Abstract

Cargo handling systems on pioneer passenger ships are generally designed for efficiency and safety in loading and unloading goods and other cargoes. The following are some of the components that are generally found in the cargo handling system on pioneer passenger ships: among others include Cargo Storage Area, Cargo Handling Equipment, Fastening and Buffer Systems, Labeling and Tracking Systems, Information and Management Systems, Safety and Training Procedures, Routine Maintenance, Overall Cargo Regulation, cargo handling systems on pioneer passenger ships must be designed and operated with regard to efficiency, security, and compliance with applicable maritime regulations. This research was carried out on KM Tomo which implements Route R 16 with 9 ports. This research uses a qualitative method using observation, interview and documentation methods. Primary data is obtained directly by observing and interviewing the Skipper and secondary data is obtained from data collection and documentation.

Abstract

Kesehatan mental pelaut telah menjadi prioritas global sejak pandemi COVID-19, namun pertanyaan hulu mengenai bagaimana calon perwira belajar mencari bantuan untuk mengatasi distres psikologis selama masa pembentukan mereka masih kurang mendapat perhatian penelitian. Studi eksploratif dengan metode campuran (mixed-methods) ini mengkaji tingkat gejala kecemasan dan depresi serta jalur pencarian bantuan pada tiga puluh taruna Sekolah Tinggi Ilmu Pelayaran (STIP) Jakarta, yang dipilih secara seimbang dari program studi Nautika, Teknika, serta Ketatalaksanaan Angkutan Laut dan Kepelabuhanan, bersama lima dosen, tiga pelaut senior, dan dua syahbandar senior. Data kuantitatif dikumpulkan menggunakan GAD-7 dan PHQ-9, dua instrumen skrining yang telah tervalidasi secara luas dan tersedia secara bebas, yang diberikan bersamaan dengan butir-butir mengenai frekuensi koping spiritual dan riwayat perilaku pencarian bantuan; data kualitatif dikumpulkan melalui wawancara semi-terstruktur dan diskusi kelompok terarah. Mengingat ukuran sampel yang kecil, temuan kuantitatif disajikan secara deskriptif dan bukan diuji melalui statistik inferensial, sehingga harus dibaca sebagai temuan eksploratif dan bukan sebagai estimasi prevalensi yang representatif. Hasil penelitian menunjukkan bahwa sebagian besar taruna melaporkan gejala pada tingkat minimal hingga ringan, meskipun sebagian kecil yang cukup berarti melaporkan distres pada tingkat sedang atau cenderung berat; bahwa koping spiritual, khususnya doa dan pembacaan Kitab Suci, merupakan respons pertama terhadap distres yang paling sering dilaporkan, sementara dukungan kesehatan mental profesional merupakan respons yang paling jarang dilaporkan; dan bahwa hubungan antara koping spiritual dan pencarian bantuan profesional tampak mengikuti tiga pola - komplementer, substitutif, dan tertunda - yang disajikan di sini sebagai tipologi yang bersifat menghasilkan hipotesis, bukan sebagai klasifikasi yang telah dikonfirmasi secara statistik. Dosen yang dipercaya oleh taruna muncul sebagai jembatan yang dihargai, meskipun tidak sepenuhnya tanpa perdebatan, antara koping spiritual dan dukungan profesional. Penelitian ini juga mendokumentasikan adanya bentuk-bentuk koping spiritual yang negatif, serta mengakui bahwa sampel penelitian yang didominasi partisipan Kristen membatasi keberlakuan temuan ini terhadap keberagaman keagamaan Indonesia yang lebih luas. Penelitian ini menawarkan bukti awal yang bersifat eksploratif serta arah-arah spesifik untuk penelitian konfirmatif yang relevan bagi penyediaan kesejahteraan (welfare) maritim. Seafarer mental health has become a global priority following the COVID-19 pandemic, yet the upstream question of how future officers learn to seek help for psychological distress during their formation years remains underexplored. This exploratory mixed-methods study examined anxiety and depressive symptom levels and help-seeking pathways among thirty cadets at Sekolah Tinggi Ilmu Pelayaran (STIP) Jakarta, drawn equally from the nautical, engineering, and port and shipping management majors, together with five lecturers, three veteran seafarers, and two veteran port masters. Quantitative data were collected using the GAD-7 and PHQ-9, two widely validated and freely available screening instruments, administered alongside items on spiritual coping frequency and prior help-seeking behaviour; qualitative data were collected through semi-structured interviews and focus groups. Given the small sample size, quantitative findings are presented descriptively rather than subjected to inferential statistical testing and should be read as exploratory rather than as representative prevalence estimates. The findings suggest that most cadets report minimal to mild symptoms, although a notable minority report moderate or moderately severe distress; that spiritual coping, particularly prayer and Scripture reading, is the most frequently described first response to distress, while professional mental health support is the least frequently described; and that the relationship between spiritual coping and professional help-seeking appears to follow three patterns - complementary, substitutive, and delayed - offered here as a hypothesis-generating typology rather than a statistically confirmed classification. Trusted lecturers emerge as a valued, though not uncontested, bridge between spiritual coping and professional support. The study also documents instances of negative spiritual coping and acknowledges that its predominantly Christian sample limits the applicability of its findings to Indonesia's broader religious diversity. The study offers exploratory evidence and specific directions for confirmatory research relevant to maritime welfare provision.

Abstract

The Standard Marine Communication Phrases are designed to provide a shared communicative framework for multinational seafaring crews, yet the adequacy of SMCP training in preparing graduates for the actual linguistic and cultural complexity of mixed-nationality shipboard communication environments remains empirically underexamined from the perspective of those who have experienced both the institutional training and the real-world professional context it is intended to prepare them for. This study investigates multicultural crew communication challenges and SMCP utilization patterns through a qualitative inquiry involving STIP Jakarta graduates currently serving in mixed-nationality shipboard environments, SMCP lecturers, and shipping company safety and communication managers. Data were collected between April 2025 and April 2026 from twenty-seven participants across these three groups through focus group discussions and semi-structured interviews. Thematic analysis, cross-group comparison, and narrative synthesis were applied. Findings reveal that STIP Jakarta graduates experience four categories of post-training communicative challenge in mixed-nationality environments: SMCP deviation toward informal English, authority-gradient communication suppression, native speaker assumption disadvantage, and SMCP phrase non-recognition among non-training recipients such as non-STCW crew categories. Graduates' retrospective assessment of STIP Jakarta's SMCP training as adequate for exam performance but insufficient for multicultural communicative reality constitutes the study's central cross-group finding and provides the most direct evidence for curriculum reform. The study contributes a graduate-grounded, post-training account of SMCP multicultural communication challenge that institutional-level curriculum assessment cannot supply.

Abstract

Kapal Ro-Ro memiliki tingkat risiko keselamatan operasional yang relatif tinggi, khususnya terkait dengan pengikatan muatan kendaraan selama pelayaran. Pengikatan muatan yang tidak sesuai prosedur berpotensi menyebabkan pergeseran muatan, gangguan stabilitas kapal, hingga kecelakaan pelayaran. Penelitian ini bertujuan untuk mengevaluasi prosedur pengikatan muatan kendaraan terhadap keselamatan operasional kapal Ro-Ro pada KM. Mila Utama. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif melalui observasi langsung di atas kapal, wawancara dengan Mualim I dan Kelasi, serta studi dokumentasi. Evaluasi dilakukan dengan membandingkan praktik pengikatan muatan di lapangan dengan standar keselamatan yang ditetapkan oleh International Maritime Organization (IMO) dan ketentuan International Convention for the Safety of Life at Sea (SOLAS). Hasil penelitian menunjukkan bahwa secara umum prosedur pengikatan muatan kendaraan telah diterapkan, namun masih ditemukan beberapa ketidaksesuaian, antara lain jarak penempatan kendaraan yang terlalu rapat, kondisi peralatan lashing yang aus, serta sudut dan ketegangan tali pengikat yang belum memenuhi ketentuan standar. Ketidaksesuaian tersebut berpotensi meningkatkan risiko pergeseran muatan dan menurunkan tingkat keselamatan operasional kapal, terutama pada kondisi cuaca buruk. Penelitian ini menegaskan pentingnya evaluasi berkala terhadap prosedur pengikatan muatan, peningkatan kompetensi awak kapal, serta pemeliharaan peralatan lashing guna mendukung keselamatan pelayaran kapal Ro-Ro secara berkelanjutan. Ro-Ro ships are associated with relatively high operational safety risks, particularly related to vehicle cargo securing during voyages. Improper cargo securing procedures may lead to cargo shifting, reduced ship stability, and serious maritime accidents. This study aims to evaluate vehicle cargo securing procedures in relation to operational safety on board the Ro-Ro vessel KM. Mila Utama. A descriptive qualitative approach was employed, utilizing direct onboard observations, interviews with the First Officer and deck crew, and documentation analysis. The evaluation was conducted by comparing actual cargo securing practices with safety standards established by the International Maritime Organization (IMO) and the International Convention for the Safety of Life at Sea (SOLAS). The results indicate that although cargo securing procedures have generally been implemented, several non-compliances remain, including insufficient spacing between vehicles, worn lashing equipment, and improper lashing angles and tension that do not fully meet prescribed standards. These deficiencies may increase the risk of cargo movement and compromise operational safety, particularly under adverse weather conditions. The study highlights the necessity of regular evaluation of cargo securing procedures, continuous crew training, and proper maintenance of lashing equipment to enhance the operational safety of Ro-Ro vessels.

Abstract

Penelitian ini bertujuan untuk menganalisis profil karakter taruna Politeknik Pelayaran Banten dan mengidentifikasi tingkat keterampilan intrapersonal, interpersonal, dan organisasional yang dimiliki taruna sesuai indikator soft-skills BPSDM Perhubungan. Karakter taruna merupakan aspek fundamental dalam pembentukan sumber daya manusia pelaut yang unggul, berintegritas, disiplin, dan profesional. Penelitian ini menggunakan pendekatan kuantitatif deskriptif verifikatif dengan instrumen kuesioner skala Likert 1–5 yang diberikan kepada taruna aktif sebanyak 150 responden. Data dianalisis menggunakan bantuan SPSS melalui uji validitas, reliabilitas, statistik deskriptif, uji asumsi klasik, uji t, uji F, dan regresi linear berganda. Hasil penelitian menunjukkan bahwa profil karakter taruna berada pada kategori Tinggi yang hasilnya Sangat Tinggi dengan nilai rata-rata 4.30 dan instrumen karakter terbukti valid serta reliabel (r = 0.557–0.811; α = 0.916). Keterampilan intrapersonal taruna berada pada kategori Tinggi dengan nilai rata-rata 4.21, yang mencakup kompetensi integritas, etos kerja, adaptasi, inisiatif, kreativitas, manajemen waktu, pengambilan keputusan, kemampuan analisis informasi, dan berpikir kritis. Keterampilan interpersonal dan organisasional juga berada pada kategori Tinggi–Sangat Tinggi dengan masing-masing rata-rata 4.18 dan 4.25. Hasil uji regresi linear menunjukkan bahwa ketiga variabel soft-skills intrapersonal (X₁), interpersonal (X₂), dan organisasional (X₃) berpengaruh signifikan terhadap karakter taruna (Y). Uji t menunjukkan bahwa masing-masing variabel memiliki pengaruh signifikan (Sig = 0.000), dengan variabel organisasional sebagai dimensi paling dominan (B = 0.312; t = 5.331). Uji F menghasilkan nilai F = 92.331 (Sig = 0.000) yang berarti seluruh variabel secara simultan berpengaruh signifikan terhadap karakter taruna. Koefisien determinasi R² sebesar 0.610 menunjukkan bahwa 61% karakter taruna dijelaskan oleh ketiga dimensi soft-skills tersebut. Secara keseluruhan, penelitian ini menyimpulkan bahwa karakter taruna Politeknik Pelayaran Banten berada pada tingkat yang sangat baik dan dipengaruhi secara signifikan oleh keterampilan intrapersonal, interpersonal, dan organisasional. Temuan ini menegaskan pentingnya pembinaan soft-skills dalam proses pendidikan vokasi kepelautan untuk menghasilkan lulusan yang unggul, profesional, dan kompetitif di dunia maritim.

Abstract

Indonesian shipping companies face mounting pressure to align their fleet management strategies with the International Maritime Organization's 2023 Revised GHG Strategy, yet the organizational readiness and strategic capability through which these companies are actually responding to decarbonization imperatives remain empirically underexamined. This study investigates green fleet management strategy and operational sustainability readiness among Indonesian shipping companies through a qualitative stakeholder analysis involving fleet managers, Designated Persons Ashore, and maritime management graduates. Data were collected through semi-structured focus group discussions and interviews with twenty-four participants between April 2025 and April 2026. Thematic analysis, cross-group comparison, and narrative synthesis were applied. Findings reveal three dominant strategic orientations—compliance-reactive, compliance-proactive, and sustainability-integrated—distributed unevenly across company size and fleet type segments, with the majority of participants' companies occupying the compliance-reactive orientation. Inter-departmental coordination deficits and the absence of dedicated sustainability management functions within most company organizational structures constitute the primary organizational barriers to advancing toward sustainability-integrated fleet management. The study contributes a stakeholder-grounded typology of green fleet management strategic orientation within the Indonesian shipping sector and provides actionable recommendations for company governance reform and STIP Jakarta's maritime management curriculum development.
