Metode penelitian yang diagunakan adalah penelitian hukum empiris atau sosiolegal lokasi penelitian berada di wilayah Kota Sungai Penuh, spesifikasi penelitian yang penulis gunakan adalah metode yang bersifat deskriptif analisis. Dengan hasil bahwa pemerinntah Kota Sungai Penuh belum pernah menerapkan sanksi tersebut dikarenakan aparat pemerintah tidak memiliki ketegasan sehingga memilih cara persuasif.

Abstract

This community service initiative aimed to increase environmental awareness among residents of Pelayang Raya Village, Indonesia, through a socialization program focused on the establishment of a community-based waste bank. The activity involved 60 participants, including village officials, women’s groups, youth organizations, and traditional leaders. The program introduced key concepts of waste management based on the 3R principles—reduce, reuse, and recycle—while also outlining the operational mechanisms for forming and managing a waste bank. As a result, participants reached a consensus to formally establish a waste bank and agreed to follow up with student-assisted implementation through the MBKM KKN-T program. The project succeeded in fostering collaboration between community stakeholders, raising awareness, and laying a foundation for sustainable waste governance. However, the initiative was limited by its one-time implementation, uneven community participation, and the absence of a formal legal framework. Future programs should include ongoing training, regulatory support, and strategies for waste valorization to maximize the impact. Overall, the activity demonstrated the potential of participatory, community-driven environmental initiatives to build sustainable local systems and support rural circular economy models.

Abstract

This community service program aims to increase digital literacy and legal understanding of the Jujun Village community to prevent the misuse of online games into online gambling through socialization, educational lectures, and legal training. The problem of online gambling in Indonesia has increased drastically with transactions reaching IDR 327 trillion in 2023, an increase of 213% from the previous year. Jambi Province ranks highest in online gambling users nationally. The low level of digital literacy in Indonesian society, which has only reached 41.48%, is an important factor in vulnerability to online game misuse. The activity methods include interactive legal lectures, socialization on identifying online games with gambling potential, and education on legal consequences based on the ITE Law, Criminal Code, and related regulations. The program involved 50 participants (junior/senior high school students, parents, and village government) with a target of 85% increase in legal understanding. The results showed an increase in legal awareness, understanding of criminal sanctions for online gambling, and commitment to recommend the formation of anti-online gambling village policies. Program outputs include publication of accredited national journal articles, video documentation, and Intellectual Property Rights.

Abstract

Forest and land encroachment within Kerinci Seblat National Park continues to pose a significant threat to the sustainability of conservation functions, ecosystem integrity, and biodiversity. This issue underscores the importance of the administrative authority exercised by conservation area managers in protecting forest areas from various forms of disturbance. This study aims to analyze the administrative authority of Kerinci Seblat National Park management in the protection of conservation areas and to identify the obstacles affecting the effectiveness of its implementation. The research employs an empirical legal method using statutory and field approaches. Data were collected through interviews with national park management officials, law enforcement officers, and local communities residing around the conservation area, and subsequently analyzed qualitatively. The findings reveal that the authority of national park management is derived from the attribution and delegation of powers granted by the central government in the fields of forestry and natural resource conservation. In practice, such authority is primarily exercised through protection, supervision, prevention, and security functions, while criminal enforcement measures are carried out in coordination with competent law enforcement agencies. The effectiveness of this authority remains constrained by several factors, including limited human resources, the vast scope of the supervised area, difficult geographical conditions, low levels of legal awareness among local communities, and weak inter-agency coordination. The novelty of this study lies in the formulation of a model for strengthening the administrative authority of national park management through the integration of area supervision, cross-sectoral coordination, and community empowerment as instruments for sustainable conservation area protection. This model positions conservation area protection as an integral component of administrative accountability grounded in the principles of good governance.
