Abstract

This study aims to describe, analyze, and explain the implementation of drug abuse policies in the Narcotics Criminal Investigation Unit of the Tomohon Police Resort Jurisdiction based on Law Number 35 of 2009 concerning Narcotics. The focus of the study covers three main indicators: (a) the adequacy and qualifications of Narcotics Unit personnel, (b) the adequacy and efficiency of operational budget allocation, and (c) the coverage and effectiveness of community-based prevention programs. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Research informants consist of the Head of the Narcotics Unit, members of the Narcotics Unit, and community leaders of Tomohon City. Data analysis uses the interactive model of Miles and Huberman, with data validity checks through source and technique triangulation. The research findings indicate that the implementation of narcotics policy at the Tomohon Police Department still faces various challenges. First, from a personnel perspective, there is a gap between ideal and actual needs, with only about 69 percent of personnel being met. Furthermore, there is uneven distribution of specialized training certification due to limited Education and Training (Dikbang) and Latnis (National Training and Development) quotas. Second, from a budget perspective, the allocation for outreach programs is only about 10-15 percent, without any real-world needs analysis support. There is no efficiency measurement mechanism, and there is still a reliance on the National Narcotics Agency (BNNP) for in-depth forensic analysis. Third, from a prevention program perspective, coverage remains limited, with the Drug-Free Village program limited to only one sub-district. Outreach methods are dominated by one-way, less interactive lectures, and there is no systematic rehabilitation referral mechanism. This study recommends additional personnel, expansion of prevention programs, development of digital-based outreach methods, and an increase in the budget allocated for preventive activities.

Abstract

This study aims to analyze the implementation of the e-Monev policy for the Regional Device Work Plan at the Kotamobagu City Investment and One-Stop Integrated Services Office and identify its determinants. The study employed a qualitative approach, with data collection techniques including interviews, observation, and documentation. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The research results indicate that the implementation of e-Monev has not been optimal. Despite being supported by regulations and technical guidelines, obstacles remain, such as data input errors, delays in input and reporting, and inconsistencies in supporting data. Determining factors affecting implementation include limited human resources, lack of commitment from implementers, and inadequate infrastructure. In conclusion, the success of e-Monev implementation is heavily influenced by communication, resources, the disposition of implementers, and bureaucratic structure. Therefore, increasing human resource capacity, strengthening commitment, and optimizing systems and infrastructure are necessary to support effective monitoring and evaluation of regional development.

Abstract

This study aims to analyze the implementation of Digital Population Identity (IKD) at the Department of Population and Civil Registration of East Bolaang Mongondow Regency. This research employs a qualitative method with a descriptive approach. Data collection techniques were conducted through interviews, observations, and documentation. The analysis uses Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the IKD program at the Department of Population and Civil Registration of East Bolaang Mongondow Regency has been running fairly well. However, several obstacles remain, such as low levels of digital literacy among the community, limited technological devices, insufficient socialization program to the public, and internet network constraints. Therefore, it is necessary to enhance program socialization, strengthen technological infrastructure support, and improve community digital literacy so that the implementation of the IKD program can run more optimally in improving the quality of population administration services in East Bolaang Mongondow Regency.

Abstract

This study aims to analyze the implementation of public services for the shipping of the State Ship (KN) Miangas in supporting the maintenance of Navigational Aids (SBNP) in the Bitung Class I Type A Navigation District , and to identify the supporting and inhibiting factors for the effectiveness of the shipping as an instrument of public navigational services. This study uses a qualitative approach with a descriptive research type. The research location was conducted in the Bitung Class I Type A Navigation District . Research informants were determined by purposive sampling , including the Head of the Navigation Section, the Captain of the KN Miangas, and the SBNP Maintenance Technical Officer. Data collection techniques were carried out through in-depth interviews, observation, and documentation. Data analysis used the interactive model of Miles and Huberman (data reduction, data presentation, conclusion drawing). Data validity was tested by triangulation of sources, techniques, and time. The results of the study indicate that the shipping of the KN Miangas is quite effective in supporting the maintenance of SBNP, but not yet fully optimal.

Abstract

This study analyzes the role of the 112 Service of the Manado City Communication and Informatics Office in handling social conflicts based on public reports and identifies factors that influence its effectiveness. This study uses a qualitative approach with the interactive analysis method of Miles, Huberman, and Saldana (2019). Data were obtained through in-depth interviews with key informants from the Manado City Communication and Informatics Office, related agencies, and the community, supported by field observations and documentation studies. The results indicate that the 112 Service has played a strategic role as a mechanism for receiving reports, inter-agency coordination, and early control of social conflicts. However, this role is still reactive and facilitative, not fully proactive and executive. The early warning system still relies on direct reports from the public, and inter-agency coordination is still carried out manually. The effectiveness of the service is influenced by five main factors: institutional aspects, human resources, work systems and procedures, information technology support, and inter-agency coordination. These five factors together form a gap between the ideal concept of modern public services and their actual implementation in the field.

Abstract

This study examines employee performance at the Regional Women's Empowerment and Child Protection Service (DP3AD) of North Sulawesi Province in handling domestic violence (KDRT) cases. Fluctuating case resolution rates and unmet annual targets serve as the primary background of this research. The study aims to analyze performance across three dimensions, productivity, service quality, and responsibility, while identifying contributing factors. A descriptive qualitative method was employed through in-depth interviews, field observations, and documentation studies. Findings reveal that all three dimensions remain suboptimal: productivity is constrained by excessive workloads and limited human resources; service quality is hampered by delayed case handling, weak inter-unit coordination, and inconsistent SOP implementation; and employee responsibility requires strengthening through improved discipline and regulatory compliance. Competence, work motivation, managerial oversight, and organizational synergy were found to significantly influence overall performance. The study recommends periodic capacity-building programs, strengthened internal oversight mechanisms, and optimized cross-sector coordination to sustainably improve public service quality

Abstract

The transformation of public services toward digital-based systems will not yield optimal benefits unless accompanied by community readiness to operate and meaningfully use such services. This study aims to describe community digital literacy in utilizing digital-based public services at the Central Bureau of Statistics (BPS) of Tomohon City and to identify the factors that hinder its implementation. This research employed a qualitative method with a descriptive approach. Data were collected through observation, in-depth interviews, and documentation involving the Head of BPS Tomohon City, integrated statistical service officers, and service users, then analyzed through data reduction, data display, and conclusion drawing, with validity examined through source and method triangulation. The findings reveal that community digital literacy in utilizing digital-based public services at BPS Tomohon City remains suboptimal. Although the community is able to access digital services and obtain information online, difficulties remain in understanding service procedures, evaluating digital information, and independently utilizing available service features. The main inhibiting factors include limited technological skills, inadequate understanding of digital services, insufficient socialization, and differences in educational background and technological experience among service users. The study concludes that improving community digital literacy through continuous education, training, and socialization is an essential precondition for more effective, inclusive, and accessible digital-based public services

Abstract

This study aims to analyze the implementation and governance of the Free Nutritious Meal Program (MBG) as a public service policy in North Sulawesi Province. The MBG program is a strategic social policy aimed at improving students' nutritional well-being and strengthening local governments' role in providing basic public services. Given the region's diverse geographic and social characteristics, evaluating policy implementation is important for assessing the effectiveness of local government programs. This study uses a quantitative approach based on the Importance-Performance Analysis (IPA) method. Data were collected through a questionnaire completed by 420 respondents, including school principals, teachers, and program managers, across 15 districts/cities. The study's results indicate that all MBG Program indicators are highly important; however, performance gaps exist in distribution timeliness, menu variety, and suitability for local tastes. These findings confirm that the effectiveness of the MBG Program is greatly influenced by the quality of policy implementation and cross-sectoral governance at the regional level.
