Abstract

This study aims to analyze the effect of service quality on patient satisfaction of the Social Security Administering Agency (BPJS) Health at the Tuntungan Health Center, Pancur Batu District, Deli Serdang Regency. Service quality is one of the important factors in creating patient satisfaction, which in turn affects loyalty and the level of use of health services. The research method used is a survey with a quantitative approach, where data is collected through a questionnaire distributed to 100 respondents who are BPJS Health patients at the Health Center. Data analysis was carried out using a simple linear regression technique to test the relationship between service quality variables and patient satisfaction. The results of the study showed that there was a positive and significant effect between service quality and BPJS Health patient satisfaction at the Tuntungan Health Center. This indicates that the better the quality of service provided, the higher the level of patient satisfaction. This study provides recommendations for the Health Center to continue to improve the quality of service through training medical personnel and providing adequate facilities, in order to achieve higher patient satisfaction and increase the effectiveness of health services.

Abstract

This study discusses the Implementation of Regional Regulation Number 09 of 2011 concerning Business Service Retribution at tourist attractions in Simalungun Regency, with a focus on case studies in Dolok Pardamean District. The purpose of this study is to analyze the extent to which the regulation is implemented in the field, the obstacles faced, and its impact on the management and regional income from the tourism sector. The research method used is a qualitative approach with data collection techniques through interviews and documentation. The main informants in this study include government officials at the sub-district office, tourism object managers, and tourists. The results of the study indicate that the Implementation of Regional Regulation Number 09 of 2011 in Dolok Pardamean District has been carried out well. However, it still faces various challenges, such as lack of socialization to the community and tourism business actors, weak supervision of the implementation of levies, and obstacles in the collection and reporting system for retribution income. However, this policy has great potential in increasing regional original income (PAD) if implemented more optimally. In conclusion, efforts are needed to improve aspects of socialization, supervision, and transparency of the retribution system so that the implementation of this policy can run effectively and provide maximum benefits for local governments and the community.

Abstract

This study aims to analyze the application of good governance principles in improving the quality of public services at the North Medan Samsat office. Good governance is a concept that emphasizes the principles of participation, supremacy of law, transparency, responsiveness, special orientation, justice, effectiveness and efficiency, accountability and strategic vision in government management. Good quality of public services is very important to meet public expectations and increase public trust in the government. The research method used is descriptive qualitative with data collection techniques through interviews and documentation. This study involved North Medan Samsat employees and the community as service recipients. The results of the study indicate that the application of good governance principles at the North Medan Samsat Office has been carried out well. Transparency is realized through the provision of clear information related to service procedures, the principle of accountability is seen from the implementation of employee duties in accordance with standard operating procedures (SOP) and the existence of internal supervision. The supremacy of law is implemented with compliance with applicable regulations in the administrative process. Although the application of good governance principles has had a positive impact on public services, there are still several aspects that need to be improved, such as increasing the number of officers at the counter to speed up services and optimizing service technology. Thus, the implementation of the principle of good governance is more optimal, it is expected that the service at the North Medan Samsat Office will be increasingly qualified, effective and able to provide satisfaction to the community.

Abstract

This study aims to analyze public perceptions regarding the Family Hope Program (PKH) in Sampuran Village, Muara District, North Tapanuli Regency. The Family Hope Program (PKH) is a social assistance program that is expected to reduce poverty rates and improve community welfare through the provision of conditional cash assistance. This study uses a qualitative approach with a case study method, where data is collected through in-depth interviews, observations, and documentation studies. Research participants consisted of beneficiary families (KPM), community leaders, and other related parties. The results of the study show that public perceptions of PKH in Sampuran Village vary, with most beneficiaries considering this program to be helpful in meeting basic needs, especially in education and health. However, there are also negative perceptions that arise related to the selection procedure which is considered non-transparent and uneven. In addition, some people feel that the assistance provided is still insufficient to significantly improve their standard of living. This study concludes that although PKH has a positive impact on the welfare of beneficiaries, there are still challenges in the implementation of the program that need to be improved to achieve more optimal goals.

Abstract

This study aims to analyze the implementation of Regional Regulation No. 6 of 2015 concerning Single-Use Plastic Waste Management at Simpang Limun Market in Medan City. This study uses a qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that although the Regional Regulation has been implemented, there are still a number of challenges in its management, including lack of public awareness, inadequate waste management infrastructure, and lack of support from related parties. In addition, communication between the government and traders in the market also needs to be improved to ensure the successful implementation of this regulation. Recommendations to improve the effectiveness of plastic waste management at Simpang Limun Market include more intensive socialization programs, improving waste management facilities, and collaboration between the government and the community

Abstract

This study aims to evaluate the effectiveness of PKH implementation in poverty alleviation efforts in Sei Belutu Village, Sei Bamban District, Serdang Bedagai Regency. This study uses a qualitative descriptive approach with data collection methods through interviews, observations, and documentation of beneficiaries, PKH facilitators, and other related parties. The results of the study indicate that PKH has a positive impact in increasing access to education for children from poor families and encouraging the use of health facilities, especially for pregnant women and toddlers. In addition, PKH also helps ease the economic burden of beneficiary families. However, the effectiveness of the implementation of this program still faces a number of obstacles, such as delays in disbursement of funds, lack of public understanding of the obligations that must be fulfilled as recipients of assistance, and inaccuracy in targeting recipients. Lack of supervision and assistance are also factors that influence the success of this program in achieving its main objectives. Based on the research findings, improvements are needed in the PKH implementation mechanism, including increasing socialization to beneficiaries, accelerating the disbursement process, and strengthening the monitoring and evaluation system so that this program can run more optimally and effectively in alleviating poverty in Sei Belutu Village

Abstract

This study aims to determine the strategy of the Cooperative and UMKM Service in the Development of UMKM in Tarutung City as many as 70,391 UMKM consisting of various types of UMKM businesses, namely industrial and UMKM types, trade types of North Tapanuli Regency, UMKM in the agricultural sector, UMKM in the health sector and MMKM in other fields. This type of research is qualitative descriptive, the informants of this study consist of key informants, main informants, additional informants, the types of data used are primary data and secondary data. Data collection techniques are by interview and documentation. The data analysis method used is data reduction, data presentation and drawing and drawing conclusions in smaller units, looking for patterns and similar themes. The results of this study indicate that the strategies implemented by the Tarutung City Cooperative and UMKM Service to develop UMKM are by promoting products, empowerment strategies implemented for UMKM by developing entrepreneurship and competitive advantages, protection strategies implemented for UMKM by facilitating UMKM actors and providing capital assistance. The results of the Strategy of the Tarutung City Cooperative and UMKM Service in developing UMKM are increasing turnover, increasing human resource capabilities for UMKM actors and helping UMKM in developing their businesses by providing capital assistance.

Abstract

The purpose of this study was to determine and analyze how much influence price, place setting and product quality have on purchasing decisions at market Raya Medan Mega Trade Center, this research was conducted at market Raya Medan Mega Trade Center, this research was conducted by researchers in March 2025. This study uses a quantitative approach and uses data collection techniques by distributing questionnaires and analyzed using instrument tests, classical assumption tests, multiple linear analysis, hypothesis testing. The population in this study were prospective buyers and consumers who bought at market Raya Medan Mega Trade Center, the sample in this study was 96 samples, while the results of the study were Price has a significant effect on purchasing decisions because, Sig value. = 0.000 <0.05, then H₀ is rejected and H₁ is accepted. This means that price has a significant effect on purchasing decisions, place settings have a significant effect on purchasing decisions because, Sig value. = 0.026 <0.05, then H₀ is rejected and H₁ is accepted. This means that there is a significant influence between place settings and purchasing decisions, Product Quality has a significant effect on purchasing decisions because, Sig value. = 0.000 <0.05, so H₀ is rejected and H₁ is accepted. So, product quality has a significant effect on purchasing decisions, Price, Place Settings and Product Quality simultaneously or together have an effect on purchasing decisions, because the calculated F value is 85.403 with a significance value (Sig.) of 0.001. Because the value of Sig. <0.05, then H₀ is rejected and H₁ is accepted. This means that there is a significant simultaneous influence between Price, Place Settings, and Product Quality on Purchasing Decisions. These results indicate that together the three independent variables are able to explain the variations that occur in consumer purchasing decisions at market Raya Medan Mega Trade Center convincingly and significantly, The results of the coefficient of determination (R²) can be seen that the coefficient of determination obtained an R value of 0.858 and R² of 0.736. This means that 73.6% of the variation in purchasing decisions can be explained by the price, place setting, and product quality variables in the regression model used. While the rest, which is around 26.4%, is influenced by other factors that are not explained in this research model.

Abstract

This study aims to examine and analyze the role of sub-district leadership (Camat) in improving employee performance and optimizing public service delivery at the Gebang Sub-district Office, Langkat Regency. In the context of regional governance, the Camat plays a strategic role as the extension of the regency/city government, tasked with coordinating administration, community empowerment, and public services at the sub-district level. This research employs a qualitative approach, utilizing interviews, observations, and documentation as data collection techniques. The results of the study indicate that the Camat of Gebang applies a participative and transformational leadership style through open communication strategies, task delegation based on employee competence, and a humanistic and exemplary supervisory approach. These strategies effectively enhance employee discipline, motivation, and work quality, which directly contribute to improved public service performance. Nevertheless, several challenges remain, such as limited human resources, underutilization of technology, and a lack of innovation in service delivery. Therefore, adaptive, responsive, and collaborative leadership is essential to achieving effective and sustainable public service governance at the sub-district level.

Abstract

This study examines how the Role of Village Head Leadership to Increase Community Participation in Sukandebi Village Development, Naman Teran District, Karo Regency. This research method uses descriptive qualitative research, data collection is obtained through interviews and documentation then processed into narrative form. Key informants in this study are the Head of Sukandebi Village and the Secretary of Sukandebi Village, the main informant is the Village Consultative Body (BPD) of Sukandebi Village and additional informants are the people of Sukandebi Village. The results of this study concluded that the role of the village head to increase community participation in the development of Sukandebi Village, Naman Teran District, Karo Regency, has very good leadership in carrying out his function as the head of Sukandebi village. The village head not only carries out development deliberations, the village head also invites and motivates the community to always work together to carry out mutual cooperation in the development of Sukandebi Village. The low level of human resources, education, and awareness as well as the economic conditions of the community in Sukandebi Village affect their level of participation in village development. Highly educated people can help facilitate the efforts of the village head in conveying information about development programs. It is hoped that the role of the village head in driving community participation efforts in village development activities needs to be maintained and improved.
