Abstract

Humans in meeting the needs of their lives need natural resources, in the form of land, water and air, and other natural resources that are included in renewable and non-renewable natural resources. However, it must be realized that the natural resources that humans need have limitations in many ways, namely limitations regarding their availability in quantity and quality. Certain natural resources also have limitations according to space and time. The government needs to take alternative steps to determine the potential and problems in the use of natural resources. The purpose of this study is to find out how the role of the government through its policies in managing the environment. This research uses the descriptive analysis method. The results of the study indicate that the creation of a fair and firm environmental law enforcement to manage natural resources and the environment in a sustainable manner with the support of quality human resources, the expansion of the application of environmental ethics, and socio-cultural assimilation are increasingly stable.

Abstract

This research aims to analyze the policy implementation of independent campus on the certified internship and independent study (MSIB) program in Indonesia, as well as examine the supporting and inhibiting factors. The method uses two mixed approaches, qualitative and quantitative. Meanwhile, the theory used is Van Meter & Van Horn model. The results of this study found that policy implementation of MSIB program in Indonesia relatively good in aspects of program objectives, economic, social, and political conditions, also the characteristics of implementing agencies. Meanwhile, other aspects such as standards, resources, communication enforcement activities inter-organizational, and the disposition of the implementers still need to be improved. The supporting factors in the policy implementation of an independent campus on the MSIB program in Indonesia among others: 1) Relevance of learning in the MSIB program in the industrial world; 2) Clarity of cost components; 3) Adequate support from the C level and the President of Indonesia. Meanwhile, the inhibiting factors among others: 1) There is no standardization of credit conversion; 2) Lack responsiveness of mentors; 3) Delay in disbursement of stipend; 4) Weak helpdesk accessibility; 5) Disparity of funding components; and 6) Support from Campus entities for programs that not yet optimal.

Abstract

Tujuan penulisan penelitian mendeskripsikan kebijakan pemerintah Indonesia dalam memajukan dan meningkatkan kualitas sumber daya manusia unggul. Karenanya masalah kebijakan pemerintah Indonesia meningkatan mutu layanan pendidikan merupakan persoalan strategis dalam agenda pelaksanaan pembangunan. Pendidik di sekolah memiliki posisi strategis terhadap perkembangan peserta didik. Karena tugas pendidikan, selain pemerintah, harus juga memiliki turut mencerdaskan kehidupan bangsa dalam menciptakan Sumber Daya Manusia Unggul. Metodologi penelitian menggunakan kualitatif dengan pendekatan analisis deskriptif. Data diperoleh secara purpose sampling. Yaitu, melalui obsrvasi dan wawancara. Penelitian kualitatif adalah pendekatan penelitian yang menonjolkan pengungkapan fenomena menurut persepsi subyek peneliti. Hasilnya, dengan Peraturan Pemerintah Nomor 32 Tahun 2013, tentang Standar Nasional Pendidikan, diiharapkan dapat memajukan dan meningkatkan kualitas pendidik dalam proses pendidikan nasional yang semakinkompetitif. Walaupun dilihat dari sarana dan prasarana fisik, kualitas guru dan dosen sebagai pendidik dalam pelayanan pendidikan di perkotaan dan perdesaan masih jauh dari harapan. Karenanya fasilitas dan kualitas guru dosen perlu ditingkatkan baik sarana dan prasarana ataupun cara mengajarnya menuju Indonesia Unggul.

Abstract

The purpose of this study is to investigate how to evaluate the implementation of the Independent Campus policy, with a focus on the Independent Campus on the Certified Internship and Independent Study (MSIB) program. This study uses a descriptive method combined with a qualitative approach. This research found that the implementation of the Independent Campus policy, as studied in the MSIB Program is well enough and smoothly in general. This is supported by the fact that the vast majority (73%) of participants expressed satisfaction with the MSIB program's implementation thus far. As a result, 84.5% of participants thought the MSIB program was worthy of recommending to other students.  However, there are still challenges, such as collecting administration and student files and obtaining approval for the recognition of 20 credits. Based on these findings, the study suggests that the Ministry of Education, Culture Research, and Technology should be collaborate more closely with campuses, so that the preparation of student administration files can be supported by campuses and students can obtain 20 credit recognition rights.

Abstract

This paper aims to examine the policy process for dealing with COVID-19 in Indonesia; in the last two years, the Indonesian government have taken various policy for dealing with COVID-19. Currently, this field still lacks in demonstration of cross-sectoral policy in Indonesia. This research uses qualitative explorative systematic analysis focusing on cross-sectoral policies taken by the government. This study found that government policies dealing with COVID-19 take a long time to implement owing to the cross-institutional policy process and being inactive. These policy decisions are impacted by the state's capacity to handle policy concurrently so that the government has long-term policy alternatives. Nonetheless, this policy decision will have a long-term influence on how Indonesia handles COVID-19. In the instance of Indonesia, this study reveals two policy options: substantive policy and procedural policy.

Abstract

Kegiatan pengabdian kepada masyarakat ini dilatar belakangi oleh adanya kebutuhan untuk mengamplifikasi informasi kebijakan kampus merdeka pada program Pertukaran Mahasiswa Merdeka (PMM) di entitas Perguruan Tinggi Penyelenggaraan Program Pendidikan Vokasi (PTPPPV). Hal itu menjadi urgensi karena tahun 2023 merupakan kali pertama PTPPPV turut berpartisipasi pada program PMM. Metode yang digunakan dalam kegiatan pengabdian kepada masyarakat ini ialah sosialisasi secara daring pada 5 April 2023, disiarkan melalui Zoom Meeting dan kanal YouTube, serta dihadiri oleh 4.457 partisipan yang terdiri dari: mahasiswa, dosen, kepala program studi/kepala jurusan, dan pimpinan (Direktur/Wakil Direktur Politeknik/Dekan) pada entitas vokasi. Hasil pengabdian kepada masyarakat ini menunjukkan bahwa kegiatan sosialisasi kebijakan kampus merdeka pada program PMM pada entitas PTPPPV efektif dan menghasilkan dampak positif. Hal tersebut ditunjukkan dengan adanya peningkatan pendaftar sebanyak hampir 8 kali lipat pada mahasiswa, dan hampir 3 kali lipat pada PTPPPV dari sebelum dan sesudah dilakukannya kegiatan sosialisasi.This community service activity was motivated by the need to amplify information on the independent campus policy on the Independent Student Exchange (PMM) program in the Higher Education entity for the Implementor of the Vocational Education Program (PTPPPV). This is urgent because 2023 is the first time PTPPPV has participated in the PMM program. This community service activity used an online socialization method on 5th April 2023, which was broadcast via Zoom Meeting and YouTube channel and attended by 4,457 participants from vocational entities, including students, lecturers, heads of study programs/heads of departments, and leaders (Director/Deputy of Director of Polytechnic/Dean). The results of this community service show that the socialization of the independent campus policy in the PMM program for PTPPPV entities is effective and has a positive impact. This was demonstrated by a nearly 8-fold rise in student registrations and a nearly 3-fold increase in PTPPPV registrations between before and after socialization.

Abstract

Penelitian ini dilatarbelakangi oleh tingginya angka pengangguran di Indonesia dan masih sulitnya dunia usaha/dunia industri mendapatkan lulusan perguruan tinggi dalam negeri yang siap bekerja, sehingga penelitian ini bertujuan untuk menganalisis secara evaluatif bagaimana kebijakan Kampus Merdeka pada program Praktisi Mengajar Tahun 2022. Penelitian ini termasuk jenis kualitatif yang menggunakan metode deskriptif dengan 2 jenis data yaitu data primer dan data sekunder. Sementara itu, analisis penelitian ini menggunakan statistik deskriptif, dengan basis data utama berasal dari hasil survei terhadap: Mahasiswa, Praktisi, Koordinator Perguruan Tinggi, dan Dosen seluruh Indonesia yang sekaligus menjadi subjek penelitian. Sementara itu, metode analisis data menggunakan pendekatan Miles & Huberman yang terdiri dari reduksi data, penyajian, dan penarikan kesimpulan. Penelitian ini menyimpulkan bahwa hasil evaluasi kebijakan Kampus Merdeka pada program Praktisi Mengajar belum sepenuhnya optimal. Meskipun banyak hasil positif yang telah dicapai, antara lain: pelaksanaan program yang relevan dengan kebutuhan mahasiswa, peningkatan pengetahuan dan keahlian mahasiswa, dukungan kepemimpinan bagi praktisi dari institusi/perusahaan, efektifitas onboarding session bagi praktisi, dukungan dan kesiapan yang memadai dari pimpinan perguruan tinggi, dan tingkat kepuasan dosen yang tinggi terhadap platform pemilihan praktisi. Namun terdapat juga beberapa temuan yang mengurangi hasil positif tersebut seperti: kurang puasnya mahasiswa terhadap pelaksanaan program dan praktisi, kurang jelasnya informasi pencairan honor bagi praktisi, kurang selarasnya kurikulum kebijakan Kampus Merdeka dengan kurikulum program studi, dan masih ada praktisi yang memiliki Nomor Induk Dosen Nasional. Hasil-hasil penelitian tersebut diharapkan berimplikasi pada perbaikan tata kelola dan substansi kebijakan pada program Praktisi Mengajar di gelombang/masa yang akan datang.

Abstract

The pandemic period where coordination activities were limited to online meetings because of the fear of interacting face-to-face in the coordination process with related parties. Research Methods using quantitative methods. In collecting data, the author uses a questionnaire as a data collection tool. And using multiple linear regression. The research location is in the DPRD of Tangerang City organization. Based on the results of the study 1) There is an influence of policies on handling the Covid-19 pandemic on the performance of the DPRD of Tangerang City Organization. The value of the policy coefficient for handling the Covid 19 pandemic is 0.259, which is positive with the result of t count of 2.934 > t table (1.679) and a significance of t of 0.005 <0.05. 2) The value of the leadership style coefficient of the DPRD of Tangerang City chairman is 0.456, which is positive with the results of t count of 7.885 > t table (1.679) and a significance of t of 0.000 <0.05. That is, H2 is accepted. 3) The calculated F value obtained is 48.965 > F table (3.20) and the F significance obtained from the model is 0.000 less than 0.05. That is, H3 is accepted. Based on the results of the study, it can be concluded that the Leadership Style Variable of the Chairperson of the DPRD of Tangerang City can contribute an influence of 0.456 which is stronger than the Covid-19 Pandemic Handling Policy variable which only contributes 0.259. This means that the leadership style of the DPRD of Tangerang City Chairman has a greater impact on increasing the DPRD of Tangerang City Organizational Performance in 2020-2021.

Abstract

The process of harmonization and strengthening of the draft bill is the most crucial stage in the formation of legislation. The 2019 Corona Virus Disease pandemic in Indonesia caused a socio-economic crisis. Among the challenges is the delay in the Legislative Body's big agenda in drafting laws. This study uses a qualitative method with a descriptive analysis approach. The theory used is the Balanced Scorecard Organizational Performance, with 4 perspectives: Finance, Customer, Internal Business, Learning and Growth. The results of the study describe that the performance of the Legislative Body is related to the Financial Perspective, experiencing refocusing and budget reallocation to overcome the Corona Virus-2019. From the customer perspective, in absorbing the aspirations of the community, the legislative body can only conduct public hearings, seminars, and work visits with using virtual under the rules of the DPR RI. From an Internal Business perspective, the implementation is still not optimal, because it is constrained by the Legislation Board meeting schedule with the commission meeting schedule, and attending meetings online. Furthermore, in the Learning and Growth Perspective, the leadership in the Legislative Institution is quite optimal, seen from the commitment and presence of the leadership of the Legislative Institution in carrying out their duties. The absence of laws that have been ratified, is mostly due to the political process in the formation of laws that cannot be measured quantitatively.

Abstract

Every child has the right to continue to receive education, as mandated by the 1945 Constitution. The inclusive education policy is one of the government’s policies to support the mandate of the 1945 Constitution. Unfortunately, this policy still faces various obstacles, even though it has been implemented since 2009. This research will then be carried out to analyze the process of implementing inclusive education policies in the South Tangerang city area. This research is descriptive qualitative research. The data used in this study were obtained through interviews, observation and document studies. The results of this study then found that implementing inclusive education policies in Tangerang is still not going well completely. This is because there is still no specific legal basis regarding inclusive education, the budget is still dependent on the provincial government, and there is no SOP for implementing inclusive education. Therefore, the government needs to clarify the legal umbrella or legal basis for inclusive education to clarify the SOPs, budget and maximum implementation.
