Abstract

Non-Governmental Organizations (NGO), through their advocacy program, have succeeded in protecting the housemaids and their employers, both at provincial as well as national levels. Some regulations on this issue have been issued as results of their advocacy program include: SuratEdaranGubernur DIY Tahun 2003 (Governor of Yogyakarta’s Handbill 2003), Peraturan Gubernur DIY No. 48 Tahun 2010 (Governor of Yogyakarta’s Bylaw 2010), Peraturan Walikota Yogyakarta No. 31 Tahun 2011, (Mayor of Yogyakarta City’s Bylaw 2011), and Peraturan Menteri Ketenagakerjaan RI No.2 Tahun 2015 (Ministry of Labor’s Law No.2/2015). This paper discusses some difficulties in implementing those regulations, especially related to the debatable content, such as: the definition of Pembantu Rumah Tangga/PRT (Housemaids), whether they are considered as “helpers” or “labor”; deciding their working hours; having a written or oral contract; and involving the third parties in the relationship between housemaids and their employers. Some reasons are found in explaining those difficulties: in any situation, PRT (housemaids) are considered as an informal work; there is a strong notion of familial relationship, where emotional relation is preferred than formal relationship. One thing that should be noted related to the importance of legal protection for housemaids is the need of continuous advocacy in dealing with managing their relationships with others, especially employers and the third parties. Abstract

The COVID-19 pandemic caused severe disruptions to the economy through mobility restrictions and business closures, resulting in job losses and forcing workers and entrepreneurs to adapt. This study explores livelihood strategies in Sukajadi Village, West Java, where most residents are employed in non-farm sectors and a smaller proportion in farming. A mixed-method approach was applied, combining observations, in-depth interviews and household surveys. Data was collected between February and June 2022, with follow-up in February 2024. Findings reveal generational differences in livelihood choices: older residents remain engaged in horticultural farming, while younger generations prefer non-farm employment, particularly in the garment sector. During the “second wave” of the pandemic (May–July 2021), two types of garment industries (garment manufacturing and made-to-order clothing) faced challenges, but the made-to-order sector proved more resilient. This was due to more flexible order systems, fewer workers, higher sewing skills and lower dependence on centralized markets. Although farming persists as an option, limited agricultural resources and a lack of farming skills make non-farm sectors more favourable. Overall, these findings suggest that in the face of economic disruption, people's adaptation strategies tend to be directed towards non-agricultural work rather than agricultural work which requires greater skills and resources.

Abstract

Social remittances (ideas, system practice, and social capital flow from the receiving country to the home country) of Indonesian female migrant workers (BMP) in Hong Kong appeared better and more complete than other BMP in other countries like Malaysia, Saudi Arabia, or Singapore.  Based on that research, we are encouraged to do extensive research in order to identify factors  that push  BMP’s social remittances development  in Hong Kong, to identify kinds of social remmitances they receive  and to understand on how far their social remittances become a medium to empower them and their society.  This study is done in qualitative method that uses an in-depth interview technique and FGD.  Subjects of study are BMP, the government (Ministry of Manpower and Transmigration and BNP2TKI), NGOs, migrant workers’ organization and researchers of BMP. The study done in Cianjur (West Java), Wonosobo and Banyumas (Central Java) and Hong Kong indicates that during their migration process, female migrant workers not only have economical remittance that can be used for productive activities, but also social remittances.  The social remittances are in the form practical knowledge such as language skill and nursery; knowledge on health, financial management; ethical work; the mindset changing and networking. The study  indicate that female migrant workers are extraordinary women more than just an ex-helper.  Their migration has put them into a position as an agent of development in society.

Abstract

The development of the Wangsakerta youth community which has been carried out since 2016 has implications for the ability and innovation of the younger generation to take part in the non-formal sector which provides benefits for themselves and the surrounding community. Various self-development activities are carried out so that the younger generation is able to have self-confidence and be able to create various jobs independently. The purpose of this study was to analyze the influence of youth characteristics and youth participation on job creation according to social capital. This study uses a stakeholder analysis method using the penta helix. The results showed that academic stakeholders or IAIN Syekh Nurjati Cirebon played a role in organizing training activities to support the abilities and insights of the youth community at the Wangsakerta nature school. Business actor stakeholders play a role in establishing relationships such as non-governmental organizations through Ms. Farida Mahri, in this case the relationship creates partners for the development of Saung Wangsakerta to date. Communities or non-governmental organizations have a role in gaining relationships or networks for the development of the Saung Wangsakerta youth community. The government, through Karang Taruna, plays a role in helping in the development and construction of Saung Wangsakerta, such as participating in the construction of Saung or places of learning. The media plays a role as a publication in promotion. The village government is not involved as a controller, regulator and provider in the development of the Saung Wangsakerta youth community.

Abstract

Raja Ampat merupakan kawasan potensial ekowisata bahari di jantung segitiga terumbu karang dunia dan untuk mengembangkan potensi tersebut, pemerintah setempat menetapkan pembentukan kampung-kampung wisata di sejumlah lokasi. Dalam perkembangannya, kelembagaan pengelolaan kampung-kampung wisata ini tidak terlepas dari tantangan untuk mengakomodasikan berbagai kepentingan dan pengaruh para pemangku kepentingan. Penelitian ini bertujuan untuk: (i) mengkaji kepentingan dan pengaruh pemangku kepentingan yang ada, (ii) mengidentifikasi kendala kelembagaannya, dan (iii) merumuskan program strategis yang dibutuhkan untuk meningkatkan kinerja pengelolaan kampung-kampung wisata tersebut. Lokasi penelitian mencakup Kampung Arborek, Yenbuba dan Sawinggrai Distrik Meos Mansar Kabupaten Raja Ampat. Penelitian dilaksanakan pada bulan September hingga Oktober 2020, dengan dua pendekatan analisis yaitu Interpretative Structural Modeling (ISM) dan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pemerintah, Dewan Adat Suku Maya, dan Conservation International Indonesia berada pada posisi key player, dengan kepentingan dan pengaruh yang tinggi terhadap pengelolaan ekowisata bahari di kampungkampung wisata. Kelompok masyarakat dan swasta berada pada posisi subyek dengan kepentingan yang tinggi terhadap sumber daya alam tinggi, namun memiiki pengaruh yang rendah dalam pengambilan keputusan. Hasil penelitian juga menunjukkan adanya kendala kelembagaan dalam pengelolaan kampung wisata, yaitu konflik pemanfaatan ruang dalam sistem pengelolaan tarif Kartu Jasa Lingkungan (KJL). Penelitian ini merekomendasikan sebuah intervensi kebijakan berupa program strategis yang terdiri dari beberapa level dan diprioritaskan pada: (i) pengembangan pengelolaan kolaboratif antar stakeholders, (ii) pemberdayaan masyarakat, (iii) peningkatan efektivitas konservasi, dan (iv) pendistribusian akses yang adil kepada masyarakat. Title:  Strategic Programs for Overcoming Institutional Obstacles of Marine Ecotourism Management in Raja Ampat (Case Study: Tourism Villages in Meos Mansar District )Raja Ampat is a potential marine tourism area located in the coral triangle. In 2009, the Raja Ampat Regency Government designated several villages as tourism villages to encourage economic growth in the community in the tourism sector. The management of marine ecotourism in Raja Ampat Tourism Village is inseparable from several institutional obstacles. Every stakeholder involved in management has an interest and influence. This study aims to examine stakeholder mapping, institutional constraints, and strategic programs needed for marine ecotourism management in tourist villages. The research location is in Arborek Village, Yenbuba and Sawinggrai, Meos Mansar District, Raja Ampat Regency. The analysis technique used is Interpretative Structural Modeling (ISM) and qualitative descriptive analysis. The results showed that the government, the Maya tribe Adat Council, and Conservation International Indonesia are the key players who had a high interest and influence on marine ecotourism management. Community and private groups are in subjects position who had a high interest in natural resources, but their influence in decision-making is low. The management of marine ecotourism in the tourist village of Raja Ampat has several institutional obstacles. The main obstacle is conflict over space utilization in the environmental service card tariff management system. To overcome the obstacles, it is necessary to implement strategic programs effectively. This study suggests a strategic program consisting of several levels. The strategic programs that are prioritized are the development of collaborative management among stakeholders, community empowerment, increasing conservation effectiveness, and distributing access to the community.

Abstract

Child marriage is a social problem that is still a concern, especially in Bogor Regency. This study aims to analyze the structural dimensions at the family level that contribute to the incidence of child marriage in Bogor Regency. The approach used is a quantitative approach supported by a qualitative approach through in-depth interviews, observation, and statistical data analysis. The research sample consisted of 90 women who married before the age of 19 within the last 10 years, selected using purposive sampling technique. The research was conducted in Kertajaya Village, Rumpin Sub-district, West Java Province. The results showed that there are two communities in Kertajaya Village, namely the aspect community and the dospek community. Based on Giddens' structure theory, three dimensions were found, namely 1) significance interprets marriage as social stability, cultural and religious values, 2) domination can be seen from the strong control of parents, especially fathers, in decision-making and the limited autonomy of children; and 3) legitimacy appears when this practice is considered socially and religiously valid, even though it is against the law. The family acts as both a norm-preserving structure and a decision-making agent for child marriage.

Abstract

This systematic review synthesizes evidence from 23 peer-reviewed studies to examine the multidimensional impacts of parental migration on the well-being of left-behind children (LBC). Given the rising global trends in labor migration, understanding its implications on child well-being is crucial for determining child protection frameworks. This review adopted the PRISMA included over 80,000 child participants from studies conducted across Asia, Eastern Europe, and Sub-Saharan Africa. It identified five core domains of child well-being affected by parental absence: psychological-emotional health, social-relational functioning, educational outcomes, physical health, and subjective well-being. Maternal migration, inconsistent caregiving, and weak parent-child communication were consistently associated with poorer emotional security and academic performance outcomes. In contrast, stable caregiving by educated guardians and sustained emotional contact with migrant parents mitigated some negative effects. Mediating factors, such as caregiver quality, peer and school support, and gender dynamics, influenced how children internalize the migration experience. These findings consistently highlighted that the nature and quality of caregiving environments are critical in mediating the developmental risks associated with parental migration. This review underscores the urgent need for migration and welfare policies prioritizing family unity and children’s voices in decision-making.
