Abstract

Through this research, the phenomenon of agrarian twilight in rural West java was analyzed by the interactions of agrarian relations, the exclusion process, and actors that involved due to the agrarian history. With the implementation of a critical paradigm by multi method of qualitative research (historical sociology and sociological history) and case study approach, this research releases a deep study of space, temporality and contention so that it can reveal a fundamental problems inequality of agrarian structures in rural West Java from the era colonial up to the present situation. This research was conducted for six months starting from May to October 2018, primary data were collected by in-depth interviews with peasants as key informants of this research and supported by various secondary research data and other relevant documents. The data thereafter analyzed by means of three phases, as interpretative, empirical, and dialectical technique. The results showed that the erosion of the agricultural sector by the industrial and service sectors were complemented by the shrinking of agriculture land due to the conversion of agriculture land to non-agriculture. Historically, agrarian twilight was an alteration from the land accumulation by corporations that further lead to the exclusion of peasants from their land, with the period of time from colonial to the present situation. Unequal access to land, increasing land markets, power, and capital were the triggered. This situations conduced that peasants who directly faced changes in rural agrarian structure were cornered to the most vulnerable position. This condition shows the description of agrarian twilight in rural West Java.

Abstract

The Village Law has stipulated thirteen principles. One of the principles is recognition. The principle of recognition is a turning point in the reformation of the customary law of in Indonesia. The previous studies have founded recognition of the management and use of communal forest. This research focuses on the paradox of recognition of the administration of indigenous government. The implementation of Village Law has replaced the regional autonomy law: from decentralization – residual to recognition – subsidiarity. The inclusion of the principle of recognition – subsidiarity in the village law was implications for changes in the regulation of social order and governance. This research based on constructivism paradigm and qualitative method, with in depth interviews, purposive sampling, observations, and historical archivings. We had analyzed social construction of recognition to indigenous communities in ruling their government. The results indicate that the social construction of recognition in the political aspects of laws and regulations has not been able to meet the needs of indigenous peoples to arrange their government. This study questions regional approach to support the frameworks of desa adat.

Abstract

The objective of this research is to explain how climate change affects and is affected by population growth and migration. The global analysis will then be followed by a specific study in Indonesia on the relation between population migration and natural disaster events. The research method used a secondary data analysis based on literature review, the 2015 Inter-Census Population Survey (SUPAS) data and 2013 disaster data. To reduce greenhouse gas emissions and ensure the sustainability of the planet's earth, there are three things that should be done, namely to reduce the pace of population growth, to change the pattern of consumption of natural resources, and to increase Earth's carrying capacity by using technologies and innovations. Migration is mostly caused by economic needs, while migration due to disaster events is very small. Migration data records permanent migration type, while the disaster-affected population usually migrates on the temporary bases. The BPS-Statistics Indonesia and the National Disaster Management Authority should have some agreement on defining disasters, including climate change induced-disasters, and on how to collect and store data on the number of people impacted by each of them.

Abstract

Village funds are sourced from the central government budget which is trasferred directly to the village government. This direct transfer takes place after Law No. 6/2014 or also known as The Village Law. This larger village fund can only be accessed by the village government if it follows the rules set by the central government so that the actor in the village will use their assets to accomodate their interests related to village fund management. This study aims to explain the contestation of actors in managing village funds in two villages. This study uses a qualitative method with a case study approach conducted in Suko Village, Probolinggo Regency and Sukadamai Village, Bogor Regency. The results of this study are the village head is the actor who plays the most role in managing village funds using symbolic asset which is the position of the village head. This asset is the strongest because it has legitimacy from the state to be able to make decisions related to the village fund management.

Abstract

Children who are left by their parents who work outside the region or abroad as migrant workers will face various well-being problems. This requires a further study to explore the well-being of left-behind children of migrant workers' families in Indonesia, both circular migrant workers and international migrant workers. This study aimed to analyze left-behind children's subjective well-being condition and its relation to family-based social capital and social support that children of migrant worker families perceive. This study is expected to be an initial finding to direct further studies related to strengthening the nuclear family system for families of migrant workers who can optimize the left-behind children's well-being of families of migrant workers. This research was conducted in Juntinyuat, Limbangan, and Dadap Villages, Juntinyuat District, Indramayu Regency. The sampling technique used snowball sampling with samples of children aged 12-18 years from families of migrant workers, both circular and international. The total respondents were 120 children whose data were collected through a self-administered method. The study found that left-behind children whose mothers worked as international migrant workers were more vulnerable to their well-being than other left-behind children. The role of family-based social capital and social support as components in strengthening the nuclear family system of migrant worker families is discussed further in this article

Abstract

Masyarakat Minangkabau merupakan masyarakat yang menganut sistem keturunan Ibu atau sistem matrilineal sebagai aturan budaya dalam kehidupan sehari-hari. Budaya matrilineal erat kaitannya dengan hak dan kepemilikan sumber daya atau harta pusaka dalam silsilah keluarga masyarakat Minang. Perempuan mendapatkan akses memanfaatkan sumber daya dalam keluarga dan laki-laki memiliki fungsi mengawasi dan memelihara sumber daya tersebut. Tujuan dari penelitian ini adalah untuk menganalisis hubungan implementasi budaya matrilineal dengan pembagian peran gender pada rumah tangga Minang yang ada di perantauan. Penelitian ini menggunakan uji korelasi rank spearman dengan jumlah responden 35 rumah tangga yang diambil secara sensus pada komunitas Ikatan Keluarga Minang di Kecamatan Cakung. Hasil penelitian menunjukkan bahwa perempuan pada rumah tangga perantau Minang bukanlah pemilik penuh dalam sumber daya materi tetapi sebatas memanfaatkan dan mengakses sumber daya tersebut dan laki-laki memiliki hak untuk mengontrol sumber daya dalam keluarga. Keistimewaan terhadap perempuan Minang terletak pada penentuan setiap suku pada garis keturunan mengikuti suku Ibu. Hasil penelitian juga menunjukkan bahwa masih terdapat ketimpangan dalam pembagian peran gender di rumah tangga perantau Minang. Perempuan masih menghadapi beban kerja ganda dengan reproduktif lebih banyak dikerjakan oleh perempuan dibandingkan laki-laki.

Abstract

Negara menetapkan kawasan hutan di Kabupaten Humbang Hasundutan sebagai hutan produksi dan memberikan hak penguasaannya kepada PT. Toba Pulp Lestari (TPL) untuk menanam eukaliptus. Pada areal yang sama merupakan wilayah kelola masyarakat adat Pandumaan-Sipituhuta yang memanfaatkan hutan untuk menyadap getah kemenyan (haminjon). Tumpang tindih klaim atas hutan menyebabkan hutan menjadi arena kontestasi antar aktor (negara-perusahaan versus masyarakat). Penelitian ini bertujuan untuk menganalisis bentuk-bentuk power yang dimiliki oleh para aktor dalam memperebutkan sumber daya hutan. Penelitian ini menggunakan metode kualitatif dan kuantitatif. Teknik pengumpulan data kualitatif melalui metode wawancara mendalam dan didukung oleh studi literatur. Sementara teknik pengumpulan data kuantitatif melalui metode survei menggunakan kuesioner. Hasil penelitian menunjukan negara memiliki power yang dibangun berdasarkan modal budaya berupa otoritas dalam melakukan politik teritorialisasi kawasan hutan. PT. TPL memiliki power berdasarkan modal ekonomi yang digunakan untuk membangun hubungan mutualistik dengan negara melalui pembayaran pajak. Sementara masyarakat memiliki power berdasarkan modal sosial melalui relasi dengan Lembaga Swadaya Masyarakat dan elit politik lokal. Bentuk-bentuk power yang dimiliki dan relasi kuasa yang dibangun oleh masyarakat menjadi modal bagi mereka untuk mendapatkan pengakuan atas hak-haknya sebagai masyarakat adat.

Abstract

Konsep eco-gender gap, menunjukkan perbedaan perspektif berbasis gender dalam menjaga kelestarian lingkungan. Dengan menggali peran spesifik dari masing-masing gender, penelitian ini bertujuan untuk menganalisis hubungan antara tingkat eco-gender gap dengan tingkat pelestarian lingkungan dalam rumah tangga nelayan. Penelitian ini menggunakan pendekatan kuantitatif yang didukung dengan data kualitatif. Penelitian ini menggunakan teknik purposive sampling dengan 40 rumah tangga nelayan sebagai responden dan 6 subjek kualitatif, yaitu pengurus utama komunitas terkait pengelolaan lingkungan di pesisir Kalibaru. Penelitian ini menggunakan Data kuantitatif dianalisis dengan Uji Korelasi Rank Spearman, sedangkan data kualitatif melalui reduksi, penyajian, dan verifikasi, lalu disusun dalam narasi deskriptif. Hasil penelitian menemukan bahwa perempuan lebih banyak menangani lingkungan domestik sedangkan laki-laki berfokus pada aspek lingkungan yang mendukung pekerjaan sebagai nelayan dan dominan dalam akses dan kontrol terhadap pengelolaan lingkungan. Selain itu, terdapat hubungan antara tingkat eco-gender gap dengan pelestarian lingkungan rumah tangga. Temuan ini menegaskan pentingnya kesetaraan gender untuk meningkatkan pelestarian lingkungan.

Abstract

Bira Woven Fabric, a maritime cultural heritage in South Sulawesi, faces a serious threat of extinction due to the pressures of modernization. This study aims to deconstruct the social mechanisms underlying this preservation crisis, moving beyond purely economic or technical analyses. Employing a qualitative approach and Pierre Bourdieu’s practice theory framework, this study analyzes how the dialectical interaction among habitus, capital, and field shapes the practices of women weavers. Key findings indicate that this crisis is rooted at three levels. First, the formation of a cleft habitus (habitus clivé) within the weavers, who are caught between loyalty to tradition and economic rationality. Second, the systematic devaluation of their cultural and symbolic capital in the contestation against the dominance of economic capital within the social field. Third, their subordinate position within a field governed by the logic of tourism and patriarchal structures. This study concludes that weaving preservation is not merely a technical issue but a political struggle to change the “rules of the game” within the field. The research suggests that successful interventions require a holistic approach that extends beyond economic strengthening, focusing on the revitalisation of habitus, the revaluation of cultural capital, and, most importantly, the structural reform of the field itself.

Abstract

Masalah pengelolaan kawasan konservasi seringkali dipengaruhi oleh ketidaksesuaian kebijakan antara pemerintah pusat, pemerintah provinsi dan pemerintah kabupaten serta bagaimana kepatuhan terhadap pelaksanaan kebijakan tersebut. Penelitian ini bertujuan untuk mengkaji integrasi kelembagaan pengelolaan kawasan konservasi perairan daerah melalui analisis pada tiga level aksi kelembagaan yaitu level konstitusional, kolektif dan operasional. Penelitian ini menggunakan metode kualitatif dengan pendekatan analisis konten peraturan dan analisis deskriptif. Penelitian dilakukan di Kampung Arborek, Yenbuba dan Sawinggrai Kabupaten Raja Ampat pada bulan Oktober 2022. Pengumpulan data diperoleh melalui wawancara, observasi, focus group discussion dan analisis dokumen Hasil penelitian menunjukkan bahwa Integrasi kelembagaan dalam pengelolaan kawasan konservasi perairan daerah Kabupaten Raja Ampat telah terbentuk. Pada level konstitusional, integrasi kelembagaan terlihat dari kesesuaian aturan mengenai pihak yang berwenang dalam penyusunan rencana zonasi dan pengelolaan kawasan konservasi perairan serta adanya pengakuan kewenangan masyarakat adat. Pada integrasi di level kolektif terwujud melalui adanya kesesuaian tujuan lintas sektor dan kerjasama antar pemangku kepentingan. Pada level operasional, integrasi kelembagaan terwujud melalui kesesuaian pemahaman mengenai batas wilayah konservasi perairan, pelaksanaan aturan konservasi dan pemberlakuan sanksi. Rekomendasi kebijakan yang dapat memperkuat integrasi kelembagaan pengelolaan kawasan konservasi perairan Raja Ampat antara lain: 1) penyesuaian pembaruan penetapan kebijakan mengenai wewenang pengelolaan antara pemerintah pusat, provinsi dan kabupaten; 2) peningkatan kapasitas kelembagaan Dewan Adat Suku Maya dengan cara memberi dukungan dana, keterampilan, atau keahlian untuk menjalankan program-program konservasi perairan; 3) penyesuaian luas konservasi antara yang ditetapkan oleh pemerintah pusat, pemerintah provinsi Papua Barat dan pemerintah Kabupaten Raja Ampat; serta 4) pemberian tanda batas pada zona-zona konservasi. Title : The Institutional Integration of Marine Conservation Area Management in Raja Ampat Regency Through Institutional Action Level AnalysisThe management of conservation areas is often influenced by the misalignment of policies between the central government, provincial government, and regional government, as well as the level of compliance with the implementation of these policies. This study aims to examine the institutional integration in the management of regional marine conservasion areas through an analysis of three institutional levels: constitutional, collective and operational. A qualitative method with a policy analysis and descriptive analysis approach was employed. The research was conducted in the villages of Arborek, Yenbuba, and Sawinggrai, Raja Ampat Regency, in October 2022. Data were collected through interviews, observations, focus group discussions, and document analysis. The findings show that institutional integration in the management of marine conservation areas in Raja Ampat Regency has been established. At the constitutional level, institutional integration is reflected in the alignment of regulations concerning the authorities responsible for drafting zoning plans and managing marine conservation areas, as well as the recognition of indigenous people’s authority. At the collective level, institutional integration is manifested in the alignment of cross-sectoral objectives, collaboration among stakeholders, and the involvement of indigenous communities. At the operational level, institutional integration is evident in the consistency of understanding regarding the boundaries of marine conservation area, the enforcement of conservation regulations, and the imposition of sanctions. Policy recommendations that could strengthen institutional integration in the management of marine conservation area in Raja Ampat include: 1) adjusting policies regarding management authority between the central, provincial, and regionak governments; 2) enhancing the institutional capacity of the Maya Indigenous Council by providing financial support, skills, or expertise to support marine conservation programs; 3) adjusting the area of the conservation between the central government,the West Papua Provincial Government and the Raja Ampat Regency government; and 4) marking boundaries in the marine conservation zones.
