<![CDATA[Village Fund Allocation is a fund allocated by the Regency / City Government for the Village sourced from the central and regional financial balance funds received by the Regency / City. Village Fund Management is also not balanced by adequate resources so that the implementation of Human Resources from the apparatus is still not good in terms of skills, expertise and education so that the Village Government Apparatus find it difficult to manage the Village Fund, Low Village Fund Absorption by the Village Government, Village Government Officials who hold concurrent positions in the Village Government bureaucracy. The purpose of this research is to find out the process and factors that hamper the implementation of village fund allocation policies. The implementation of the village fund allocation policy in Pokan Baru Village, Hutabayu Raja District, Simalungun Regency is not good. The quality of human resources from the village head office staff who are still inferior in terms of education and mastering technology is still low so that the implementation of the village fund allocation is not optimal and the human resources of the new pokan village community which is still lacking causes the lack of manpower to carry out the development slow . Disposition of new pokan village head office employees to collaborate is still not good, causing implementation to be slow.]]>

<![CDATA[The purpose of archiving is to find archives easily and quickly if at any time it is needed again. This research was conducted at the Medan Plantation Education Institute office. The formulation of the problem in this study is how the file management system, and the obstacles in managing the records of the Medan Plantation Education Office. This research uses qualitative research that describes the records management system. Informants in this study were employees of the Medan Plantation Education Office. Based on the results of the study, the archive management system carried out at the Medan Plantation Education Office office covers how the implementation process starts from recording, storing, maintaining, structuring and transferring, to destroying the archive. The obstacles in managing archives are the absence of a special room for storing archives and also the absence of special staff to manage the archives. Efforts made in managing archives are to add facilities and infrastructure of archives to make it easier and orderly, making proposals to provide special staff to handle archives, as well as implementing an automation system in records management, namely electronic processing using computer facilities and other information technology. ]]>

<![CDATA[Village Owned Enterprises is a village business entity managed by the community and village government in an effort to strengthen the village economy formed based on the needs and potential of the village. With the existence of Act No. 6 of Article 87 paragraph 1 of 2014 explains, the Village can establish a Village Owned Enterprises. The community hopes BUMDes can drive the village economy. Economic assets in the village must be fully managed by the villagers through the BUMDes program. In this research using qualitative descriptive method, Researchers get some data from the results of observations and interviews conducted in Bangai Village. The existence of BUMDes is undeniable to bring economic and social change. BUMDes contribution mainly in the form of Village Original Income, where the net profit of BUMDes is allocated for village income. Based on the results of research related to the role of Village Owned Enterprises (BUMDes) empowering the community in Bangai Village, Torgamba District, Labuhan Batu Selatan District concluded that Bangai Jaya BUMDes has been instrumental in empowering the economy of the village community especially the poor, the role of BUMDes empower the community through the business that provides equipment agriculture where payment can be paid in stages.]]>

<![CDATA[Early childhood education is directed to facilitate the child's healthy growth and optimal development in accordance with the values, norms, and expectations of the community. The aim is to form quality children, ie children who grow and develop according to their level of development. This research is in the form of descriptive qualitative approach that is describing the data obtained from the field and explain it in words. This study aims to determine the role of Dewantara Kindergarten in improving the quality of early childhood education in Titi Kuning Village, Medan Johor District. Based on the data that has been collected can be seen from several factors, namely, norms, concepts, and individual behavior that has been used to see how the role performed by Dewantara Kindergarten. all factors went well, So with the role of kindergarten Dewantara, Titi Kuning Village, Medan Johor District, it can improve the quality of early childhood education.]]>

<![CDATA[Public services is a form of service provided by the bureaucracy or government to the public with the following problems : how does the implementation of Samsat Medan Selatan public service principles in increasing tax collection of motor vehicle tax, this research uses a descriptive qualitative method that uses data collection techniques, observation, interview, and documentation. Quite good but if seen from the realization of the tax revenue of two- wheeled motorbikes there was a decrease from 2016 to 2017 based on the results of the study it can be concluded that the Samsat southern field public service principle in increasing tax collection oftwo-wheeled motor vehicles is good enough, but what needs to be improved is how to motivate the public to want to participate in pay tax especially two-wheeled motor vehicles.]]>

<![CDATA[Program Indonesia Pintar (PIP) is a form of funding from the Ministry of Education and Culture to students aged 6-21 years with criteria for underprivileged students. The phenomenon in this study is that the target of students who get this assistance is not yet precise, and the use of funds is still said to be ineffective because the funds used are outside the objectives of this program. This study aims to determine how the implementation of the Smart Indonesia program at SMAN 4 Kisaran. This study uses a descriptive qualitative method that provides a clear description of the problems studied. Data collection techniques used are observation, interviews, and documentation. The results of this study show that the implementation of the regulation of the minister of education and culture number 10 of 2020 regarding the smart Indonesia program at SMAN 4 Kisaran is quite good in terms of indicators of communication, resources, and bureaucratic structure. Suggestions in this study are the need for firmness from the implementor and should pay attention to the accuracy of the proposals of underprivileged students.Keywords:]]>

<![CDATA[Sekolah merupakan lingkungan kedua anak mendapatkan pendidikan setelah lingkungan keluarga. Di sekolah siswa akan mendapat transfer ilmu dari gurunya. Guru memiliki peranan yang sangat strategis untuk mengarahkan perilaku siswa. Pemerintah yang paling berkompoten melakukan tugas tersebut, belum dapat berbuat banyak karena jarang dilakukan test minat dan bakat untuk meningkatkan potensi akademik siswa. Permasalahan mitra adalah tidak mengetahui cara dan metode test minat dan bakat siswa untuk meningkatkan potensi siswa sehingga butuh bantuan pihak lain. Berdasarkan hasil pengabdian bahwa, dari 20 (dua puluh) jumlah angket yang diberikan kepada siswa yang berisi sejumlah pertanyaan maka ke 20 (dua puluh) angket tersebut dikembalikan kepada tim pengabdi dan diisi oleh para siswa dengan jawaban yang variatif. Untuk mengukur tingkat minat bakat anak didik dari 20 orang murid digunakan teori majemuk yang dikemukakan oleh Howard Gardner. Menurut Howard Gardner, “terdapat 9 (Sembilan) kecerdasan anak atau yang dikenal dengan istilah kecerdasan majemuk.. Berdasarkan teori Howard Gardner, hasil test minat bakat yang dilakukan tim pengabdi kepada 20 orang siswa Sekolah Menengah Atas (SMA) Prayatna Kota Medan dapat dilihat tabel 2. <![CDATA[Percut Village is a popular tourist destination in Percut Sei Tuan District, drawing visitors from all over the country, particularly on Saturdays and Sundays. There is a culinary tour in this town that serves several varieties of fish meals that guests can choose according to their preferences. Visitors can enjoy the relaxing sea views until they approach the Malaysian border on their way to the gastronomic destination. Visitors will be transported to the gastronomic destination via free fishing boats provided by the café owner. There is also a Fish Auction Place (TPI) in this village, which attracts inhabitants who want to buy fresh fish at a low price compared to other localities. The other issue is that local folks' ability to communicate in order to entice tourists to return is still restricted. Residents' willingness to take advantage of the possibility to make things for sale is still low. Based on the dedication shown, the communication training provided to partners has proven to be very effective in promoting the various types of tourism available in Percut village, as well as the socializing provided to keep the environment clean. However, the Covid 19 epidemic, which is still rampant, has severely harmed partners' culinary businesses and fish auctions.Percut Village has tourism potential, particularly in the fields of marine tourism, beach tourism, and culinary tourism; socialization about tourism communication is very useful for opening culinary tourism visits in Percut Village; residents' understanding of environmental maintenance procedures and healthy homes is still low; and The development of Covid 19 and the imposition of Community Activity Restrictions (PPKM) had a significant impact on Percut Village's tourism appeal.]]>

<![CDATA[Refers to the goal of Regional Head / Vice Regional Head which is to obtain local leaders who really pay attention to the people’s aspirations so that the people feel their aspirations considered by the leaders they choose. To know the leader that will be chosen by the people, KPU do the crawl towards the candidates based on the determined steps. The problems of this research are whether the determintaion of North Sumatera Region Head / Vice Regional Head General Election’s voters register is appropriate with the fixed regulation, and whether North Sumatera KPU finds obstacles to determine the accurate voters register. Based on the experience of the implementation of North Sumatera Region Head / Vice Regional Head at the last period, the voters register (DPT) determintaion has been done according to PP No. 17 Year 2005 and PP no. 25 year 2007. For the next General Election, to avoid the double voters in the voters register the DP Tools system will be done, by using the detection at the computer, if it is found the double voters then automatically one of them will be deleted. North Sumatera people is a compound people which is not easily provoked by the negative issues, although some riot happens in some region in Indonesia for the implementation of the regional Head General Election, then vice versa in Noeth Sumatera, the election process at some TPS runs smoothly without any obstacle. Regional Head and Vice Regional Head General Election on 2008 was successfully won by Saymsul Arifin, SE and Ir. Gatot Pujo Nugroho.]]>

<![CDATA[For education achievement purpose both regionally and nationally are now developed at school-based management, the system is expected to foster the ability of schools to manage the continuity of teaching and learning process. to obtain the data in this research conducted interviews, observation and documentation study of objects of research. According to research, the implementation of school-based management in SLB - Medan YPAC stakeholders are involved, the council consists of teachers, school committee, the foundation is guided by the educational curriculum. In the determination of policies such as the determination of hours of study, days off or to take the kids study tour, conducted by the school committee meeting. If the stakeholders agree with the policy set has just been implemented. Similarly, the maintenance of cleanliness and neatness of children enter school and after school, always communicated with the school committee so that the patterneducate and nurture children do together. Conclusions in the research that is, the preparation of school-based management planning on SLB - YPAC Medan involving all stakeholders such as councils of teachers, administrators YPAC, school committees and agencies. Inhibiting factor in planning school-based management of most of the school committee is not familiar with school-based management.]]>
