Abstract

Sekolah Kopi Raisa, a hybrid organization that empowers and educates communities, has an institutional model that other similar organizations might use. Penta helix players affect organization creation and performance. With a penta-helix approach, this study builds a model of Sekolah Kopi Raisa's commitment and institutional capability in coffee company growth. This study employs descriptive qualitative methods. Penta-helix players must support research findings to increase organizational commitment and capability. Both components boost corporate productivity and impact society. Penta helix actors promote organizational commitment and capacity development models, including change goals, influence, normative commitment, emotional, and shared vision. Human resources, networks, and structural development are other entities.

Abstract

Transparency in Village Fund management is a critical issue today. By providing information that is true, full, adequate, and simple to grasp, transparency makes sure that the public has access to information about village funding and fosters confidence between the community and the administration. This research aims to develop dimensions to improve transparency in managing Village Funds. The rise of acts of corruption committed by village government officials in Indonesia has affected the level of public trust in the government. one of the efforts so that the level of public trust in the government does not decrease is throughTransparency in the management of Village Funds. The goal of this study is to create elements that will improve the administration of village funds in terms of transparency.Descriptive qualitative research is used in this study. Observation, interviews, and documentation were the data gathering techniques used in this study. The results of this study indicate that the dimensions that can build transparency in the management of village funds are: 1) regulatory guarantees that support transparency, 2) Transparency of the Village Financial Management Process through Deliberations and Public Communication 3) Accessibility and Media that Ensure Completeness and Clarity of Information and Budget Documents

Abstract

Pemerintah Kabupaten Lumajang melalui Dinas Pekerjaan Umum dan Tata Ruang membuat program NGAPLING (Ngaspal Keliling) yang tujuannya untuk memberikan pelayanan yang baik kepada masyarakat Lumajang dalam mengatasi jalan berlubang secara cepat dan singkat. Salah satu hal yang melatarbelakangi diterapkannya program ngapling adalah kondisi sistem jaringan jalan di Kabupaten Lumajang di tahun 2019 yang kondisinya rusak berat bertambah jika dibandingkan tahun 2018, yaitu naik 38,25% dari 113,83 km menjadi 157,37 km. Ngapling merupakan sebuah program bersistem tambal sulam dengan berfokus pada kerusakan dibawah 15% sesuai dengan surat keputusan (SK) Plt. Kepala Dinas Pekerjaan Umum dan Tata Ruang Kabupaten Lumajang Nomor 188.45/037/427.59/2021. Meskipun hanya berfokus pada kerusakan dibawah 15%, diharapkan dengan adanya program ini dapat memperpanjang umur jalan dan merupakan gerakan cepat sehingga tidak terjadi kerusakan yang lebih parah pada jalan Kabupaten Lumajang. Karena fokus dalam penelitian ini adalah efektivitas program ngapling (ngaspal keliling) maka konsep yang digunakan adalah kebijakan publik dengan menggunakan indikator efektivitas Ripley. Indikator efektivitas menurut Ripely memiliki 7 indikator yaitu akses, cakupan, frekuensi, bias, ketepatan layanan, akuntabilitas, kesesuaian program dengan kebutuhan. Tipe penelitian yang akan diambil dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data menggunakan teknik obeservasi , wawancara dan dokumentasi. Teknik penujian keabsaan data dalam penelitian ini menggunakan standart kredibilitas dengan pemeriksaan menggunakan teknik tringulasi sumber dan tringulasi teknik. Sedangkan untuk teknis analisis data menggunakan analisis Miles and Huberman. Hasil penelitian ini menunjukkan bahwa pelaksanaan program Ngapling di Kabupaten Lumajang, dapat ditarik kesimpulan bahwa dalam proses pelaksanaan program ngapling di Kabupaten Lumajang, peneliti memperoleh hasil penelitian yakni pelaksanaan program ngapling sudah efektif. Hal tersebut dapat dilihat dari hasil dari proses penelitian yang telah dilakukan yang menunjukkan indikator keefektifan.

Abstract

Tujuan penelitian ini adalah untuk menganalisis pola koordinasi Pemerintah Kabupaten Banyuwangi dalam melaksnakan Program Sekolah Rawat Daerah Aliran Sungai (Sekardadu) di Kabupaten Banyuwangi berprestasi masuk dalam nominasi prestasi Top 30 Kompetisi Inovasi Pelayanan Publik (Kovablik) Jawa Timur tahun 2023. Program ini merupakan kegiatan yang melibatkan lintas sektor Dinas Pendidikan dengan melibatkan siswa dari semua tingkatan pendidikan, mulai siswa Sekolah Dasar hingga Perguruan Tinggi, dan pondok pesantren, untuk bersama-sama merawat sungai di sekitar lingkungannya agar tetap bersih dan sehat. Organisasi Pemerintah Daerah yang terlibat dalam Program Sekardadu ini selain Dinas Pendidikan adalah Dinas Pekerjaan Umum Pengairan, Dinas Lingkungan Hidup, Dinas Pekerjaan Umum Cipta Karya, Dinas Pertanian dan Pangan, serta Dinas Perikanan. Pendekatan penelitian kualitatif-deskriptif, dimana pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan kunci (key informan) ditentukan berdasarkan pertimbangan tertentu dan informan selanjutnya dilakukan secara snowball. Verifikasi data dilakukan dengan metode triangulasi sumber dan triangulasi teknik dengan teknik analisis data model interaktif (Miles, Huberman dan Saldana; 2014). Hasil penelitian menunjukan bahwa pola koordinasi pemerintah daerah dalam Program Sekardadu di Kabupaten Banyuwangi berjalan dengan baik dan lancar, baik secara vertikal maupun horizontal sehingga memperoleh prestasi Top 30 Kompetisi Inovasi Pelayanan Publik (Kovablik) Jawa Timur tahun 2023. Terjaminnya pelaksanaan koordinasi baik secara vertikal maupun horizontal adalah dengan diterbitkannya Keputusan Bupati Banyuwangi No.188/33/KEP/429.011/2022 tentang Tim Koordinasi dan Tim Pelaksana Kegiatan Sekardadu di Kabupaten Banyuwangi. Koordinasi Bupati dengan struktur di bawahnya dan sebaliknya maupun koordinasi diantara Organisasi Pemerintah Daerah berjalan dengan lancar, baik secara formal maupun informal, online maupun offline, baik di kantor maupun di lapangan. Jadi, koordinasi vertikal maupun horizontal sebagaimana dikatakan Hasibuan (2011) dapat berjalan dengan baik dan lancar sehingga menghasilkan prestasi yang baik. Temuan, pertama lembaga pendidikan masih belum optimal, sehingga partisipasi siswa masih bersifat mobilisasi. Kedua, tidak tersedianya anggaran konsumsi bagi siswa saat melaksanakan program di lapangan.

Abstract

The purpose of this study is to examine the implementation process of public budgeting through a recess forum in Banyuwangi Regency. One of the most radical changes in the development planning process in Indonesia is the emergence of a bottom-up planning model, which was marked by the issuance of Law No.22/2009 on Regional Autonomy. One of the best practices that is considered very successful in bottom-up planning forums is participatory budgeting in Brazil, which was later adopted by many countries around the world. In Indonesia, Development Planning Deliberation is one of the forums considered to represent participatory budgeting, but a number of shortcomings in the implementation of Development Planning Deliberation have caused the community to look for other forums to convey various development proposals in the region. One forum that is considered more effective is through recess forums conducted by legislative institutions. This research was conducted to examine in depth the process and dynamics of participatory budgeting and the participatory budgeting model in the recess forum in Banyuwangi Regency. The method used in this research is qualitative with a Naturalist methodology approach Based on the research conducted, the public budgeting process through the recess forum cannot be implemented as dimensions in participatory budgeting. This is because the public budgeting process through the recess forum will always be tied to the political dynamics being faced by Local house of representatives member. Meanwhile, the political dynamics that occur are determined by political interactions between political actors, especially to gain political support in general elections.

Abstract

The purpose of this research is to examine the effect of workload population administration services on the performance of employees in the Population and Civil Registration Service of Jember Regency. Based on preliminary observation data on the performance of employees of the Population and Civil Registration Service of Jember Regency, they managed to get the 2nd place achievement nationally, but employees felt a workload when doing work. This study used an explanatory quantitative approach. The subjects used in this study were employees of the Population and Civil Registration Service of Jember Regency, totaling 29 employees. Analysis data used simple linear regression statistics. The results showed that workload has a positive effect on employee performance. That stuff explains that increasing workload will affect the improvement of employee performance. The agency should pay attention to the workload given to each employee according to their abilities so that employees will feel more comfortable doing work.

Abstract

The research entitled "Collaborative Governance Process in Tourism Village Development in Semen Gandusari Village, Blitar Regency" aims to describr and analyze a collaborative prcess that occurs. The type of research used in this research is descriptive qualitative research, namely to provide an averview of collaborative governance in the process of developing a tourist village in Semen Village. Data collected through indeoth interviews, observation and documentation studies. Informants are people who are trusted and know and understand the topic beig researched. Next, the data obtained was analyzed using data condensation, data presentation anf drawing conclusions and verification. The research result use the theory from Kirk Emerson and Tina Nabatchi (2015) which consists of indicators of collaboration dynamics theory, collaboration actions, impact and adaption of the collaboration process, which is very good and has a positive impact on each party involved. Institutionally, the role played by the parties involved is very active in developing the tourist village in Semen Village and the communication relationship between the village government and the parties involved is also very good, as well as the trust built in the collaboration for the development of the tourist village in Semen Village is good. Then, their sense of trust is built, so the commitment between the village government and the parties involved is very strong, especially when collaborating is guided by the District Regulation Decree, Village Decree, and AD/ART as well as cooperation agreements .

Abstract

The crisis has raised concerns about behavioral adaptation and resilience changes in micro and small enterprises (MSEs). As a result, MSEs need to get policy support by determining policy strategies oriented towards collaboration schemes. This study explores the actor network of MSEs of regional superior products and determines the right policy strategy to encourage a broader and more sustainable collaboration process. This study contributes to creating collaborative policy strategy directions for SMEs by utilizing actor networks. This research focuses on elaborating the concepts of network governance and collaborative governance. The study employed a descriptive qualitative method through empirical mapping of MSE stakeholder actors using Miro Apps. Data was analyzed using IFAS-EFAS techniques to determine suitable strategies for supporting MSE policies. The results show the dynamics and complexity of the MSE network with its main vital actors: state andnon-state actors. Strategic efforts can be realized through rotation functions to achieve a productive economy by optimizing the potential for adaptive collaboration through MSE policies on superior products by minimizing existing weaknesses

Abstract

The Smart Kampung Programme in Banyuwangi Regency is an innovative initiative that aims to improve the welfare of village communities through the use of information and communication technology. The programme covers various aspects, such as public services, education, health, and economic empowerment. In its implementation, the programme involves various levels of government, ranging from the village government to the district government, as well as support from the central government. This article aims to analyse intergovernmental relations in the implementation of the Smart Kampung Programme in Banyuwangi Regency. The main focus is on how coordination, collaboration and synergy between different levels of government play a role in the success of this programme. This research uses a qualitative approach with a case study method. Data were collected through in-depth interviews with government officials at various levels, field observations, and analysis of official documents. The intergovernmental relationship in the Smart Kampung Programme in Banyuwangi Regency shows top down and botton up cooperation patterns as well as the importance of coordination, collaboration, and synergy to achieve programme success. This success cannot be separated from the active role of each level of government and the adaptation of the programme according to the local conditions needed. This programme can serve as a model for other regions in implementing similar initiatives.

Abstract

Penelitian ini menganalisis transformasi pelayanan publik melalui Mall Pelayanan Publik (MPP) Kota Samarinda dengan menggunakan perspektif teori institusional W. Richard Scott. Latar belakang penelitian didasarkan pada tingginya kasus maladministrasi pelayanan publik di Indonesia yang mendorong pemerintah melakukan reformasi birokrasi. Tujuan penelitian adalah menjelaskan bagaimana regulasi, norma, dan kerangka kognitif masyarakat berinteraksi dalam mendukung transformasi pelayanan publik melalui MPP. Metode yang digunakan adalah kualitatif-deskriptif dengan data sekunder berupa dokumen kebijakan, laporan Ombudsman RI, laporan SP4N-LAPOR, dan literatur akademik terkait. Analisis dilakukan melalui analisis konten dengan menelaah tiga pilar institusional Scott, yaitu regulatif, normatif, dan kultural-kognitif. Hasil penelitian menunjukkan bahwa MPP tidak hanya memperkuat legitimasi regulasi melalui dasar hukum yang jelas, tetapi juga membentuk norma pelayanan baru berbasis transparansi, efisiensi, dan inklusivitas. Aspek inklusivitas tercermin dari penyediaan akses pelayanan yang lebih setara bagi seluruh kelompok masyarakat, termasuk kelompok rentan seperti penyandang disabilitas, lansia, dan masyarakat berpenghasilan rendah. Selain itu, kehadiran MPP mendorong perubahan persepsi masyarakat bahwa pelayanan publik dapat dilakukan dengan cepat, mudah, ramah, dan terbuka bagi semua. Penelitian ini berimplikasi pada pentingnya konsistensi kebijakan, sinergi antarinstansi, serta pengarusutamaan prinsip inklusivitas dalam menjaga keberlanjutan transformasi pelayanan publik.
