Abstract

This study aims to determine the Implementation of the Bira Beach Tourism Sector Levy Management Policy in Increasing Regional Original Income in Bulukumba Regency. This research uses a qualitative approach and produces descriptive data. Data collection was carried out by observation, interview, and documentation techniques. The data was analyzed using qualitative analysis. The results of the study show that the Implementation of the Bira Beach Tourism Sector Levy Management Policy in Increasing Regional Original Income in Bulukumba Regency. based on 6 major variables that must be achieved, namely: Sources and objectives of policy in the tourism government, especially conducting regulations related to beach management and regulating permits and licensing. The objectives of tourism policy are a) Policy sources and objectives to increase the contribution of the tourism sector to the local economy, b) Policy Sources Local governments, tourism agencies, international organizations, and local communities are very important to achieve holistic and sustainable management. C Characteristics Characteristics An effective tourism implementing agency must have the ability to actively involve local communities in coastal management. d) Communication between organizations has a good impact on tourism managers and local governments in Regional Original Revenue, e) The attitude of tourism implementers includes friendliness, professionalism, and responsiveness. In addition, patience is also needed. Facing various kinds of tourists with different characters and needs, f) The economic, social and political environment has an important role in the development of tourism at the level of community participation and lack of knowledge about the procedures for managing tourist attractions. This causes these tourist attractions to not progress and even tend to regress.

Abstract

This study aims to determine the Empowerment of Coastal Communities in Lakkang Island Tallo District Makassar City and the supporting and inhibiting factors for Empowering Coastal Communities in Lakkang Island, Tallo District, Makassar City. This study uses a qualitative approach. Data collection is done through observation techniques, interviews, and documentation. The data analysis technique used in this study is interactive data analysis through the stages: data condensation, data presentation, and conclusion testing.The results of this study indicate that the empowerment of coastal communities has been carried out and in accordance with the existing implementation stages and standards. This can be seen from several programs, namely socialization by the provincial and district governments initiated by the village government to improve the welfare of coastal communities. The impact of empowerment on community independence aims to build the independence of coastal communities on Lakkang Island and reduce community dependence on the government. As for the supporting factors in empowering the coastal communities of Langkakan Island, namely the concept of awareness has been built in carrying out all kinds of activities in accordance with existing laws. The inhibiting factors for the empowerment of the coastal community on Lakkang Island, Tallo sub-district, Makassar City, include limited capital, natural factors, facilities and infrastructure, lack of enthusiasm for tourism, lack of regular income, and lack of knowledge about the use of facilities.

Abstract

This research aims to determine the implementation of the Family Planning Village (KB) Program in Controlling the Birth Rate in Lipukasi Village, Tanete Rilau District, Barru Regency. This type of research is qualitative with data collection techniques carried out by means of observation, interviews, and documentation. The data analysis technique used consisted of data reduction, data presentation and drawing conclusions. The research results show that the Family Planning Program is quite effective in controlling the birth rate in Lipukasi Village. This can be seen from the results of interviews which show that the implementation of government programs has been going quite well. As well as PUS' understanding and knowledge of the family planning program also showed good results. And seen from the policy implementation indicators, namely: Interests influenced by the policy, Type of benefits generated, Degree of change desired, Location of decision making, program implementers, Resources deployed, Power, interests and strategies of the actors involved, Characteristics of institutions and authorities, Compliance and responsiveness. However, there are still several obstacles faced in implementing the Family Planning Program, namely that there are still people who do not understand or do not participate in the Family Planning Program for various reasons.

Abstract

This study aims to determine the Effectiveness of Waste Management at the Makassar City Regional Environmental Office. This type of research is qualitative descriptive. Data collection was carried out by means of observation, interviews, and documentation. Data analysis uses interactive model analysis, namely data condensation, data presentation, and conclusion drawn. The results of the study show that the Effectiveness of Waste Management at the Makassar City Regional Environment Agency has not been effective. Judging from the dimensions of goal achievement, integration, adaptation and can be seen from the aspects of planning, organizing, implementing, and supervision, namely 1) The achievement of goals in the aspect of supervision has not been effective because the waste transportation system still faces significant challenges, such as the facilities and infrastructure currently available are still inadequate, such as garbage trucks that already have a schedule but often there are delays in transporting waste that resulting in the pile of garbage tending to increase. 2) Integration in the planning aspect where the community has not or still lacks awareness in carrying out environmental cleanliness even though socialization or directions have been held. 3) Adaptation to the planning aspect where some people have not received the education provided immediately only requires habits in the community and the existing budget is still not able to meet the needs in one time procurement of waste management.

Abstract

This study aims to determine Participatory Planning in realizing Development in Salutambung Village, Ulumanda District, Majene Regency. This type of research is qualitative with data collection techniques carried out by means of observation, interviews, and documentation. The data analysis technique used consisted of data reduction, data presentation and drawing conclusions. The results of the study show that participatory planning is based on indicators of participatory planning steps, so the researchers draw the conclusion that participatory planning in realizing development in Salutambung Village, Ulumanda District, Majene Regency, is good planning, which has involved the people of Salutambung Village in the process up to the budget planning process that has been mutually agreed upon. The recommendations from this study are that the Salutambung Village Government needs to pay more attention to and coordinate with all Village Officials so that all the community and can be involved in any activities that are known to be implemented such as the Musrenbang and other Coordination Meetings, as well as the community better increasing their involvement in the development planning process such as during Musrenbang activities and Coordination Meetings held by the local Government, because community involvement will make it easier to define and decide on development issues to be carried out.

Abstract

This study aims to determine the supervisory function of the environmental service in handling environmental pollution in the city of Makassar. The type of research used in this study is descriptive qualitative, namely problem-solving procedure investigate by observing a current state of the object of research based on visible fact or as they are. The result of this study indicate that the Makassar City Environmental Service has the main tasks of formulate, foster, coordinate and controling policies in the environment sector including environment impact analysis, environment impact recovery and compliance with environmental law. Besides that, the Supervision Function of the Environmental Service in Handling Environmental Pollution in Makassar City. The Department of the Environment has not maximized in supervising the management of Domestic waste, especially plastic waste with consideration of factors, including the lack of understanding by the industry regarding plastic waste. The government's supervision strategy in the management of domestic waste, especially plastic waste, requires continuity between the government, industrial entrepreneurs and NGOs to achieve the objectives of good supervision and management of domestic waste, especially plastic waste.

Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan sistem administrasi dan optimalisasi penjualan online serta offline pada Rumah Batik Bunga Mawar di Kabupaten Bulukumba. Metode yang digunakan meliputi analisis kebutuhan, penyusunan materi pelatihan administrasi bisnis, pelatihan interaktif, serta pendampingan implementasi sistem administrasi terintegrasi yang mencakup pengelolaan stok, keuangan, dan transaksi penjualan. Hasil kegiatan menunjukkan adanya peningkatan signifikan dalam efisiensi pengelolaan stok bahan baku dan produk jadi, transparansi keuangan, serta pengembangan sistem penjualan online yang memperluas jangkauan pasar. Penerapan teknologi pencatatan transaksi secara real-time juga mempermudah monitoring bisnis secara menyeluruh. Kesimpulannya, penerapan sistem administrasi yang terstruktur dan dukungan teknologi dalam penjualan berhasil meningkatkan kinerja dan daya saing Rumah Batik Bunga Mawar. Program ini berpotensi dikembangkan lebih luas sebagai model pemberdayaan UMKM berbasis administrasi dan teknologi digital di wilayah lain.

Abstract

Pengelolaan aset desa yang baik merupakan kunci untuk memaksimalkan potensi ekonomi desa. Namun, di Desa Sumbang Kecamatan Curio Kabupaten Enrekang, Provinsi Sulawesi Selatan, aparatur desa mengalami kesulitan dalam mengidentifikasi, memanfaatkan, dan memaksimalkan aset desa yang potensial. Hal ini berdampak banyaknya aset desa yang tidak terkelola dan tidak memiliki nilai ekonomi. Kegiatan pengabdian masyarakat ini bertujuan untuk memberikan pelatihan mengenai manajemen aset desa kepada aparatur desa setempat. Metode pelaksanaan melibatkan survei awal, pelatihan, serta evaluasi. Hasil menunjukkan peningkatan pemahaman dan kemampuan aparatur desa dalam mengelola aset desa. Artikel ini menyimpulkan bahwa pelatihan yang tepat sasaran dapat meningkatkan efektivitas pengelolaan aset desa, dan merekomendasikan implementasi berkelanjutan serta pendampingan teknis lebih lanjut. Abstract

Effective and participatory public services are the key to realizing good governance, especially in the current era of digitalization. This article discusses recess service innovations through the eRO'TA (e-Recess By Us) application at the Makassar City DPRD, which is designed to improve access and transparency in the delivery of people's aspirations. This study aims to analyze the characteristics, implementation, and constraints of the application as a legislative digital innovation model. Using a qualitative approach with a case study design, data was collected through in-depth interviews, participatory observations, and document analysis from 12 key informants. The results of the study show that eRO'TA meets four characteristics of innovation according to Robbins, namely peculiarity, elements of novelty, planned processes, and clear goals. This application has succeeded in increasing the efficiency and accountability of recess services through digital transformation. However, challenges in the form of technical disruptions, lack of socialization, and low digital literacy still hinder widespread adoption. These obstacles have implications for the lack of optimal aspiration databases as the basis for development planning. This study emphasizes that the success of digital innovation in the public sector requires technology integration, institutional readiness, and community empowerment as a prerequisite for participatory and adaptive governance

Abstract

This research seeks to examine how the use of digital platforms influences the quality and effectiveness of learning, especially within the broader shift toward technology driven education policies. The study is grounded in a qualitative phenomenological design that prioritizes lived experiences and perceptions of participants. Through this approach, the research explores how digital platforms are incorporated into instructional practices and how they shape learning outcomes, including academic performance, levels of student participation, and the overall learning experience. Data were gathered by focusing on the perspectives of educators and learners who are directly involved in digital learning environments. Attention was given to daily teaching practices, patterns of interaction, and the ways digital tools support or hinder the achievement of learning objectives. The analysis reveals that digital platforms offer significant advantages, particularly in terms of learning flexibility, expanded access to educational resources, and opportunities for self-paced study. Learners can access materials beyond the constraints of time and place, while educators can diversify instructional strategies through multimedia and interactive features. The findings also highlight that these potential benefits do not automatically translate into effective learning. The success of digital platform implementation is strongly influenced by the availability and reliability of supporting infrastructure, such as internet connectivity, devices, and technical support. Equally important is the capacity of educators to redesign learning activities in ways that are pedagogically meaningful, rather than merely transferring conventional teaching methods into digital formats. Student readiness also plays a crucial role, including digital literacy skills, self-regulation, and motivation to engage in online learning. Overall, the study concludes that digital platforms can contribute positively to learning effectiveness when they are supported by adequate infrastructure and accompanied by thoughtful adaptation from both teachers and students. Without these conditions, the use of digital platforms risks becoming superficial and less impactful, limiting their contribution to meaningful learning improvement.
