiness for implementation has not fully demonstrated an attitude that supports the No Smoking Area policy at the Tomohon City DPRD Secretariat Office. There are still employees who do smoking activities not in the space provided. The office head has not implemented strict sanctions related to the Non-Smoking Area.

Abstract

This research aims to analyze the implementation of career development of state civil servants at Tomohon's Personnel and Human Resources Development Agency. The focus of this research includes two indicators of competency education qualifications. This research uses qualitative research methods and data collection techniques: Observation, Interview, and Documentation. Primary data of this research are Civil Servants at Tomohon's Personnel and Human Resources Development Agency, and secondary data are documents, archives, and related literature. The results showed that the Civil Service and Human Resources Development Agency of Central Tomohon is generally are preparing for the career development implementation. It can be seen from the performance not going well since there are no regional regulations that technically regulate career development, educational qualifications in structural positions in the placement of educational background are not under the field, or cognate and competency standards in the class have no technical competence. The advice given is career development in Tomohon's Personnel and Human Resources Development Agency. Thus, evaluating employees' placement based on educational background qualifications and field is needed. Regional regulations competency standards in career development are immediately made to map competency standards for employees at Tomohon's Personnel and Human Resources Development Agency.

Abstract

Tomohon is one of the tourist city destinations in North Sulawesi Province has a high potential to be developed. Restaurant Tax is a tax whose existence is essential as a source of Original Local Government Revenue (PAD). The restaurant tax revenue target consistently increases every year, and the realization of restaurant tax revenue has not fully met the set target. The difference between the realization of restaurant tax revenues and the target of restaurant tax revenues indicates that the potential has not been optimally explored. This study aimed to analyze the implementation and potential contribution of the Restaurant Tax in Tomohon. The data used in this study are primary data and secondary data. The analytical method used in this research is a descriptive qualitative method and implementation analysis. The analysis results show that the potential value of Restaurant Tax is substantial compared to the realization of Restaurant Tax receipts. This difference shows that the actual potential is also immense. However, the local government has not explored it optimally. The implementation of the Restaurant Tax shows that the collection and management of the Restaurant Tax in Tomohon have not gone well. The analysis results show that the restaurant tax potential affects Tomohon's PAD.
