Abstract

AbstractReligion has always been an interesting talk of sociologists, both in public and private spaces. This paper discusses the study of religion in the public space are written by Furshet, et al., Casanova, and Sherkat. First, Furseth et al. which explains religion in the five forms of discussion, namely the legal religion in a country, civil religion, religious nationalism, public religion and religious legitimacy, and political power that all take place in the political arena. Secondly, Casanova invites us to be more critical and able to distinguish three meanings of secularization with different connotations, namely secularization as a process of declining beliefs and religious practices in modern society, secularization as a form of privatization of religion, and secularisation as a distinction between the secular space of the state, and knowledge. Third, Sherkat describes religious socialization as an interactive process in which social agents can influence an individual's religious beliefs and religious understanding. These three writings look at religion in the public sphere from a different point of view, which makes us more critical in seeing and understanding a religion.Keywords: Religion, Secular, Public SpaceAbstrakAgama selalu menjadi pembicaraan menarik para sosiolog, baik di ruang publik maupun privat. Tulisan ini membahas tentang kajian agama di ruang publik yang dikemukakan oleh Furshet, dkk., Casanova, dan Sherkat. Pertama, Furseth dkk. yang menjelaskan agama dalam lima bentuk bahasan, yaitu agama legal dalam sebuah negara, civil religion, religious nationalism, agama publik dan legitimasi agama, dan political power yang semuanya berlangsung dalam arena politik. Kedua, Casanova yang mengajak kita untuk lebih kritis dan mampu membedakan tiga makna sekulerisasi dengan konotasi yang berbeda, yaitu sekulerisasi sebagai proses kemunduran keyakinan dan praktek agama dalam masyarakat modern, sekulerisasi sebagai bentuk privatisasi agama, dan sekulerisasi sebagai pembedaan antara ruang sekuler yaitu negara, ekonomi, dan pengetahuan. Ketiga, Sherkat menjelaskan tentang sosialisasi agama yaitu proses interaktif di mana para agen sosial dapat mempengaruhi keyakinan beragama seorang individu dan pemahaman agamanya. Ketiga tulisan tersebut melihat agama di ruang publik dari sudut pandang yang berbeda, yang membuat kita lebih kritis dalam melihat dan memandang sebuah agama.Kata Kunci: Agama, Sekuler, Ruang Publik

Abstract

Globalization has intensified cross-cultural interactions, particularly in public service sectors such as immigration. Indonesia, as a destination country for international mobility, has recorded a significant increase in the arrival of Chinese foreigner, reaching 131,155 individuals by March 2025, with 83,079 visas issued. This situation requires immigration services that are not only accurate and timely but also culturally sensitive. This study aims to examine the role of cross-cultural communication management in enhancing the effectiveness of immigration services for Mandarin-speaking communities. Using a qualitative-descriptive approach and literature review, this article analyzes key cultural dimensions such as social hierarchy, collectivism, and long-term orientation common within Chinese society and how these factors influence communication patterns and service expectations during visa application processes. The findings reveal that failure to accommodate cultural differences may lead to dissatisfaction, while appropriate communicative adaptation fosters greater trust and satisfaction with immigration institutions. Therefore, understanding and applying principles of cross-cultural communication is a crucial strategy in delivering inclusive and professional immigration services.

Abstract

Abstrac Public service ethics plays an important role in improving the quality of immigration services in Indonesia. This study aims to analyze the relationship between the application of service ethics and the level of satisfaction of immigration service applicants. Using a literature study method with a qualitative approach, data was collected from various scientific sources. The results of the analysis show that each of the principles of fairness, transparency, accountability, and empathy contribute significantly to increasing public satisfaction. Although technology based innovations have been implemented, the ethical behaviour of employees remains a key factor in shaping the service experience. The main barriers to ethics implementation include rigid bureaucratic culture and weak public oversight. Therefore, strengthening regulations, ethics based training and community engagement are important strategies in building immigration services with integrity. Penelitian ini bertujuan untuk menganalisis hubungan antara penerapan etika pelayanan dan tingkat kepuasan pemohon layanan imigrasi. Menggunakan metode studi literatur dengan pendekatan kualitatif, data dikumpulkan dari berbagai sumber ilmiah. Hasil analisis menunjukkan bahwa setiap prinsip keadilan, transparansi, akuntabilitas, dan empati berkontribusi signifikan terhadap peningkatan kepuasan masyarakat. Meskipun inovasi berbasis teknologi telah diterapkan, perilaku etis pegawai tetap menjadi faktor kunci dalam membentuk pengalaman layanan. Hambatan utama dalam implementasi etika diantaranya budaya birokrasi yang kaku dan lemahnya pengawasan publik. oleh karena itu, penguatan regulasi, pelatihan berbasis etika, dan pelibatan masyarakat menjadi strategi penting dalam membangun layanan imigrasi yang berintegritas. Abstract

Globalisasi telah meningkatkan intensitas interaksi lintas budaya, termasuk dalam sektor pelayanan publik seperti keimigrasian. Indonesia, sebagai negara tujuan mobilitas internasional, mencatat peningkatan signifikan jumlah kedatangan Warga Negara Asing (WNA) asal China, yang pada Maret 2025 mencapai 131.155 orang, dengan 83.079 visa diterbitkan. Kondisi ini menuntut respons pelayanan yang tidak hanya cepat dan tepat, tetapi juga sensitif terhadap nilai-nilai budaya pengguna layanan. Studi ini bertujuan untuk mengkaji peran teori komunikasi lintas budaya dalam meningkatkan efektivitas pelayanan keimigrasian terhadap komunitas berbahasa Mandarin. Dengan menggunakan pendekatan kualitatif-deskriptif dan studi literatur, artikel ini menganalisis dimensi-dimensi budaya seperti hierarki sosial, kolektivisme, serta preferensi jangka panjang yang lazim pada masyarakat China, dan bagaimana hal tersebut mempengaruhi pola komunikasi serta ekspektasi mereka dalam proses pelayanan visa. Hasil kajian menunjukkan bahwa kegagalan dalam mengakomodasi perbedaan budaya dapat berdampak pada ketidakpuasan pengguna, sementara adaptasi komunikasi yang sesuai mampu meningkatkan kepercayaan dan kepuasan terhadap institusi imigrasi. Oleh karena itu, pemahaman dan penerapan prinsip komunikasi lintas budaya menjadi strategi penting dalam mewujudkan pelayanan keimigrasian yang inklusif dan profesional. Abstract

West Kalimantan Province, remain a significant challenge to the national immigration control system. This phenomenon consists of two main forms: first, the entry of foreign nationals without official documents and the irregular departure of Indonesian citizens, particularly prospective migrant workers, through non-procedural means. These crossings typically utilize unofficial routes or jalur tikus—paths that are difficult to access and poorly monitored. Such practices often involve third parties, including brokers, illegal agents, or transnational syndicates that facilitate the unlawful movement of people. In addressing this issue, the Directorate General of Immigration plays a strategic frontline role; however, implementation remains constrained by limited human resources, infrastructure deficiencies, and the suboptimal presence of authorized immigration officers at traditional border posts. This study employs a descriptive qualitative approach using literature review methods to analyze the forms of illegal crossings, institutional challenges faced by immigration authorities, and the importance of cross-sectoral collaboration in border surveillance. The findings reveal that joint operations involving multiple agencies have resulted in a 27% increase in the detection of illegal crossers within a six-month period compared to separate patrols. However, collaboration among agencies such as the military (TNI), police (POLRI), National Border Management Agency (BNPP), Migrant Worker Protection Agency (BP2MI), and local governments has not been fully effective due to weak coordination, the absence of an integrated monitoring system, and a lack of unified standard operating procedures (SOPs). Therefore, strengthening immigration functions requires institutional synergy, improved officer capacity, the use of modern surveillance technologies, and active community involvement through a sustainable and adaptive participatory monitoring framework tailored to border characteristics.

Abstract

In the digital era, the use of technology in public services has become a pressing necessity, including in immigration services. This study aims to analyze the implementation of e-Government in the digitalization and accessibility of immigration services, particularly through the M-Paspor application. A descriptive qualitative approach was employed, with data collected through literature review and documentation. The results show that digitalization in immigration services has had a positive impact in terms of efficiency, transparency, and service quality improvement. Service access has become more widespread, although challenges such as low digital literacy and limited infrastructure in remote areas remain. Public perception of digital services is generally positive, especially regarding convenience and speed, though some groups still face technical difficulties. This study highlights the importance of improving digital literacy and strengthening infrastructure as key to successful e-Government implementation in the immigration sector.

Abstract

The increasing number of foreign nationals overstaying their visas in Indonesia has heightened the need for effective immigration monitoring and digital governance mechanisms. This study examines the implementation of the APOA (Foreigners Reporting Application), developed by the Directorate General of Immigration, as a digital platform for accommodation providers to support immigration surveillance and improve monitoring efficiency. Using a qualitative research approach, data were collected through document analysis, immigration reports, and a comprehensive literature review. SWOT analysis was employed to evaluate the system's implementation and formulate optimization strategies. The findings indicate that APOA has enhanced digital-based supervision of foreign nationals by improving reporting efficiency and supporting immigration control processes. However, its effectiveness remains constrained by technical limitations, low compliance among accommodation providers, and insufficient integration across institutional databases. The study identifies strategic priorities for optimization, including strengthening digital infrastructure, expanding stakeholder outreach and training, improving inter-agency data integration, and enhancing surveillance and monitoring mechanisms. These findings contribute to the literature on digital public administration and immigration governance by demonstrating how integrated digital reporting systems can support more effective migration management in emerging economies while highlighting the institutional challenges that must be addressed to maximize their effectiveness. Abstract

Public service reform in sensitive sectors like immigration requires a balance between sovereignty control and service excellence. This study aims to develop an effective reform model by synthesizing three strategic pillars: Good Governance (GG), the Integrity Zone (IZ) program, and Digitalization. Utilizing a qualitative policy synthesis and thematic analysis of institutional data (LKjIP 2024) and longitudinal records (2018-2024), the research evaluates the implementation trajectory of 103 immigration units in Indonesia. The findings reveal a "Compliance-Performance Gap," where structural certification under the IZ program does not always result in a total cultural mindset shift. However, digitalization emerges as a critical "technical enforcer" that locks integrity into the system by eliminating face-to-face discretion. The study proposes an Integrated Reform Model where GG provides the normative foundation, IZ provides the structural mandate, and Digitalization acts as the technical engine. This synergy ensures that the dual mandate of immigration—securing borders while facilitating public welfare—is achieved through transparent, accountable, and non-discretionary processes. The model provides a strategic blueprint for other public institutions facing complex bureaucratic challenges in emerging economies.
