Abstract

This study aims to provide an overview of community participation in the implementation of the Climate Village Program (PROKLIM) in Bulota Village, Telaga Jaya District, Gorontalo Regency. Data analysis uses qualitative analysis of the Miles & Huberman model. The results of the study indicate that Government Socialization has not been carried out by the relevant Agency and Village regarding the program. Viewed from the Supervision aspect, the relevant Agency has not supervised the program. And Viewed from the Community Involvement aspect, it is still lacking. The things that are suggested are the need for the relevant Agency to conduct socialization so that the community is involved and understands what the climate village program (PROKLIM) is. The need for supervision by the relevant Agency is carried out continuously, so that the implementation of the program is more effective in its utilization. And the need for the community to be fully involved so that they can participate both through energy, thoughts and funds for the implementation of the Climate Village Program (PROKLIM) to run well.

Abstract

Stunting merupakan masalah gizi kronis yang menghambat pertumbuhan dan perkembangan anak secara optimal. Di Kecamatan Limboto Barat, Kabupaten Gorontalo, angka stunting masih tinggi meskipun telah diterapkan program nasional pengendalian stunting melalui aksi konvergensi lintas sektor. Upaya ini melibatkan berbagai aktor seperti Puskesmas, pemerintah desa, TP-PKK, kader posyandu, dan masyarakat. Program ini menunjukkan hasil positif dengan penurunan kasus stunting pada anak usia 0–23 bulan dari 26 kasus di bulan Januari menjadi 12 kasus di bulan Juni. Keberhasilan ini didukung pendekatan kolaboratif berbasis data melalui rembuk stunting, P2K2, edukasi gizi, pemanfaatan lahan pekarangan, serta intervensi ekonomi desa. Sekretariat Kecamatan berperan aktif sebagai koordinator wilayah yang menjaga sinergi antar OPD. Di tingkat desa, kepala desa memanfaatkan dana desa secara tepat sasaran, dibantu TP-PKK dan kader posyandu, yang berperan penting dalam pencegahan stunting. Pendekatan proses yang sistematis dan integratif mencakup identifikasi masalah, pelaksanaan intervensi, hingga evaluasi. Sasaran intervensi juga mempertimbangkan faktor keluarga seperti kesadaran ibu, keterlibatan ayah, dan kondisi sosial ekonomi. Faktor pendukung keberhasilan program meliputi komunikasi lintas sektor yang kuat, semangat kerja pelaksana, dan partisipasi aktif masyarakat. Meski demikian, hambatan masih ada, seperti birokrasi yang lamban dan prosedur pencairan dana yang rumit, yang menghambat efektivitas program secara maksimal.

Abstract

The purpose of this research is to find out and analyze the implementation of the Farmer Card Program in increasing the empowerment of the Farmer Group Community in Gorontalo Regency. And Analyze what factors hinder the implementation of the Farmer Card Program to the Farmer Group Community in Gorontalo Regency. This research uses descriptive research with a qualitative approach, the data consists of primary data obtained through open and in-depth interviews with informants and secondary data comes from various sources including journals, theses, books, and previous research. The results of this study indicate that: a) The implementation of the farmer card program at the Gorontalo Regency Agriculture Office has not yet distributed all farmer cards to the Farmer Group Community. b) The community has not utilized the farmer card and still uses manual redemption of fertilizers at official retail kiosks. c) There are still many farming communities that have not been recorded in e-Alokasi. Furthermore, 5 things that become inhibiting factors for the Implementation of the Farmer Card Program, namely: a) Transfer of Services from Bank BNI to Bank BRI. b) Limited Human Resources at the Agricultural Extension Office (BPP) in each District. c) Changes in regulations from the Central Government and regulations from Pupuk Indonesia from the Electronic Group Needs Definitive Plan (e-RDKK) then transferred to Electronic Allocation (e-Allocation). d) Lack of Knowledge and understanding of the community in using the farmer card because it is related to technology. e) There is a new e-Pusluh Program from the government to monitor, evaluate, and organize agricultural extension workers.
